Terms & conditions:
1. The bidders are advised to study the bidding document carefully. Submission of e-Bid against this NIT shall be deemed to have been done after careful study.
2. The bidder must submit CDR/DD for an amount of Rs. 1,00,000 as EMD favoring “Director, Directorate of IT&SS” University of Kashmir, Srinagar along with the Tender, failing which Tender will be rejected. EMD of unsuccessful bidders shall be returned within one month from the date of Tender opening and for successful bidders EMD shall be retained till expiry of the warranty period. Successful bidders / suppliers shall have to submit Rupees one lakhs as performance Guaranty by way of bank guarantee during the warranty period/ two years.
3. All the required documents excluding price Schedule/BOQ should be uploaded by the-Bidder electronically in the PDF format, whereas Price Schedule/ BOQ should be uploaded electronically in the same BOQ sheet provided with the NIT.
4. Payments shall be released after supply received is tested, installed and duly certified by intending authority.
5. All integrated/disintegrated solutions mentioned in the tender should have min 3 years onsite warranty. 6. Locations where smart classroom solution / system is to be installed are:-

7. Prices should be inclusive of installation, maintenance free during the warranty period. 8. Solution should include all wires, cables and fixtures. 9. The firm shall not sublet/ transfer or assign the contract to any other firm/agency. 10. The price should include installation, commissioning and testing FOR intended locations across
Kashmir valley. Locations of installations shall be notified in the supply order. 11. The quantity of items can vary and will count actual after the installation. 12. Bids must be accompanied with cost of Tender document in shape of demand draft in favour of
Director, Directorate of IT&SS, University of Kashmir and Earnest money /Bid security in shape of CDR/FDR pledged to Director, Directorate of IT&SS, University of Kashmir.
13. The technical bid should consist of qualifying information, eligibility criteria, product brochure, MAF, GST, PAN card, EMD, Tender document fee in the shape of DD.

14. The date and time of opening of Financial-Bids shall be notified on website
http://jkTenders.gov.in. This will be conveyed to the qualified bidders automatically through an e-mail message on their registered e-mail address. The Financial-bids shall be opened accordingly online on the same website in the office of the Director, IT&SS University of Kashmir, Srinagar.
15. The e-Bids will be electronically opened in the presence of bidder's representatives, who choose to attend at the venue, date and time mentioned in the above table or any subsequent day to the convenience of the Tender Opening Committee. An authority letter of bidder's representative will be required to be produced.
16. In the event of date specified for e-Bids opening being declared a holiday then the date for opening of e-Bids shall be the following working day at the appointed time and place.
17. The University of Kashmir reserves the right to cancel any or all the e-Bids/ the e-Bid process without assigning any reason thereof. The decision of the university will be final and binding.
18. 15% bank guarantee (during the warranty period) for the total value of supply order to be provided / submitted by the qualified vendor in whose favour the supply order is issued.
19. Minimum AVERAGE ANNUAL TURNOVER of Rs.1 Crore in any one of the last 3 financial years. (Balance sheet/CA certificate to be enclosed, duly supported by the income tax return for financial years 2016-17, 2017-18, 2018-19).
20. The FIRM (supplier) will arrange necessary transport and labour at own cost for loading and unloading the items to the locations across valley.
21. Minor wiring upto 5 meters and electric points required for the powering ON the smart class room
solution / system shall have to be provided by the supplier without any additional cost. 22. Installation of network rack, patch panel, I/O box and network punching if required at the time of
installation of digital classroom solution should be done by the supplier without any additional cost. 23. Partial bidding will be rejected. 24. All the rates quoted should be inclusive of all taxes including the GST. 25. The contract shall be valid for a period of 12 months, from the date of issue of Purchase Order. 26. The University of Kashmir reserves the right to increase or decrease the quantity of the required
goods/services without any change in the terms & conditions and prices quoted by the Firm. 27. Hard copy of Technical bid documents (complete) must be delivered to the office of Directorate of
IT&SS, University of Kashmir– 190006 in sealed covers by or before 30-01-2020 upto 03.00 p.m. The envelope (Marked as Technical Bid) shall contain all the documents mentioned below (a) to (h), and sealed.
a) A copy of the last audited balance sheet of your firm.
b) Up-to-date Income-Tax clearance certificate from the Income-Tax Officer concerned, certifying that the bidder has cleared all the Income-Tax dues.
c) Proof of manufacturing unit / Authorized partner / dealer letter from the Principal (OEM).
d) The names of the organizations to which same equipment have been supplied preferably along with supply order in recent past.
e) GST Registration No.
f) Affidavit by the bidder stating that the bidder has not ever been blacklisted/debarred.
g) Technical compliance statement.
