2. MINIMUM NEED
The University of the District of Columbia - Office of Strategic Sourcing and Procurement on behalf of the Office of the Dean-Agricultural Experiment Station Program has an immediate need for a vendor to provide Market Research Services.
3. ESTIMATED REASONABLE PRICE
$60,000.00
4. FACTS WHICH JUSTIFY AW ARD FOR A SOLE SOURCE PROCUREMENT
a. According to DC Official Code Section§ 2-354.04; Title 8 D.C.M.R. Chapter 30 §3019 a contract may be awarded through noncompetitive negotiations when there is only one source for the required goods or services.
b. Qualtrics, LLC is the sole provider of the leading research and insights platform, offering the unique combination of technology and expertise. Qualtrics provides subject matter expertise to optimize each unique project with the best industry and research resources available. Their advanced website targets participants in the sample population to complete surveys. The vendor assist with survey definition, questions, response data, panel data, and graphic user information.

I have reviewed the above findings and certify that they are sufficient to justify the procurement of the services used under the cited statutory authority and recommend that the Chief Contracting Officer approve this proposed action.

Based on the above findings and in accordance with DC Official Code Section§ 2-354.04; Title 8 D.C.M.R. Chapter 30 §3019. I hereby determine that the above services described herein should be procured from Qualtrics, LLC. It is further determined that the cost to the University of the District of Columbia - Agricultural Experiment Station Program related to this purchase is in the best interest of the University, and the cost to the University is fair and reasonable.
