I would also like to welcome new members who have joined the Residents Association this year – we appreciate your support and this enables us to serve our community. For example, the Association has been able to assist a number of local organisations/charities this year with financial donations and we are committed to doing this in future years. Throughout 2016, your councillors have been taking an active role in the local community as well as dealing with Havering Council matters. You will see from Councillor Clarence Barrett’s article on the council budget, with government funds rapidly diminishing, there are a number of very difficult decisions to be made in the future. We are therefore very lucky to have our ‘Residents Councillors’ who are free to work on your behalf, and who are not tied to national political party agendas. I would like to assure you all, without any doubt, they will continue to fight on your behalf next year and beyond. Have a great Christmas and a Happy New Year. The financial challenges faced by the Council is not just about making difficult decisions with reduced resources, but doing so when the funding formula is so inherently unfair. Take for example a house in Westminster worth £2.7m, the household would pay £755 per year in Council Tax and would receive government funding of £248 per head of population. These include extending parking controls to the remaining tree roads and South View Drive which are currently not controlled. The exception to this is Cedar Ave, which is the subject of consideration for a Public Space Protection Order given Branfil School is located there. In Stewart Ave the Council are proposing introducing double yellow lines on the south side of the road with the single yellow line remaining on the north side. In the roads north of St. Mary's Lane and south of Upminster Station, i.e. Highview Gardens to part of Howard Road which includes Champion Road, Cranborne Gardens, Gaynes Road, Branfill Road, St. Lawrence Road, Garbutt Road and Aylett Road, the majority of residents were in favour of the introduction of Residents/visitors parking permits. All residents in these roads will receive a letter from the council soon and given the Christmas break the consultation period will be four weeks instead of three, and this will constitute the formal consultation on the proposals. Fair Funding for CouncilBudgets?The financial challenges faced by the Council is not just about making difficultdecisions with reduced resources, but doing so when the funding formula is soinherently unfair. Take for example a house in Westminster worth £2.7m, thehousehold would pay £755 per year in Council Tax and would receive governmentfunding of £248 per head of population. warned for excessive speed. Againit is disappointing to note thatmany were local drivers who areoften the ones complaining aboutspeeding on Upminster Roads.Several complaints about speed inDeyncourt Gardens have beenreceived and this road has beenadded to the police's list for areasto be checked. Gaynes SchoolPrize-givingAs Deputy Mayor I presented theprizes at Gaynes School for lastyear’s Year 11 students. Guides BulbPlantingA number of Guides from the 6thUpminster Guides Unit, based atSt. Laurence church, recentlyspent a cold afternoon planting5000 bulbs in ClockhouseGardens, as part of their BadenPowell Challenge. This was a truecommunity project working withHavering Council and HaveringEast Rotary Club as part of the

Purple4polio. This project isabout raising awareness of thework Rotary has done throughoutthe world to eradicate polio whichhas had significant success. TheCouncil is organising planting ofbulbs throughout the Borough intheir parks and open spaces, theyhave several thousand to plant.The crocus bulbs planted are allpurple and so in the springClockhouse Gardens, in the areaknown as the Friends Garden,should be awash with colour.
