ASSET MANAGEMENTRoad networks represent a significant investment in vital infrastructure, and the maintenance of these road networks is critical in ensuring return on investment. SMEC is a leading international provider of Advanced Asset Management solutions, assisting Australian and international government authorities to optimise utilisation and performance of road networks and road inventory assets. Developed in 1990, and perfected over the years, SMEC’s Pavement Management System (PMS) combines advanced technology with a user-friendly interface. SMEC’s asset management software allows road custodians to select the most appropriate works program to maximise the long-term performance of networks, under a range of user-defined funding and treatment strategies. The PMS database is designed to store and provide easy access to a range of information related to roads, footpaths and roadside inventory, and is used to plan pavement and surface deterioration (due to traffic, environmental impacts and aging). Supporting SQL Server and Oracle technology, Geographical Information Systems (GIS) integration allows for thematic mapping and Highway Design and Maintenance (HDM) modelling. Services include: advanced asset management, data improvement, generation of asset management plans and financial reporting.

KEY PROJECTS

National Roads and Bridges Project Papua New Guinea

This project involved capacity building of the Department of Works and Implementation (DOWI) in planning, management and implementation of cost-effective maintenance for the national rural road network. The objective of this project was to improve economic and social development in Papua New Guinea, through a road asset maintenance assistance program in the seven provinces of: East Sepik, Sanduan, Madang, West New Britain, East New Britain, New Ireland and Milne Bay. SMEC was engaged to provide: contract administration and management; construction supervision; quality control; review of standards and procedures; training needs analysis; capacity building; collection of road condition and traffic data for input into a Road Asset Management System; preparation of annual maintenance works programs; tender and contract packaging; engineering and economic feasibility studies; technical designs; financial management; performance monitoring; and project management.

NLEX Asset Management System Philippines

SMEC was engaged by the Manila North Tollways Corporation (MNTC) to develop an Asset Management System for the North Luzon Expressway (NLEX) in the Philippines. The objective of the project was to improve MNTC’s management of resources on expansion projects. The NLEX is an 84 km toll road connecting Manila to the Central Luzon Region, via Bulacan and Pampangga. The expressway has undergone numerous network upgrades since its construction in 2005, and is expected to continue expanding over the next 25 years. As a result, MNTC required an Asset Management System covering all pavement, road furniture, bridges, tolls and equipment in the road network. SMEC’s services were divided into three components: customisation of the SMEC Asset Management System to meet MNTC requirements; implementation of the system to assist MNTC in better managing its assets on the NLEX; and training of MNTC employees in system use.

eThekwini Road Provision South Africa

SMEC was engaged by the eThekwini Municipality in South Africa to develop a comprehensive asset management system for integration into the municipality’s geographic information and administrative systems. This included the development of a Structured Query Language (SQL) database for flexible data input and analysis through conventional web browsers. The Asset Management System allows for easy expansion and modification over time, through the grouping of items and association of inspection procedures. Bridges and retaining walls throughout Durban were inspected using formal procedures, and the resulting data was inputted into the database. This data was then analysed and a set of procedures were developed using structural parameters and relevant criteria. SMEC’s Asset Management System included: database and systems development; structural inspections; asset management and prioritisation; web-based viewing; data capture; and geographic information system tools.
