1. Purpose
This user manual provides guidelines and instructions to use the Sagarmala MIS Application.
The purpose of the Sagarmala MIS Application is to monitor the process of capturing the inputs
at initiation (Project Concept) stage on the Sagarmala projects from different project
proponents. Projects are being implemented by different Central Ministries, different
Organizations in State Government of Coastal States, Port Authorities and other agencies.
Physical and financial progress of the projects, delays in project implementation, tracking of
bottlenecks in project implementation, requisite approvals needing attention of the Ministry of
Shipping and / or Sagarmala Development Company Limited (SDCL) shall be required to be
constantly monitored through this e-Sagarmala Portal.
This User manual will describe the below mentioned modules and functionalities:

Below is the list of the application users:

3. Application Features Description
The application facilitates the following processes for user perspective –
User Login
o Super Admin, a user will be created from system and this user will be facilitated
to create others users in the system.
o Super Admin will enter the username, password and captcha and click on the
login button to enter into the system.
o As the super admin will logged in to system, super admin will be able to view the
user management and master management menus.
o Super Admin will create the nodal officers of all organizations.

Role Based User Management
o Super Admin will be able to view the three sub-menus under user management
menu.

Add User
o As the Super Admin will click on the add user sub-menu, super admin will be able
to view the user list.
o Super Admin can search a particular user on the basis of following-

o Super Admin will be able to view an add user button.
o Super Admin will be able to view a list of user with edit, status, view and reset
password columns.
o On click the add user button, the super admin will be redirected to add user
page.

o Super Admin will select the organization type and as per the selected
organization, different fields will be visible on the add user screen.
o Super Admin will enter all the mandatory details and click on the submit button.
o On click of the submit button, a confirmation box will appear on screen- are you
sure you want to submit the details. On click of the yes user details submitted
successfully, a confirmation message will be appear on screen and super admin
will be redirected to user list page.

o On click on no button, super admin will be redirected to add user page.

o The hierarchy of creating the users will be as follows-
Super Admin will create the nodal officer users of all organizations as well
as the super admin will be facilitated to create the senior officer 1, senior
officer 2, senior officer 3 and officer and operator users as well.
Nodal officer will create the senior officer 1, senior officer 2 and senior
officer 3 user as well as nodal officer can create the officer and operator
level users of his/her own organization only.
Senior officer 1, senior officer2, senior officer3 will create the users for
officer level and can also create the operator level users.
Officer level user will create the operator level users.
Create password
o On successful addition of user, a link will be sent to respective user by Email and
SMS. On click of this link, user will be redirected to the Sagarmala portal.

o On the Sagarmala portal login page, login ID, mobile number and username will
come as auto filled and in non-editable mode and user will be given an option to
set the password.

o User will set the password and click on the login button to log in to the
Sagarmala portal.

o User will set the password by entering the enter password and confirm password
field values. In case if user doesn't enter the same password in enter password
and confirm password fields, an alert will be generated on screen as - confirm
password should be same as enter password.
o As the user will click on the login button, user will be redirected to Sagarmala
portal- dashboard page.
o The link that user has received on his/her email ID and mobile number will be
activated for 72 hrs.
Forgot username
o In case of forgot username, user click on the forgot username link, in this case
user can enter in to the system by entering registered email ID and mobile
number and click on GO button.
o The username will be sent to the user’s registered email ID and mobile number.

Forgot password
o In case of forgot password, user will click on forgot password button.
o User will enter the login ID, the password reset link will be send to associated
email ID and mobile number linked with the login ID.
o User will get the link for password reset.
o User will click on the URL provided in the email and set a new password.

Edit User
o Edit User screen will facilitate the super admin to edit the selected user profile
information.
o As the super admin will click on the edit icon, super admin will be redirected to
edit user screen.

o On edit user screen, the information already saved for that particular user will be
auto-populated.

o Role , Designation, Name , Mobile number and email ID ; these profile
information will be edited in the following manner:
Super Admin can edit the user details for all type of users.
Nodal officer can edit the senior officer1, senior officer2, and senior
officer3 user details as well as can edit the details for officer and operator
level users.
Senior officer1, senior officer2, senior officer3 users can edit the details
for officer and operator level users.
Officer level user can edit the operator level user details.
o On click of update button, a confirmation box will appear on screen. Are you
sure you want to update the details. On click of the yes user details updated
successfully, a message will be appear on screen and super admin will be
redirected to user list page.

o On click on No button, Super Admin will be redirected to edit user page.
o Once the user has been created, his/her organization cannot be changed, this
user can be deactivated only, and a new user will be created.
Information updation by User
o The following information can be changed by the user itself on click of the user
imageEdit profile menu:

o The information will be authenticated via OTP.
View User
o View User screen will facilitate the user to view the selected user profile
information in non-editable mode.
o On click of the back button, super admin will be redirected to user list page.

o As user will click on the view icon, user will be redirected to view user screen.
Through this screen super admin will be able to view the user
information/profile in non-editable mode.
Super Admin can view the details of all users created in the system.
Nodal officer can view the details of senior officer 1, senior officer 2,
senior officer 3, officer and operator level users of his/her own
organization.
Senior officer 1, senior officer 2, senior officer 3 can view the details for
officer and operator level users of his/her own organization.
Officer level user can view the profile information for operator level users
of his/her own organization.

User Activation/Deactivation
o Super Admin/Nodal officer/Senior officer/Officer role types will be facilitated
with an option to change the user status.
o Super Admin can change the status for nodal officer role, however the super
admin can also change the status for senior officer1, senior officer2, senior
officer3 and officer and operator role types.

o Nodal officer will change the status for the senior officer 1, senior officer 2, and
senior officer 3 role types, however the nodal officer can also change the status
for officer and operator role types.
o Senior officer will change the status for officer level user and can also change the
status operator level user.
o Officer will change the status for operator level user.
o For example: In case of deactivation of Nodal officer, the users created by this
nodal officer remain active in the system.

o As the user will change the status, an alert be displayed on the screen: The
selected user will be deactivated, Are you sure you want to deactivate the
details?

o If Super admin will click on yes button, the selected user status will be changed
to de-active.
o The deactivated user will not be able to login into the system.
Roles
o The Roles will be created through system for each organization type. The Role
list is as follows:

Senior Officer 1, Senior Officer 2, Senior Officer 3
Officer
Operator
o The different type of roles will be visible to different users.
Super Admin will be able to view the all role type’s i.e. nodal officer,
senior officer 1, senior officer 2, senior officer 3 and officer and operator
role types.
Nodal officer will be able to view the senior officer 1, senior officer 2,
senior officer 3 and officer and operator role types.

Officer will be able to view the operator role type.
Role wise Authorization
o The permission will be given as per the Role hierarchy.
o As user will click on the Assign icon, user will be redirected to assign permission
page.

o Here, they can give the following permissions-

o Here on this page user will assign the permission to users falling as per the
hierarchy level.
Super Admin will assign the permission to the nodal officer role, however
the super admin can also assign the permission to senior officer 1, senior
officer 2, senior officer 3 and officer and operator role types.
Nodal officer will assign the permission to the senior officer 1, senior
officer 2, and senior officer 3 role types, however the nodal officer can
also assign the permission to officer and operator role types.

Reset Password
o The user can reset the password for a user as per the user hierarchy level.
Super Admin will reset the password or change the details for nodal
officer role, however the super admin can also reset the password or
change the details for senior officer 1, senior officer 2, senior officer 3,
officer and operator role types.
Nodal officer will reset the password or change the details to the senior
officer 1, senior officer 2, and senior officer 3 role types, however the
nodal officer can also reset the password or change the details to officer
and operator role types.
Senior officer will reset the password or change the details to officer level
user or can reset the password or change the details for operator role
type.
Officer will reset the password or change the details to operator level
user.
o As the super admin will click on the reset password icon, the user will be
redirected to reset password page.

o Here, the selected user details like login ID, username, mobile number and email
ID will be auto- populated.
o Super Admin can enter the password and confirm password.

o On click on the save button, the user will see a massage on screen that password
reset successfully and user will be redirected to user list page.

o On click of cancel button, user will remain on reset password page only.
o In case if the password and confirm password doesn’t match, an error will be
shown to user, kindly enter the same password.
Assign project
o The projects will be assigned to user as per user hierarchy. On dashboard the
user will be able to access only that projects which are assigned to him/her.
o Projects will be assigned to users in the following manner-
Super Administrator will assign the projects to nodal officer user as well
as the super admin will be facilitated to assign the projects to other users
as well.
Nodal officer will assign the projects to the senior officer 1, senior officer
2, and senior officer 3 user can also assign the projects to officer and
operator level users.
Senior officer 1, senior officer 2, senior officer 3 will assign the projects to
users for officer level.
Officer level user will assign the projects to operator level user.

o On click of the add/remove projects button, user will be redirected to the assign
project screen. Here the User name and Role name will be visible in the non-
editable mode.

o The project list will come as per the organization of the user. The multiple
projects can be selected for a user.
o On click of the submit button, the selected projects will be assigned to user and
user will be redirected to assign project list page.
o As the user will click on the view projects icon for a particular user, he/she will
be able to view the list of assigned projects to that particular user.

4. Master Management
o Only super admin in the system is facilitated to perform any action on Master
Management Module. The Master Management has been categorized into two
sections-

o Below are the features of master Management-

Add Master Value:
o On click on the Add new button, a pop-up will be open. Here the super admin
will enter the value, the super admin wish to see in the particular dropdown.
o For Example: We take an example of Central Ministry Master to understand this
better.

o As the Super Admin will click on the Master Management Menu, super admin
will be able to view the two sub-menus as User Management and Project.
o As the Super Admin will click on the User Management Sub-menu, super admin
will be able to view the list of masters like Central Ministry, Department,
Organization, Port, Maritime Board, Directorate of Port and Mapping of Non-
Major Port.
o As the Super Admin will click on the Central Ministry Master, Super Admin will be
able to see the list of already created central ministries name, if already created
by Super Admin.
o On the Top-Right corner, Super Admin will be able to view an Add New button.
o As Super Admin will click on the Add New button, Super admin will be able to
view a pop-up.

o Super Admin will enter the name of the Central Ministry and then click on
Submit button to save the details.
o As Super Admin will click on the Submit button, a confirmation pop-up will be
shown to Super Admin. This Confirmation pop-up will show a message that are
you sure you want to submit the detail

o On click of yes button, the entry will be added. On successful addition, an alert
will be displayed as Record added successfully.

o Super Admin will be redirected to master list view page. Here, Super Admin will
be able to view the new added entry.
o On click of No Button, Super Admin will remain on the Add new pop-up.
Edit Master Value
o As the master value is added by Super Admin, the same can be updated by the
Super Admin by using the edit icon.

o As the Super Admin will on Edit icon corresponding to a master value, an edit
pop-up will be open.

o For example: If the Super Admin wants to change the Central Ministry name,
super admin will change the spelling or that particular ministry name. Super
Admin will on the update button, a confirmation Pop-up will be shown to Super
Admin as Are you sure you want to update the details.

o As the Super Admin will click on the yes button, a message will be displayed as-
details updated successfully.
o On click of no button, details will not be saved and user will be redirected to edit
details pop-up.
Active/Deactive Master Value

o The super admin can deactive a particular master value, that value will not be
reflected in the corresponding drop-down list.

o And if a particular value is again activated, that value will now be visible in
corresponding drop-down list.
o As Super Admin will change the status from active to deactive, a confirmation
pop-up will be shown to super admin i.e. are you sure you want to deactive the
master value.

o In case super admin will click on yes button, that particular master value will be
deactivated.

o On click of NO button, the super admin will be redirected to master view page.
5. Project Concept
Add Concept
o While proposing a new concept, below fields are required to be filled by the
project proponent.

o In case if project type is selected as single funded then project proponent will be
able to select only one funding agency name, then only the add concept details
button will be enabled
o In case if project type is selected as multiple funded then project proponent will
be able to select multiple funding agency names, , then only the add concept
details button will be enabled
o In case of non-funded, no option will be visible to project proponent for
selection of funding agency, add concept details button will be enabled

o Project proponent will select the project type as Single funded, multiple funded
or non-funded. As per the project type selected the project proponent will select

the funding agencies. The funding agencies name will come as per the project
proponent state or the funding agencies that doesn’t belong to a particular state.
o After selecting the funding agencies name, add concept detail button will be
enabled. Project proponent will click on the Add concept detail button and will
be redirected to add concept details page.
o The project name will be manually filled by the project proponent.
o Concept ID will be an auto generated number.
o State will come as auto selected as per user has logged in to the system. Suppose
a project is covering the two states, then an additional state can be added by the
user.
o The user which has currently logged in to the system, for example if he belongs
to a major port then that major port name will be auto reflected in the system.
Similar for all other users.
o The Port type master will be handled from UI by super admin, Port name should
come automatically as per the state and port type of the project proponent.
o The Port type and port name should come as auto selected and non-editable if
any major port user has logged in, for private port there may be a case that a
single user is handling the multiple ports, so if a private port nodal officer has
logged in then the private ports for which he is assigned as an officer/operator
only that list should come.
o The Port type master and port name values should be selected by the other
users, if they are entering the concept details.
o Multiple values can be selected for project location field, the values will come
from project location master as accordance with state. If any other state is
added, then location for that state should also come in list-box.
o In upload document, only a single document (.pdf) can be submitted by the
project proponent.

o As per the port name selected or the user which has logged in, accordingly nodal
officer listings will come here , as the nodal officer will be selected from the
drop-down list, the details filled in user management module should come
automatically such as email ID, mobile number, designation and non –editable.
The user who is entering the concept details can enter the landline number and
postal address of the nodal officer, non-mandatory.
o As the user will click on the ADD button, the nodal officer entry should come in
the grid view, from here if the wrong entry is added can be deleted by entering
on minus icon.
o On Add concept details page, the project type and funding agency or agencies
selected will be visible in non-editable mode.
o Project proponent can save the concept details in draft mode by clicking on the
Save button.

o As proponent will click on the sent for approval button, a confirmation pop-up
will be displayed as- are you sure you want to submit the details? As project
proponent will click on yes button, a success message will be displayed on screen
as concept submitted successfully and proponent will be redirected to concept
list page.
o The concept should move to approval on MOS and SDCL official dashboard.

o The MoS and SDCL official will be able to view the concept on concept list view
page. And can search the concept on the basis of below fields-

o Also MOS/SDCL should be able to export the desired outputs or search results in
to excel and pdf format.
o MOS/SDCL user will be able to view the following status-

Concept Re-submitted
Concept revived by MoS/SDCL
o MoS/SDCL/Proponent user will be able to view the workflow history of the
concept. As the user will click on the view history button, will be able to view
history pop-up.
o View history pop-up will show the action details for a particular concept. Below
is the screenshot for workflow history pop-up.

o As the Concept is forwarded to both MOS and SDCL, if concept status is approval
pending then both MOS and SDCL user can take any action on same. But once
UM/1.0 User Manual

the action is taken by any MoS user, then on that SDCL user cannot take any
action and vice versa.
o If a concept is rejected by MOS user then on that concept SDCL user can take any
action and reverse can also a case.
o If any concept is under consideration by MOS, then that concept information
should be visible to SDCL user, but SDCL user should not be able to take any
action on the same. The system will send an alert (email/SMS) to MOS official
regarding the same. An alert will also be received by project proponent that your
concept has been submitted.
Concept Scrutinization
o The MOS/SDCL official will be able to see the Approval pending, resubmitted,
revived approved and rejected concept list in concept list view.
o As the MOS/SDCL official will click on the Concept ID, the details filled by the
project proponent will be visible in non-editable mode respective to the selected
ID.
o As MoS/SDCL official will click on the workflow history view button, the action
taken on concept either by MoS official or project proponent will be visible with
date.

o The MoS/SDCL official will securitize the concept details, can approve, reject or
sent the concept for revision to Project proponent.
Concept Rejection
o In case of rejection, MOS/SDCL official needs to enter the reason for rejection.
o As the MoS/SDCL user will click on the reject button, will be able to see a pop-up.
Here it will be mandatory for MoS/SDCL user to enter the Rejection reason.

o On click of the cancel button, MoS/SDCL user will be redirected to concept detail
view page.
o On click of the submit button, the MoS/SDCL user will see an alert message on
screen as Concept rejected successfully. And, MoS/SDCL user will be redirected
to concept list page.
o The concept status will be changed from approval pending to rejected.

Concept Sent for Revision
o In case of revision, MOS/SDCL official needs to enter the revision comments.

o As the MoS/SDCL user will click on the sent for revision button, will be able to
see a pop-up. Here it will be mandatory for MoS/SDCL user to enter the revision
comments.

o On click of the submit button, the MoS/SDCL user will see an alert message on
screen as concept sent for revision successfully. And, MoS/SDCL user will be
redirected to concept list page.
o On click of the cancel button, MoS/SDCL user will be redirected to concept detail
view page.

o As the concept status will be changed to “Sent for Re-vision”.

Concept Approval
o MoS/SDCL user will click on the concept ID with status as Approval pending,
MoS/SDCL user will be able to view the three buttons as approve, reject or sent
for revision.

o As MoS/SDCL user will click on the approve button, a confirmation pop-up will be
shown on the screen as –do you want to approve the concept?
o If MoS/SDCL user will click on No, will be redirected to view concept page.
o If MoS/SDCL user will click on Yes, a success message will be displayed on screen
as concept approved successfully and user will be redirected to concept list page.

Concept Resubmission
o In the concept list, as project proponent will click on the concept ID with status
as sent for revision, he/she will be able to view the concept details in editable
mode.

o The project proponent will be able to view the revision comments entered by
MoS/SDCL user in non-editable mode.

o For concept status as “Sent for Revision”, project proponent will revise the
concept details as per comments mentioned by the MoS/SDCL official and will
resubmit the concept.

o As Project proponent will click on the resubmit button, a confirmation pop-up
will be displayed as are you sure you want to resubmit the concept.
o On click on No, the user will be redirected to edit concept screen.
o On click of yes, a success massage will be displayed on screen as concept
resubmitted successfully and user will be redirected to concept list page.

o As the user will resubmit the concept, the concept status will be changed to
Approval pending and concept will be moved to MoS/SDCL user dashboard.

o MOS/SDCL official will again view & scrutinize the concept details and can
approve, reject or sent the concept to project proponent for revision.
o Project proponent can view the comment history by clicking on the view history
link button.

Revive Concept
o If a concept is rejected by MoS/SDCL user, the concept status will be rejected.
Now if a concept is rejected by MoS/SDCL user it can be revived/reconsidered by
the SDCL/MoS user.

o As MoS /SDCL will click on the concept ID with status as rejected on page
concept list view page, the concept details will be visible in non-editable mode.
Also the rejection reason will be visible to MoS/SDCL user.

o Now two buttons will be visible to MOS/SDCL user. Revive concept and Cancel.
As MoS/SDCL user will click on the revive button, a pop-up will be open as
below: Do you want to revive the concept?
o On click on No, the MoS/SDCL user will be redirected to view concept page.

o On click of yes, a success message will be displayed as concept revived
successfully and user will be redirected to concept list page.

o Now on the concept with status as revived two action can be performed either
approve or sent for revision.

1. Purpose
This user manual provides guidelines and instructions to use the various features of
Sagarmala MIS Application.
The purpose of the Sagarmala MIS Application is to monitor the process of capturing the
inputs at initiation (Project Concept) stage on the Sagarmala projects from different project
proponents. The different level of Dashboards enables Sagarmala MIS application users to
track the performance of their respective projects. The dashboard features are provided to
showcase the summarized performance of the entire Sagarmala and Non-Sagarmala
projects.
This User manual will describe the below mentioned modules and functionalities:

2. Features Description
2.1 Strategical Dashboard
Strategical Dashboard enables tracking performance against high-level objectives. The
dashboard features are provided to showcase the summarized performance of the entire
Sagarmala projects.
The first section of Strategical Dashboard show the Sagarmala projects data in terms of

As the user will click on any port name, user will be redirected to project list with that port
name.

The Analytical dashboard will help in monitoring the detailed progress on Sagarmala

2.2.1 Sagarmala Projects
This section shows the project categorization on the basis of pillars/theme. When user will
click on the any pillar, user will be redirected to project list view page. On the project list
view page, user will be able to view the projects of the selected pillar only.

2.2.2 Status of Projects
This section shows the project categorization on the basis of status of projects. When user
will click on the any status, user will be redirected to project list view page. On the project
list view page, user will be able to view the projects of the selected status only.
Projects Delayed: this section shows the project which are delayed under planning stage and
the projects which are delayed under implementation stage

2.2.3 Awards of Projects
This section shows the year wise categorization of projects as per the year of awards. When
user will click on the any year, user will be redirected to project list view page. On the
project list view page, projects will be visible on the basis of year it is awarded. Also, this
section will show the projects on the basis of on future years the projects are planned.

2.2.4 Completed Projects
This section shows the year wise categorization of projects as per the year of completion.
When user will click on the any year, user will be redirected to project list view page. On the
project list view page, projects will be visible on the basis of year it is completed. Also, this
section will show the projects on the basis of on future years the projects are going to be
completed.

2.2.5 MOS projects under Sagarmala
This section shows the MOS project categorization on the basis of pillars/theme. When user
will click on the any pillar, user will be redirected to project list view page. On the project list
view page, user will be able to view the projects of the selected pillar only.

2.2.6 Project under appraisal by MOS
This section shows the project categorization on the basis of stages from concept till
completion. When user will click on the any stage, user will be redirected to project list view
page. On the project list view page, user will be able to view the projects of the selected
stage only.

2.2.7 Projects funded by MOS
This section shows the MOS project categorization on the basis of sanctioned and released
amount.
When user will click on the any count under sanctioned amount, user will be
redirected to project list view page. On the project list view page, user will be able to
view the projects for which the MOS has sanctioned the amount in that particular
year only.
When user will click on the any count under released amount, user will be redirected
to project list view page. On the project list view page, user will be able to view the
projects for which the MOS has released the amount in that particular year only.

This section shows year wise segregation of the released amount by MOS for that port
projects and expenses done by port users for that particular year.

project list view with the projects for which the ministry of shipping has released the
funding

project list view with the projects for which the expenses has been done by the port.

2.3.6 Upcoming deadlines
This upcoming deadline box shows the deadlines which are falling within particular date
range. As per the planned, revised or completion dates entered by the project proponent in
project stages tab.

This section gives the approved, under consideration and rejected concept details. As the
user will click on the link, the user will be redirected to concept list with the respective
selected concept status.

The charts shows the data of physical and financial progress of the projects. As per the
physical and financial progress range, count of the projects are being shown below the

2.4 Monthly Progress Report
The Monthly progress report will be visible to MOS user dashboard.
The MPR report is a combination of the following MIS reports as described below:

This report describes the main headlines of the Sagarmala projects. Mainly details of this
