Global Shelter Cluster 2012 Priorities
1. Consistent and comparative assessment of the impact of humanitarian shelter and settlement interventions
2. Increased Predictability in Shelter Cluster Funding
3. Increased Support on Housing Land and Property Issues
4. Enhanced shelter cluster coherence including:
- scope of the cluster
- minimum requirements for country level cluster leads
- linkages between country and global level clusters
- roles and responsibilities of participating agencies

Consistent and comparative assessment of impact
To date, impact has been mainly analyzed in the context of and at the level of individual projects rather than at the level of the cluster
Therefore the cluster will invest in the following activities to improve the analysis of the impact of shelter and settlement programmes:
•Identification of existing tools
•Issues relating to accountability
•Lessons identified through evaluations
•Increasing participatory planning
•Monitoring and evaluation of interventions
•Improved beneficiary communications

Increased Predictability in Shelter Cluster Funding
Ensure the timely and appropriate deployment of shelter cluster coordinators and associated teams.
Activities:
•Conduct a scoping exercise of potential funding available
•Assess the type of interest among donors (multi, bilateral and private sector)
•Exploring mechanisms of pre-financing shelter cluster teams
•Draw from experiences to date of cluster lead agencies with their existing
standby agreements and agency funding mechanisms

Increased Support on Housing Land and Property Issues
The complexity of housing, land and property issues often poses a barrier to the effective delivery of emergency and early recovery shelter operations
To enhance understanding within the cluster, 4 priority activities have been identified:
•Produce a summary listing of recurrent HLP issues
•Produce a resource guide of organizations, individuals, initiatives and
documents relevant to both ESC and Early Recovery Cluster
•Conduct a scoping study to identify gaps in knowledge and resources on HLP
and shelter
•Develop an advocacy strategy and action plan in collaboration with other
global networks working on HLP issues

Enhanced shelter cluster coherence
The “Enhancing Shelter Cluster Coherence” Working Group is tackling 7 broad activities/issues:
•Scope and structure of the cluster
•Minimum requirements for country level cluster leads
•Guidance documents on dealing with different cross-cutting/ mainstreaming
issues: Age, Gender, Protection, HIV, Environment, SGVB
•Linkages between country and global level clusters
•Roles and responsibilities of participating agencies
•Criteria for handing over cluster coordination after the emergency phase
•Integrated response

• A solution to bring a single-point-of-entry into the various levels of the cluster with basic requirements that allow cluster partners to find and retrieve documents and other relevant content from all on-going and historical cluster deployments.
• The website will perform basic document management and dissemination by fulfilling the following functions:
• Document libraries aligned with the geographic site architecture.
• Document preview functions so users can get an idea of what the document is prior to
downloading
• A robust tagging structure to detail what types and categories a particular document refers to
• User subscribed updates that allows content to be emailed directly and securely to lists
• Basic interactive mapping, supported by Google Maps
• Events calendars
• Flexible design so the platform can evolve and display content appropriate to the different
contexts it must perform in
• Multiple language support
