2. Access One Stop Clearance System (i.e. OSCS)
Open browser and go to http://investpunjab.gov.in, it will show official website of Punjab
Bureau of Investment Promotion (i.e. PBIP) as shown below:
On screen as shown in above screenshot, either clicks on LOGIN link (shown with yellow circle)
at the top in the menu bar or click on One Stop Clearance button (shown with yellow circle), it
will display login screen as shown below:

If investor is new, then he/she has to register with One Stop Clearance System (i.e. OSCS). For
this, click on New Investor Registration link on the screen as shown above. It will bring New
Investor Registration form as shown below:
In New Investor Registration form as shown above, the investor needs to fill his/her details like
Username, First Name, Last Name, Email, Country, Mobile No. and submit it to OSCS. Once the
above form is submitted, a confirmation link will be sent the registered e-mail ID of the investor
and an OTP to his/her registered Mobile No.
By clicking on Click Here (green button as shown on screen above) button in the email sent to
investor, the investor can verify his email Id.

In the next step OSCS will bring investor to Verify Mobile page as shown in the screenshot
below. Here fill OTP and Captcha and click on Verify Mobile button.
After verification of Mobile No., OSCS will allow the investor to set his / her password as shown
in the screenshot below:

Once the registration process is over, investor can login into the OSCS by browsing
https://investpunjab.gov.in/Account/Login link.
To get into the system, please enter valid Username, Password and Captcha and click on Log In
button. The OSCS system will facilitate the investor with following menu items:-
a) Projects can add a new project or view applied projects.
b) Land Bank can view land (required to buy, sell, lease/rent) details.
c) Queries can ask or view queries raised.
d) Welcome can view profile and change password.

3. Add Projects
To add project, investor needs to click on Add Project button on the screen as shown in
screenshot above. The addition of the project starts with instructions for filling Common
Application Form (i.e. CAF) as shown in screenshot below:

If you need to apply for Housing and Real Estate Projects, OSCS will ask you to apply separately
through offline mode otherwise click on Proceed button on the screen as shown below:

In Part-I of CAF as shown below, please add Application For, Policy Chapter (if applying for Fiscal
Incentive), Correspondence Address and Firm Details.

In Part-II of CAF as shown below, enter Proposed Site Detail like Site Address, Hadbast Number,
Khasra Number, Revenue/Shajra Plan, Jamabandi, Non-Emcumbrance Certificate of the site etc.
It is mandatory for the investor to select atleast one options from Certified Copy of
Ownership/Certified Copy of Lease Document/Certified Copy of Land under Agreement. The
investor can select more than one option also. If investor already has building on proposed land
then investor can upload Approved Building Plan.

In Part III of CAF as shown below, please add Project Details and Percentage of apportionment
of Fiscal Incentive under various heads. The sum of various heads should not be greater than
100% (exception is border area where it can go up to 125%).

In Part-IV of CAF as shown below, the investor needs to enter Proposed Fixed Capital
Investment (In Crores), Means of Finance (In Crores), Proposed Employment and Proposed
Schedule.

In Part V of CAF as shown below, the investor needs to enter Manufacturing Data (like Raw
Material, Main Products and Manufacturing Process Flow), Environment Impact Data (like Raw
Water & Effluent Details, Source of Water Supply, Mode of disposal for Discharge, Emission Data
and Solid Waste Generation Details)

In Part VI of CAF as shown below, the investor needs to enter Electric Power Requirement. If
investor is selecting Yes in Existing Connection then investor needs to enter existing load and
must upload the existing bill. Please note that value in KVA

1. Save Application - By pressing this button, the user can save entered information into
OSCS. This information can be changed any time till investor presses Submit and Lock
Application.
2. Submit and Lock Application - By pressing this button, the user will make final data save,
no further editing shall be allowed. Before locking application, the OSCS will ask for
confirmation with message as shown below:
Please note that it is mandatory for the investor to upload his photo and signature otherwise
OSCS will not treat CAF as complete.
After submission of CAF to OSCS, please submit two hard copies and a soft copy (in CD/DVD) to
Bureau Office within 72 hours as shown in instructions given below:
If investor wants to view submitted CAF and then click on View Submitted Common Application
Form as shown above, it will display following screen. Click on Details button on the screen
shown below:

It will display following screen which is showing details about the submitted project. With the
submission of CAF, Project Acceptance stage starts. The investor can view the status of CAF in
Project Acceptance section as shown in screenshot given below. In addition to that investor can
view CAF any time by clicking View Form and download CAF by clicking Save as PDF. The Status
(i.e. Project Submitted) in front of Clearance (i.e. CAF) will always tell investor about the current
status of the clearance and if investor wants to view the entire remarks for status then investor
has to refer Application Status section (Remarks column).

Investor needs to keep watch on the status of the different clearances regularly, e.g. in case the
status is Objection Raised as shown in the screenshot below, that means investor has to reply
the objection raised to satisfaction of the PBIP. If investor wants to know the exact reason then
please refer Application Status section (i.e. Remarks column) it includes explanation of
objection explanation raised by member department of the PBIP.

4. Objection handling
To view objections raised, click on Objections button as shown on the screenshot given above. It
will display screen as shown below, where investor can View Objections. To resolve the
objection, investor needs to do two things. One is resolve objection and other is reply to Bureau
for the same. For first (i.e. to resolve objection), click on Resolve button as shown in screenshot
below:

It will open affected CAF section, in this case Correspondence Address. Edit affected data click
on Submit and Move Next button as shown in screenshot below:

It will display an alert as shown below, asking for investor to reply.
Now click on Reply button on View Objections screen. It will display screen as given below using
which investor can reply to Bureau regarding resolution of objection.

After objection resolution, the status of CAF in Project Acceptance section will change to
Objection Resolved by Investor and Application Status (i.e. Remarks column) section includes
text written by investor while sending objection reply to PBIP as shown below.

After scrutinizing the CAF IFO/DO shall forward the CAF to all member departments for further
action. When the case is forwarded, the Status of CAF in Project Acceptance section will change
to Project forwarded to Department(s) and Application Status section will be updated with the
remarks as shown in the screenshot below:

After forwarding CAF to member departments, HODs of the concerned department may raise
objections after scrutinizing the CAF. If any HOD finds any discrepancy in the CAF, he /she shall
raise an objection; this objection shall be visible in the investors dashboard as shown below.
The investor can resolve the same by using method given in section 4. Objection Handling.

If any HOD does not have any objection and project is feasible. The Punjab Bureau of Investment
Promotion will give Accepted In Principle status to the project as shown in screenshot below:
6. Accepted In Principle and Beginning of LORC-I stage
Once the Project status is Accepted In Principle. The process for LORC1 starts and for obtaining
LORC-I, investor needs to have following clearances:

The process starts with filling of Regulatory Forms selected by HOD of regulatory department in
Project Acceptance stage.

After logging in the investor shall view the following screen as shown below:
To view the details of the submitted project investor has to click on Details button as shown in
the screenshot above. Investor has to carefully understand the status of CAF in Project
Acceptance section. For example if the status is Accepted in Principle (as shown below) that
means project has been accepted by Bureau in principle, now investor has to validate the forms
and deposit the requisite fee for further processing

Once the project is Accepted in Principle, a new section shall be added in the dashboard i.e.
LORC-I (as shown in the screenshot above), this section shall display various regulatory approvals
required for LORC-I. Under this section, every regulatory clearance has its respective status as
described in the sub-sections.
6.1. CLU This clearance has status like Form validation required by Investor as shown above.
Now there are two options (i.e. buttons) for the investor which are described below:
6.1.1. Apply Here Using this button investor can fill the form for CLU as shown below and
apply for CLU in the Bureau.
For saving CLU application form as shown above, there are two buttons:

6.1.1.1. Save button By pressing this button, the user can save entered
information into OSCS. This information can be changed any time till
investor presses Save and Lock button.
6.1.1.2. Save and Lock By pressing this button, the user will make final data save,
no further editing shall be allowed.
After submission of CLU application form, the status of CLU shall change to Form
Validated, but Fee Pending. For payment of the fee, please refer 7. Due Payments.
6.1.2. Already Obtained Clearance Using this button the investor can upload the already
obtained clearance if he/she already obtained clearance from concerned regulatory
department. The investor needs to give Clearance Number, Issue Date, Expiry Date
and Attach Clearance in PDF format as shown in screenshot below:

6.2 CTE As mentioned above (in CLU), investor is required to validate form by clicking Validate
Form button in front of CTE.
After validating the form, the status of CTE will change to Form validated, but Fee Pending.
For payment of fee, please refer 7. Due Payments
6.3 Feasible and Temporary Connection Not Required In case of Temporary Connection, the
department has selected Feasible and Temporary Connection Not Required status
therefore no action is required by the investor.

6.4 CSA/SAC CSA/SAC is a pre-requisite clearance for CTE. For CSA/SAC, please apply to
Chairman, Punjab Pollution Control Board (i.e. PPCB). After obtaining clearance from PPCB,
please upload the clearance by clicking on Process button in front of CSA and select Already
Obtained Clearance in Clearance Category selection list and fill the details of the clearance
like shown in the screenshot below:
After submission of CSA clearance the status will change to CSA Clearance Uploaded as
shown below:

6.5 Forest GOI Approval In this case, investor has to apply on https://forestclearance.nic.in
and provide the applied information to OSCS. Please click Process button, OSCS will display
screen as shown in screenshot below. Select Applied For Clearance in Clearance Category
selection list and give Receipt Number, Receipt Date and Attach Receipt in PDF format.
After submitting above form the status of Forest GOI Approval changes to Applied for GOI
Clearance as shown in screenshot below.
Once clearance from Forest Department, Government of India is obtained, investor has to
upload this proof on OSCS. This can be done clicking on Process button and following the
procedure of Already Obtained Clearance.
Now investor has taken action on every regulatory department form prior submitting to PBIP
investor has to deposit the requisite fee.

7. Due Payments
In OSCS, an investor can make payment in two ways:
7.1 Online Through OSCS Payment Gateway
7.2 Offline On Desk Payment
To explain precisely we are taking two examples, in case of CLU payment method is Online
Through OSCS Payment Gateway and for CTE is Offline On Desk Payment in the section
below. The investor can choose any method as per his/her convenience.
7.1 Online Through OSCS Payment Gateway
In section 6. Accepted In Principle and Beginning of LORC-I, two forms have been validated i.e. CLU and CTE. The current status of both is Form validated, but Fee Pending. In addition OSCS will start displaying Due Payments button as shown in the screenshot below:

It will display screen as shown in screenshot below:
At the screen as shown in screenshot above, select Online Through OSCS Payment
Gateway and CLU-HUD form and click on Proceed button. The OSCS will ask for confirmation
with screen as shown in screenshot below:

Confirm it by clicking on Click here to Pay button. It will bring investor to payment gateway
where investor can make payment using Debit Card/Credit Card/RTGS/NEFT through screen
as shown in screenshot below:
When fee is paid, the status of the form will change to CLU form validated and fee paid as
shown below:

7.2 Offline Payment On Desk Payment
If investor has submitted payment on the desk at the Bureau then he/she must have Bureau
Receipt Number. The investor needs to inform OSCS about the Receipt and mode of
payment (via Draft/NEFT/RTGS) submitted to Desk Officer/ Account Section. For submitting
offline fee to OSCS, click on Due Payments button at the bottom of LORC-I section, it will
display screen as shown in the screenshot below:
At the screen as shown in screenshot above, select Offline On Desk Payment and CTE form
and click on Proceed button.

It will display screen as shown in screenshot below where investor can enter receipt details
of offline payment (i.e. Receipt No, Receipt Date, Payment Mode, DD No/Transaction No,
Payment Date, Bank, Upload the receipt):
After entering all details, click Submit button on the screen as shown in the screenshot
above. This submission will change the status of CTE to Payment yet to be verified as shown
in the screenshot below:
Please note that offline payment requires verification from account section of PBIP, so this
will go to account section. When account section verified the offline payment, the status of
CTE form will change to CTE form validated and fee paid as shown in the screenshot below:

8. Objections at LORC-I stage
By using Point 6 and Point 7 of LORC-I stage, the investor has submitted all the forms to Bureau.
Now, if any HOD has raised any objection on submitted form, the investor can view the same in
front of the form as shown in the screenshot below:
The investor can view the objection by clicking on Objections button on the screen as shown in
screenshot above.

This will bring investor to View Objections screen as shown below, there are two buttons in
front of objection i.e. Resolve and Reply. Using these buttons, first investor will resolve the
objection and then will reply to Bureau for the same.

10. LORC-I Issued and Beginning of LORC-II stage
Once Bureau issued LORC-I (includes all the clearance involved at LORC-I stage) to investor, it will
display Download LORC-I link at the bottom of LORC-I section as shown in screenshot blelow:

In addition to end of LORC-I stage the process for LORC-II starts. LORC-II contains following
clearances along with regulatory departments:

After issuance of LORC-I, PBIP will also issue advisory for LORC-II. In this advisory, HODs involved
in LORC-II will select whether clearance required from their department or not. In the advisory
as given below, HOD (PSPCL) has selected that Regular Power Connection is not required by the
investor thats why Regular Power Connection is not shown in LORC-II section given below:
As per requirement, the investor will click on Apply Here (If he wants to apply to PBIP for
clearance) or on Already Obtained button (if he/she already has the clearance) on the screen as
shown above. We will take it one by one.

10.1 Boiler Installation/Erection Permission By validating this form, the investor shall have to
provide the details of the boiler for which he/she is seeking permission. Once department is
satisfied in all respects then department will intimate investor about required fee for the
clearance.
The status of Boiler I/E Permission will change to as shown below:

10.2 Building Plan Approval By validating this form, the investor shall have to provide details of
the building which he wants to construct for his/her industry. The regulatory departments of
PBIP will examine the same and if satisfied then in the next step they will intimate investor
about required fee for clearance. The Building Plan Approval form will start with
instructions as given in screenshot below:

In the second page of Building Plan Approval form, the investor has to enter information
and attach requirement documents. Please note that under labels (i.e. Undertaking), Know
More link is given which will provide information about documents to attach (Please refer
screenshot give below)
The investor has to submit 4 hard copies of the same in the PBIP within 72 hours. (Please
refer instructions given below)

After submission of Building Plan Approval form, the status will look like below:
10.3 Establishment Registration for Contract Labour By validating this form, the investor shall
provide information about Contractor which he is going to deploy for various kind of work
(i.e. Civil, Mechanical) for his/industry. The Establishment Registration for Contract Labour
form will start with instructions as given in screenshot below:
The form fee will be calculated automatically as per manpower (Please refer instructions
given in screenshot above). For latest instructions always refer online portal.d

After submission of Establishment Registration for Contract Labour form, the status of form
will look like as given in screenshot below:
10.4 Provisional Fire NOC - By validating this form, the investor shall provide information about
Building Fire control details. The form will look like given in screenshot below:
After submission of application, the investor needs to submit two sets of drawings and hard
copy of undertaking duly marked to firefighting system as per the National Building Code of
India 2005, Part-IV, Table 23 within 48 hours.

After submission of Application For Grant of Provisional Fire Safety Certificate, the status of
form will look like as given in screenshot below:
10.5 Payment of Fee For LORC-II Forms -
After filling of all the forms, the LORC-II section will look like as shown in screenshot below:
Here please note the in case of Boiler I/E Permission and Building Plan Approval the fee will
be intimated later on thats why status is Boiler I/E form validated and Building Plan
Approval. For Establishment Registration for Contract Labour status is Form validated, but
Fee Pending, please deposit the fee by clicking on Due Payments button and pay fee
through desired mode (i.e online/offline) as explained in section 7. Due Payments. After
payment the status of form will change to Contract Employer for validated and fee paid as
shown in screenshot below:
All the validated regulatory forms shall go to PBIP regulatory departments. The regulatory
departments may raise objection on any submitted forms. The raised objection can be
handled using section 4. Objection Handling & 8. Objections at LORC-I stage.

Otherwise regulatory departments are satisfied with all submitted forms then DO/IFO will
intimate investor about fee for Boiler I/E Permission and Building Plan Approval. The status
of both forms will change to Scrutiny Complete and Fee Payable as shown in screenshot
below:
Click on Due Payments button on screen as shown in screenshot above. Please pay fee
through desired method (online/offline) as explained in section 7. Due Payments. After
payment, status of both forms changed to Statutory Fee Paid as shown in screenshot below:

11. LORC-II Issued and Beginning of LORC-III stage
Once Bureau issued LORC-II (which includes all the clearances involved at LORC-II stage) to

After issuance of LORC-II, PBIP will also issue advisory for LORC-III. In this advisory, HODs
involved in LORC-III will select whether clearance required from their department or not. For this
HOD shall go to LORC-III section and click on Process the project accordingly.

The process for issuance of clearances for LORC-III is same as given in 10. LORC-I Issued &
Beginning of LORC-II & 11. LORC-II Issued & Beginning of LORC-III. Thats why please refer
