UT Emergency Management OrganizationSteeringCommitteePolicyGroupExplain what these are34 Flexible response organization using combination of Incident Command System (ICS) and functional structureLevels of emergenciesLevel I - minor incident - EOC is on standbyLevel II - serious incident that disrupts one or more campus operation - Command Staff Level III - disaster - Fully stand up the EOCThe Emergency Operations Center (EOC) function is to help organize available resources and support the response. Campus emergency operations are designed for multihazard preparednessLook at org chart hand out

Campus response depends on the type and severity of the incident.Levels helps you understand what is likely campus response.

Examples of levels of activationI: anticipate a problem like pending severe weatherII: or power outageIII: Active Shooter

Important to understand that when the EOC is activated that normal campus processes for getting assistance are replaced by the EOC. Help Desk, Facilities, supplies.

Need you to understand enough of what the campus is doing so that you can act locally without negatively impacting the campus response.

45 Quickly inform the campus of an emergency or imminent threat details to follow! Priorities Life SafetyImmediate reaction based on available info Stabilize the situation Protect property Return to business

Campus response priorities will drive actions and decisionsNeed you to understand enough of what the campus is doing so that you can act locally without negatively impacting the campus response.

Your biggest role is in the life safety. First responders will be in short supply EOC will be standing up Take avail threat info and decide what life safety actions are appropriate based on judgment and training56 Emergency Notification Alerting protocolsUTAlert and UTPD Safety Notices are not the same (Clery Act) Campus message is generic. Need to determine what it means to you. Goal is to reach the community, not every individual

UT Alert text - a general message notifying of a situation. ALL CLEAR IS ALWAYS GIVENUT Alert email - sent in conjunction with the test but with more detail and some guidance Emergency Blue Phones - outdoor voice messages all over campus Neyland speakersPower Fail Phones - emergency landlines located with EP Zone Coordinators and departmental offices. A listing is available on the EP coord. Sharepoint siteSocial Media - The UT Alert text is reposted on Twitter (@UTKnoxville) Web - As updates and details are available they are posted on the campus homepage at utk.edu Local Media - Updates are provided to TV and radio stations Campus uses a variety of methods to pass emergency informationInitial notification from a imminent threat can come from any source. Radio, word of mouth, social media. The campus has a variety of methods to share emergency info

Sign up for both - email will be faster and have more detail. 67 Newer smartphones will get these unless that function is turned offThey are based on the county levelCampus will not issue an alert unless the warning area includes campusDepts can choose to react to NWS warning Likely NWS alerts for our area:Tornado WarningFlash Flood WarningIce Storm/Blizzard Warning Wireless Emergency AlertsInitial notification from a imminent threat can come from any source. Sign up for both - email will be faster and have more detail. 78 Individual Life SafetyCommunity Resilience = know what to do safety.utk.eduBuilding level plans (multiple departments)Building Emergency Action PlanUnit level plansResponse plans in support of campusContinuity of Operations Plans safety.utk.eduAccountabilityTake roll call during actual emergenciesDirect people to self-report

Where do university units fit in?In preparation Sharepoint and email will be a major tool. Will have to adjust for those who dont have regular access.

Dont have the means to equip everyone with emergency radios and it could interfere with responders.

Accountability - recording who is safe is critical to reducing the chaos of worried family, friends.
