Perspective: CBM+ is a Digital Transforming Journey!
The Goal-deliver higher asset availability, readiness, mission effectiveness and lower maintenance costs. The Objective- change the ratio of the maintenance mix over time…toward Predictive Maintenance (PdM).

Industry’s View of Standards ISO/IEC Guide 2:2004 Standardization and related activities – defines a standard as “a document, established by consensus and approved by a recognized body, that provides for common and repeated use, rules, guidelines or characteristics for activities or their results, aimed at the achievement of the optimum degree of order in a given context. Widespread use of standards facilitates technology advancement by defining and establishing
common foundations for product technological innovation. Standards promote a more interoperable (open) and efficient marketplace.Standards that articulate requirements, specifications, guidelines, or characteristics can help to ensure
that technologies and systems meet critical objectives for interoperability, and perform accurately, reliably and safely.Standards that are not fit-for-purpose, are not available when needed, or that are designed around
less than ideal technological solutions may hamper innovation and constrain the effective or timely development and deployment of technologies.

Why Standards for CBM+/IVHM? Avoid proliferation of program (OEM) specific technologies & solutions.
Address issues with data ownership, data connectivity, and data quality.
Advance the application of health state data across maintenance operations.
Enable data interoperability across the sustainment enterprise.
Stimulate development of open system technology solutions.

SDOs Are Focusing on the “Digital Transformation” The flow of data in the aerospace ecosystem is non-linear and involves many functions.
Large amounts of data being generated by DoD Services.
Many discussions ongoing on data ownership and value.
Proprietary data structures are incompatible with collaborative environments.
IVHM is one of the disciplines leading in the development of standards – especially in automotive and aerospace sectors.
SAE is undertaking several new initiatives including the formation of a Consortium-Health-Ready Components & Systems (HRCS)

Common Architecture Framework

IVHM is the unified capability of a system of systems to assess current or future state of member system health and integrate that picture of system health within a framework of available resources and operational demand. (SAE ARP6803)

CBM+/IVHM Capability Level Progression

Current CBM+ capability is baselined and assigned an SAE Capability Level. CBM+ builds on existing aircraft capabilities and
investments (i.e., health-ready subsystems, BIT,HUMS, IVHM, PHM, ALE & enterprise tools, etc.)
Capability level baseline provides foundation for future program investment decisions , CBM+ roadmap-to manage progression to higher capability levels
Current capability level in a program can be advanced leveraging Service IDE capabilities, successes and capabilities employed in other Service programs.
Note: Capability Level classification can be applied to specific aircraft subsystem domain (e.g., propulsion) or entire aircraft (SAE JA6268).
Are we reliving Standardization History? Before -- over 600 different ATS types! Today -- one type per service!
Standard DoD ATS Families
ATS proliferation in DoD is now under control…using standards!
Service’s ATS looks different outside (operational differences) but much the same inside.
There is a body of knowledge in our DoD community to leverage.
DoD ATS Executive Directorate took a leading role in standards development efforts.

CBM+ is a Digital Transformation Journey. We need “Standards” to limit proliferation of unique solutions and address common data issues when executing CBM+. A common architecture framework helps in baselining and managing CBM+/IVHM capabilities in legacy and new platforms. DoD Sustainment stakeholders should consider playing a key role in adopting and developing CBM+/IVHM standards:Ensure transparency and achievement of the DoD CBM+ objectives. Government involvement in the standards development process can be grouped into four
categories: Monitoring, Participating, Influencing or Leading.A Government /Industry standards working group could produce results much faster than a
standards development organization.
