Annex 1

Technical Report

of testing and operation of containers MK-14-10 At the stage of the beginning the modern construction of soft container MK-14-10 the prior investigations of its stability against overturning and squeezing of the completely loaded container. The investigations were held in 2002 in Dnepro-Bugski port, Mykolaev alumina Refinery Limited plant (Nikolaev, Ukraine) under the direction of Karpovich E.B., the manager of the laboratory of cargo fastening of CNIIMF (Central Scientific Research and Project-designer merchant marine institute of Ukraine).

As it could be seen on one of the photographs, the container have been squeezed by the ferro plate with the ferro-concrete constructions, hung on it, with the total weight – 58,0 t , that is equal to the pressure of more than 4 layers of MK-14-10 14,0 t in each.

During the testing for the overturning, container was put at a platform of the truck trailer (without the tractor), the wheel less part of which were lifted with portal crane. The corner of rise of the track trailer platform to horizon made 30o . Thus, the layers of the alumina inside container, and the total container did not roll down from the platform, and container kept the form and stable position. Infringement of integrity did not occur.

After the carrying out abovementioned testing and data of MK, the specialists of VNIIGT (All-Union Scientific Research Institute of Railway Transport), and the of Department of certification of container and packing and the Department of transportation of dangerous cargoes of MRW of Russia. Except for that, test of the semi-wagon completely loaded with five MK-14-10 with sulphur in lamps for impact was lead. For this purposes were prepared and signed the telegram of MRW RF #I-8984 dd 29.09.98 and the Instruction of the Chief of Moscow Railway #MO-174/4 dd 19.10.98.According to Instruction, on the territory of NPZ (oil refining factory) in Kopotnia the loading of five MK with sulphur in lamps with the help of excavator is tested and placing the loaded containers into the semi-wagon. After that, the commission in structure of the representatives of the Management of Moscow Railway, Moscow-Ryazan department of the Moscow Railway, VNIIGT, station Janichkino of Moscow Railway and our representative, tested the semi-wagon for impact with the obstacle, and the testing of rout between stations Janichkino and Voskresensk Moscow Railway, as a result of which it has been established that the tested way of loading of MK is suitable for including in Specifications of MRW of Russia, and containers themselves did not require the fastening in semi-wagon. During the 9 years of containers MK-14-10 operation, over one million of tons of the various bulk cargoes on different routs were delivered, for example:

Introduction

The present specification apply a soft specialized container designed for transportation of loose products with all types of transport at an ambient temperature from -40°С to +60°С, as well as for temporary storage on sites for concentration of goods and in warehouse conditions.

1. Technical requirements

Soft containers should comply with the requirements of the present specification and the working drawings and the technological processes approved in accordance with established procedure.

1.1. Main parameters and sizes

1.1.1. Main parameters and sizes of containers should correspond to those indicated in the figure (application 1) and in the table.

1.1.2. Container MK-14-10 consists of an insert and a frame grid which are joined together with tape garters.

1.2. Characteristics (properties)

1.2.1. Inserts should be made of a tight polyester fabric with strength characteristics of a strip with a width of 50 mm - not less than: on the base - 420 kg, on the weft - 300 kg, elongation at rupture - not less than: on the base - 25%, on the wef t - 22%, gummed and vulcanized from two sides. Ultimate strength characteristics of a strip of the gummed fabric, for example, according to Specification 2566-280-00149245-2003, with a width of 50 mm - not less than: on the base - 400 kg, on the weft - 250 kg, with elongation at a rated load - not less than: on the base and the weft - 18%. Or the insert should be made of a laminated polypropylene fabric with density of not less than 170 g/m, according to Specification У 17.2-21998913-003-2003, and durability of a strip with a width of 50 mm not less than 150 kg.

1.2.2. Frame grids should be made of polyester tapes according to Specification 17 РФ 21.2-248-57-2000 with strength of not less than 2,000 kg and elongation at a rated load of not more than 15 %.

1.2.3. Containers should be made on sewing machines of the industry class. Stitching of load-carrying butts of tapes should be produced with sewing polyester (lavsan) threads with number 130Л-140Л and 330Л-350Л according to Specification 8147-005-05138074-95.

1.2.4. The construction of the container, the materials used, strength of sewing threads and type of a seam should provide a safety rate of not less than 8:1, which is provided with

at a rated carrying capacity of 14 t and the carrying capacity of Yutn, which is acknowledged by tests. Tests are carried out under the Program and the Technique of strength dynamic tests for reusable soft container #26260-98ПМ developed for a theme #3-9801 together with NIIP Research Institute and approved on June 3, 1998. All tests of the container should be carried out by the joint commission at a special test bench of a Test Complex of NIIP Research Institute at presence of the Expert of ROSS RU.0001.11. АЯ02 for Certification of products of the Research centre of crude, materials and substances (ОС СМВПЛ) with drawing up of the report on tests. The determination of a safety factor for containers is implemented at launching of a new construction, at modification of the "know-how" and applied materials, while the tests shall involve one container. The process of manufacturing is accompanied by the control of the most responsible operations by service of the technical control (Quality Department).

1.2.5. Containers should have a symbolic notation, which includes:

Type of container - МК - reusable container; Reference volume -10,0 m ; Carrying capacity - 14 t. Full designation of reusable container - МК-14-10.

1.2.6. The following defects are not allowed on containers: Blank spaces in stitching seams; Open-ended mechanical defects of container material.

1.3. Marking

1.3.1 The marking should be put on each container. The marking is put either on the container or on a label, which is attached to the container. 1.3.2 The marking should contain the following data in Russian or English:

Symbolic notation of the container; Factory number of the container; Manufacturer; Date of manufacturing; Specification; Carrying capacity; Empty weight; Temperature range of operation; The certificate of the Gosstandart of the Russian Federation.

2. Acceptance rules

2.1 A batch of containers is presented to the Quality Department. The batch is considered as a quantity of containers made of one batch of the materials with one technological quality certificate.

2.2 Each container should have a passport, which certifies its quality and includes: Symbolic notation of the container; Factory number and date of issue (quarter, year); Name of manufacturer; Notation of the present specification; signatures of representatives of the Quality Department, which have accepted the container.

2.3. To check the quality conformance of containers to requirements of the present specification, the containers undergo acceptance tests and periodic tests.

2.4. Acceptance tests consist in a checking of containers for their conformance to the design documentation by visual inspection. These tests should involve 100 % of containers.

2.5. At deviations from the design documentation and impossibility to correct them the containers are rejected.

2.6. The following is checked during the periodic tests (from each batch):

- Overall dimensions of five containers – checked with a standard instrument, for example, with a measuring tape (GOST 7502);

- The empty weight of not less than two containers – checked by weighing, for example on scales (GOST 29329);

- Strength of containers: tests on strength is implemented with a fivefold lifting of the loaded container to a height of (2,0 +/-0,3) m and lowering on a soil with a periodic braking carried out not less than three times. The mass of the loaded container should be 25% above the nominal carrying capacity. After tests the container is examined for integrity of the tapes and the fabric.

2.7. With unsatisfactory results of the periodic tests a re-testing of the double number of containers is carried out.

2.8. With unsatisfactory repeated results of periodic tests the whole batch of containers is tested.

3. Transportation and storage

3.1. Empty containers can be stored in warehouse conditions in heated and in non-heated storehouses with no impact of atmospheric precipitation, direct and disseminated sunlight and condensation of moisture.

3.2. While storing in a warehouse it is necessary to carry out actions to protect the containers from defects caused by insects and rodents.

3.3. It is forbidden to store containers near paints and substances which evolve active gases.

3.4. After emptying the containers should be aired and dried at a temperature from +10 to +50°С. For their transportation to a loading area or to a storage area in an empty state it is necessary to roll them up for a reduction of volume. It is allowed to carry out a short-term (to 48 hours) transportation of undried containers to a place of their drying. Empty dried containers are stored in a closed warehouse.

Relative humidity in a warehouse should be from 35% to 80% and temperature of air – from -30°С to +50°С.

4. Instructions on operation.

4.1. Operation of containers should be carried out in accordance with the Operation manual 26600-02РЭ and 2660102РЭ, as well as with Rules of transportation of goods on a railway, Specifications of Ministry of Railways of Russia of May, 27th, 2003 #ЦМ-943 for placing and fastening of goods in carriages and containers

4.2 Containers with loose goods are transported in open railway carriages in one line for every 5 pieces and do not require any fastening.

4.3 During warehousing and the temporary storage of the loaded containers it is allowed to stockpile them in not more than three stacks.

5. Manufacturer's guarantees

5.1. The manufacturer guarantees that the containers comply with the requirements of the present specification on conditions that the customer follows the conditions for operation, transportation and storage, which are determined by the present specification and by the passport of the product.

5.2. The Warranty period of the container is 1 year from the date of manufacture including time for storage, transportation and operation.

INTRODUCTION

Flexible container MK-14-10 (drawing 0-20954.00) composed of wire frame net (drawing 9-20944.00) and insert (drawing 9-20945.00) with rubber coating has been developed in accordance of ZAO NTP’s technical requirements, and is designed for transportation of bulk materials requiring moisture protection or producing aggressive medium.

1. General guidelines

Wire frame net (drawing 9-20944.00) is made of mylar strips. Insert (drawing 9-20945.00) is made of fabric PEF with consolidated basis and coating VNK-20Sh20-2 (ВНК-20Ш20-2).

The products shall comply with specification requirements ТУ 2297-001-18858918-00, fabrication drawings, and rated values. Prior to each use of both new and operating products they shall pass visual inspection for tears of the fabric, bridle strips, pawl coupling loops, coating irregularity, and other possible defects.

2. Safety precautions

2.1. For reasons of operational safety it is necessary to mark the side surface for latest use and to specially endorse the certificate.

2.2. Foreigners are not allowed nearer than 10 meters from the container during loading/unloading procedures.

3. Setting-up procedures

3.1 Check for frequency of use in the certificate and by marks on the side container surface.

3.2 Lay the container out so that factory marks on the net and insert are on top and combined.

3.3 Place insert inside the wire frame net so that their side surfaces match together, and the insert’s longitudinal seams be parallel to the container’s longitudinal carrying strips. Align the insert’s closing seam with those of carrying net’s ring-type strips.

3.4 Align 4 loops at the insert’s bottom with 4 loops at the net’s polar flange, and tie them by pairs with trimming strap (Art. 679), 0,5 m in length, to form 2 laps. Tie the strap ends in a square knot (Fig.1).

3.5 Tie consequently 8 loops sewed to the larger diameter of the insert’s bottom to the nearest straps of the net’s longitudinal frame between bottom and the net’s ring-type strip with trimming strap (Art. 679), 0,5 m in length, to form 2 laps. Tie the strap ends in a square knot (Fig.1).

3.5 Connect consequently the insert’s upper loops with the frame net’s upper loops as shown in Fig. 2, starting with either insert’s upper loop.

3.6 Put the strap LTKP-26-600 (ЛТКП-26-600), 0,7 m in length, through the last upper loop of the insert, consequently to form 8 laps. Tie the strap ends in a square knot, and lock with safety threads (Fig.2, A).

3.7 Put the lifting cord through the loop stitched across the insert’s fitting and through the metal ring from the opposite side of the loop. Draw the fitting, put the loop through the metal ring, and secure the loop with the stub placed at the long part of the link (drawing 9-20944.02СБ). Lock the stub with trimming strap (Art. 679), 0,5 m in length, remove lifting cord (Fig.3).

3.9 Place cord ring 9-20944.010 in the shape of slip knot onto the metal ring at the bottom of container 9-20944.00. The cord joint shall be on metal ring. Draw the flaps by putting the cord ring through the flap loops. Put two loops, drawing together fitting roll (with lifting cord) and flap drawing cord ring, through the metal ring. Secure loops and cord ring with the securing pin placed at the short part of the link 9-20944.02 (Fig.5). Lock the stub with trimming strap (Art. 679), 0,5 m in length.

4. Loading

The container to be loaded up to the upper ring-type strap of the insert. After loading, fold and tie the cone through its loops with strap LTKP-25-450 (ЛТКП-25-450), 0,5 m in length (Fig.6).

To transport the loaded container, its 8 bridles shall be put on the hooks of the crane work beam, then the container to be lifted from the frame and loaded into railway car or storage location.

When loading container into railway car its contacts with the car’s side walls should be avoided.

5. Unloading

Upon delivery of the loaded containers to the destination the containers are put into storage or unloaded.

Unloading shall be carried out as follows:

- put 8 bridles of the container on the hooks of the crane work beam;

- lift container from the transportation vehicle (from the place of storage);

- move the container with hanging over unloading point high enough to avoid deformation of unloading fitting;

- pull out the securing pins.

After that the container is removed from the crane and is prepared for transportation to the place of reloading empty.

6. Storage of loaded containers

Loaded containers can be stored for three months in a storage area in several rows horizontally and not more than in 4 rows vertically. In storage the lower rows shall not reside in water, snow, and on damp ground.

7. Transportation

Loaded containers can be transported in railway cars in one row in accordance with Technical requirements, approved by the resolution of the Russian Ministry of Railways No. ЦМ-943 dated May 27, 2003*, as well as in ship’s hold, stacked, and in trucks with observance of the main rules of carriage.

8. Preservation

Empty containers are preserved in covered storage accommodations on racks, dry and rolled. Damp containers are dried in a well-ventilated room on a hook.

Containers shall be kept at least at 1 meter distance from the heat sources, on the racks – at least at 50 cm distance from the walls and 15 cm – from the ground floor. When in storage the measures shall be taken to protect containers from damages caused by insects or rodents.

Containers are not allowed to be kept in proximity of paints and agents emitting active gases (acids, oils, alkalies, batteries). Direct sunrays are not allowed. Relative humidity in storage shall be 30% - 80%, temperature – between -30°C - +50°C.
