I.-INCREASE OF NUYIBERS.

The increase in the number of students in the last six years is sho,vn in the fol­lowing table, in which students of the Conservatorium of Music are not included. The figures include Research Students, who were taken into account in these tables for the first time in 1908 :-

Sir John )'fadden, G.C.M.G., and Dr. J. H. MacFar1and have been re-elected Chancellor and Vice-Chancellor respectively.

Sir Thomas a'Beckett having served on the Council for upwards of 25 years, did not seek re-election on the expiration of his term of office in May last. Lieut.-Colonel John Monash, B.A., LL.B., M.C.E., \vas elected to fill the vacancy.

Mr. Justice Hood, Mr. Justice Cussen, Dr. John Williams, and Mr. Justice Higgins have been re-elected members of the Council:

Professor :Ma:;;son and Mr. G. A. Syme have been eleeted to the Council in place, respectively, of Professor Spencer and Dr. D. Grant, resigned.

Leave of absence for one mrmth was granted to Mr. Justice Higgins, for ten months to Professor Alien; for six months to Mr. Swinburne; for nine months to ~fr. Fink; and for eleven months to Dr. Barrett.

9.-~0BITUARY.

The (}mncil records with great regret the death d Mr. G. C. Rennit', M.S., '"·ho was a brilliant graduate of the University, and whose interest in the Medical School had been mtintained throughout his career, who had assisted in the work of the school in various capacities, including that of Acting Professor of Anatomy.

10.-PROFESSORS.

The Gover~1ment having provided the necessary funds applications for appoint­ment to the newly-constituted Chair of Agriculture were invited in Australasia, and Dr. Thomas Cherry was appointed, and took up his duties on the 1st October last.

Professor Gilruth resigned the Chair of Veterinary Pathology and the Directorship of the Veterinary Institute as from the 31st March, in consequence of his appointment as Administrator of the Northern Territory, and received the congratulations of the Council on his appointment. .Mr. N. MacDonald, B.V.Sc., was appointed Acting Professor till the end of the cnrrrrt year, Dr. Kendall being appointed Acting-Director. Since the close of the year covered by this Report, Mr. Harold Addison Wocdru:ff, M.R.C.V.S., M.R.C.S., L.R.C.P., at present Professor of Veterinary J\Tedicine at the Royal College of Veterinary Surgeons, London, has been appointed to succeed Dr. Gilruth, and is expected to reach Melbourne in February, 1913.

Professor Elkington has retired from the Chair of History and Political Economy, after nearly 35 years' service as I)rofessor, this having been preceded by three years' service as a Lecturer. The Council has decided that it is desirable to appoint one Professor of History and another of Economics and Sociology, and has placed its proposals before the Government. In the meantime, the following I_~ecturers have been appointed to carry on the work of the Chair :--Miss J. S. \V. Webb, 1\'LA., Mr. E. C. W. Kelly, LL.B., and Mr. T. S. Clyne, LL.B.

The Chair of English Language and Literature having been vaeant sin.ce the death of the late Professcr Morris, and the Council h'1ving decided that it w;:s now in a position to fill it, Mr. Robert Strachan \Vallace, .M.A. Aberdeen, and B.A. Oxford, has been appointed.

Professor Lauric having retired from the Chair uf }lental and Moral Philosophy, Dr. William Ralph Boyce Gibson, M.A., has been appointed to fill the vacancy.

Professors Wallace and Gibson b'Jth arrived in Melbourne during February lfl.st, and took up their duties at the beginning of the academic year.

Professor Speneer has been granted leave of sbsence for the year 1912, to enable him to act for the Comm0n>-.,-ealth Government in the Northern Territory as Special Commissioner and J\.cting-Proteetor of Aborigines, and to inaugura,te a Ccmmonwealth Aboriginal Department. His duties were undertaken by Dr. Hall, who was appointed Acting-Professor, and Dr. Sweet, and Miss Bage, M.Sc., was appointed as an additional Demonstrator.

Professor Alien has been granted leave of absence for 1912, to enable him to visit Europe. His duties ate be'ing undertaken by Dr. G. Lamble, who was appointed Acting-Professor, and Dr. R. J;'owler.

1l.~LECTURERS A~D DEMONSTRATORS.

Dr. :Maudsley was granted leave of absence for four months from .July, on the ground of ill-health, his duties being undertaken by Dr. Hiller and Dr. Stawell.

Dr. Love was granted leave of absence during the 3rd and 4th terms, on the ground of ill-health, his duties being divided between Professor Lyle, Mr. \V. M. Holmes, and Mr. E. B. Brown.

Miss R. E. J". White, D.Sc., having received an important appointment under the Queensland Government, resigned her oil?-ce of Lecturer and Demonstrator in Botany, and received the congratulations of the Council on her new appointment.

14.-PUBLIC EXAMINATIONS.

In view of the growth in recent years of the number of candidates entering for the Public Examinations, and the consequent increase in the revenue derived, changes have been made which have the cffect-(1) of reducing the fees to be paid by certain candid1tes ; (2) of increasing the amount available for exhibitions at the Senior Public Exrtmination from £150 to £320 ; and (3) of increasing the Ices payable tu the examiners.

15.-PRIMARY ExAMINATION.

On the other hand, the support accorded the Primary Examination, which was established in 1905, having steadily declined, the Council has decided that it is desirable to abolish the examination, and is proposing to the Senate the repeal of legislation necessary to carry out this decision.

23.-BUILDINGS.

By the aid of the £2,000 gnmted by the Government, the old Mrsetim Building has been converted into the Unior. House, and some £800 or £900 has been r.:tised from. other sources for flunishing the building. Luncheon rooms, rending rooms, committee rooms, common rooms, and rooms for games are now provided.

The Government farther granted £5,000 for the extension of the Chemi;::try and Physiology (including Bio-ChemisGry) departments, and this work is now almost complete.

The extension of the Engineering building iil now complete, and the C(luipment of the several laboratories is in an advanced stage. The work of building up the equipment will, however, probably proceed for another two years.

24.-REQUJ RE~IENTS FRO:YI GovERN:\IENT. The Council having placed before the Government the urgent need of additional

and improved accommodation for the work in Arts and Education, and for the extension of the Librar-y, the Hon. the Treasurer asked for a statement of the University's probable requirements for ten years to eome.

Such a statement W<lS accordingly prepared. The total amount set down for buildings was £105,000, whilst the increased annual expenditure askl'd for on salaries and maintenance was about £16,000.

The Council has not yet been informed as to how far the Government is able to go towards meeting these. requirements.

25.-UNrVERSI'l'Y AcT 1890.

The Government has been asked to propose an arn.endment of the University Act 1890, in the following directions :-(1) To admit women to membership of the Senate on the same termR as men, and to render women eligible t,o the Council; and (2) to

remove a difficulty created by the fact that the Council now appoints the clinict1l instructors at the recognised genemlhu:opitn.ls, and p;ty;-; them1ntt1)f the students' cl~nie;l fees. The difficulty consists in the that the dinical inbtrnetors are tec1nncally salaried officers, and a large number of member::; of tlw medical profession is thus disqualified for election to the Council.

26.~- REGT:LATIONS.

The principal nlterntion in the Rtatutcs is the repeal of the Statute under which the Board of Pnblic ExaminntioPs \•n;cs constituted, and the enactment of a new Statute constituting D, Schools RHnd, with widd' powers and higher status than the Board of Public Examinations had. H i:., the idcntion that tlw Council should act through the Schools Board in all matters affecting r-;chools, and particularly i1' framing rPgulatioPf' for, and the conduct of, public examinations. .

Several ne\Y regulatio:es have been passed ~one providing for the degree of Doctor of Dental Science; another for the nward of the Fulton Scholarship in Obstetrics and Gynrecology; end a third providing for the Austra li2.1~. Diploma of Tropical l\iedicine in the University of Melbourne. c~ndid;:des br the Diplomr. will be requirf'd, after a preliminary course in Melbourne, kl perform ;~. special conrse at the Irstitute of Tropical Medicine in Townsville, Queensh:.nd. Legisl2tion, identicd in its requirements, has also been passed by the University of Sydney.

Further consideration has been given to the regulation w>verning the degree of Bachelor of Arts, and an entirely new regulation h~~s been passed by the Council, and is being submitted to the Senate. The new regulation will abolish irdividual compulsory subjects, but it arranges subjects in four groups-(1) Language and Literature; {2) History and Political Science ; (3) Philosophy ard Pttre Mathematics; (4) Science ; and requires candidates pass in at least one language other thr.l'. English, and in at least one subject from each of the other groups. If Pf~.ssed by the Senate the Council will still be unable to bring the new regulation into force until it is placed in a position to make some additions to the staff.

The regulation governing the Diploma of Education has bern amended, ;::.nd now requires students first to complete two years of some degree course, and then to devote a third year exclusively to the subject of Educl:',tion.

27. -CONGRESS OF U NIVERSITTES.

A conference of Australian Universities was held in Sydney in September, 1911, preliminary to the Congress of Universities of the Empire, whieh met in I,ondon in July. Those present felt that the local conference w:::-s so helpful that they resolved that it was desirable to hold similar conferences triennially.

The London Congress was attended on behalf of the University by Professor Alien, Dr. Barrett, Mr. Fink, and Professor I.aurie. It is nnticpated that gocd results will flow from the meeting of the Congress, but full reports of its I)roeeedings nrc uot yet available.

28.-HoSPITAL TEACHfNG.

The Council has continued the policy adopted some two years ago, and has again, on the application of the members of the several staffs, appointed Clinical Lecturers and Tutors and Instructors at the :Melbourne. Alfred, and St. Vincent's Hospitals, who are paid by the Uniwrsity out of dw fur;d provided by students' clinical fees.

In addition, the Faculty of Medicine has recognised the Clinical Instntetors at a number of special hospitals and in special departments of general hospitals.

29.-PORTRAIT OF CHANCELLOR.

A portrait of the Chancellor, Sir John Madden, by Mr. Charles ·wheeler, haR bron presented to the University by the graduates, and hung in the Wilson Hall.

30.-RoYku SociETY.

Professor Lyle has received the honour of election as a Fellow of the Royal Society. The University now has four members of the Society on its staff--those in addition to Professor Lyle being Professors Masson and Spencer, and Mr. J. H. Michell, Lecturer in Mathematics .

!H.-DEPARTMENT OF ANTHROPOLOGY.

]'or some years past Professor Berry 'has given a good deal o£ attention to the study of Anthropology, having practically made this study a sub-department of the School of Anatomy, and the work done therein has been favourably noticed elsewhere. Recognising the value of Professor Berry's work, and being impressed with its importance, Dr. J. \V. B.urett has presented to the University the sum of £500 to form the nucleus of a fund to provide for an Anthropological Department in the hope that the fund will be built up by contributions from others.

2. Repeal Statutes XXX. and XXXI., and make the following new Statute instutd

No. XXX.-~ The Schools Board. l. A Board of School Studies, School Inspec­

tions, and School Examinations shall be constitutt>d, and shall be called the Sehools Board.

2. The Board shall consist of­

(a) The Vice-Chancellor. (b) The President of the Professorial Board. (c) Eight members representative of the

University, who shall be appointed annually by the Council, after con­sultation with the Professorial Board.

8. The Board shall consider all questions reiating to Sehool Studies, the Inspt;ction and Ex­amination of SlChools, and PublilC Examina­tions, a.nd shall advise the Council upon all sulCh questions.

9. The Board may consider questions relating to the lConditions for Matriculation, and for admission to CoursPs for Degrees or Diplomas, and shall transmit its re>commendations under this s.·dion to the Professorial Board.

10. The Board shall pr~scribe annually all books and Ddails of Subjects for the Public Ex­aminations, and shall transmit its n solu­tions under this section to the Council and to the Professorial Board.

11. The Board shall report to the Council on all applications for appointment as Examiner in the Public Examinations.

12. The Board shall from time to time recommend for appointment by the Council the names of persons whqm it considers suitable to act as Inspectors or Examiners of Schools, and from thos<! so a.ppointed the Board shall choose persons to conduct such inspections or examinations as it thinks fit,

13. The Board shall, subjeet to the Council, exercise a general control ove>r the conduct of all Public Examinations and School In­spections and Examinations.

14. The Board may eonsider, and, after consul­tation with tht' Professorial Board, rt port to the Council upon any proposal for the recognition of examinations as equivalent for rnivrrsity purpoSl'S to any Puhlit· Ex­amination. (d) Eight members rtpresentative of the

Department of Education, who shall be appointed annually by the Minister of Public Instruction.

3. Amendment of Statute III.--Th£ Professon'al Board. Statute III.-

(e) Eight members representative of the Registered Secondary Schools, who shall be appointt'd annually by the Incorporated Assoeiation of Seeondary Teachers of Victoria. ·

(/) Two members rrpresentative of the busi­ness intert>sts of the community, who shall be el('etrd annually by the Couneil.

3. The President of the Professorial Board shall he ex officio Chairman. In his absence the Board shall appoint one of its members to act as Chairman.

4. The Registrar or other officrr appointed by the Council shall act as St'rretary to the Board.

5. All proceedings of the Board shall be .:ntcred in a Journal.

6. The Board shall meet for the conduct of busi­ness twice annually, namely, in March and October, and at such other times as it may determine or as may be determined bv the Chairman at his own discretion, or "upon the written request of three members of the Board.

7. All questions which shall come before the Board shall be decided by the majority of the members present, and the Chairman shall have a vote, and, in case of an equality, a casting vote. But no question shall be deeided at any meeting unless ten members be present.

In section 8 add at the end the following words "or by the Sehools Board."
