ECOWREX SDI on ECOWREX
The ECOWAS Observatory for Renewable Energy and
Energy Efficiency (ECOWREX) is a web-based information
platform established in October 2012 to address poor data
quality and information pertaining to the energy sector in the
ECOWAS region at the same time providing decision makers,
project developers, investors and other stakeholders with
tailored energy information and planning tool.

Defining the ECOWREX SDI
ECOWREX SDI is an Spatial Data Infrastructe for energy planning in ECOWAS region
“A spatial data infrastructure (SDI) is a data infrastructure implementing a framework of geographic data, metadata, users and tools that are interactively connected in order to use spatial data in an efficient and flexible way”
"the technology, policies, standards, human resources, and related activities necessary to acquire, process, distribute, use, maintain, and preserve spatial data“
"An SDI is a coordinated series of agreements on technology standards, institutional arrangements, and policies that enable the discovery and use of geospatial information by users and for purposes other than those it was created for“
(source: Wikipedia)
SDI = SPATIAL DATA + STANDARDS + AGREEMENTS
SDI COMPONENTS = data and metadata , standards , policies , accesible networks , data warehouse , and ...

Evolution (2012 – 2016) • From a GIS Map Viewer to a SDI • Implementation of the ACP-EU Project Promoting sustainable energy access through the use of geospatial technologies in West Africa
The project • A SDI for energy planning in ECOWAS region • Open data • Open GIS technologies and applications • Responds to the importance of reliable geospatial data for sustainable energy development
Barriers • Lack of policies, agreements , data, funds and capacity building in the region
Goals • Make energy geospatial open data commonly available, based on international standards • Develop new energy tools for data analysis, modelling, etc. to encourage data-driven decisions in energy planning • Enhance member states’ capacity on the use of geospatial data for energy planning • Grow a community of data contributors to ensure the sustainability of data collection. Building a cooperation strategy for data collection and
harmonization amongst ECOWAS Institutions • Contribute to develop policies for collection, updating , sharing, and analysis of datasets • Strengthen key data, reduce duplication, improve reliability and quality and promote data custodianship • Achieve common interoperability standards, protocols and interfaces that support real-time integration of information. Support Member States
on the attainment of the Sustainable Development Goals (SDGs) through development of mechanism for increasing system coherence in the use and exchange of energy geospatial data
• Engage in knowledge development to generate new data/information that feeds into the value chain o sustainable energy development in the ECOWAS region

1. EXPLORE the Hydropower resource layers (31 layers available) and SELECT
the layers you want to visualize
2. Open the METADATA
3. Check the ATRRIBUTES of a river section
and visualize also existing and planned
POWER PLANTS; 4. Look for POTENTIAL
SITES and 5. Explore the CLIMATE

Using ECOWREX data for CEMGs planning study in Gambia
CRITERIA:
Annual population growth: 3,3% (Official
census of The Gambia, 2013)
Pop. Covered by grid extension: buffer area
5km
Pop. Covered by SHS: out of the buffer area
and density < 700 people/km2
Pop. Covered by Minigrid: out of the buffer
area and density > 700 people/km2

Summary of current options on the use of the ECOWREX SDI for energy planning
• Data visualization
– Overlay of different layers
– Understand the spatial component
– Generate information to support studies, decisions, etc.
• Data download
– GIS studies (e.g.: spatial analysis studies related to energy planning
– Produce maps
– Generate information to support studies, decisions, etc.
• Data sharing
– Facilitate and increase studies on energy planning, research, etc
– Facilitate the generation of new data and information

Challenges on the use of the ECOWREX SDI for energy planning
• Adapt the platform to the needs of the energy planners from the member states
• Non advanced GIS users
– Capacity building
– Simple and specific
• Data
– To continue with the creation of a community of data contributors
– Specific and concrete data collection activities
• Lack of regional policies, standards
– Developing assessment of needs to attract donors
– Development of guidelines
– Guidance

Where do we want to go? – “Less research and more planning”
– Increase the GIS functionalities in the platform but keeping it simple and user friendly for not GIS advance users
– No to generalist applications, yes to specific applications
– GEOAPLICATIONS for energy planning
• Adapted for different roles, users
• Easy to use
• To generate data-driven decisions
