WhoWeAre&OurGoalsSkyView Aerial Productions LLC is a premiere aerial imaging company based in Northeast Ohio. Our pilots are certified with the FAA for remote sUAV (Small Unmanned Aerial Vehicles) operations and have many hours of flight time on various multi‐rotor aircraft. During our utilization of these platforms, it's become apparent that unmanned aircraft systems can be a very beneficial tool for first responders. They offer police, fire fighters and other first responders the ability to save lives during natural disasters, help locate missing children and assist in fighting fires to name a few of the applications. SkyView Aerial Productions LLC. is committed to assisting our local first responders in putting into operation, these very valuable tools to help save lives, money and time.

RealWorldExamplesUnmanned Aerial Systems are becoming more integrated into our everyday lives. SkyView Aerial Productions LLC. has compiled some examples of how various first responder agencies are utilizing sUAV's to enhance and support their efforts in public safety. The following excerpts are taken directly from news and other media headlines showcasing the use of sUAV's for public safety. DJI one of the largest makers of unmanned aerial vehicles, recently released a survey which focused on the lifesaving

capabilities of sUAVs/drones. The survey found that at least 59 people, in 18 separate incidents around the world had

been rescued using drone technology.1

The Association For Unmanned Vehicle Systems International (AUVSI), one of the largest advocates for unmanned

vehicle usage, wrote in a report that showcased how unmanned aerial vehicles can save lives. In the report they noted

how the U.S. Customs and Border Patrol are using UAS to monitor the border. They also explained how the Mesa(CO)

County Sheriff's office utilize UAS to provide aerial photography of car accidents, assist the fire departments and much

more.2

It was reported that the International Association Of Fire Chiefs (IAFC) on December 30, 2016, created a task force to

evaluate the use of UAS for fire and emergency services.3

UseofUASByFirstRespondersSummaryIn this section, several topics relating to usage of UAS by first responders will be covered. The topics covered are:

• The types of sUAV's available and their capabilities

• What are the requirements of the FAA for UAS operation?

• The types of payloads/cameras available

• Proposed vehicle maintenance/software updates

TypesofsUAVsAvailableForFirstResponderssUAVs come in a multitude of sizes and shapes. They are normally identified by the number of motors they employ. There are Quadcopters (4 motors), Hexacopter (6 motors), and Octocopter (8 motors). The most common of these is the quadcopter. These sUAVs range from machines the size of a quarter to those weighing several pounds. Fixed wing sUAVs are also available. The more technically advanced sUAVs offer such features as; GPS, return to home, and active tracking to name a few. Most are controlled from a ground based remote controller. The range of the controller varies with the make and model of UAS, from a few hundred feet to several miles.

RequirementsofTheFAABefore June 2016, in order to fly sUAVs for anything other than hobby related instances, the operator would have to apply for a Section 333 exemption. One of the major hurdles in obtaining a 333 exemption was the fact the operator had to hold at a minimum, a sport pilots license. In other words, the operator would have to be licensed to fly actual fixed wing aircraft. This also included public users such as police, fire fighters, etc. The introduction of Part 107 has opened the door for commercial use of sUAVs in the NAS (National Air Space). Now municipalities have the choice of applying for a Certificate Of Waiver or Authorization(COA) or to fly under Part 107. Here are a few of the requirements of Part 107

sUAVs must weigh less than 55 lbs, which includes the aircraft and all other equipment attached to the sUAV.

The remote pilot must keep the aircraft within visual line of site (VLOS).

Flights must be conducted at or below the maximum height of 400 feet AGL (Above Ground Level). For the complete list of items that make up Part 107, please visit https://www.faa.gov/uas/.

Cameras&OtherPayloadsSome sUAVs come with a camera attached, while others allow for a variety of cameras and other peripherals to be added. The most common camera types are either Full HD (1080p) or 4K. Specialty cameras such as infrared/thermal imaging can be mounted on certain sUAVs. sUAVs can be fitted with a variety of customized items that first responders may need to accomplish their mission.

UnmannedAerialSystemMaintenanceThe FAA requires that any sUAV being flown for purposes other than as a hobby, have a routine maintenance schedule

implemented. If the manufacturer of the sUAV does not provide a schedule, then the remote pilot in charge should

institute his/her own. This scheduled maintenance also includes any software updates to either the remote

controller/ground station and/or the sUAV itself. The manufacturer should identify when these software updates

become available.

SkyViewAerialProductionsTrainingProgramSkyView Aerial Productions LLC. will provide a comprehensive 8 session training course, designed to teach the first responder sUAV pilot(s) how to utilize a sUAV for public safety purposes. Each session of the 8 week course will be 2 hours in length. The course will be a total of 16 hours of training – 6 hours of course work and 10 hours of hands on sUAV training. A maximum of 4 students per session can be accommodated. The proposed training schedule is as follows:

i) Session 1: Classroom training on basic control of sUAV (Total of 2 hours)

a. The initial week of training will be held in a classroom environment. The

SkyView Aerial Productions instructor will come to the student’s location and

will provide the core knowledge material needed to understand UAS

ii) Session 2: Hands‐on simulator training (Total of 2 hours)

a. Week 2 training will entail the use of flight simulators. This computer based

training aid will allow the student the ability to navigate and become familiar

with basic UAS operations.

iii) Sessions 3 ‐ 4: Hands‐on sUAV training (Total of 4 hours)

a. Session 3 & 4 will allow the students to fly actual sUAVs. The student will be

able to familiarize themselves with the various navigational components of

flying sUAVs.

iv) Sessions 5 ‐ 6: Real world scenario training (Total of 4 hours)

a. Session 5 & 6 will provide the students with “real world” training scenarios.

In collaboration with the first responder organization, real world training

scenarios will be created and used to train the remote pilot(s)

v) Sessions 7 – 8: Study for Part 107 testing (Total 4 hours)

a. Session 7 & 8 will provide training material to assist the remote pilot candidate

in obtaining their Part 107 certification from the FAA.

The students will be able to fly the sUAVs owned by SkyView Aerial Productions LLC. These aircraft are state‐of‐the‐art and offer the same features perspective pilot(s) will utilize in their normal flight operations.

UASProjectFundingResearchAssistanceIn today's economic climate, municipalities are finding it more of a challenge to make room in their budgets for new line items, even if the item can provide an added benefit to it's citizens. With this knowledge in mind, SkyView Aerial Productions LLC. will assist each of our client municipalities in researching various grants to help secure a UAS program for their first responders.
