The winds of March have passed, the Daffodils are up, the snakes are woke up and Dolphins are in the river. All the signs Spring has arrived… I like to think we had a productive March; our flare demonstration was again placed on hold due to the Station and Sector conducting Helo operations in the bay. However, we managed to do a wearing of the uniform presentation. The PA event at the Boat Shed went well although there was little public activity we had a good turnout from members. Our new FSO-PA Jeff Slaybaugh did a really fine job setting up our trailer along with some help from Bill and Karl. Bill Unger held his 1st, 2nd & 3rd day Academy training classes and had good attendance. Bill not only does a great presentation but has had the support from many other members with their experience and knowledge in various categories. This past Saturday after classroom activities and PQS signoffs we all went to the local “Y” and the new Boat Crew Members practiced swimming with their PFD’S. Next month after classroom activities Bill along with other Coxswain’s will begin “on the water” training. As I mention now, and will in future reports, Bill’s “Academy” is designed to support the BCM’s to achieve their crew certifications. It is rewarding to see the camaraderie being developed with all our members. In Freedom, Friendship and Charity,

VICE FLOTILLA COMMANDER:

Another way to record your Self-Attestation forms without having to scan and send to FSO-IS is now available. After you have completed the PowerPoints or taken the AUXLMS (but cannot get the course to record as completed), you can do the following:: NTC (National Testing Center) Automatic AUXDATA entry: Go to the NTC website by clicking http://ntc.cgaux.org/ . Then, do the following:

Click on “Take a Test”. Log into the website using your member ID number and Password (same as for

AUXDIRECTORY). This takes you to a list of ALL NTC tests. Scan the list for the course you want credit for e.g. the first AUXMT course listed is “CRA” the

civil rights awareness (502319) course. Left click on the “Test ID” for the course of interest. This takes you to a “general instructions”

page. Ignore that page and Click on “START TEST” The screen asks if you completed this course (CRA in this case) Click “Yes” and then click finished. This completes your AUXDATA registration for that course.

There is no need to send anything to your IS officer. Repeat as needed for each course you have completed.

FLOTILLA STAFF OFFICER REPORTS:

Information Services I will be passing out the activity report for the 1st Quarter at the April meeting. If you have missing Mandated classes or other activity, please complete them as soon as possible. Don’t wait until later in the year to submit them or you may go into REYR status. Sue Hastings, FSO-IS

Materials An order has been placed for Children Coloring Books which have been marked out of stock for many months. I still have on hand some of the old Government Issue postage stamps. We need to use these up so if you need stamps you will be asked to use these. Take a little licking but the mail a letter as good as the new ones.

Please let me know if you need materials for National Safe Boating Week as time for this event is getting close.

Operations During March we had a night patrol for coxswains night hour requirements and a Marine Observation Mission with crew training. I encourage all members wanting to be crew members to attend the terrific school that Bill Unger has under way . Our OPs goal of 3 eight hour patrols a month is behind the goal which started in March. All facility owners, let's jump on board and start these patrols.

Hap James, FSO-OP Program Visitors Flotilla 12-10 had 10 visitations this month. Things are coming together in our reporting efforts.

We still need to add some additional program members as well as visitation members from our flotilla.

Better display boxes would enhance our efforts to add members.

Flotilla Staff Officer Reports (Continued)

Member Training Apr. 06, 6:00 pm, preceding Monthly Meeting -- A Member Training session will be conducted by Sta. Georgetown Coast Guard personnel for our benefit. It will start promptly at 6:00 pm, so be on the station’s boat pier by that time, not pulling through the front gate! Wear your Operational Dress Uniform (ODU). Boat Crew Member (BCM) Training Academy Candidates, note that these sessions will count towards your Performance Qualification Tasks (PQS) needed to become certified, so bring a copy of the PQS to be signed by a Training Mentor. BCM-07-11,12 Demonstration of Use of Fire Extinguishers in Fighting Boat Fires BCM-07-10 Demonstration of USCG Dewatering Equipment BCM-02-12 Live Flare Shoot NOTE: Bring your old, outdated aerial and handheld flares to fire off. Put any unused flares back in your car if you do not shoot all of them off at the pier. DO NOT BRING FLARES INTO THE BUILDING.

Navigation Systems

A copy of the 2016 Light List Vol III (abridged and annotated for our AOR from Little River to McClellanville) was distributed to the Flotilla 12-10 members.

No ATON patrols conducted during the past month. No discrepancies submitted during the past month. A joint Flotilla 12-10 and Flotilla 12-4 Aids Verifier (AV) workshop to review new PQS requirements will

be given by SO-NS Richard Daniel sometime after the Boat Crew Member Training Academy is completed, but it may be as late as the fall before it will be held due to busy training and patrol schedules

Flotilla 12-10 Meeting Notes March 2, 2016

Meeting called to order at 1900 by Ed Wozniak, Flotilla Commander. Larry McMillin led the Pledge of Allegiance and Ed Wozniak gave the Invocation.

Guests: None

Secretary’s Report: A motion was made by Karl Gettmann and seconded by Rick Walker and approved by membership to accept the meeting notes.

Finance Report: Mike Davis gave the financial report. The financial report for 2015 has been submitted.

Flotilla Commander Comments: Ed Wozniak, FC, thanked Bill Unger for the great job on the training before the meeting. He has put a lot of time and effort into this and has more planned for the rest of the year.

Vice Flotilla Commander Comments: Sue Hastings, Vice Flotilla Commander, thanked members for turning in their 7029s and other mission hours. Also she stated that some have taken more of the mandated courses but others still have outstanding courses, especially ICS 100 and 700. She will pass out a list of completed courses at the next meeting.

Flotilla Staff Officer Reports: Sue Hastings asked for Staff Officer Reports from those who did not have reports in the Crow’s Nest. FSO-CM – Chuck Budnick reported that he has made up a MOB (Man over Board) to use for Operations training. He also has a second one that will be out in the ICU/Waccamaw River somewhere between Georgetown to Socastee or Conway. He will send Coxswains the data points to use to find this while they are on patrols. FSO-PE – Chuck Budnick stated that so far he has no students signed up for the ABS course on March 19. If he does not get any students, he will let instructors know. FSO-MT – Bill Unger reported that before next month’s meeting at 1800 there will be Fire Extinguisher training by Coast Guard for boat crew candidates and other members. They will try to do the flare demo after the meeting. They had to cancel the demo for tonight as the Station was doing Helo Ops. The date of the Boat Classes has been changed to March 12 because of the Boat Shed Open House on Saturday, March 5. TCT training was done on Saturday by Vito and went very well. FSO-PA – Jeff Slaybaugh was not at the meeting but the Boat Shed Open House is scheduled for Saturday, March 5. He will be taking the trailer home to clean up before the show.

Old Business: None

New Business: The flotilla had a long discussion on the option of having the ODU worn at PA events such as the upcoming Boat Shed Boat Show. Ed Wozniak, FC, announced that members could wear either the Trops or ODUs at the boat show. However, anyone wearing any uniform needs to wear the uniform correctly and present a “crisp” look to the public. That means the uniform should be clean, pressed, and neat. It was also agreed that the Flotilla will follow the standard set by Senior Chief Park for the ODU sleeves. The Station has started wearing the sleeves rolled up and the Flotilla will follow the Station’s policy.

March Meeting Minutes (Continued) Karl Gettmann asked about the Public Address system that the Flotilla had and Ed said he would check with Vito Giardina on the location.

Awards: Ed Wozniak presented Rick Bankert with a certification of completion for Introduction to Marine Safety and Environmental Protection on-line course.

Final Comments: Bill Unger brought up the concern about the locker’s door. It was locked this week and Station had hard time finding the key. He wasn’t sure if this is the policy to lock the door. Sue Hastings reported that the locking was a policy done in the past by the Station and that anyone who wanted to get into locker had to sign in with OOD (Officer of the Day) to get the key. Ed Wozniak stated that BM1 Caddell had contacted him with the procedure of getting key from OOD.

Training: Before the Flotilla meeting, Bill Unger, FSO-MT had a presentation on Anti-exposure suits, dry suits and personal marker lights assisted by BM3 Ryan VanderPlaat from Station Georgetown. This very interesting presentation was for the Boat Crew Candidates and Flotilla members. Several members from 12-4 attended this training. After the meeting, Sue Hastings, VFC, presented a session on the Tropical Blue and ODU uniforms. She passed out a handout taken from the PowerPoint presentation on Auxiliary Uniforms on the D7 Website in the HR Corner. She was assisted by Chuck Budnick demonstrating he Tropical Blue Uniform and Rick Bankert the Untucked ODU. Also discussed grooming, shoes, and covers associated with the uniforms. The group also discussed the Hot Weather Uniform and the differences between the tucked and untucked ODUs. A motion was made to adjourn the meeting by Chuck Budnick and seconded by Richard Schmidt at 1924 and passed.
