Skinner, UM116, was posted inside the Hamilton Performing Arts center located on the U of M Lambuth campus for the Tennessee Commission board meeting. A verbal altercation broke out between Linda Higgins and several other board members. Officer was called to the stage and advised by the County Mayor and several other board members that Ms. Higgins needed to be escorted off the property due to her behavior. Ms. Higgins was observed causing a disruptive scene, arguing and waving her hands in Ms. Harris' face. Officer Skinner stepped between Ms. Higgins and Ms. Harris to separate them and was struck by Ms. Higgins as she waved her hands. Officer Skinner felt the strike was unintentional and ordered Ms. Higgins to cease her actions. She refused to ackno wledge Officer Skinne r, stating he was not a rea l police officer and that he needed to "shut up and get out of the way". Officer Skinner took control of Ms. Higgins by her right arm and escorted her from the building using minimal force. On 06/24/16 at 0845 hours, Officer D. Skinner, UM116, was posted inside the Hamilton
