• Key Stakeholders: Local Public Health, Hospitals and Healthcare Facilities, EMS/EMA•Review TMM Documents• Develop jurisdiction-specific TMM using blank template
Educate Stakeholders
•Key Stakeholders conduct TMM seminars for their user groups•End-users from Local Public Health, Hospitals/Healthcare Facilities, and EMS/EMA learn how to use the TMM
Select Exercise Planning Team from Stakeholders
•The EPT is responsible for designing, developing, conducting, and evaluating all aspects of an exercise•Customize the TMM Table Top exercise for the jurisdiction•Facilitate and Evaluate the exercise
Conduct Facilitator and Evaluator Training
•Complete Data fields for jurisdiction•Download Situation Manual, Exercise Evaluation Guides, and TTX slide presentation•Conduct Evaluator and Facilitator Training
Conduct TMM Table Top Exercise•Using plenary methodology, the Players discuss their agency’s role and response to the scenario presented based on the Transitional Medical Model•Moderated discussions allow for the participants to hear the outcomes of the various facilitated discussions that have taken place at the functional and agency level •All participants contribute feedback during the Hot Wash
Draft After Action Report•Based on data collected by the Evaluation Team and feedback provided during the Hot Wash and the Facilitator/Evaluator Debriefing an After Action Report is drafted•Analysis of Capabilities•Recommendations for improvement•Capture of “Best Practices”•The AAR Template will be used for this step
Conduct AAR/IP Conference•Validation/Acceptance of the Draft After Action Report•Discussion of recommendations for improvement and incorporation into Improvement Plan using IP Template•Discussion of “Best Practices” and incorporation into Improvement Plan•Final Products:• After Action Report• Improvement Plan
Track Improvement Plan•Implementing the Improvement Plan is only the first step….•The progress made in achieving the recommendations detailed in the Improvement Plan must be tracked over time and tested in future exercises
