Position Description INF 13 Position: Road Safety and Traffic Engineer Division: Assets and Design Reports To: Manager of Assets and Design Incumbent: VACANT Salary Range: Grade: 11 Step: Min
CONDITIONS
In accordance with Local Government State Award as amended from time to time, Industrial Agreements and Council’s Policies, Practices and Procedures as amended from time to time. Hours: 35 hours per week Travel: As required in the shire, and occasionally external to the shire Flexible Hours: 9-day fortnight Vehicle: Council owned vehicles are available for official business use.
POSITION OBJECTIVES
Lead the Provision of Road Safety, Traffic and Parking design, planning and investigation services to Council;
Lead the provision of effective and efficient provision of road safety audits, deliver road safety programs, Asset, Traffic and Parking data compilation, traffic facility design, funding application and lead the coordination of Local Traffic Committee meetings;
To provide traffic, parking, safety and transport comment and advice on development applications including State Significant Development (SSD).

KEY TASKS
Responsible for the management and regulation of traffic, parking and transport
infrastructure;
Responsible for traffic related funding applications, including State and Federal Government grants e.g. National Black Spot Program;
Responsible for the management and undertaking of basic traffic studies and minor access studies;
Develop Council’s event policies related to traffic, parking, safety and access in consultation with stakeholders;
Take measures to ensure legislative compliance related to traffic regulation including the implementation of load limits on Council infrastructure;
Undertake road safety audits and produce written reports and recommendation for consideration by Council;
Responsible for collation, analysis and investigation of road crash data and prepare remedy actions for Councils consideration;
Produce basic design drawings for traffic and road safety schemes;
Assess and provide recommendation on National Heavy Vehicle Regulator (NHVR) applications;
Prepare, assess and approve Traffic Management Plans and Traffic Control Plans associated with Council’s projects in accordance with applicable standards;
Assess, review, prepare and implement temporary traffic management measures for special events;
Provide consultation, technical investigation, and design services to Council for:
• Traffic, parking and transport infrastructure;
• Road user requests for services and Road Safety Audits;
• Ancillary road works including regulatory and warning signs;
• Other engineering works as required by Council.
Undertake Roads and Maritime Road Safety funding Program in consultation with supervisor;
Research, consult, plan and prepare specifications and estimates for transport projects;
Provide traffic and transport advice on Development Applications in a timely fashion;
Maintain a register of public gate approvals and regulatory road signage;
Provide formal reports to supervisor, Council, and Local Traffic Committee;
Act as Council representative on internal Committees or external organisations when requested;
The incumbent is required to attend and participate in various meetings including:

• Team meetings;
• Any Committees or Council Meetings requiring traffic, safety and transport advice.
Provide strategic and operational advice on traffic, safety and transport advice and recommendation to Council for decision making;
Maintain close liaison with relevant statutory authorities including Roads and Maritime Service, Centre for Road Safety, Commonwealth Department of Infrastructure and other related funding agencies
Provide suggestions for improvement of policy and make recommendation to Councils WHS Committee.
Any other duties which are assigned by Manager giving consideration to the incumbents knowledge, skills and competence

Selection Criteria: Qualifications & Experience
Essential
Engineering qualifications (Bachelor or higher) and at least 1 years’ experience working in a relevant field;
Demonstrated knowledge of relevant legislation Australian standards and specifications and experience with Traffic, Parking, Road Safety and Transport planning and investigation;
Ability to read construction plans and assist in estimating costs, minor works, e.g. Incidents.
Demonstrated high oral and written communication skills;
Demonstrated ability to write reports and answer correspondence;
NSW Class C licence.
Desirable
Relevant experience and knowledge of Council assets including roads, bridges, drainage, footpaths, parking and ancillary items;
Bachelor Degree or higher qualification in Traffic, Road Safety or Transportation Engineering.

ORGANISATION ENVIRONMENT – (ASSETS & DESIGN DIVISION)
The Assets & Design Division within Councils’ operations is responsible for the construction and maintenance of roads, bridges, drainage systems, parks and gardens, airport and quarry operations.
The position is immediately report to the Manager of Assets & Design. The position holder must be able to work in a team environment.
TRAINING
On-going training through seminars and courses is necessary for this position to gain and maintain the skills and knowledge required to serve Council and the community in the Divisions area of responsibilities. A training plan will be developed and reviewed each year with the performance / competency assessment for the position holder
ANNUAL REVIEW
Each position holder shall be reviewed annually to assess performance, training needs and to identify significant changes (if any) in the position description.
PERFORMANCE ASSESSMENT
There will be at least one formal annual performance assessment by a supervisor. Performance assessment and monitoring of achievement of position objectives is an ongoing function of the position supervisor. The employee is expected to ensure that all key tasks and other task objectives as described in the position description are achieved and to report to the supervisor any likelihood of non-achievement in a timely manner or in accord with the specified performance measures.

MINIMUM / ENTRY LEVEL FOR THE POSITION
The position holder will be required to possess essential skills that are necessary to undertake the basic requirements of the position.
The assessment of these skills will be on the basis of the application submitted in respect of the position and the known experience and qualifications of the applicant. Such information will be assessed against the defined tasks and parameters for the position.
STEP 1
Skills will be required to undertake all essential qualifications and experience requirements of the position and the acquisition/application of local and Council specific knowledge and operating procedures. The emphasis at this level will be placed on the demonstrated application of the skills and knowledge required of the position in terms of the specific work environment, policies/procedures/practices, etc.
Assessment of these skills will be based on the experience / qualifications of the position holder and their ability to apply skills defined in the position parameters.
The employee will be assessed against the following criteria:
Qualifications (Bachelor or higher) and at least 1 year experience related to Traffic, Road Safety and Parking;
Ability to read construction plans and assist in estimating costs, minor works, e.g. Incidents.
Demonstrated high oral and written communication skills;
Demonstrated ability to write reports and answer correspondence;
Basic knowledge of WHS and WorkCover regulations in relation to road maintenance/ construction and public safety.
Must hold current NSW White Card (WHS), and Orange Card - Traffic Control and Traffic Management Plan Accreditation
STEP 2
Will require the achievement of Step 1 and competency assessment in all of the following core level competencies:
Introduction to Road Safety Audit course completed;
To accurately take measurements and record Road Safety, Traffic and Parking investigations;
Demonstrated ability to act secretary and write clear, accurate and concise reports for Council and Council Committees;
Demonstrated knowledge of AS1742 as reports to Local Traffic Committee and Transport for NSW (RMS) Traffic Control Certificates;
Must hold at least Road safety Audit licence accreditation.

STEP 3
Will require the achievement of Step 2 and competency assessment in all of the following:
Demonstrated ability to analyse data from Council’s Road Safety, Parking and Traffic Data for funding applications and reporting;
Working knowledge of the standards relevant to Council’s Assets e.g. ISO55000;
Knowledge of Councils’ asset management procedures around the inspection requirements for signs and line marking;
Knowledge and demonstrated experience in NHVL and assessment of applications;
Demonstrated knowledge of traffic, road safety and parking aspect of Development applications;
Qualify as a Road Safety Auditor registered in NSW.
STEP 4
Will require the achievement of Step 3 and competency assessment in all of the following:
Lead the provision of efficient, effective service to customers and resolve traffic, parking and road safety disputes (both from outside and within the organisation);
Demonstrated knowledge of Council’s safety, quality, environmental, traffic control systems and ability to provide and implement improvements to these systems.
Demonstrated ability to complete safety, quality, environmental, traffic control checklists as required by the supervisor;
Demonstrated ability to prepare, lodge, cost and implement blackspot project;
Demonstrated knowledge of Coordinator Asset and Risk when requested;
For this step not to be granted the supervisors must be able to show in what areas the requirements have not been consistently met.

MAXIMUM STEP FOR THE POSITION Master Degree or higher qualifications in Traffic, Transportation or Road Safety
and demonstrated wealth of experience in Traffic, Parking and Road Safety;
To achieve this level the position holder must consistently show that they apply skills, competencies or expertise additional to that required for the position i.e. the employee provides superior knowledge and skill to the position. This step will be achieved by the attainment of agreed training / qualifications, efficiency and productivity innovative work solutions and continuous work improvement over an extended period of time. This step will be subject of determination by the respective Manager/Director and will be subject of definition on the achievement of Step 4 by the position holder.

1. PRE-EMPLOYMENT MEDICAL EXAMINATION As part of Council’s employment policy, all new employees are required to satisfactorily complete a medical examination undertaken by a practicing medical officer of the employee’s choice and at Councils expense. The results of the medical examination shall be kept confidential. The purpose of the medical examination is not to determine the success or otherwise of the applicants employment, and is in the interest of the prevention of industrial injury and to identify any existing injury or incapacity. 2. HOURS OF WORK The majority of Council’s salaried staff is employed on a 9-day fortnight of 70 hours per pay period. Council’s wages staff works a 9-day fortnight of 76 hours per pay period. 3. PAY ARRANGEMENTS. Employees are paid on a fortnightly basis with the pay being deposited directly into an account nominated by the employee. 4. LEAVE PROVISIONS All leave provisions are in accordance with the current Local Government (State) Award and all relevant federal legislation. Leave provisions include Sick Leave, Carer’s Leave, Annual Leave, Long Service Leave, Parental Leave (General), Requests for Flexible Working Arrangements, Paid Parental Leave, Concurrent Parental Leave, Adoption Leave, Other Paid Leave, Bereavement Leave and Leave Without Pay 5. INTERVIEW EXPENSES Council will pay reasonable travelling and out of pocket expenses to applicants attending an interview for the position and must be agreed prior to accepting the offer of interview. Should an applicant be offered the position and the applicant declines it, the applicant will not be paid travelling or out of pocket expenses. 6. TELEPHONE Should Council require the position holder to be contactable for out of hour’s emergencies and Council business, Council will provide a mobile phone under the current Council usage plan. In such cases Council may require the afterhours contact number to be listed in Council’s section of the telephone directory.

7. SUPERANNUATION Superannuation is available to employees through their current or any approved fund of the employee’s choice. Council also pays occupational superannuation on the employee’s behalf. 8. SOCIAL CLUB A Social Club is available for employees. A small fortnightly contribution via the payroll is made which generally covers the cost of a Christmas function or similar function for employees and their partners. 9.
