Indiana Code: Defining “Public Park”

• IC 35-41-1-23.7 – “Public park" defined"Public park" means any property operated by a political subdivision for park purposes (as defined in IC 36-10-1-2).

• IC 36-10-1-2"Park purposes"Sec. 2. "Park purposes" include the establishment, equipment, and operation of parks, boulevards, pleasure drives, parkways, wheelways, park boulevards, bridlepaths, playgrounds, playfields, bathhouses, comfort stations, swimming pools, community centers, recreation centers, other recreational facilities, and recreational programs.

State Parks do not meet this criteria and are not part of the exclusion zone.

Data Methodology

Page 58: Using SAVI Information to Improve Decision Making in Central Indiana

SAVICommunityInformationSystem

Geocoding

• The process of applying coordinates to tabular information that includes some type of ‘address’ reference.

• Allows you to ‘spatially enable’ your tabular dataset. Before Geocoding

After Geocoding

Page 59: Using SAVI Information to Improve Decision Making in Central Indiana

SAVICommunityInformationSystem

Geocoding to Centerlines

Also known as ‘Interpolation’ geocoding since the point is calculated between 2 points along a line.

Main St100 200

150 Main St. will geocode here…

…but might actually exist here

Errors can easily reach several hundred feet

Page 60: Using SAVI Information to Improve Decision Making in Central Indiana

SAVICommunityInformationSystem

Geocoding to Parcels

Parcel geocoding gives much higher geographic accuracy.

Addresses are placed at centroid of parcel. There is no interpolation error

Geocoding to Parcels

• Accuracy is not the only issue. Indiana code says the 1000 feet is measured from the property line, not any given point.

Page 62: Using SAVI Information to Improve Decision Making in Central Indiana

SAVICommunityInformationSystem

Geocoding to Parcels

• Even geocoding to parcels presents problems.

• Local county parcel layers may be better sources if they have complete owner data.

Pike High School is composed of several different parcels

Data Quality and Limitations

Page 64: Using SAVI Information to Improve Decision Making in Central Indiana

SAVICommunityInformationSystem

Challenges

• Geocoding match rates• Data Timeframe • Completeness• Difficulty in classifying

Page 65: Using SAVI Information to Improve Decision Making in Central Indiana

SAVICommunityInformationSystem

Challenges

• Geocoding match rates• It could be possible to have a sex offender living next to a

daycare simply because we couldn’t geocode the daycare address.

• Data Timeframe• Recreational facilities data are from 2002 with no plans to

update.• Other datasets are updated regularly (e.g., daycares) but

we should consider working directly with data providers to get data as close to real time as possible.

Page 66: Using SAVI Information to Improve Decision Making in Central Indiana

SAVICommunityInformationSystem

Challenges

• Completeness• Identifying property that schools rent• Identifying youth programs from other sources

Many programs exist that are not included in the Connect2Help data.

• Difficulty in Classifying• Is it political subdivision?

Identifying owner is not always easy

• Does a school-owned parcel have a structure?• Parcel owner data is less complete for tax-exempt entities

such as schools and places of worship.
