Open tenders are invited in two parts (Technical Part & Price Part) for consultancy services of following

works through e-tendering from reliable, experienced & reputed agencies.

I. Pre-Qualification Criteria (PQC) of the consultant

1. The agency shall have carried out design and engineering of landfill waste disposal facility with

liners for storage of 5 lacs tons of solid waste after 31/03/2010.

2. The agency shall have an average annual turnover of Rs. 20 crores in the last three financial years

2014-15, 2015-16 & 2016-17.

3. The agency shall have the following key personnel in their permanent roll:

a. Environment Expert (ME/M.tech/Specialization in Environment Engineering) with 10 years of

experience.

b. Civil Expert (BE/B.Tech/ME/M.tech in Civil & Structural engineering) with 10 years of

experience.

Credentials in support of Pre-Qualification Criteria (PQC):

1. Order copy for Sl. No. 1 of PQC.

2. Audited balance sheet of all the three years for Sl. No. 2 of PQC.

3. Certification from a Chartered Accountant firm for availability of the experts under Sl. No. 3 of

PQC.

The bidder shall submit documentary evidence by way of copies GST registration, PAN Card

along with bid, failing which tenderer will be disqualified.

UCILEPROC, the cost of tender fee shall be paid through in the Form of DD drawn in favour of Uranium

Corporation of India Limited, payable at State Bank of India, Pulivendula (IFSC:0989) , through any

Indian nationalized bank . Documentary evidence regarding tender document fee i.e. scan copy of the same

must be uploaded along with part-I in UCIL e-proc site. http://www.tenderwizard.com/UCILEPROC.

Tenders received without earnest money are likely to be rejected. The scan copy of the E.M.D.

shall be uploaded at the UCIL e-proc site http://www.tenderwizard.com/ UCILEPROC. On or before

the date of opening of the tender, otherwise tender will not be opened of the concerned party. Scan copy of

the EMD to be submitted with e-tender document.

Cost of tender fees and EMD shall be send through Courier/ Speed post to office of the

Manager (E/A/P), Admin. Department, UCIL, Tummalapalle-516349 in sealed envelope within due date

before opening of part - I, failing which offer will be rejected/not opened.

The tenders are to be uploaded at UCIL e-proc site http://www.tenderwizard.com/

UCILEPROC only on or before the due date and time fixed for uploading the bid as mentioned in the

NIT. Physical submission of tenders shall not be accepted. Offers (Technical Part) will be opened on

due date as mentioned above by the Corporation‟s authorized representative(s) in the presence of

SECTION-II : SPECIAL INSTRUCTIONS TO THE TENDERERS

1. Tender should be submitted through e-procurement website only (www.tendarwizard.com/

UCILEPROC) on or before 23/01/218 up to 2.30 PM. Other mode of Tender document submission is

not acceptable.

the date and time of opening of Technical Part (Part-I) . Tender of bidder whose original Tender fee

(DD/BC) are not received on or before the due date & time at 2.30PM on 23/01/2018, then their

tenders will be summarily rejected. Any postal/courier delay will not be entertained. The Tender fees

submitted offline (postal /physical) and the scanned copies furnished at the time of bid submission

online should be the same otherwise the tender will be summarily rejected.

6. Offers should be accompanied by an Earnest money deposit of Rs.25,300/- failing which the offer

shall be rejected. E.M.D shall be by way of „demand draft‟ or „bankers cheque‟ or „BG‟ only in

favour of Uranium Corporation of India Limited. No cash, MO, Fund Transfer etc is to be accepted.

in favour of Uranium Corporation of India Limited, trough any Indian nationalized bank EMD shall

not bear any interest. Bidder should attach the scan copy of DD/BC along with their offer (part I).

Subsequently Demand draft shall be send through Courier/ Speed post to office of the Manager

(E/A/P), Admin. Department, UCIL, Tummalapalle-516349 in sealed envelope super scribing

DEMAND DRAFT for EMD, Tender Ref. no. and due date before opening of Technical Part

(23/01/2018 at 2.30PM) & complete address of the tenderer, failing which offer will be rejected/not

opened. Any postal/courier delay will not be entertained. This EMD amount will be held by the

Corporation until placement of order/ contract, and will bear no interest. It will be forfeited in the

event of breach of contract.

7. In case of NSIC units, proper and valid documentary proof shall be uploaded at UCIL e-proc site

http://www.tenderwizard.com/UCILEPROC for exemption from submitting Cost of tender fees

and/or E.M.D. Subsequently registration certificates shall be send through Courier/ Speed post to

SECTION-III

(I) INTRODUCTION:

Uranium Corporation of India Limited is operating two plants in Jharkhand of

capacity 2500 TPD & 3000 TPD and one plant of capacity 3000 TPD in Andhra

Pradesh for processing of uranium ore and production of uranium concentrate. The

company is currently storing the left over solid waste of the ore processing after

suitable treatment in well engineered tailing ponds constructed in valley region

above the ground. The waste solid is currently transferred to the disposal site as

slurry by pumping. The company is planning to store the treated tailings in

available mining lease area, free from any surface facility/ structure by constructing

either a underground concrete trench or suitable landfill waste disposal facility with

liners at Tummalapalle in Andhra Pradesh. The company is looking for a capable

consultant for carrying out techno-commercial feasibility study of all the three

tailings containment facilities mentioned above, along with their advantages and

disadvantages and rank them in order of merit. Subsequently the consultant will

have to prepare a detailed design & engineering document for the selected techno-

commercial viable facility to enable its construction. Detail terms and conditions,

SECTION-V

I. Scope of Work

Engagement of consultant for feasibility studies and design and engineering of

selected waste disposal facility at Tummalapalle, PO: MC Palle, Mandal: Vemula, Distt.:YSR

(Kadapa), Andhra Pradesh-516349.

Study of the waste characteristics to plan and suggest suitable disposal facility.

Preparation of techno-commercial feasibility report for all the three type of containment

facilities namely Valley type dam, underground concrete trench and landfill waste disposal

facility with liners, detailing advantages and disadvantages of each system.

Suggesting the optimum disposal facility to qualify the requirement of Atomic Energy

Regulatory Board (AERB), Ministry of Environment & Forest and Climate Change (MoEF &

CC), DGMS etc.

Preparation of detailed design & engineering report of the selected type of disposal facility

for the long term safe containment of filter cake of leach filters of process plant at

Tummalapalle, along with the transport mechanism of waste from filters to the disposal/

containment site and return of excess decanted effluent, if any, back to treatment plant. The

design and engineering shall meet the design requirement and stipulations of AERB and other

statutory bodies involved in the clearances of the facility.

Preparation of cost estimates for the construction and operation of the above waste disposal

facility.

Site Selection for the suggested optimum waste disposal facility for storage of waste

generated in 5(Five) years of plant operation at rated capacity, for obtaining siting clearance

from AERB & DGMS.

Survey & Geo technical investigation of the proposed disposal site.

Submission of the draft report to UCIL and a joint discussion to prepare a final report.

Preparation of DPR

Presentation to the Board for approval

Obtaining statutory clearances from AERB, DGMS & State Pollution Control board, MoEF &

CC etc.

Preparation of tender documents and Tender evaluation.

Support for issuance of LOI to the selected contractors till signing of agreement.

SECTION-VI

GENERAL TERMS & CONDITIONS FOR SUBMITTING THE OFFER

1) SCOPE OF WORK: The details Scope of Work as per Annexure-1

2) TRAVELLING, BOARDING & LODGING EXPENSES:

Engineers will have to make site visit and also need to be present during meetings with regulatory

agencies. AC train/ Air fare, local expenses, etc to be paid by UCIL.

3) STYLE OF QUOTATION: TWO PART SYSTEM

The tender will be on two part system. Part-I consisting of techno-commercial part (except price)

& Part-II consisting of price only as per enclosed format. After evaluation of the Techno

commercial offers, the price part of the suitable parties will be opened.

4) PART-I, TECHNO COMMERCIAL BID (UNPRICED)

It shall contain

a) Tender Fees & Earnest Money Deposit.

b) Deviations, if any

c) Signed NIT tender document

d) Commercial terms & conditions of sale

e) Blank (unpriced) price bid proforma (copy of your price part without price).

f) All documents in support of PQC.

5) PART-II, PRICE BID: This part shall contain “Price” as per enclosed format only.

6) MODE OF SUBMISSION OF TENDER

Both parts of the offer should be submitted online though www.tenderwizard.com/UCILEPROC

7) To evaluate all parties on equal platform, all the commercial terms & conditions of the

NIT have to be accepted by the bidders otherwise offer may not be considered.

8) Time of completion:

a) Submission of cost estimates, techno-commercial feasibility report & draft design &

engineering report: 2 months from the date of award of LOI.

b) Submission of final report: 3 ½ months from LOI.

c) Site selection report along with survey and geo-technical investigation report for the final

disposal site along with complete evaluation: 4 ½ months from LOI.

d) Preparation of DPR & DBR : 6 ½ months from LOI.

e) Visit to AERB, DGMS, MoEF & CC etc. : Till 1 year from LOI.

9) EARNEST MONEY DEPOSIT:

1. The bid shall be accompanied by EMD of Rs.25300/- (Rupees Twenty Five Thousand

Three Hundred Only)in the form of „demand draft‟, BG issued by Nationalized bank in

favour of Uranium Corporation of India Ltd. Payable at SBI, Pulivendula (Code 0989).

2. No interest shall be paid on EMD. The offer without EMD in any form other than specified

herein above is liable to be summarily rejected.

3. EMD shall be dealt with as follows

i) In case of unsuccessful bidder it shall be returned without interest immediately after

finalization of order.

4. The EMD shall be forfeited if:

a) The bid is revoked during its validity period.

b) The tenderer changes the terms and conditions or prices or withdraw his quotation

subsequent to the date of opening.

c) The tenderer fails to accept the order when placed or fails to commence work after

accepting the order.

d) In case bidder submits false /fabricated documents

10) Return of earnest money: The earnest money of successful Tenderer will be adjusted into

part of security deposit after signing of contract agreement. The Tenderer shall not be allowed to increase/withdraw his tender/offer within (6) six Months from the date of opening of the tender (technical part) and if he does so the Earnest Money Deposit may be forfeited. The earnest money of unsuccessful Tenderers will be returned within 06 (six)

months after finalizing L1 party of the work and after getting written request thereof.

11) PAYMENT TERMS

1. 20% advance payment against submission of BG of equivalent amount valid for 6

months.

2. 30 % of contract value will be paid on submission of report at a) under time of

completion after adjustment of advance payment.

3. 15 % of contract value will be paid on submission of report at b) under time of

completion.

4. 15 % of contract value will be paid on submission of report at c) under time of

completion.

5. 10 % of contract value will be paid on submission of report at d) under time of

completion.

6. 10 % of contract value will be paid on receipt of clearances from statutory bodies.

12) VALIDITY OF OFFERS /FEES

Bidders have to quote the fees strictly as per the Price Bid format. Fees quoted by the bidders

in their bids shall remain firm and valid for the total contract period or till complete execution

of the contract. However, statutory levies/taxes are payable by UCIL as applicable on

prevailing date of actual render of services on submission of invoice.

13. RIGHT TO ACCEPT OR REJECT ANY OR ALL BIDS:

M/s UCIL reserves the right to accept any bid , and to cancel the bidding process and reject

all bids , at any time prior to award of contract without assigning any reasons whatsoever and

without thereby incurring any liability to the affected bidder or bidders on the grounds for the

UCIL‟s action.

14. RELATED PARTY:

Related Parties should not quote for the tender separately. If it is noticed that related Parties

submitted separate quotation, the same shall be liable to be rejected. Parties are considered to

be related if one or more partner / member are common.

15. INCOME TAX:

Income tax inclusive of surcharge if applicable shall be deducted at source.

16. GST:

GST shall be paid extra as applicable on the date of actual render of service and billing on

UCIL has been made in terms of guidelines stipulated in the GST rules. Any changes in

taxation will be applicable as per prevailing statutory provisions.

17. SECRECY:

The successful bidder shall not at any time during the tenure of contract or thereafter disclose

any information furnished to them by the company or any drawings, designs, reports and

other documents and information prepared for this work, without the prior written approval

of the company except in so far as such disclosure is necessary for the performance of the

Party‟s work and service hereunder.

18. OTHER TERMS AND CONDITIONS:

1. Successful bidder shall depute sufficient number of competent staff as specified for work

at their own cost.

2. Successful bidder shall submit draft monthly report to the Engineer-In-charge at

Tummalapalle.

3. The Consultant staff may be advised to observe all safety precautions as applicable in the

department in which the work is carried out.

4. The company shall not be responsible for any accident caused to your personnel due to

any circumstances happen within or outside the company premises.

5. Every effort shall be made to complete the work strictly as per the scope of works.

6. Successful bidder shall be in constant touch with Engineer-in-charge at Tummalapalle.

7. The company reserves the right to accept /rejects any or all the offers without assigning

any reason whatsoever therefore.

8. Necessary insurance coverage for all members shall be taken by the bidder.

10. Estimated cost of the tender is Rs.25,35,000/- including traveling expenses.

19. FORCE MAJEURE:

If at any time during the tenure of the order , it is not possible to execute any portion of the

work stipulated in the order , due to reasons beyond control of either UCIL or the bidder , on

account of emergency declared by the government , reasons of go slow, strike or lockout at

our/the bidders office , war , civil commotion , earth quake , fire , storm, flood, acts of God,

acts of any government , sabotage, riot , police action , revolution unforeseen circumstances

or the other hindrances beyond one‟s control, there shall be no liability on the part of the

defaulting party for consequential losses.

20) FAILURE AND TERMINATION:

If the bidder fails in the performance of the contract in the manner and within the time fixed

or there is likelihood of an anticipatory breach of whole or part of the contract, the company

will have the right to rescind the contract and have it performed through other party at the

risk and cost of the bidder.

21) ARBITRATION AND LEGAL JURISDICTION:

All disputes or differences whatsoever arising between UCIL and bidders out of or relating to

the consultancy, meaning and operation or effect of this tender shall be settled by the sole

arbitrator appointed by the Chairman & Managing Director of UCIL and the award of such

arbitrator shall be final and conclusive and binding. No objection shall be raised on the

ground that the arbitrator so appointed is an employee of UCIL.

22. Security Deposit:

Bank Guarantee from a Nationalized Bank equivalent to 5% of the value of contract with

validity of 18 months from the date of LOI.

23. Special Conditions:

UCIL will bear the cost of travel, stay and pay Rupees two thousand per day per official

towards food and miscellaneous expenses for maximum two nos. of experts of consultant for

attending meetings for obtaining statutory clearances from AERB, MoEF & CC etc.

24) Correspondence

All correspondence shall be in English and addressed to UCIL drawn to the attention of the

officer issuing the order, unless otherwise specifically authorised.

25 ) TAXES AND DUTIES CLAUSE

GST

1. For the purposes of levy and imposition of GST, the expressions shall have the following

meanings:

(a) GST - means any tax imposed on the supply of goods and/or services under GST Law.

(b) Cess – means any applicable cess, existing or future on the supply of Goods and

Services as per Goods and Services Tax (Compensation to States) Act, 2017.

(c) GST Law - means IGST Act 2017, CGST Act 2017, UTGST Act, 2017 and SGST Act,

2017and all related ancillary Rules and Notifications issued in this regard from time to

time.

2. The rates quoted by the bidders shall be inclusive of all taxes, duties and levies except

GST. However, bidders have to clearly show the amount of GST separately in the Tax

Invoices raised by them. In case, the quoted information related to various taxes, duties

& levies subsequently proves wrong, incorrect or misleading, UCIL will have no liability

to reimburse the difference in the duty/ tax, if the finally assessed amount is on the

higher side and UCIL will have right to recover the difference in case the rate of duty/

taxes finally assessed is on the lower side.. Further, it is the responsibility of the bidders

to make all possible efforts to make their accounting / IT system GST compliant in order

to ensure availability of Input Tax Credit (ITC) to Uranium Corporation India Ltd.

3. Evaluation of L-1 prices shall be done based on total Quoted price including GST.

4. For the purpose of this contract, it is agreed between the parties that if any new taxes,

duties or levies other than GST is introduced subsequent to the final date of submission by

the Central/State Government & Local Authorities and such new taxes, duties or levies

become payable, then an equitable adjustment on account of new taxes, duties or levies in

the contracted price shall be made which shall be subject to the production of

documentary evidence by the Vendor/Supplier/Contractor. This provision shall be

applicable only during the original period of contract. However, during the extended

period of contract, if any, this provision shall be applicable as follows :

a. adjustment in contract price shall be made only if the new tax is enacted during the period

of extension arising out of reasons attributable to UCIL.

5. In case of variation (increase/decrease) in the rate of GST after the final date of submission of

tender, the said revised rate shall be reimbursed or recovered on production of relevant

statutory documentary evidence. This provision shall be applicable only during the original

period of contract. However, during the extended period of contract, if any, this provision

shall be applicable as follows :

a. the said revised rate shall be reimbursed or recovered only if the reasons for extension of

the contract is attributable to UCIL. In any case, recovery shall be made in case of a

downward variation in the rate of tax.

6. Bidders agree to do all things not limited to providing GST compliant Tax Invoices or

other documentation as per GST law relating to the supply of goods and/or services covered

in the instant contract like raising of and /or acceptance or rejection of credit notes / debit

notes as the case may be, payment of taxes, timely filing of valid statutory Returns for the tax

period on the Goods and Service Tax Network (GSTN), submission of general information

as and when called for by UCIL in the customized format shared by UCIL in order to enable

UCIL to update its database etc. that may be necessary to match the invoices on GSTN

common portal and enable UCIL to claim input tax credit in relation to any GST payable

under this Contract or in respect of any supply under this Contract.

7. In case Input Tax Credit of GST is denied or demand is recovered from UCIL by the

Central / State Authorities on account of any non-compliance by bidders, including non-

payment of GST charged and recovered, the Vendor/Supplier/Contractor shall indemnify

UCIL in respect of all claims of tax, penalty and/or interest, loss, damages, costs, expenses

and liability that may arise due to such non-compliance. UCIL, at its discretion, may also

withhold/recover such disputed amount from the pending payments of the bidders.

8. All bidders shall maintain high GST compliance rating track record at any given point in time.

9. All bidders shall avail the most beneficial notifications, abatements, exemption etc., if any, as

applicable for the supplies under the Goods & Service Tax Act.
