Report on PSRB activity during 2015-16

SummaryThis is the first of two reports on PSRB activity provided to the committee annually and reports on engagements with PSRBs during 2015-16. The second PSRB report is a statistical overview of PSRB interactions as they relate to numbers of registered students and courses over a 3 year period, and will be produced for ASC in early 2017.

There were 14 PSRB accreditations in 15-16, covering 30 courses. Some of these are renewals of accreditation on an annual basis whilst others range from 2-6 year accreditation periods. There were also several modules (in the School of Humanities and the School of Health Sciences) which achieved successful accreditations with their PSRBs. There were 13 courses which achieved successful annual monitoring with their PSRBs. In addition, this report includes details on conclusions of accreditations during 2014-15 academic year, confirming the completion of conditions and action plans.

It should be noted that all undergraduate and PGCE provision in the School of Education that is ‘accredited’ by the NCTL and subject to Ofsted inspectors must demonstrate how the respective programme meets the DfE requirements and the Teachers Standards for the respective phase. For each phase the School produces an annual Self Evaluation Document that contains benchmarked analysis of performance and achievement. The SEDs are accompanied by improvement plans and these must be updated regularly annually. In addition to this, the Early Years ITT programme is required to submit a monthly recruitment report, using specific headings.

1. Architects Registration Board (ARB) (School of Art, Design and Media)

1.1 The PG Diploma in Management, Practice and Law (Part 3) was subject to successful ARB annual monitoring during the 2015-16 academic session. (Annual Monitoring is not required for BA Architecture and MArch).

1.2 Renewal of Prescription – BA Architecture & MArchIn September 2015 the School applied to ARB to renew prescription of qualification for the following courses:BA (Hons) Architecture - Part 1Masters of Architecture (MArch) - Part 2

Full course documentation was submitted to the ARB in November 2015 for this renewal of prescription. At it’s meeting on 13 May 2016, the Architecture Registration Board decided that the above qualifications awarded by the University of Brighton should continue to be prescribed until 30 September 2020 under section 4(1)(a) of the Architects Act 1997 for the purposes of entry onto the United Kingdom Register of Architects.

The renewal of prescription is subject to the standard conditions set out in Section 9.0 of the Board’s procedures, namely:

The University of Brighton’s BA (Hons) Architecture (full-time, 3 years) and Master of Architecture (MArch) (full-time, 2 years) qualifications should be prescribed for the period 1 October 2016 to 30 September 2020;

Prescription of the qualifications is by reference to the Programme Specifications, submitted with the application of 30 November 2016, for the BA (Hons) Architecture and Master of Architecture (MArch) qualifications. No change may be made to the title of any course or qualification or substantial change to the content so defined within that programme specification (allowing for normal course development) without first obtaining the written permission of the Board.

This approval was subject to a number of conditions, all which were confirmed as having been met in September 2016.

2. Association of International Accountants (Brighton Business School)The Association of International Accountants’ (AIA) Qualification Committee awarded exemptions from specified AIA professional examinations for the following courses:

3. British Association for Counselling and Psychotherapy (School of Applied Social Science)

The BACP reaccredited the Postgraduate Diploma Psychodynamic Psychotherapeutic Counselling in March 2016. Accreditation is for five years and is backdated from June 2015 to June 2020.

4. British Computer Society (School of Computing, Engineering and Mathematics)Following the BCS accreditation visit in May 2015, the School submitted an Action Plan response to queries relating to the following programmes:MSc Computer ScienceMSc Internet and Distributed SystemsMSc Digital Media ProductionMSc User Experience Design

In May 2016, the BCS visiting panel reviewed the action plan response and granted accreditation to: MSc Digital Media Production and MSc User Design Experience.

The MSc Computer Science and MSc Internet and Distributed Systems require further response before accreditation can be granted.

In September 2016, the BCS were notified by the School of the course title change from BA (Hons) Digital Media to BSc (Hons) Digital Media. The BCS granted amended accreditation for the BSc: for CITP for a period of one intake in 2015 in the full time, sandwich and part time modes, conditional on students completing the programme within a maximum of six years (this accreditation relates to that granted at the 2010 visit and the subsequent extension to the

2015 intake due to the KIS extension). And for 2016-20 intakes it has granted accreditation for CITP and CEng (partial fulfilment) for a period of five intakes (2016-2020) and is unconditional.

5. British Council (British Language Institute, School of Humanities)The British Council inspected and re-accredited the English Language Teaching offered by the British Language Institute at the University of Brighton on 21st-22nd October 2015. Re-accreditation will be due in 2019. The Accreditation Scheme assesses the standards of management, resources and premises, teaching, welfare and care of under 18s, and accredits organisations which meet the overall standard in each area inspected.

Strengths were noted in the areas of staff management, student administration, quality assurance, publicity, premises and facilities, learning resources, academic staff profile, course design, learner management, teaching, care of students, and leisure opportunities. The inspection report stated that the organisation met the standards of the Scheme.

The courses in academic and professional English for adults and for closed groups of adults as accredited by the British Council includes:Pre-sessional course (8 weeks, 12 weeks, 16 weeks);English for Academic Studies (EAS) (10 wk, 20 wk, 30 wk)

6. British Psychological Society (School of Applied Social Science)

The 2014-15 BPS Undergraduate Provision Resource Review had been approved subject to the submission of an action plan outlining how the requirements for a staff:student ratio of 1:20 would be maintained in line with any growth in student numbers. Following submission of the action, the BPS confirmed that the undergraduate Applied Psychology provision in SASS continues to meet the standards and remains accredited on an ongoing basis. 7. Chartered Institute of Building (School of Environment and Technology)

The Charted Institute of Building (CIOB) accreditation panel visited the University on the 19 th October 2015. The Panel toured the new teaching and learning spaces in the Cockcroft Building and looked at a range of course work and examination samples. The panel awarded a renewal of the University’s Accredited Centre Status and a further five year accreditation to the following courses:

One condition was set by the panel that the ‘Part B’ documentation, requested prior to the accreditation visit, was resubmitted with full module mapping for all programmes by the end of January 2016. A satisfactory response was confirmed by CIOB on 26th February 2016.

The CIOB commended the new resources and learning and teaching spaces, and staff rapport as a programme team evidencing knowledge of the programmes and the students.

8. Chartered Institute of Marketing (Brighton Business School)The Chartered Institute of Marketing (CIM) Awarding Body confirmed that the University of Brighton has a Graduate Gateway against the following degrees:BSc (Hons) MarketingBSc (Hons) Marketing Management

This provides students with exemptions on an APL basis from the CIM Level 4 Certificate and Level 6 Diploma in Professional Marketing (students are required to pass specified CIM units).

This agreement is reviewed and renewed annually. There were conditions set in relation to use of marketing copy and the GG logo on the University website.

9. Chartered Institute of Procurement & Supply (Brighton Business School)

Following periodic review of the MSc Logistics and Supply Chain Management, the Chartered Institute of Procurement and Supply (CIPS) awarded reaccreditation in February 2016, for the period 1st September 2015 - 31st August 2016. The accreditation statement is renewable annually and is subject to a review process which requires the University to provide details of any relevant changes to the programme, particularly as they relate to content, structure or standard.

In August 2016 the CIPS awarded reaccreditation of this course for a further year (1st September 2016 to 31st August 2017).

10. Chartered Society of Physiotherapy (School of Health Sciences)

Visitors from the Chartered Society of Physiotherapy attended the Periodic Review of the following courses on 15th June 2016, for the purposes of reaccreditation:MSc Physiotherapy; MSc Physiotherapy and Management; MSc Physiotherapy and Education

11. College of Podiatry (School of Health Sciences)

Visitors from the College of Podiatry reaccredited the following courses at the University Periodic Review on 15th June 2016, for five intakes from 2016/17:MSc PodiatryMSc Musculoskeletal PodiatryMSc Podiatry with DiabetesMSc Podiatry and EducationMSc Podiatry and Management

The College of Podiatry accreditation team commended the university for the creation of an innovative scheme which meets the needs of both students and employers alike.

12. Health and Care Professions Council (SASS and SHS)

12.1 A number of courses and modules were subject to Health and Care Professions Council (HCPC) annual monitoring during the 2015-16 academic session. The Education and Training Committee within the HCPC agreed that the following courses had provided sufficient evidence to demonstrate they meet the standards of education and training required by the body, and students who successfully complete the programmes continue to be eligible to apply for registration with the HCPC:

12.2 A major change was submitted to HCPC for the following courses: BSc Hons Social Work; MSc Social Work; PG Dip Approved Mental Health PracticeChange of Programme Leader for the above courses.

Following an assessment of the change, the Education and Training Committee agreed that there was sufficient evidence to demonstrate the programme continued to meet the HCPC Standards of Education and Training (SETs).

12.3 BSc Hons Paramedic PracticeFollowing a course change in 2014-15, the HCPC visited on 19-20 November 2015 to re-approve the BSc Hons Paramedic Practice. The Visitors recommended re-approval, which was confirmed by the HCPC’s Education and Training Committee on 23rd March 2016.

13. Institute of Mathematics and its Applications (IMA) (School of Computing, Engineering and Mathematics)

At the Undergraduate Mathematics periodic review in November 2015, the Institute of Mathematics and its Applications accredited the following programmes:BSc (Hons) Mathematics, BSc (Hons) Mathematics with BusinessBSc (Hons) Mathematics with EconomicsBSc (Hons) Mathematics with Finance

The IMA accreditation deems that the programmes meet the educational requirements of the Chartered Mathematician designation when followed by subsequent training and experience in employment to obtain equivalent competencies to those specified by the QAA for taught masters degrees. Accreditation has been granted for 6 years.

14. Institute of Mechanical Engineers (IMechE) (School of Computing, Engineering and Mathematics)

Following the IMechE accreditation visit which was carried out jointly with the Institution of Engineering and Technology (IET) in May 2015, the School submitted an action plan in response to the conditions and recommendations of the accrediting panel during 2015-16 academic year. On 17th March 2016, the IMechE sought further evidence to demonstrate the meeting of 4 conditions, in order to confirm ongoing accreditation of the programmes. A satisfactory response was submitted, and on 10th June 2016 the IMechE confirmed accreditation as follows:

15. Manipulation Association of Chartered Physiotherapists (School of Health Sciences)The MACP reaccredited the MSc Neuromusculoskeletal Physiotherapy at the Periodic Review on 15th June 2016.

16. National Council for the Training of Journalists (NCTJ) - SASM

The BA (Hons) Sports Journalism and BA (Hons) Journalism were subject to reaccreditation visits by the NCTJ in 2016.

The NCTJ visited the University on 12th May 2016 to reaccredit the BA (Hons) Sport Journalism. The NCTJ accreditation board (6th July 2016) agreed to award accreditation for 2 years (May 2016-May 2018).

The NCTJ visited the University on 28th January 2016 to reaccredit the BA (Hons) Journalism. The accreditation panel recommended accreditation of this course for one year, until January 2017.

17. Nursing and Midwifery Council (School of Health Sciences)

17.1 Monitoring ReviewThe NMC conducted a Monitoring Review visit on 13-14 January 2016, with a preliminary visit held in the week commencing 14th December 2015. Monitoring is the process by which the NMC is assured that approved programmes continue to be delivered in accordance with NMC standards and additional agreements made at approval. Monitoring visits seek to ensure that programmes continue to meet regulatory requirements through examination of systems to ensure that NMC Key Risks are controlled, that weaknesses are addressed in a timely manner and that quality assurance processes are effective in maintaining and enhancing programme delivery in both practice and theory. The areas of provision selected for monitoring review were:

Pre-registration Midwifery (BSc Hons Midwifery)Pre-registration Nursing – Mental Health (BSc Hons Nursing – Mental Health)Return to Practice (NA6117 Return to Practice Nursing)

On 14th May 2016, a follow up visit took place to assess the progress with the action plan arising from the NMC monitoring visit on 13-14 January 2016, with a final follow-up visit on 27th September 2016. The NMC lead reviewer confirmed that the action plan has been successfully implemented and the NMC requirements are now fully met.

The lead review commended the joint working that had taken place with Sussex Partnerships Foundation Trust to ensure that the mentor register is accurate, up to date and complete.

17.2 Course Validation and Periodic ReviewThe NMC approved the following programmes following joint University validation / NMC approval event at the University of Brighton on 11th May 2016, for a period of six years (re-approval will be due by 11th May 2022):

17.3 Programme ExtensionsThe NMC approved an extension to the period of approval for the Specialist Community Public Health Nursing and Specialist Practitioner programmes in the School of Health Sciences. Approval is extended for intakes of students up to 11th January 2018.

The NMC approved an extension to the period of approval for: Community Practitioner Nurse Prescribing V150 module, Independent and Supplementary Nurse Prescribing V300 modules (level 6 and 7) for intakes of students up to 31st January 2019.

The NMC approved an extension to the period of approval for the BSc (Hons) Midwifery course for intakes of students up to 31st August 2019.

17.4 Minor course changes approved by NMC

NMC minor programme modification approvals: for the MSc Community Specialist Practice to include Chronic disease and Frailty as an

optional module. This change was approved by SASC in July 2015 prior to NMC approval in September.

PG Cert Health and Social Care Education – assessment change in the mandatory module NA7119. This change was approved by SASC in July 2015 prior to NMC approval in September.

BSc Hons and MSc Specialist Community Public Health Nursing – to revert the prescribing module status to optional and add a further 10 credit module for students taking NC641. This change was approved by SASC in July 2015 prior to NMC approval in September.

BSc Hons Midwifery (3 year and 18 months) – reduction in number of learning outcomes for module MI405. This change was approved by SASC in June 2015 prior to NMC approval in September.

18. Royal Institute of British Architects (School of Art, Design and Media)

On 23rd March 2016, RIBA held a preliminary visit at the University to plan the revalidation of the BA (Hons) Architecture, MArch, PG Diploma in Management, Practice and Law (Part 3). The revalidation will take place on 3-4th November 2016.

19. Royal Town Planning Institute (School of Art, Design and Media)

At its annual meeting on 15th January 2016, the RTPI Partnership Board confirmed that the University of Brighton was an effective planning school, meeting all eight criteria. The University’s existing accredited course is the MSc Town Planning (combined accreditation for full and part-time modes).

Partnership Boards oversee the ongoing effectiveness of the planning school to deliver initial planning education, including the continued success of existing accredited qualifications and the accreditation of new courses put forward by the school in line with the RTPI’s Policy Statement on Initial Planning Education. Collaboration and support whilst maintaining an overview of standards, quality and scrutiny are the central features of this process. The partnership model allows for an open and constructive relationship which includes supporting an innovative, creative and flexible education provision.

The Partnership Board monitors the success of existing courses (using data such as pass rates, External Examiner reports, student work, co-accreditation and feedback) and consider any changes that may affect the programme (including staffing, accommodation, funding, resources etc). Amendments to existing courses must be agreed by the Partnership Board who must be satisfied that the course continues to meet the RTPI Learning Outcomes.

20. Creative Skillset (School of Art, Design and Media)

The following courses were accredited by Creative Skillset, following a successful accreditation visit in February 2016:

Accreditation was granted for a period of six years, up to April 2022, subject to annual monitoring

21. Royal Institution of Chartered Surveyors (RICS) (School of Environment and Technology)

In June 2016, the Partnership meeting between University of Brighton and RICS took place. The Partnership meets three times in a 5 year period, and the previous meeting had taken place in 2014. Actions for the University of Brighton course team included forwarding to RICS details of course changes (such as the transfer of MSc Town Planning to the School of Architecture and Design), and consideration of bringing additional courses into accreditation with RICS.

22. PSRB activity at Partner Colleges

British Association for Counselling and Psychotherapy (BACP) (Sussex Downs College)

Sussex Downs College received confirmation that re-accreditation of the FdSc in Person-Centred Counselling has been granted (the process of reaccreditation was undertaken in 2014-15 and referenced in the ASC PSRB report November 2015).
