A BILL To enact section 4301.642 of the Revised Code to create an exception for Ohio college and university students to Ohio’s underage consumption law. BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF OHIO: Section 1. That section 4301.642 of the Revised Code be enacted to read as follows: 4301.642 Underage exception for Ohio College and University students (A) Any Ohio State recognized institution of higher learning, including but not limited to Colleges, Universities, Community Colleges, and trade schools, that provide student identification with a date of birth and anti-forging countermeasures approved by the Ohio Attorney General, may allow the consumption of alcohol on campus by licensed students that are less than 21 years of age and older than 16 years of age as determined by the governing body of the respective institution of higher learning. (B) Each Ohio institution of higher learning that allows underage students to consume alcohol shall issue an underage campus consumption license in accordance with ruled developed by the Ohio Attorney General. Annually, underage campus consumption licenses shall not be issued for a cost of less than times times Ohio’s hourly minimum wage or thirty times Eight dollars or whichever is greater. (C) Institutions of higher learning may license their authority to one off-campus private Ohio business, Ohio party district consortium, or Ohio Island consortium. (D) Off-campus sites licensed by Ohio institutions of higher learning to accept underage campus consumption licenses shall annually pay the Ohio Attorney General a fee equal to five dollars or the Ohio minimum hourly wage, whichever is greater, times the number of Ohio underage campus consumption licenses they have issued (E) The governing body of any Ohio institution of higher learning may, at anytime and for any reason suspend any student’s or students’ underage campus consumption license that the respective institution has issued without possible redress or grievance by said student or students.
