ACADEMIC SENATE, SAN DIEGO DIVISION REPRESENTATIVE ASSEMBLY

JANUARY 28, 2014

MINUTES

Chair Pogliano called the meeting to order at 3:34 pm. A quorum was present (see attached attendance sheet), as were other Academic Senate members and guests. Chair Pogliano welcomed members and guests to meeting. Goes over who can motion and vote. Chair Pogliano reviewed the Academic Senate Bylaws governing the privilege of the floor and voting. Chair Pogliano introduced guests and reviewed meeting agenda. MINUTES OF MEETING OF MEETING OF DECEMBER 3, 2013 The minutes of the meeting of December 3, 2013 were approved with edits from Douglas Magde. ANNOUNCEMENTS BY THE CHAIR OF THE DIVISION Chair Pogliano began meeting with announcements from Chancellor, without any objections. Research Workshops – Half-day workshops have been scheduled to further develop and stimulate collaborative ideas on research themes identified through the Strategic Planning process. There are four themes: Understanding and Protecting the Planet, Exploring the Basis of Human Knowledge and Creativity, Enriching the quality of Human Life and Health, and Understanding Cultures and Addressing Disparities in Social Justice, Access Equity and Inclusion. The deadline for the first of the three workshops has closed and the deadline to submit an abstract for the last (February 11th) workshop is tomorrow, Wednesday, January 29th. Current initiatives coming from the Regents focus on Ph.D. students, Post Docs, and Undocumented Students, which will increase campus diversity. Increasing Post Docs will allow departments to hire more undocumented students, and cover gaps in loans and staff training. These initiatives will be a five million dollar one time investment, spread over the ten campuses. 2014 – 2015 Senate Election – The first step in the election process is the nomination process. Nominating petitions were available at the back table. The signature of five Senate members is required for a nomination, and the nominee must agree to the nomination before it is submitted. The nomination petition deadline is Thursday, February 6th. Senate Teaching Awards – The Committee on Senate Awards, chaired by Steven Schick, invites nominations for the 2013 – 2014 Academic Senate Distinguished Teaching Awards in the following categories: Distinguished Teaching Award for Senate Members, Barbara and Paul Saltman Distinguished Teaching Award for Non-Senate Members, and Barbara and Paul Saltman Excellent Teaching Award for Graduate Students. Up to five members of the Academic Senate, three non-senate members, and three graduate students will receive awards in Spring quarter. Chair Pogliano asked all in attendance to think about colleagues and students to nominate. She encouraged faculty engagement in the process and working through the Chair or Program Director to nominate individuals, as they formally nominate the candidate and prepare the dossier for submission to the committee by the February 28th deadline. ANNOUNCEMENTS BY THE CHANCELLOR Chancellor Khosla is currently in the midst of Strategic Planning process; if there a chance for improvement was evident, UCSD has moved forward with making the improvement. Presidential initiatives are mirroring what is happening on UCSD’s campus. Research workshops are an example of what is being done. There has been a significant response to research workshops, with over eight hundred people attending. The intention of the workshops is to get the conversation started and to build bridges. This is a multi-year, multi-faceted strategy.

All departments will have a hiring strategy. There will be eighty new FTE’s, which will be about an eight percent increase over a three year period. This increase does not include separations. The intention is to create a better student/faculty ratio. There will also be a significant increase in Ph.D. student investments. Also, there is a plan in place to lower graduate student costs. It is clear that UCSD needs to be a more diverse and inclusive campus, and that access and affordability are a very significant topic. The Chancellor was invited to an event at the White House focused on this topic, and all the educational leaders in attendance were asked to make a promise on how they are going to make education more affordable. There are also campus plans to expand our program to enroll more students from local Community Colleges and high schools. UCSD is a public university because of our mission to educate all the people of the state of California, not because of our state funding. These issues tie directly into our President’s mission. RAMESH RAO, DIRECTOR, QUALCOMM INSTITUTE, THE UCSD DIVISION OF CALIT2: INNOVAITON SPACE Every time the Qualcomm Institute has gone through a review, it has been suggested to have a new, fresh way to connect with other institutes and industry. Recently, they have eliminated hurdles that may have hurt Qualcomm in connecting. Most importantly, start-ups are playing a much stronger role in technology transfer. Institute aims for more collaboration between themselves and researchers in the industry. Financial support from Qualcomm has allowed Calit2 to engage with several departments across the UCSD campus. Sixteen companies have asked to partner with the Qualcomm Institute. A faculty committee will determine which companies would be appropriate based on the questions of: Why here? Why now? So what? Faculty are welcomed to report their feedback on this arrangement in another year or two. SPECIAL ORDERS Consent Calendar – The 2012 – 2013 Committee on Planning & Budget annual report was received for filing without objection. REPORTS OF SPECIAL COMMITTEES [none] REPORTS OF STANDING COMMITTEES Graduate Council - Proposed Master of Advanced Studies in Data Sciences and Engineering (Department of Computer Science and Engineering) and Proposed Revisions to Division Regulation 515 – Progress Toward Degrees and Probation [rev.] Professor Joel Norris (Chair, Graduate Council) presented Assembly with proposed degree. The Department of Computer Science and Engineering has proposed a self-supporting budget model. The MAS-DSE is a two-year part-time program geared toward working professionals, with courses scheduled on Fridays and weekends. Students will complete a total of 38 units: 26 units of required coursework, 8 units of elective courses, and a 4 unit capstone course. The curriculum is designed to teach theoretical and practical aspects of data modeling, data analysis, data query and curation, machine learning, programming and benchmarking in a format that is accessible to working professionals with backgrounds in computer science, statistics, and the physical sciences. Several letters have been submitted from local industries endorsing this program. Courses will be taught by faculty and researchers in CSE and the Supercomputer Center. Professor Norris presented Assembly with proposed revisions. Proposed revisions to Division Regulation 515 – Progress Toward Degrees and Probation would allow departments to establish a higher grade point average than the campus wide minimum, with approval from Graduate Council. This is comparable to what occurs in undergraduate departments and programs.

On behalf of the Graduate Council, Professor Norris moved that the Masters of Advanced Studies Degree in Data Science and Engineering be approved as proposed. [Because the motion is made on behalf of a

committee, no second is required.] Chair Pogliano called for further discussion of the motion. No comments were made. The motion was approved unanimously by voice vote. On behalf of the Graduate Council, Professor Norris moved that the revisions to Division Regulation 515 – Progress Toward Degrees and Probation [rev.] be approved as proposed. [Because the motion was made on behalf of a committee, no second is required.] Chair Pogliano called for further discussion of the motion. No comments were made. The motion was approved unanimously by voice vote.

Educational Policy Committee – Proposed Revision to Division Manual Appendix II – UCSD Policy on Integrity of Scholarship [rev.] Professor Partho Ghosh (Chair, Educational Policy Committee) presented Assembly with proposed revisions. Proposed revisions to Division Manual Appendix II – UCSD Policy on Integrity and Scholarship contains two major changes. First major change (section VII), as currently worded, is that academic dishonesty that occurs outside of coursework is not subject to Academic Integrity policy; proposing to include that in policy. An example of this could be qualifying exams. The second major change is the deadline for instructors to withdraw charges of academic dishonesty and not allowing charges to be withdrawn if a student is found guilty. Comments from faculty regarding proposed revisions: − Proposed revision does not allow faculty to deal with all cases differently. − Concern that a student invited to meet with the instructor to discuss suspected violation will realize that they

have been caught and will drop the course before the charge is filed. The student will therefore escape any academic sanction. If wording is changed to “The student shall not drop a course in which an academic integrity violation is suspected” this will close the loop hole, and instructors will still be able to assign an ‘F’ grade.

− Would be useful to be able to call a student to the carpet, and explore an informal resolution. Issue with this is that an informal resolution leaves the option open for the student to drop the course.

− Do not want to allow student the ability to drop after the Academic Integrity Office has been notified.

On behalf of the Educational Policy Committee, Professor Ghosh moved that the revisions to Division Manual Appendix II – UCSD Policy on Integrity of Scholarship [rev.] be approved as proposed. Due to concerns from several faculty members, it was concluded that the revisions would go back to the committee for further consideration, input from the Academic Integrity Office, and be presented to the Representative Assembly at a future date.

REPORTS OF FACULTIES Revelle – Proposed Revision to Division Manual Appendix V – Bylaws of the Faculty of Revelle College and Proposed Revisions to Division Regulation 605 – Academic Requirements of Revelle College Paul Yu (Revelle College Provost) presented Assembly with proposed revisions. Proposed revisions to Division Manual Appendix V – Bylaws of the Faculty of Revelle College would reduce the number of faculty needed to constitute a quorum and add electronic voting, which will make it easier to conduct business. Proposed revisions to Division Regulation 605 – Academic Requirements of Revelle College removes the American Culture requirement, (now that there is the campus wide DEI requirement, it is redundant to keep the American Culture requirement). There is also a change in the requirement from three to two lower division courses in Social Sciences, which gives room for flexibility.

On behalf of the Faculty of Revelle College, Provost Yu moved that the revisions to Division Manual Appendix V – Bylaws of the Faculty of Revelle College be approved as proposed. Health Sciences/School of Medicine – Proposed Revision to Division Manual Appendix V – Bylaws of the Health Sciences Faculty, Proposed Revision to Division Manual Appendix V – Bylaws of the Faculty of the School of Medicine, Proposed Revisions to Division Manual Appendix V – Bylaws of the Faculty of the School of Medicine (committees), Proposed Revision to Division Regulation 503 – Grading Policy – School of Medicine, and Proposed Revision to Division Regulation 502 – Grade Appeals (School of Medicine provisions only) Dr. Leslie Martin (Chair, Health Sciences Faculty) and Dr. Thomas Savides (former Chair, Health Sciences Faculty) presented Assembly with proposed revisions. Proposed revisions to Division Manual Appendix V – Bylaws of the Health Sciences Faculty, Division Manual Appendix V – Bylaws of the Faculty of the School of Medicine, and Division Manual Appendix V – Bylaws of the Faculty of the School of Medicine (committees) realign committees to be more in line with the Health Sciences Faculty Council. This is a fairly straight forward organizational change, which will make committees work more efficiently; this will also change committee oversight. Proposed revisions to Division Regulation 503 – Grading Policy – School of Medicine and Division Regulation 502 – Grade Appeals (School of Medicine provisions only) would make grading consistent with what other schools do across the country; it is common at other schools to use a four scale grading system. Additionally, if an ‘I’ grade is assigned, it defaults to an ‘F’ grade, if a grade is not assigned after one quarter. Revision would change that timeline to a year to change a grade from ‘I’ to an assigned grade.

On behalf of the Health Sciences Faculty, Dr. Martin moved that the revisions to Division Manual Appendix V – Bylaws of the Health Sciences Faculty, Division Manual Appendix V – Bylaws of the Faculty of the School of Medicine, Division Regulation 503 – Grading Policy – School of Medicine, and Division Regulation 502 – Grade Appeals (School of Medicine provisions only) be approved as proposed. [Because the motion was made on behalf of a faculty body, no second is required.] Chair Pogliano called for further discussion of the motion. No comments were made. The motion was approved unanimously by voice vote.

SIX-COLLEGE INITIATIVES:

FRESHMAN FIRST-YEAR EXPERIENCE: The six colleges have submitted a proposal to the

Undergraduate Council for approval of a new freshman first-year experience course to be piloted

in Fall 2014. Each college will invite 100 freshmen to participate in this 2-unit course. The

provosts will serve as instructors (at Warren, where Steven Adler will be on sabbatical, Professor

Grant Goodall of Linguistics will serve) and will engage advanced undergraduates to serve as

discussion section leaders, with graduate TA support. The provosts will collaborate with

colleagues across units, drawing on the expertise of the library, CAPS/Wellness, Writing Center,

OASIS, AIP, Career Services, and other departments to provide a bracing introduction to living

and learning in a research university. We will also take a leading role—partnering with our

colleagues across campus—in developing a larger arc to the first-year experience beyond the

first-quarter class. We will engage in discussions with campus partners to identify the best

means of creating a similar course for new transfer students.

WRITING CENTER: Dr. Madeleine Picciotto is doing a stellar job shepherding the Writing

Center through its second year of existence. She is working magic with limited resources and 35

undergraduate peer mentors. Please see the attached newsletter for highlights. Since October

2013, the Center has seen 1,750 discrete students, compared to ~1970 students for the entire

2012-13 AY.

THE VILLAGE: The colleges have taken the leading role in collaborating with HDH to create

more (and more focused) college-centric activities and living communities in the Village,

providing a greater college presence in response to the direction of Chancellor Khosla. We

believe that the Village can become a stronger and richer campus resource as we seek to create a

student-centered community at UCSD. To start, colleges will hold academic advising sessions at

the Village, provide faculty-led lectures/presentations, schedule college-centric

discussion/writing sections in seminar rooms, and work with HDH to provide a more consistent

mapping of room assignments to ensure greater college identity.

REGENTS SCHOLARS: The six colleges have just pledged to support all Regents Scholars

who participate in faculty-sponsored research in the summer after freshman year with $1,000

stipends to augment funding they may receive from other sources.

INTER-COLLEGE COMPETITIONS/IDENTITY: We have started discussions with Recreation

to create a vibrant six-college intramural program. We have also begun conversations to revive

College Bowl (or similar academic competition) among the colleges. These, and other gentle,

good-natured competitions, can continue the spirit engendered by the UnOlympics.

REVELLE COLLEGE:

Residential Life Interns: In response to a significant increase in the number of students housed

at Revelle College for AY 2013-14, the Revelle Residence Life Office converted four unpaid

Residence Life Intern positions to paid positions. The Res Life Interns (RLIs), who participated

in RA Training over the summer, directly support Resident Assistant and community-wide

programs. The Residence Life office also hired a half-time temporary staff person to advise our

Residence Hall Association and provide additional support in dealing with roommate conflicts

and issues.

Peer Advisor Program: Last summer, we founded the first Revelle College Peer Advisor

Program and established the Peer Advisor staff workgroup, which developed interview protocols

and a training manual; hired five peer advisors; collaborated with Revelle Student Affairs,

Counseling and Psychological Services, and Career Services to facilitate trainings on various

topics including students of concern and pre-med advising; and conducted debrief session at the

end of the fall quarter to assess peer advisors’ experiences and solicit feedback from peer

advisors on how to improve Revelle Advising services. Since mid-Fall, peer advisors have been

providing advising to Revelle students on a walk-in basis and via the Virtual Advising Center

(VAC). The peer advisors also provided "After Hours Advising" (more below).

After Hours Advising: Revelle implemented a new program, “After Hours Advising” (pre-

enrollment evening advising sessions for new freshmen offered during Week 6 and 7 of the Fall

and Winter Quarters) in which Academic Advising staff collaborated with Student Affairs and

Residence Life to offer sessions in locations closer to students’ residence halls. 187 students

attended the After Hours program across four evening advising sessions in Fall 2013. Students

who completed post-advising surveys overwhelmingly expressed appreciation for the program

and are likely to use these services in the future.

JOHN MUIR COLLEGE:

Muir College Provost’s Undergraduate Research Scholarship Program, which was started in

Fall 2013, is designed to provide financial support for undergraduate research projects by Muir

College students. These projects might involve travel to a conference to present a paper,

expenses related to departmental honors projects, and the like. The program funds up to $500 for

each of three to four projects per quarter.

The College Academic Mentoring Program, which began this winter, is run in partnership with

EAOP. Muir College sponsors an academic mentoring program, and students enroll in a two-

four unit course where they discuss aspects of college access and college advising in high

schools. Each student spends six hours a week in a local high school (Clairemont, Gompers, or

Castle Park), advising freshmen high school students on college preparation and application.

Muir Musical: Gypsy: Muir College’s annual Muir Musical Ensemble returns this year with a

production of Gypsy: A Musical Fable. This 1959 work—which takes place in the 1930s at a

time when the advent of burlesque signaled the death of vaudeville—follows the dreams and

aspirations of Rose, who raises her two daughters to be vaudeville stars. With a book by Arthur

Laurents, lyrics by Stephen Sondheim and music by Jule Style, this 1959 work has been

acclaimed as the greatest American musical by critics such as Ben Brantley and Frank Rich. The

Muir Musical is made possible thanks to support from various campus organizations and groups,

including the UC San Diego Parents Fund.

THURGOOD MARSHALL COLLEGE:

TMC received $10,000 grant from Girard Foundation this year towards expanding the TMC ties

to our Partnership Schools program and bringing hundreds of students into Preuss and

Gompers. Students take TMC 198 for credit as part of this tutoring and classroom

volunteering. As part of our commitment to Preuss and Gompers, TMC artist-in-residence

Fernando Vegas brought two original solo works—Canciones Di Mi Mama and Cesar Chavez—

to these schools free of charge.

TMC co-sponsored the posthumous honoring of two key historical campus figures. Former

Marshall Provost Faustina Solís was honored last November 21 at the Faculty Club with a

distinguished public health panel, and alum James Avery’s life and career were celebrated

March 1 at the Weiss Forum with celebrity participation and UCSD-TV subsequent

broadcast. Further, TMC commissioned an artistic mural and plaque for Solís Hall, which had

never defined its namesake.

TMC acquired from Muir College the Film Studies Minor and has been expanding the cinema

program with a robust, new campus tradition of live professional actors in dialogue with Rocky

Horror Picture Show. These and other efforts doubled the number of film students in the minor.

EARL WARREN COLLEGE:

The Warren Association for Volunteer Enthusiasts (WAVE) “adopted” Bayside Elementary,

an under-resourced school in Imperial Beach, this year. WAVE conducted two donation drives

to assist families and students at Bayside. WAVE co-wrote a proposal that resulted in Bayside

Elementary being chosen as the MLK Day of Service site. WAVE also partnered with Alumni

Affairs for a Follow-Up Day of Service as part of Alumni Affairs’ soft launch of its “San Diego

Promise for Education” Campaign. WAVE co-wrote grants for La Jolla Playhouse to fund

performances of their POP! Tour and for Lamb’s Player Theatre to bring Bash! to assist with

Bayside’s anti-bullying/non-violence efforts. WAVE also worked with SPACES to host Bayside

Elementary for a campus tour, and collaborated with Alumni Affairs office to assist with Bayside

Elementary’s “Read Across America” event.

Warren College’s Law and Society interdisciplinary minor program is partnering with California

Western School of Law in offering the A.I.M. for Law Program (Achieve, Inspire, Motivate).

This free, ten-week non-credit-bearing course, taught by CWSL faculty, was developed to

provide a diverse group of UCSD students with a strong understanding of what law school and a

career in law can afford them and how best to prepare for the road ahead. The program is in its

second year, and it works with the Black Resource Center and other campus groups to promote

the program to students across campus.

Warren College continues to host its signature High Table Dinners, which provides an

opportunity for 10 faculty and 20 students from across the disciplines to mingle, chat, and enjoy

fine dining in a loose version of the British high table tradition.

ELEANOR ROOSEVELT COLLEGE:

International Education: ERC is offering two international service programs in AY 2013-

14. The break Away Global Service (BAGS) is the embedded component of ERC’s Global

Service and Research two-course sequence. After taking the preparatory course on the

location’s culture and history and preparation for the service work, students travel with faculty

and staff to the location for service work over spring break, followed by an optional research

course in spring term. This year, ERC offers one program in Puerto Rico focused on

environmental projects and one in Istanbul focused on human rights for people with disabilities.

I-House Programs: Victoria Ojeda, who leads the UCSD Health Frontier in Tijuana, a student-

led free clinic, served as the I-House Faculty Fellow for winter quarter and was engaged in a

project to develop a mentoring program for students interested in international and global

health. Eleanor Roosevelt and Muir Colleges are collaborating further on promoting student

involvement with the Tijuana clinic.

Intercultural Communication Workshop: For five weeks during winter quarter, ERC

conducts an experiential and reflective workshop on learning about and being able to articulate

one’s own identity and its role in successfully communicating across cultures.

SIXTH COLLEGE:

With its focus on Experiential Learning through its Practicum Course, Sixth College held the

second Experiential Learning Conference: High Impact Practices, a signature event held on a

biannual basis that attracted hundreds of innovative educators nationally. This year, Sixth

College is also collaborating with the newly formed Arthur C. Clarke Center for Human

Imagination to launch a number of new Culture, Art, and Technology courses and co-

curricular events. An example of this collaboration is the “Are We Alone?” CAT 3 course, which

brings together an astrophysicist, a social scientist, and a literary critic to explore the theme of

“human exceptionalism.”

Sixth College is at the forefront of improving the online learning offerings of UCSD. A new

version of CAT 125 Public Rhetoric and Practical Communication course—offered jointly with

writing faculty at UC Irvine, UC Santa Barbara, and UC Davis—will focus on Digital Writing

and Rhetoric. It will also showcase cutting-edge research being done at the Qualcomm center as

part of the continuing collaboration with Calit2.

Some of the signature Student Affairs/Residential Life programs and events this year at Sixth

include: Winter Game Fest, Let It Flow, Lunar New Year, Semi-Formal, Kuncocshun, Chocolate

Festival, Sixth College Campout, and participation in the MLK parade in San Diego. Sixth

residential programs have been recognized by the National Residence Hall Honorary (NRHH) in

February.

REPORT OF THE EDUCATIONAL POLICY COMMITTEE

The Educational Policy Committee proposes to amend San Diego Senate Regulation 516. The proposed amendment was submitted to the Committee by a workgroup comprised of the Council of Provosts and the Registrar.

As currently worded, SR 516 requires student progress to be monitored on a quarterly basis. The proposed changes will allow annual monitoring of minimum progress. DARS, the Degree Audit Reporting System, is incapable of implementing quarterly monitoring and the workgroup’s analysis finds annual monitoring is sufficient to ensure that students maintain minimum progress toward the degree. The changes also affirm that units accrued during summer session count in the calculation towards minimum progress.

Report of the Health Sciences Research Grant Committee

The Health Sciences Research Grant Committee is currently composed of five appointed members with one serving as the Chair. At its February 26, 2014 meeting all members agreed that adding a sixth member would be beneficial. According to Bylaw 237 the committee is charged with reviewing requests for research funding from Health Sciences faculty. The committee meets once each academic quarter. The committee passes on two types of funding: $25,000 bridge funds for established investigators who have need of “bridge” monies given pending or submitted grants to help maintain their momentum. In addition, we consider requests for small seed grants (up to $10,000) for typically younger faculty who are seeking start-up funding for studies or seek to shift focus on established research. In each case, the proposals are constituted of applications which describe previous efforts, justification of purpose, and a short, but detailed description of the background, the proposed work to be accomplished and its analytic approach. Each proposal requires a thorough reading and review. On average we receive six (6) Bridge funding proposals and twenty-five (25) seed project proposals each quarter. Typically, the Chair assigns each application to a member of the committee to present the proposal at the quarterly meeting. In each case, the proposal is then discussed and ranked against the other proposals. This amount of activity requires that each member typically review a minimum of five to six proposals. This load can vary because: a) the need to assign the protocols according to expertise, b) unexpected absence of a committee member, and/or c0 because of perceived conflicts of interest. Based on this, we would respectfully request that Bylaw 237 concerning the Health Sciences Research Grant Committee be amended to permit the assignment of six (6) versus the current five (5) members.

237. Health Sciences Research Grant Committee

(A) This committee shall consist of six five ordinary members of the Division from the Health Sciences. (B) This committee shall have the following duties:

(1) It shall formulate policies regarding the awarding of funds allocated to this committee. (2) It shall allocate funds within its purview to applicant Division members for the support of research and for travel to attend scholarly meetings.
