About this guide
In this guide section we have provided advice and sample answers. These are just a guide and if

The LDAT Program
The Local Drug Action Team program (LDAT program) gives Australian communities a framework
to prevent and reduce the harmful effects of alcohol and other drugs (AOD).
Local Drug Action Teams will work collaboratively as a group to prevent alcohol and other drug
harms in their community. With support and resources from the Alcohol and Drug Foundation
(ADF), the LDATs will deliver evidence-informed social change activities that strengthen protective
factors to minimise AOD harms in their community.
This application form is to become an LDAT.
Becoming a Local Drug Action Team
Any organisations interested in preventing and reducing harm from alcohol and other drugs in
their community are encouraged to apply. The key criteria for becoming an LDAT are:
• Partnerships - a minimum of one organisation with capability to govern, auspice, lead and
enact change; commitment and intent aligned to the program (community ownership
and working collaboratively in partnerships); potential to deliver prevention projects.
• Local need – commitment to building and finalising a local community action plan;
demonstration of local AOD issues and understanding of community needs.
• Community involvement – committed to a community-owned approached; potential to
reach community; conducted community consultation or engagement (desired but not
essential at the application stage).
Which communities?
Over $8 million will be distributed between 2016 – 2020 to support LDATs to implement their LDAT
Action Plan. Successful LDATs will qualify for a one off grant of $10,000. Successful LDATs that meet
all the assessment criteria are then able to apply for a further grant of up to $30,000 to develop
and implement activity/s that contribute to their LDAT's Action Plan.

Organisational information and partnerships Help/hints for this section The following questions are details about your proposed LDAT. Your LDAT may have only just
formed, or be an existing well established partnership. The LDAT program offers supports at all
stages of LDAT development and therefore you are not disadvantaged if you are established or a
newly formed partnership.
Each LDAT is required to have an ‘Auspice’ organisation as their lead. An auspice provides
support for the LDAT through administering funding. You can find more information on what is an

Youth Works; Red Cross; Localville Police Centre; Localville LGA; Localville Health Services
This is a new partnership, inaugural meeting was held in December 2017, that has come
together due to our shared commitment to wanting to prevent Ice use in the community
among young people. The partnership will be governed by a reference group of at least two
representatives of all partner organisations in this team. This group will meet on a monthly basis
at the venue provided by the ABC council's municipality centre. Fortnightly meetings may be
held with a subset of this group who will be working in community face to face situations. This
group will be the LDAT Working Group.
The chair of each meeting will be rotated to ensure each partnerships emphasis is met.
We are in the process of developing a group MOU and can provide a letter of support from all
CEO’s of the organisations within our partnership.

This partnership is representative of key organisations in the community that provide lead
planning and implementation of projects with youth in the region. Involvement of the ABC
local council reflects that this partnership is well placed to be across other projects in the region
and ensure we are best placed to avoid duplication of effort and resourcing with existing
programs.
Our proposed LDAT is a local network of both health and wellbeing services who have
collaborated on multiple projects over the past four years.
The partners in this team have extensive experience in providing primary prevention. For
example, the ABC health services provide community support around AOD by holding
community events where there have been numbers of up to 2000 attendees.
Our ABC Youth Services have developed programs around employment pathways for the
local youth with an 80% employment success.
These combined successes will ensure we can provide primary prevention AOD services to the
local youth.

The ABC municipality has a total population of 181,000 residents, with almost 35% of these
residents aged between 8-22 years of age (ABS, 2016). The municipality is one of the fastest
growing regions in the state, with a predicted population of 201,000 by 2020. ABC have some
of the highest drop out rates of secondary school students, with xx% of students completing
their Year 12 certificate and only xx% going into further education. Unemployment levels in ABC
are also some of the highest. In 2016, alcohol related harm in ABC was reported at xxxx,
making it one of the highest in the state.

Help/hint for section 7.1 Developing an LDAT Action Plan with your team is a vital step in working to reduce alcohol and
other drugs harms in your community. Therefore, it is a required part of the LDAT program. For
more information please click here.
We intend to create a shared youth space to encourage social connection and upskilling of
the local youth. This will include photography classes and subsequent exhibitions, employment
pathway sessions, and development of sporting and leadership roles.
We know that social isolation is a driving risk factor for harm alcohol use in our local youth
population. Therefore, we want to create a youth designed space where we will conduct
activities to connect youth with each other and the wider community. This will include sessions
to create youth lead short films, creative writing, and photography lessons and exhibitions.
Our key objectives are to:
• To engage youth with the wider community via youth space activities
• To upskill local youth and create more employment pathways
• To reduce risk taking behaviours of local youth

This may be a wider community Health and Wellbeing plan developed by local, state, or federal
government. Additionally, this may be a local AOD strategy, Indigenous Health Plan, Youth AOD
Action Plan, etc.

The ABC Health Service hosted four community forums.
1. The first was held in May 2016 and was health service focused. The perspective of the
services was workshopped to understand youth AOD culture in the community. 15
health services representative attended.
2. The second (October 2016) was schools based, where we conducted activities to
understand youth AOD culture in the community. 20 teachers attended from local
primary and secondary schools.
3. The third (December 2016) was parent based, where we conducted activities to find
understand youth AOD culture in the community. 21 Parents attended.
4. The fourth (March 2017) was youth based. We went to a youth event and conducted a
workshop to understand youth AOD culture in the community. We had 30 youth in
attendance between the ages of 15- 21.
The outcomes of the forums were that there were very different understandings around youth
consumption of alcohol. We concluded that a multifaceted approach would be needed
including the reduction of stigma around the local youth, creation of safe and entertaining
youth spaces, and the creation of alternate school pathways for particularly at risk youth.
