Heartland Activity
• Requires:

• Strathcona County is a partner in infrastructure improvements through CIAC Agreements (Contribution in Aid of Construction), or site specific contribution agreements; these projects often require the assistance of consulting engineers to help us implement the work.

Emerging Issues
• Procurement Changes (goods, services, construction)
– Adjusting to CFTA and CETA Requirements – longer tender periods for major construction; requirement to post bid results (including consulting RFP’s) on APC
– No longer having public tender openings (at Strathcona County)
– Cannot accept “free” advice in preparing scope or terms of reference for an RFP – if that consultant wants to propose;
– Negotiated format RFP’s (BAFO or ‘Best and Final Offer’ - similar to Quality Based Selection)
– Considering Pre-Qualification for Construction Contractors
• Updating Design and Construction Standards – in review with UDI
• Redesigned Strathcona County Website – more user friendly – topic based
