In addition to the formal international

meetings, UKAS regularly participates in

other cooperation activities with other

NABs for the purpose of knowledge

transfer, shared learning and exchange

of best practise.

Over the last year UKAS has participated

in and hosted several exchanges with

other NABs.

Between October and December 2012,

Alan Shi from the China National

Accreditation Service (CNAS) came to

UKAS on secondment. During this

period Alan worked alongside the UKAS

operations team observing and learning

how UKAS operates. In return UKAS

gained valuable insight of CNAS processes

and how accreditation operates within

China. With an increasing number of

UKAS accredited customers operating

in China, this secondment provided

UKAS with a valuable opportunity to

further improve our relationship with

CNAS and to enhance how we deliver

accreditation service for our customers

operating in China.

In May and July 2013 UKAS and the

ANSI-ASQ National Accreditation Board

(ANAB) participated in an exchange

programme where senior members of

their teams worked alongside their

peers to review and compare operating

practises. During May 2013 Jeff Ruddle,UKAS Operations Director, spent a week

working with ANAB. This exercise has

provided several ideas for UKAS to

consider in the structure of our

customer liaison teams and also how to

potentially improve the effective and

timely delivery of extension to scope

and annual assessment programmes.

During July 2013 UKAS hosted a return

visit from Lori Gillespie, Director of

Accreditation, and Patricia Nunez,Senior Client Coordinator, from ANAB.

International Cooperation withNational Accreditation BodiesIn support of our role as the UK’s National Accreditation Body (NAB) UKAS regularly attendsand participates in relevant international fora such as the International Accreditation Forum(IAF), International Laboratory Accreditation Cooperation (ILAC) and the European co-operationfor Accreditation (EA). These meetings provide UKAS with the opportunity to ensure that theview point of UK business is considered and that UKAS can keep our customers and stakeholders updated on international developments.

In April 2013 UKAS hosted a visit from

the Norwegian Accreditation Body (NA),

particularly to discuss the recent

implementation of Microsoft Dynamics

AX system in UKAS. NA are considering

the implementation of a new IT system

to support their business activities and

were interested to learn from UKAS’

recent experience. This event also

provided UKAS with the opportunity to

learn more about how NA operates.

Also in April Dr Llewellyn Richards,Chief Executive of the New Zealand

Accreditation Body (IANZ) visited UKAS

to discuss and share ideas and

knowledge regarding the operation of

accreditation within the healthcare

sector. New Zealand currently has an

extensive programme of accreditation

within the healthcare sector which is

delivered by IANZ. This was followed

up by a further visit from IANZ and the

Hong Kong Accreditation Service (HKAS)

in May 2013 specifically to discuss the

ISAS and IQIPS programmes.

Nuclear Inspection: pilot project updateFollowing the announcement of a pilot programme leading to accreditation of applicants involved in inspecting componentssupplied to new nuclear power plants orthose who perform in-service inspection inexisting nuclear power plants, the UKASpilot assessments of applicants have nowcommenced.

The assessments will be conducted againstthe international standard for inspectionISO/IEC 17020. The scope of accreditation

will be limited to those inspection activitiesthat the applicants are currently actively involved in and are able to demonstratecompetent performance to UKAS.

The applicants to the pilot programme are:

� AMEC Inspection Validation Centre

� Bureau Veritas UK Limited

� Lloyds Register Apave Ltd

� TUV UK Limited

Update goes electronicWe are pleased to announce that this edition of Update is the lastversion of the newsletter in hard copy format. First two UKAS accredited Verification Bodies announcedfor the ETV Scheme

The UK is participating in the European Commission (EC) EnvironmentalTechnology Verification (ETV) framework to provide verification ofclaims made for new environmental products or processes.

Claims will be verified by VerificationBodies (VBs) accredited under ISO/IEC17020 Conformity assessment –Requirements for the operation of various types of bodies performing inspection, with the scheme requirementscontained in a published General Verification Protocol (GVP) document.Following a UKAS pilot accreditationprogramme the National Physical Laboratory (NPL) and the Water ResearchCentre (WRc) were accredited in May2013.

The ETV accredited inspection schemeis now open for further applications

For the initial EU pilot programme thereare three priority sectors:

� Water treatment and monitoring (monitoring of water quality, treatment of drinking waterand of waste water)

� Materials, waste and resources (separation and sorting of solid waste, recycling of materials, end-of-life products and chemicals, products from biomass)

� Energy technologies (renewable sources of energy, energy from waste, energy efficiency technologies).

The General Assembly, which was hostedby the French Accreditation Body(COFRAC), was notable as the farewellGeneral Assembly for Daniel Pierrewho steps down from the post of EAVice-Chair and retires from COFRAC inOctober 2013 after more than 20 yearsof service.

The General Assembly was attended byparticipants representing all EA fullmembers and a number of associatemembers. Additional attendees wereobservers from the European Commission,(EC) the European Free Trade Association(EFTA), a number of stakeholder organisations and representatives fromother accreditation regions. UKAS Chief Executive Paul Stennett participatedon behalf of UKAS.

Mr J M Le Parco, Inter Ministerial Delegate to Standardisation representingthe French Minister of Industry, made theopening remarks and delivered a strongmessage to EA National AccreditationBodies relating to their role in safeguardinga high level of confidence in accreditationparticularly in the area of Notification.

Amongst the topics of note in this General Assembly was the recognition ofthree new stakeholders, namely:

The European Directorate for the Qualityof Medicines and Healthcare of theCouncil of Europe (EDQM); the EuropeanFederation for Non-Destructive Testing(EFNDT) and the Quality and Safety System for speciality feed ingredientsand their mixtures (FAMI-QS).

Amongst the many resolutions passedduring the meeting, the General Assemblyendorsed the withdrawal of EA 4/07

which concerns the traceability of measuring and test equipment to national standards, and acting upon recommendation of the LaboratoryCommittee adopts ILAC P10:01/2013,the ILAC Policy on Traceability of Measurement Results. The General Assembly also endorsed under EA resolution 2013 (31)32, the withdrawalof EA-7/05: “EA Guidance on the

The EA’s Financial Oversight Committee, of which Paul Stennett is a now amember, was established to monitor how EA uses its finances during each fiscalyear. The Committee reports to the EA Executive and General Assembly on the wayin which the finances have been used for projects and activities included in theapproved budget for EA. The Committee is also required to check that the budgetexpenditure has been conducted in a manner that is consistent with expectationsand resolutions of the General Assembly. The Financial Oversight Committeemay also comment on any issues raised by the Auditors of EA’s accounts.

Standards and accreditation –making Governmentmore efficientHow can standards and accreditation be used as a tool to make government more efficient? That was the question posed at the seventh annual UKAS and BSI reception at the House of Lords.

whereas accepting a 20% risk would be a more sensible and practical approach

� Make greater use of exemption clauses for SMEs, as what is effective regulation for a FTSE 100company can be a regulatory Poll Tax for an SME

� Require government departmentsto ensure that self-regulatory alternatives to regulation, such as standards and accreditation, are properly considered before new legislation is introduced.

Concluding the event, Howard Kerr,Chief Executive of BSI, challenged the

Introducing the event to an audienceof officials from a wide cross section ofWhitehall departments, Lord Lindsay,UKAS Chairman, acknowledged the difficulties in dealing with the impact ofbudgetary cuts in a rapidly changingenvironment. Citing a recent report indicating that accreditation now contributes at least a billion pounds tothe UK economy each year, Lord Lindsayoutlined that UKAS accreditation againstBSI standards can help government departments work smarter to delivermore for less.

The guest speaker, Mark Littlewood,Director General of the Institute of Economic Affairs (IEA), suggested thatmaking government less inefficient wouldbe a more realistic goal. He supportedsome of the current initiatives, such asthe ‘one-in, one-out’ rule for introducingnew regulation, but suggested that muchmore still needed to be done.

He outlined four key ways in which better regulation could be achieved:

� Introduce ‘Sunrise’ clauses to legislation, increasing the time before new regulation comes intoeffect. This would give businesses longer to comment on legislative proposals, making them more suited to financial needs

� Change attitudes towards risk aversion when implementing EU directives. The current approach of zero risk is too stringent,

audience to commit to the cause of reducing the regulatory burden throughthe use of accredited standards. Heoutlined the significant progress madein recent years in facilitating innovationand trade, and plans for the approachto be applied in new sectors such as financial products.

During the reception, UKAS staff wereable to refresh many old contacts andmake a number of new ones from thoseattending for the first time. Contactsmade at these receptions over theyears have led to the development of anumber of new accreditation schemesin support of government initiatives.

First UKAS accreditation for Retail Financial ProductsUKAS has granted the UK’sfirst accreditation for retailfinancial products to theFairbanking Foundation, forthe Foundation’s FairbankingMark following the successfulcompletion of a 12 monthpilot project.

According to Antony Elliott, CEO of

The Fairbanking Foundation, “the Fair-

banking Mark scheme was devised to help

the Foundation achieve its charitable

objective; to encourage banking

providers to improve the financial well-

being of their customers. By creating

an accredited certification scheme that

formally evidences and makes public

the extent to which a banking product

helps customers manage their money

and reach financial goals, the Foundation

has done just that.”

Antony Elliott added “The use of

accredited certification is a potentially

significant development when the

words ‘financial sector’ and ‘regulation’

are so often combined. It is difficult to

get innovation and improvement in the

interests of customers for a variety of

reasons in the sector, so it is time to try

something new. A crucial part of the

effectiveness of the Fairbanking Mark

scheme is its validity and credibility –

as perceived by the both the banking

community and ultimately the customer.

To this end, seeking to become formally

accredited as a product certification body

by UKAS has been an invaluable step.”

The Fairbanking Foundation was

formally presented its certificate at the

House of Lords on the 10 July 2013.

Presenting the Foundation with its

certificate, Lord Lindsay, Chairman of

UKAS said, “Congratulations to the

Fairbanking Foundation for achieving

the UK’s first accreditation of its kind

for retail financial products. Although

working in this sector is a first for UKAS,

accreditation has a strong track record

in delivering confidence to users of

accredited services, as well as making a

real financial difference to the UK’s

economy, with the total benefits

estimated to be in excess of £1bn a year.

UKAS’ accreditation of the Fairbanking

Mark scheme should provide a real

motivation to the financial sector to

offer products that meet its customers’

needs, underpinned by the assurance

and confidence that accreditation brings.”

Beyond the challenging issue of

perception, the process of gaining

accreditation itself has been extremely

useful to the Foundation. RobertArmstrong, Quality Director of The

Fairbanking Foundation said, “The UKAS

experience has been very helpful

indeed, and certainly not just in

ultimately equipping us with a clear icon

of our credibility. The thoroughness of

the process we have gone through to

gain formal accreditation has been

helpful in making sure our procedures,

systems and checks are as rigorous and

impartial as possible.”

The Fairbanking Mark scheme grants

those products submitted that are

successful with a 3, 4 or 5 star rating,

indicating the level to which they have

been assessed to help improve the

customer’s financial well-being. Each

product is tested against a range of

relevant criteria which have been derived

from extensive customer research and

the application of academic behavioural

theory as being critical to the

improvement of financial well-being. A

crucial part of the testing is independent

research carried out with a significant

number of existing holders of the

product to ensure that the product’s

relevant features have indeed been

sufficiently effective.

Five products have already been

through the Fairbanking Mark scheme

and have succeeded in gaining a

Fairbanking Mark since the scheme was

established in 2011, including two

current accounts without an overdraft,

a current account with an overdraft and

two savings accounts, although none

yet has attained a five star rating.

Marketing and Communications DepartmentA commitment to raising levels of awareness and promoting the value of accreditation can beseen through UKAS’ on-going investment in its marketing and communications team. From its origins as a single person department less than 10 years ago, the department now counts a totalof four dedicated marketing professionals with varied backgrounds and skills.

With continued financial support fromBIS, the awareness campaign continues tobe a core priority for the team in ensuringthat policy makers are fully aware of accreditation and its value as a tool thatoffers a viable alternative to regulation,and that businesses are fully informed,primarily through intermediaries (e.g. representative organisations, business information providers, lobbying groups,etc.), how accredited conformity assessment can help them reduce risk,win business or provide reassurance thatthe services or goods they purchase meettheir required standards and level of quality. According to independent marketresearch, the awareness and understandingof accreditation has increased year-on-yearin both the public and private sector.

The awareness campaign also continuesto extend the use of accreditation intonew areas such as physiological diagnostics,the Green Deal, patent lawyers, asbestoson marine vessels, carbon sequestration,colour print management and private security management systems to namebut a few.

Greater awareness has been achievedthrough the creation of targeted promotional brochures and video casestudies which have been sent out to700,000 businesses and 190,000 publicservants in the past year. Nearly 250,000brochures downloaded have been fromwww.ukas.com, compared to 120,000 in2011, while the video case studies havebeen viewed over 11,000 times.

Promoting the use of accredited conformityassessment in central government withkey officials continues to be achievedthrough responding to consultation exercises, attending meetings, giving presentations, organising internal work-shops and seminars, hosting roundtablediscussions and larger cross-departmentalevents.

Awareness levels have been driven upthrough the placement of press articlesand releases in 197 different titles across21 different sectors, while UKAS has alsopresented at over 40 events, workshopsand seminars to promote the use of accredited testing, inspection and certification.

As the primary communication tool, theteam has invested a great deal of time intothe website to ensure that accreditation isaccessible to as wide a reach as possible.Through optimising the site for search engines, the development of mobile appsto search for accredited organisations,and the i-frame search facility (allowingother sites to host the UKAS search facility), the site receives over four timesas many visitors as it did in 2009.

Demonstrating the value of accreditedconformity assessment continues to be achallenge given the lack of published research and available evidence. However,in the past 12 months, the team commissioned a research project, whichvalued the impact of accreditation atmore than £600m per annum.

Looking ahead, the team remain committedto building on the progress that has beenmade to help us achieve our vision that‘Everything that should be underpinnedby UKAS Accreditation, is’.

UKAS Peer Evaluation Outcome

To support the reduction of technicalbarriers to trade, ABs enter into Multi-lateral Recognition Agreements (MLAs)in order that accreditation provided inone country will be accepted in another.ISO/IEC 17011 is instrumental in under-pinning such agreements, in that conformity with it will provide the basisfor recognition. Within Europe the European co-operation for Accreditation(EA) manages the Regional MLAs anduses teams of peer evaluators fromother European ABs to assess the competence and conformity of an ABagainst the requirements of ISO/IEC17011. Demonstration of conformityenables an AB to become a signatory tothe MLA, and it is this signatory statuswhich provides the AB, and its customers,with international acceptance.

UKAS was peer evaluated by a ten-manteam between 26-30 November 2012.This team observed 16 UKAS assessmentsand conducted an assessment of UKASpolicies, procedures and records at ourFeltham office. The scope of the evaluation was to cover all existing EA MLA activities for which UKAS is asignatory (i.e. accreditation of laboratories,inspection bodies and certification bodies) and an extension to scope forthe new EA MLA for Green House GasVerification Bodies.

The outcome of the evaluation wasvery positive, and continued signatorystatus was recommended subject to asmall number of corrective actions beingundertaken. In the closing meeting the

evaluation team made some very positivecomments about the competence ofUKAS staff, and stated in the ExecutiveSummary that ‘considerable effort hasbeen given to allocate and reallocateresources to make the accreditation activity more efficient. The findingsfrom the last evaluation have been dulyand effectively addressed.’

UKAS submitted evidence to demonstratethat the four nonconformities had beenfully addressed during February andupon their acceptance by the evaluationteam the entire report, findings and evidence were submitted to the EAMultilateral Agreements Council (MAC)– The EA body responsible for makingdecisions with respect to the MLA.After an independent review of theevaluation work by a task force groupappointed by the MAC, to ensure thatthe peer evaluation process had beenapplied robustly and effectively, the following decision regarding UKAS’ MLAsignatory status was made at the MACmeeting in Tallinn on the 25 April:

As the Evaluation team were not ableto witness an assessment of a medical laboratory to ISO 15189 during the evaluation, it was agreed that this wouldtake place before April 2014. UKAS will

also provide a progress report on itsprogramme for reducing assessmentswhich are overdue (these relate mainlyto the on-site witnessing of certificationbody activities).

With respect to the decision on the extension for Green House Gas Verification Bodies, the MAC has takenan EA-wide decision to delay this for allapplicants until the next meeting in October 2013. This follows the recommendations from the peer evaluator group undertaking these evaluations, which recognised that additional data was required from someABs due to legislative changes during2012. UKAS fully expects to be amongthe first tranche of ABs added to theMLA at this time.

The next full peer evaluation of UKAS isdue in November 2016.

Compliance with this standard providesconfidence in the competence of an Accreditation Body (AB) and this inturn provides confidence in the competence of all of the organisationsthat the AB accredits.

‘Realising the Benefits of Accreditation’ –

a collaborative event run in conjunction

with the British Measurement and Testing

Association (BMTA) – was held at the

National Measurement Office (NMO) in

Teddington on 19 June 2013. The event

was attended by 40 delegates from a wide

range of accredited and non-accredited

testing and calibration laboratories, and

provided an important opportunity to

learn more about how UKAS operates and

the benefits of accreditation.

UKAS/BMTA Collaborative Event – ‘Realising the Benefits of Accreditation’

Clinical Pathology Accreditation (CPA),

a UKAS company, will be exhibiting at

the Institute of Biomedical Science (IBMS)

Congress at the ICC, Birmingham on

the 23-25 September 2013.

The Congress's lecture programme

offers the opportunity to hear about

the latest professional developments,

scientific techniques and technical

innovations directly from the people

making them. The exhibition allows an

opportunity to meet with suppliers and

manufacturers presenting their latest

innovations and products.

This year CPA will be present at the

IBMS Congress providing an opportunity

to meet with our Assessment Managers.

Combating Legionella 2013 will be taking

place at the Macdonald Burlington Hotel in

Birmingham on the 17-18 September.

To hear from the experts, receive the latest

updates on Legionella control, prevention

and treatment, and find solutions to your

onsite Legionella problems, make the most

of this great opportunity, with high profile

speakers all at the event.

Combating Legionella 2013

The programme of events included key

note speeches from Paul Stennett (Chief

Executive, UKAS) and Carol Atkinson

(Director of the Farsight Centre), as well as

presentations by UKAS senior managers and

executives covering topics such as ‘Extending

Accredited Scope’, ‘Reference Materials and

Proficiency Testing’ and ‘How Flexible Scopes

can help you’. These presentations aimed

to provide information to customers which

would lead to improved quality in their

submission of applications and therefore

minimise delays in the accreditation process.

The event concluded with a breakout

workshop session on ‘Lessons to SMEs

from Large Company Experiences’ led by

Carol Stewart (Technical Director, Exova)

and Paul Greenwood (Divisional Director

– Laboratories, UKAS). This gave

participants the opportunity to provide

their feedback and suggestions to UKAS,

and this was well received by all attendees,

as well as proving invaluable for UKAS.

The event is a good opportunity to be able

to interact with local authorities, developers,

building services engineers, water treatment

specialists, consultants, facilities managers

and heads of estate from hospitals, public

buildings, leisure facilities and residential

complexes. Dr John Lee, Independent

Public Health Consultant, will be delivering

a presentation on UKAS Accreditation on

the 17 September.

Lab Innovations 2013 will be taking place on

the 6-7 November 2013 at the National

Exhibition Centre in Birmingham. Lab

Innovations provides information for

laboratory buyers on the latest innovations

to encourage growth in this industry.

The event is two days which provides the

opportunity for delegates to meet and do

business with end-users and senior decision

makers from the UK’s industry, education

Lab Innovations 2013and research laboratories. This event is a

forum for laboratory professionals from

across the UK to meet and discover the

latest innovations in the field.

UKAS will be available at Lab Innovations

to promote awareness on the importance

of UKAS accreditation and using UKAS

accredited laboratories for testing and

calibration.
