Purpose: The Purpose of this report is to provide an update to the OCC Academic Senate on
the status of the Coast Community College District (CCCD) Equity & EEO Advisory Committee.
Background: In May, 2016, the OCC Academic Senate received an important update request
from Shannon M. O’Conner-Escudero, District Director, HR and Recruitment & Employment
Services, to appoint Senate members to the District-wide Equity & EEO Advisory Committee.
On 5/24/16 yours truly (Dr. Rendell Drew) was appointed as the OCC Academic Senate’s
Representative to this important committee.
In order to be in compliance with the requirements as set forth by the CA Community College
Chancellor’s Office, and to receive the District allocation of the EEO funds, an “urgent
organizational meeting” of the newly formed Equity & EEO Advisory Committee was
immediately called (5/31/16) at the Coast District Human Resources Conference Room.
In previous years, districts received money from the EEO fund in proportion to the FTES of their
respective districts. However, this year the Chancellor’s Office has changed the allocation
model to a new “multiple measure” allocation. This change is intended to increase compliance
with legal EEO requirements and to provide our students with the educational benefits of a
diverse workforce.
Additionally, the new model requires the Equity & EEO Advisory Committee to certify the
explanation and evidence for promoting equal employment opportunities based on the Nine (9)
established Multiple Methods. It must be noted that the CCCD fell short in a couple of areas—
contained on the “Multiple Method Allocation Model Certification Form” for the 2015-16 fiscal
year. They are now being addressed by the Equity & EEO Advisory committee. The Deadline
for submission to the Chancellor’s Office is of the Board Approved form is June 1, 2016.
Role of Equity & EEO Advisory Committee: The role of the Equity & EEO Advisory
Committee is to do the following:
1. To act as an “advisory body” to the EEO Officer and the District as a whole to
promote understanding and support of equal opportunity policies and
procedures:
2. It is to also assist in the implementation of the Plan in conformance with state and
federal regulations and guidelines:
3. To monitor equal employment opportunity progress, and to provide suggestions
for the Plan’s revisions as appropriate:
4. To work diligently to assess institutional policies and practices.
At the Equity & EEO Advisory Committee meeting on May 31, 2016, Dr. Cindy Vyskocil
informed the newly formed Advisory Committee that a CCCD plan was previously submitted one
(1) year ago. The “goal” is to look at any barriers to equal opportunity or equity. The
Chancellor’s Office then informed us that we must complete our CCCD Plan, along with
required documentation of our “multiple measure” processes and activities in order to receive
any future funding. The Committee then elected a new Chairperson, Sasha Moore. Dr. Vyskocil
stated the CCCD feels that our EEO Plan is “compliant.”
It was reported, by Cindy, that the 2016-2017 Fiscal Year EEO fund allocation totaled $65,000.
There was an increase in this year’s funding allocation as compared to last year’s funding.

At our last meeting on 9/23/16, Dr. Vyskocil assured the EEO committee members that our
“recommendations will be taken seriously.” Additionally, the Chairperson, Sasha Moore,
discussed the fact that we now have our new EEO Staff Equity Hiring Plan web site on-line
and active for district usage. All members at each college can access the new EEO website
page. The committee is asking for information and inputs from all three colleges in the CCCD.
Individuals may desire to post up information onto the site may contact Sasha Moore the District
office. The site is also linked to the Chancellor’s Office in Sacramento. Sasha Moore then
passed out information and discussed the various aspects of the Staff Equity Hiring Plan
located on the new website.
The Equity & EEO Advisory Committee spent a good amount of time discussing and
establishing several key concepts and strategies which will address the different stages of our
hiring processes for the CCCD. The Plan will include a game plan to decide what items and
issues to address and discuss. The new Plan will include the following rubrics: Practices,
Protocols, and Inclusivity.
Finally, information was discussed relating to the Teaching Internship with Experienced
Support (TIES) Program. This is a mentoring program where a mentor in the TIES program will
collaborate with a teaching intern (mentee) who has expressed an interest in teaching at the
community college level. Additionally, through the mentor/intern relationship, mentors will help
their interns to do the following:
1. To gain first hand observational and guided instructional teaching experience;
2. To gain insight into course lesson planning;
3. To observe student engagement techniques and the best practices for classroom management, and;
4. To obtain opportunities in order to shape and connect with the community college culture.
The TIES Program is operated from the Coast Colleges Office of Equity, Inclusion, and
Compliance. The CCCD invites applications for the position of Mentor. Please contact the
CCCD Office of Equity, Inclusion, and Compliance if you are interested in becoming a Mentor
within this program.
Next Meeting: The next Equity & EEO Advisory Committee meeting is scheduled for: Friday,
October 28, 2016, from 1:00-3:00pm.

Purpose of Presentation
• To provide an update on the Development of activities, programs & services in the new OCC Multicultural Center:

Developing The new OCC Multicultural Center
The Initial Request
• During the fall 2014 semester, the original request to implement a Multicultural Center emanated from a groundswell of support from student & faculty groups here at OCC:
• Subsequently, In Spr. 2015, Eric Cuellar & Dr. Rendell Drew lead the effort to established the joint IMC/Academic Senate “Applied Research Team” (ART): Additional members of the ART included the following Senators: Clyde Phillips & Dr. Eduard Arismendi-Pardi.
Applied Research Team’s ART’s Purpose & Goal
• To visit & research other community colleges & institutions of higher education that had operational Multicultural Centers Including: De Anza College; University of CA at Santa Barbara (UCSB); Cal State Long Beach (CSLB) & the University of San Diego (USD).
• Overarching Goal: to research & meet with other Multicultural Center Directors& staff to research and determine effective strategies to develop & implement a MC at OCC:

OCC Library Student Workshops
The library provides open workshops for students to learn how to do research in the physical and virtual library. The students do not need to make a reservation, but can just drop in. These 60-minute workshops are held in the library's Lecture Room (go right when you enter the library) Extra credit slips will be provided.
These workshops will focus on the process of doing basic to advanced library and information research using both print and electronic resources. Students will learn to identify, access, and search different types and sources of information; to identify scholarly (peer-reviewed) journals; to search our electronic resources; to evaluate search results for credible resources; to cite their sources in either MLA or APA styles; and to understand how the proper use and citation of library and information resources helps them to avoid plagiarism. The skills learned in these workshops enable students to be successful in their college, career, and life.

The Senate is seeking a multiple division/discipline faculty group to evaluate the 2 options for plagiarism
software beginning in October, 2016. Most work will be done online.
12. Tenured Faculty – Tenure Evaluation Team Replacement List for 16-17 Academic year.
The Senate seeks full-time tenured faculty willing to serve as replacement faculty for inside or outside of the
discipline Tenure Track Evaluation Teams. The Senate will use discretion in consultation with the Senate
Executive Board for assigning faculty volunteers. Please state your division/discipline and current contact
