UQAM’S INTERNATIONAL MISSIONS

In 2013, representatives of the Inter-national Relations Office conducted many

UQAM’s Mission in Asia

The Director of International Relations went to East Asia to participate in the APAIE

Asia-Pacific Association of International conference (Educators) and to develop new Aus-tralian and Chinese partnership in March 2013. From March 9 to 20, he traveled to China, Hong Kong, Wuhan and Taipei (Taiwan). The mission strengthened the presence of UQAM in Asia and Australia.

In October 2013, the Rector of UQAM Robert Proulx met with representatives of the Association of French

Teachers in Taipei to discuss cooperation with departments and French language teaching at UQAM.

Professor Proulx also met with the President of National Taiwan University (National Taiwan University - NTU) to discuss partnership in research projects in political science and management in particular, and also in order to establish a student exchange program.

Rector Proulx has participated in several events and visited several partners university in China, Taiwan and Japan in October 2013. Accompanied by Inter-national Relations Director, he visited China on 29 September and 1 October in Shanghai, October 2 in Wu-han, then to Taiwan, the 3 to 5 October in Taipei, to com-plete his mission to Japan, the 6 to 8 October in Kyoto and 8 to 11 October in Tokyo.

ChinaUQAM Rector Proulx was in Wuhan on October

2, as special guest of the Normal University of Central China (Central China Normal University (CCNU)) to take part in the celebrations of 110th anniversary of the founding of UNFC.

In the morning, Rector Proulx contributed to the event as representative of foreign universities. He gave a speech to more than 10,000 dignitaries, teachers and students.

In the afternoon, he participated to the Presidents’ Forum, which brought together more than twenty university presidents from all over the world, in-cluding China, Taiwan, Hong Kong, South Korea, United States, Australia and Canada. He gave an allocution on the internationalization and the need to work together in partnership. Discussions be-tween Presidents have resulted in the «Wuhan Declaration on cooperation and the sharing of online courses».

Japan

October 7, 2013, Rector Proulx went to Kyoto to sign a partnership agreement with Kyoto University of Foreign Studies (ULSK) and student exchange agreement.

This partnership will allow students from UQAM to go and improve their Japanese in one of the most beautiful cities in Japan.

From October 6 to 8, Professor Proulx participated in the forum «Science, Technology and Society», in Kyoto.

During missions in Asia in 2013, UQAM has been able to promote its vision and expertise to government officials, and academics, and developed new collaborations and partnerships.

As of December 2013, UQAM has relationships with some 38 Asian universities, China, South Korea, India, Indonesia, Japan, Taiwan, Thailand and Viet Nam.

At the Canadian Embassy in Tokyo, the Rector participated in the first Sino-Canadian Sympo-sium information and communication technology. Specialists Canadian and Japanese presented alternately presentations on the state of research and major issues of our time, such as quantum computing and “big data”.

UQAM’s Mission in Latin America

BrazilA delegation from UQAM went to Brazil to participate in

the “Brasil-Québec Conference: Territórios e fronteiras, lugares trochus Diálogos e inovação” which took place on 22 to 24 April 2013, at Auditório Antonieta de Barros, Assembleia Legislativa Santa Catarina (ALESC), Flo- rianópolis, Brazil.

The Centre for Studies and Research on Brazil UQAM (CERB) and the Federal University of Santa Catarina (UFSC) in Brazil organized the symposium. The main purpose of this event was to celebrate relations between UQAM and UFSC.

René Côté has been Vice-President Academic at UQAM since January 2013

Multidisciplinary in nature, this event has enabled col-leagues in communication, sociology, design, geography, urban studies, social economics, environmental studies, political science, psychology, literary studies, theater and Canadian studies of these two universities to share com-mon interests in research, and expand cooperation be-tween two universities.

Established in 2001, the Centre for Study and Research on Brazil (CERB) is an interdisciplinary venue that brings together researchers on Brazil. For thirty years, UQAM has developed a strong expertise on Brazil.

In 2013, UQAM has celebrated the 30th anniversary of the first agreements with universities Brazilian. Since then, the University has become the largest academic center of expertise on Brazil to Canada, and in several disciplines.

As of December 2013, UQAM has relationships with some 38 Brazilian universities and institutes and research centers, from the Amazon to Rio Grande do Sul, through Pará, in Bahia, Minas Gerais, São Paulo and Rio de Ja-neiro. These projects include literature and arts, earth sci-ence, health, communications, environment, urban plan-ning and strategic and diplomatic studies.

In May 2013, the Rector of UQAM participated in the General Assembly of members of the Agence universi-

taire de la Francophonie (AUF) in São Paulo, from 7 to 9 May 2013, attended by representatives of 610 institutions higher education institutions from over 65 countries. 782 members of the Agency participated actively in discussions about orientations of the AUF. Rector Proulx chaired the workshop on educational digital entitled “Digital education: a factor of development of universities”.

MexicoIn October 2013, two representatives of

UQAM participated in the third edition of the Congress of Americas on International Education (CAIE) to Monterrey, Mexico, from October 15 to 18, 2013 This year, the host institution CAIE Mexico in 2013 was the Universi-dad Autónoma de Nuevo León and the theme was: “Mobility of Knowledge: responsibility and resour-ces”.

Wednesday, October 16, Sylvain St-Amand, Director of International Relations from UQAM was invited by the Department of International Relations, La Francophonie and Foreign Trade (MRIFCE) to participate in a luncheon on Quebec expertise. Participants presented innovative cases developed by their university in the region, and the director of SRI-UQAM presented for its part, the International MBA (EMBA) ESG UQAM, offered in partnership with Universidad Autónoma de San Luis Potosí (UASLP) Mexico.

The workshop was organized by the Association of Universities and Colleges of Canada (AUCC).Under the theme “Agenda of internationalization in the Americas”, the theme of the presentation was: “Brazil-Canada-Mexico: Charting a New Course for trilateral partnerships” (Canada-Brazil-Mexico Charting a New Course for trilateral Partnerships).

Thursday, October 17, Maximiliano Sainz, Advisor to International Relations from UQAM presented a work-shop in collaboration with Alain Boutet, Director of International Relations, Dalhousie University in Canada and Norma Angélica Juárez Salomo, Director Development and Cooperation, Universidad Autónoma del Estado de Morelos (UAEM), Mexico. The workshop theme was “Developing international skills: Training in internationalization of higher education.”

Wednesday, October 16, in a parallel session there were presentation by Sylvain St-Amand, in collaboration with Alicia Cabreto Lobato, President of the Asociación Mexicana para la Educación Internacional AMPEI, and Director of the Aca-demic Cooperation Universidad Autónoma de San Luis Potosí, Mexico; and José Celso Freire Junior, International Relations Advisor of Universidade Paulista Estadual “Júlio de Mesquita Filho” (UNESP) in Brazil and President FAUBAI, the Association of International Relations Offices of Brazilian Universities.

Friday, October 18, a session parallel was presented by Maximiliano Sainz, in collaboration with Alain Boutet, Norma Angélica Juárez Salomo, and Fernando Daniels, executive director of the Colegio de las Américas - COLAM Canada. Under the theme “Managers and internationaliza-tion”, the session focused on the theme: “The development of capacity for internationalization higher education“.

Meetings were held with institutional representatives with whom UQAM signed framework agreements and student exchanges with four universities (Argentina, Brazil, Mexico, Peru).

Mission in Africa

EgyptThe Director of International Relations visited

Cairo and Alexandria to meet with Egyptian universities in Cairo from 18 to 22 February 2013 and in Alexandria on 23 and 24 February 2013.

At the University of Cairo, a fruitful meeting were held with the departments of political science and economics to explore the possibilities of joint research, joint programs and student exchanges.

UQAM renewed its partnership with the Senghor University.

Mission to North America

CanadaSylvain St-Amand, Director of international relations and

Catherine Rodriguez, Councillor mobility international student at UQAM actively participated in the 47th annual conference of Canadian Bureau for International Educa-tion, which was held in Vancouver from 17 to 20 November 2013.

États-UnisTwo representatives of the Department of

International Relations represented UQAM Annual Con-ference of NAFSA - Association of International Educators. Maximiliano Sainz, responsible of International Relations in the Americas and Pierrick Malissard, responsible for rela-tions in the region of Europe participated in the 65th annual NAFSA conference which was held in St. Louis, Missouri, United States from 26 May to 31 May 2013.

The event brought together about 8,200 participants from around the world. American universities were well repre-sented, but the Asian institutions (China, Japan, Korea ...) South America (Brazil, Argentina, Chile, Mexico) and Western Europe were also widely present.

UQAM’S INTERNATIONAL RESEARCH AND COOPERATION

UQAM has always opted for a collaborative approach, in its program development, research, community

services or governance. Consequently it has often approached internationalization with a new vision.

Some project heads:Ms. Catherine Trudelle, professor Department of Geography and chair holder, Canada Research Chair on Socioterritorial Conflict and Local Governance;

Ms. Lucie Sauvé, professor Department of Didactics and director of the Canada Research Chair in Environmental Education (ERE);

Ms. Bonnie Campbell, professor Department of Political Sciences and director of the Centre interdisciplinaire de recherche en développement international et société

There are other centres and collaborative projects -- both big and small-- that exempli-fy the university that has embraced this new vision of internationalism.The Centre for the Study of Biological Interactions between Health and the Environment (CINBIOSE) shares international expertise, notably with Chile in the field of ergonomics by creating new programs and supporting researchers and students.

The International Clinic for the Defence of Human Rights (CIDDHU) works for the protection of human rights on four continents. Its activities, integrated with Law programs, are conducted by teams of students under the supervision of lawyers and Law professors, in collaboration with several non-governmental organizations.

The Chaire de logiciel libre (The Open Software Chair) brings together partners from France and Quebec who are involved in the social and solidarity economy to allow various organizations the possibility to manage their assets using software that are adapted to their needs without resorting to the use of expensive integrated software.

West AfricaThe Director of International Relations Office

of UQAM visited Senegal, Côte d’Ivoire, and Burkina Faso in September 2013 as part of a multi-country mission led by Minister of International Relations, La Francophonie and Foreign Trade (MRIFCE) Mr. Jean-François Lisée.

The director met with representatives of the Economic and Monetary Union of West Africa (UEMOA) to discuss international cooperation projects at UQAM.

The objectives of UQAM during this mission were achieved. The mission helped strengthen links with academic partners, explore new partnerships and reconnect with donors and regional organizations (WAEMU).

The Doctoral program in Muséologie, médiation, patri-moine-Profil international (Museology, Mediation and Heritage-International program) jointly offered by UQAM and the University of Avignon and Pays de Vaucluse (UAPV) allows students to follow a fully integrated program in French leading to a double degree.

The Doctoral program in Philosophy is a result of a collaboration among researchers and research teams from UQAM, Université du Québec à Trois-Rivières (UQTR) and Aix-Marseille University.

The UQAM-Paris Dauphine partnership in Management provides an exchange agreement that allows students to take courses at the partner institution during one year to complete their Bachelor’s or License and obtain a double degree.

The Geotop Research Centre in Geochemistry and Geodynamics, in partnership with the University of Bre-men in Germany, established a consortium of several Canadian universities to develop a program in research on the impacts of climate change.

The Centre for Forest Research which includes 57 researchers from 11 universities in Quebec is the only group whose central mission is advanced education and research in forestry.

And now here are some examples of interna-tionally-themed projects. Who doesn’t know about the Raoul-Dandurand Chair of Strategic and Diplomatic Studies? This Chair, which brings together universities, government agencies, internatio- nal organizations and private sector organizations, helps develop research on strategic and diplomatic issues, in addition to being a meeting point between academia and the general public.

In addition, there is the Centre d’études et de recherches sur le Brésil (Centre for Brazilian Studies and Research), a centre of multidisciplinary and inter-university research expertise, education and dissemination about Brazil. It brings together researchers from a dozen departments from UQAM and four other Quebec universities.

The goal of the Montreal Institute of International Studies, which brings together 13 internationally-oriented centres, chairs and research groups, is to support the open internationalization of all the activities of its partners. Through the multiplication of exchanges among research teams and scholars, the institute promotes the transnationalization of research practices, education and knowledge mobilization.

RECENT INTERNATIONAL AGREEMENTS

In recent years, UQAM signed more than 611 agreements with more than 370 partners in

62 countries in hundreds of domains. These agreements are available on the website of UQAM international web page.

Of these, there are 259 bilateral agreements (191), in 36 countries including, in order of im-portance: France, Brazil, Spain, Germany, Mexico, Argentina, Switzerland, Belgium, Chile, UK.

Over the past two years UQAM renewed forty agreements and signed more than 130 new agreements.

NEWS INTERNATIONAL RELATIONS

UQAM Office of International Relations provides support the various

units of the University in developing and implementing international development strategies and liaising with partners and networks. It offers a service according to the specificities of a region, according to the following three geographical desks: Americas, Europe and Asia-Africa-Middle East and Oceania.

Also, a team of advisors and counselors can respond to requests according to the “Partner-ships and Cooperation” sector or “Mobility and agreements” sector, particularly in a division of the faculties of UQAM assigned to each faculty sponsor SRI.

More generally, the SRI team consists of ten people offers reception and referral services, administration, communication and services to the international mobility of UQAM students and foreign students exchange program and mobility.
