Executive Summary

Exports to China continue to be important to US economic growth US goods exports to China continue to outpace export growth to the rest of the world. In 2017,

the United States exported more goods to China than ever before—more than $127 billion. USexports of goods to China have grown by 86 percent over the last decade, while exports to therest of the world grew by only 21 percent.

China is the third-largest market forUS goods and services exports. Chinawas a top market for US goodsexports in 2017, with only NAFTApartners Canada and Mexico buyingmore goods last year. It was also thethird-largest market for US servicesexports, following the UnitedKingdom and Canada.

Exports to China support 1 millionAmerican jobs. States across thecountry have jobs that are supportedthanks to US exports to China, makingtrade important to not only UScompanies and consumers, but alsoUS workers. US goods exports to China come from a wide range of industries includingtransportation equipment, agriculture, computers and electronics, and oil and gas, sustaininglogistics jobs in America’s ports and throughout the country. US services exports to Chinaincluded travel and education, transportation, financial, business and professional services,among other industries.

Goods exports to China rebounded in 2017. Following two years of declines, US goods exports toChina increased by $14 billion in 2017—growing twice as fast as exports to the rest of the world.

Exports of services to China are significant, and largely drive growth in US services exports. In2016, the most recent complete year of available data, US services exports to China surpassed$50 billion for the first time, totaling more than $52 billion--only slightly less than what we soldthat year to Canada. In the decade from 2007 to 2016, US services exports to China increasedmore than 300 percent, while services exports to the rest of the world increased about 50percent. US services exports to China grew by 12 percent in 2016, while US services exports tothe rest of the world contracted by 0.6 percent.

China: An important market for states across the country Most states have seen significant increases in exports of goods and services to China in the

past decade. Forty-nine states have increased their goods exports to China in this time period,with 17 states experiencing triple-digit growth since 2008. Every US state had triple-digit servicesexport growth to China in the decade between 2007 and 2016; 31 states had export growth ofmore than 300 percent.

China is among the top five goods and servicesexport markets for most states. China was the topgoods export market for 5 states in 2017, andamong the top five markets for 46 states. Inservices exports, China was the top market for 18states in 2016, and a top five market for all fifty states.

More states are exporting at least $1 billion in goods or services to China. Last year, 30 statesexported more than $1 billion in goods to China, and 15 states exported more than $1 billion inservices to China in 2016. In 2008, only 21 states exported more than $1 billion of goods to Chinaand in 2007 only three states exported more than $1 billion in services to China.

While larger states saw significantgrowth in exports to China, smallerstates benefited, too. Alabama,Kentucky, South Carolina, andWyoming all saw over 300 percentgrowth in goods exports to China since2008. Some of the most significantgrowth in services exports was in smallstates. Indiana, Missouri, Nebraska,and South Dakota are among thestates that saw some of the largestincrease in services exports to Chinafrom 2007 to 2016, with an increase ofat least 400 percent.

More can be done to expand US exports to China China is a large market for US exports--but it should be even larger. Trade between the US and

China grew by 15 percent in 2017. However, the US lags behind other economies as a supplier tothe China market. The US ranks as the 5th largest source of China’s imports, behind the EU,South Korea, Japan, and Taiwan.

Expanding the US share of the China market requires a variety of tools. China maintains anarray of tariff and non-tariff barriers that prevent more American goods, agriculture products,and services from reaching Chinese customers. The United States should pursue multipleapproaches to improve market access for US companies, including bringing legally sound,industry-supported cases to the World Trade Organization; coordinating with like-mindedcountries on advocacy with China; and engaging in results-oriented dialogue with China toaddress barriers of longstanding concern.

Notes on the 2018 Edition

Methodology

This year’s edition of the US-China Business Council (USCBC) US Exports to China by State report uses data provided by The Trade Partnership, an economic research firm. The report provides a separate breakdown of each state’s goods and services exports to China. The national export totals include the export data for each state and for Washington, DC.

Goods export figures are based primarily on data from the US Census Bureau, the US Department of Agriculture (USDA), and Moody’s Analytics. Goods export figures are classified according to the US government’s North American Industry Classification (NAICS) system. Services export figures are based primarily on data from the US Bureau of Economic Analysis (BEA) and Moody’s Analytics. Services export figures are classified according to the BEA categories.

This year’s edition of US Exports to China by State uses the same sector categories for both goods and services as last year’s edition. Goods exports cover 2007-2017; services exports cover 2006-2016, the most recent year detailed services export data are available from BEA. As historical data from each of these sources is revised annually, this issue of US Exports to China by State replaces all prior editions.

Similar to previous editions of US Exports to China by State, this report uses a methodology that credits agricultural exports to states where crops are grown as opposed to states with large ports where bulk commodities are aggregated prior to export. Additional notes on goods export categories:

NAICS 3399 (Miscellaneous Manufacturing) – According to the Census Bureau, “Miscellaneous Manufacturing” includes a wide range of products that cannot readily be classified in specific NAICS subsectors in manufacturing. Establishments in this subsector manufacture products as diverse as jewelry, sporting goods, toys, and office supplies.

NAICS 9100 (Waste & Scrap) – The Census Bureau includes a variety of second-hand scrap and recycled materials in this export classification, including ferrous metals, copper, aluminum, paper, wood, and sawdust. Many of these products are used by China to produce rebar steel and packaging materials.

China continues to be an important market for US goods exports. China is currentlythe United States’ third-largest export market. In 2017, US goods exports to Chinareached more than $127 billion.

US goods exports to China rebounded in 2017, with 12.7% growth over 2016. USexports to China have grown faster over the last decade than exports to any othertop US trade partner.

Hong Kong is often a throughpoint for US exports ultimately destined for China. In2017, combined US exports to Hong Kong and China totaled $165.3 billion.

China is an increasingly important market for US services exports and is currentlythe United States’ third-largest export market. In 2016, US services exports toChina reached more than $52 billion.

US services exports to China have grown faster over the last decade than exportsto any other top US trade partner. US services exports include travel andeducation, transportation, business and professional services, and financialservices among other industries.

Growth in US Goods Exports to Top 10 Markets, 2008-2017

Over the past decade, US exports to China have risen by 86 percent, making China a top purchaserof US goods. Goods exports to Hong Kong, often a passthrough to China, grew rapidly as well.

China remains the third-largest market for US goods exports, behind Canada and Mexico, twocountries with which the United States has a regional trade agreement. At the same time, exportgrowth to Canada and Mexico has been significantly slower over the past decade, compared toChina.

In 2017, the top US goods exports to China included aerospace products and parts, oilseeds andgrains, and motor vehicles.

Growth in US Services Exports to Top 10 Markets, 2007-2016

Over the past decade, US exports to China have risen by 307 percent, making China a top purchaserof US services.

US services exports to China grew at a higher annual rate than to any other market, growing 15percent annually for the past decade.

China is the third-largest services market for US exports, behind the United Kingdom and Canada,two countries with which the United States has a regional trade agreement.

In 2017, the top US services exports to China included travel and education-related travel, industrialprocesses, passenger fares, and the installation, maintenance, and repair of equipment.

The European Union, South Korea, Japan and Taiwan all export more goods to China than theUnited States. The United States fluctuated between being China’s third and fifth largestimport source over the past three years.

Though US exports to China have grown significantly over the last decade, US imports toChina in 2017 accounted for around 8.4 percent of China’s total imports, compared to 13percent from the European Union, 9.6 percent from South Korea, and 9 percent from Japan.

China’s slowing economy had an impact on its purchases of US goods in 2015 and 2016, butrebounded in 2017, growing 14.5 percent over the previous year after dropping 9.6 percentin 2016 and 6.5 percent in 2015. The European Union fared much better over the sameperiod, however, and grew 17.7 percent in 2017.

Note: Data for this chart are based on PRC government statistics. The value of PRC imports from the United States is higher than US exports to China because of several data discrepancies between US and PRC trade statistics, reflecting methodological differences regarding shipping costs, as well as tariffs that are applied as goods pass through other customs territories on their way to China.

Top US State Goods Exporters to China, 2017

In 2017, the United States exported more goods to China than ever before—morethan $127 billion. Following two years of decreases, US goods exports to Chinaincreased by $14 billion in 2017—a growth rate twice that of exports to the rest ofthe world.

Top US State Services Exporters to China, 2016

All 50 states experienced triple-digit services export growth to China since 2007.Thirty-one states saw export growth of more than 300 percent over the period.

In 2016, China was the top market for services exports for 18 states, and a top fivemarket for all fifty states.

In 2016, 15 states exported more than $1 billion in services to China in 2016. In 2007,only three states exported more than $1 billion in services to China.

While larger states saw significant growth in services exports to China, smaller statesalso benefitted. Indiana, Missouri, Nebraska, and South Dakota are among the statesthat saw some of the largest increase in services exports to China from 2007 to 2016,all with increases of at least 400 percent.
