Eisenhower watched very closely on the impact of spending using government funds
to support projects that would be used for the betterment of citizens. He was more
concerned with balancing the budget than he was with the rising unemployment numbers.
Eisenhower was all for approving projects that would basically support itself from the
output of the byproduct that the project produces. As an example, the St. Lawrence Seaway
Act project was approved because it paid for itself with the toll revenue that was collected.
Eisenhowers main goal was to run the country using as little of the government
funds as possible. He was trying to prevent any additional deficit in the federal budget.
A consensus is a general agreement in American culture, based on values of the
broad middle class. Basically, this means that whatever the middle class people felt was the
correct way of doing things was assumed to be the rule of thumb for everyone. It was also
assumed that everyone would follow their lead without question.
