[NCAA Bylaw 16.6] Postseason, Entertainment & Meals USC may provide the cost of actual and necessary expenses (e.g., transportation, lodging, meals and expenses associated with team entertainment functions) for the spouse and children of an eligible SA to accompany the SA to a licensed postseason football game or to one round of any NCAA championship which the SA is a participant. USC may provide entertainment expenses (beyond the expressly permissible transportation, lodging and meal expenses) for the spouse and children of an SA who accompany the studentathlete to a certified postseason football game, provided such expenses are associated with organized team entertainment functions . USC may reserve or secure lodging at any postseason event (other than a SEC event) at a reduced or special rate for the parents (or legal guardians) and immediate family of an SA who is a participant. USC may not cover any portion of the cost of lodging, including any cost associated with reserving or securing lodging. USC may provide the family (e.g., parents or legal guardians or relatives) of an SA with reasonable refreshments (e.g., soft drinks, snacks) in conjunction with educational meetings or celebratory events (e.g. senior night) and on an occasional basis for other reasons. Compliance needs to approve all such occasions. Injuries, Illness, or Death USC may pay transportation, housing and meal expenses for an SA’s parents (or legal guardians) and spouse, and any other SA to be present in situations in which an SA suffers a lifethreatening injury or illness, or, in the event of an SA’s death, to provide these expenses in conjunction with funeral arrangements. USC may pay transportation, housing and meal expenses for an SA’s spouse and children and any SA to be present in situations in which a family member or legal guardian of the SA suffers a lifethreatening injury or illness or, in the event of a family member's or legal guardian's death, to provide the SA’s spouse and children and any other SA with expenses in conjunction with funeral arrangements. Incidental Expenses to Participation There are previously approved incidental expenses specified by USC and the SEC. There is a specific form to be completed and then kept on file at the SEC office. Examples include: o Provide a fruit basket (restricted to $50 or less) to a studentathlete’s family whose house burned down. o Actual and necessary expenses for a studentathlete’s family members to care for an ailing studentathlete. o Expenses for studentathlete’s parents to attend an award ceremony honoring their child. o Expenses for flowers or other similar mementos to the parents or individuals representing the studentathlete’s parents during senior day or night. o Expenses to provide flowers to an injured, ailing or deceased member of a studentathlete’s immediate family. STUDENTATHLETE EXPENSES USC may pay several expenses beyond financial aid, including expenses for competition, practice, entertainment in conjunction with competition or practice, and travel. Entertainment Expenses Entertainment expenses may only be paid for on special occasions, as outlined below: [NCAA Bylaw 16.7] USC may pay the actual costs (but may not provide cash) for reasonable entertainment that takes place within a 100mile radius of where a team plays or practices in connection with an away contest or en route to or from such a contest. This includes away contests that are in the locale of the institution (e.g. away games in Columbia) USC may pay the actual costs (but may not provide cash) for reasonable entertainment that takes place within a 30mile radius of USC’s campus or practice site during vacation periods when the team is required to reside on campus (or at a practice site normally used by USC) and classes are not in session. USC may rent a film or movie, provide payperview movies in the studentathletes' hotel rooms or take its intercollegiate team to the movies the night before a home contest. While traveling to away contests, USC may also provide payperview movies to studentathlete’s hotel rooms. the night before a contest.Effective 8/1/13 – the rule will read “An institution, conference, or the NCAA may provide reasonable entertainment tostudent­athletes in conjunction with practice or competition.”

Practice [NCAA Bylaw 16.8.1.1] Any practice on an extended road trip shall take place either at the competition site or on a direct route between two

consecutive competition sites. USC may not schedule practice sessions at other locations in order to provideentertainment opportunities for a team.

USC may provide expenses (e.g., paying greens fees) to reserve a facility for SAs who wish to engage in voluntaryactivities while at an away­from­home contest during the academic year, including activities occurring during arequired day off.

USC may pay necessary parking fees incurred by SAs in conjunction with practice and competition. USC may notpay for parking tickets associated with practice and competition.

USC may not provide expenses (e.g., travel, lodging, meals) to SAs in conjunction with permissible conditioningactivities that occur outside of the playing season during the academic year. However, USC may pay a fee related tothe conduct of permissible conditioning activities (e.g., fee for use of and instruction related to a ropes course, feerelated to a conditioning program).

USC may transport SAs from a central on­campus site (e.g., the locker room) to an on­ or off­campus practice site. USC may not reimburse an SA if the individual provides his or her own transportation to attend practice at an on­ or

off­campus site.Competition [NCAA Bylaw 16.8.1.2]USC may provide actual and necessary travel expenses (e.g., transportation, lodging and meals) to SAs for participation inathletics competition, provided the SAs are representing USC and are eligible for competition. If an SA is eligible, USC mayalso pay expenses for the following.

Passports for SAs traveling internationally in connection with regular season competition. Competition in established national championship events (including junior national championships); Competition in specific competitions (e.g., Olympic Trials) from which participants may directly qualify for the

Olympic Games, Pan American Games, World Championships, World Cup and World University Games Competition in two national team tryout competitions from which participants are selected for the national team that

will participate in the Olympic Games, Pan American Games, World Championships, World Cup or World UniversityGames.

USC may provide an SA membership in a sports organization (e.g., United States Volleyball Association, UnitedStates Gymnastics Federation) if the membership is a component of an entry fee required for competition in whichthe SA is representing the member institution.

USC may provide lodging for its team members the evening before a home contest in a local hotel. USC may provide a snack the night before a contest. USC may provide $30 per day to each member of a team to cover unitemized incidental expenses during travel and

practice for NCAA championship events, during a period limited to the maximum number of days of per diem allowedfor the involved championship, or, for licensed postseason bowl contests, for a period not to exceed 10 days. The$30 per day may be provided only after the team departs for or reports to the site of the championship or postseasonbowl contest.

USC may provide a SA with expenses for participation in an institution's foreign tour in his or her sport. A foreigntour may only be scheduled during the summer­vacation period between USC’s spring and fall terms or during anyother vacation period published in USC’s official catalog (excluding Labor Day). All travel to and from the foreigncountry must take place during such a vacation period.

Effective 8/1/13 – The new rule will read, “An institution may provide actual and necessary expenses to astudent­athlete to represent the institution in practice and competition (including expenses for activities/travel thatare incidental to practice or competition). In order to receive competition­related expenses, the student­athlete

Further, effective 8/1/13 ­ National Team Practice and Competition. A student­athlete may receive actual andnecessary expenses and reasonable benefits associated with national team practice and competition (e.g., healthinsurance, broken­time payments).

Institutional, Charitable, Education or Nonprofit PromotionsA member institution or recognized entity thereof (e.g. fraternity, sorority, etc), a member conference or a charitable,educational, or nonprofit agency may use a student­athlete’s name picture or appearance to support its charitable/educationalactivities. [NCAA Bylaw 16.9]

Regarding these activities, SAs may be provided actual and necessary expenses from USC, member conference, orthe charitable, educational, or nonprofit agency related to participation in such activities provided the SA does notmiss class and all proceeds of the project go directly to USC, member conference, or the charitable, educational, ornon­profit agency and are not in any way associated with or placed next to promotional aspects of a commercialcompany such as logos, trademarks, phone numbers, etc.

Incidental Expenses to ParticipationThere are previously approved incidental expenses specified by USC and the SEC. There is a specific form to be completedand then kept on file at the SEC office. Example include:

Expense to travel to and attend an in­patient drug and alcohol rehabilitation program at an off campus facility. Expense for an SA’s child to ride on the team bus from a competition to the institution. Expenses to replace items belonging to an SA that were lost in a disaster or due to displacement during a disaster

(for example, fire, hurricane). Expenses to a professional baseball game in which the SA was being honored for their achievements by throwing

the first pitch. Expenses (meals and lodging) for a foreign SA to stay on campus or at a staff member’s home during a holiday

break.OtherUSC may pay actual and necessary expenses to attend proceedings conducted by USC, the SEC or the NCAA relating to theSA’s eligibility to participate in intercollegiate athletics or legal proceedings that result from the SA’s involvement in athleticspractice or competitive events. Examples include:

Awards banquets Media Day Gamecock Club Gala or event Marketing organized student­athlete signing events
