How: Each Site Administrator will receive a packet with an employee roster and Universal Precautions Fact Sheet and Asthma Management and Emergency Plan Information. The Administrator is responsible for ensuring that the following Occupational Safety and Health Administration (OSHA) requirements are met:

1) Each employee must read a copy of the Universal Precautions: School Employee

Information and Asthma in Schools information. We recommend that you place the information sheets and roster next to the staff sign-in book and/or circulate the information at a staff meeting.

2) Each employee must initial the roster indicating that they have read the Universal

Precautions: School Employee Information and Asthma in Schools information.

3) The initialed roster must be returned to Student, Family, and Community Support Department, School Health Programs no later than January 3, 2017. Please return it via school mail to:

• Resolution 116-14A3: In Support of Green Cleaning throughout the San Francisco Unified School District (SFUSD) was adopted on June 28, 2011 by the Board of Education, City and County of San Francisco.

• The resolution states that “. . . it is the policy of the San Francisco Board of Education that the San Francisco Unified School District will purchase only approved green cleaning products verified by the SF Department of Environment, for use in Early Education, Student Nutrition, Special Education, office, and classroom cleaning as soon as possible . . .” 1

What is the Green Cleaning Resolution?

• The Resolution prohibits unapproved cleaning products; therefore, products brought from home and donated products are not allowed.

• This Resolution is important for the following reasons: 1) Cleaning products, including some that falsely claim to be “green”, contain ingredients that have negative impacts on health such as asthma, cancer, reproductive toxicity, hormone disruption, neurotoxicity, and developmental disabilities.2

2) One in seven (14%) children in California suffers from asthma.3 _____________________________________________________________________________________________________________________________ ________________________________________

3) In California, 9% of all work-related asthma cases that have been identified are linked to cleaning products.4

5) Cleaning products affect air quality. Poor air quality affects learning.5

Why green cleaning?

• Only SFUSD-issued Oxivir® Tb, SaniDate®, and Alpha-HP® are allowed in SFUSD classrooms, schools and offices. See page 2 for product details.

• If your school has transitioned: 1) To order the disinfectant, Oxivir® Tb, and the cleaner, Alpha-HP®: IICo-located centers--> complete an EED Cleaning Supplies Order Form (available through Custodial Services) and submit the form to Custodial Services.

•IStand-alone centers--> open an account and place an order with Waxie Sanitary Supply. _____________________________________________________________________________________________________________________________ _________________________________________

2) To order the food contact surface sanitizer, SaniDate®, place an order with the central kitchen (Marilyn Randall).__________________________________________________________________

How do I get SFUSD approved products for my class- room or school?

Meeting California Child Care Regulations with SFUSD Approved Green Cleaners: California Community Care Licensing Division’s Title 22 Regulations

For outbreak situations, please refer to the San Francisco Department of Public Health, Communicable Disease Control and Prevention Section (415) 554-2830 http://www.sfcdcp.org/diseasereporting.html. Oxivir® Tb is registered with the USEPA as effective against norovirus, HIV, Hepatitis B, and Hepatitis C with a required dwell time (i.e., amount of time Oxivir® Tb must remain on a surfaces in order to be effective) of one minute; and tuberculosis (TB) with a required dwell time of five minutes.

Developed by the San Francisco Asthma Task Force, derived from CALIFORNIA-DSS-MANUAL-CCL, Title 22 Regulations.

• All SFUSD approved products contain the active ingredient hydrogen peroxide. Oxivir® Tb and SaniDate® are registered with the USEPA; and Alpha-HP® is Green Seal™ certified. Products should be used as specified below.

• NOTE: Children should be in another area when sanitizing/disinfecting occurs, and surfaces should be dry when children return to the area.

Universal Precautions School Employee Information

2016-2017 Universal Precautions are: * Best practices that help prevent contact with blood and other body fluids

* Protection against HIV/AIDS, Hepatitis B, Hepatitis C and other infectious diseases

* Procedures to protect students and staff from possible exposure to any infectious disease, while ensuring

confidentiality.

What should I do in the case of an exposure to blood or body fluids (e.g. needlestick, splash

to eyes, mouth or open wound, human bite or human scratch)?

1) Wear gloves; immediately clean/irrigate injury/wound with soap and plenty of water.

2) For mucous membranes (eyes and mouth), flush the exposed area immediately with large volumes of water.

3) Contact appropriate people for follow-up:

For Students:

Contact parents/guardian immediately.

Refer student to Health Care Provider.

File student injury report into the Health Log Student module in Synergy.

For needlestick injuries, follow Needlestick Injury protocol.

Principal notifies his/her supervisor.

For Staff :

Call the SFUSD Worker’s Compensation Nurse Help Line 415-241-6392 to report the injury

(8a-5p) the WC Nurse will advise staff regarding medical follow-up needed or

after 5p for immediate medical attention go to St. Francis E.R. @ 1199 Bush St., Suite 160.

For needlestick injuries, Follow Needlestick Injury Protocol.

Staff and Principal need to complete a Worker’s Compensation claim form (DWC-1)

and fax to SFUSD Worker’s Compensation Office FAX: 415-241-6330 TEL: 415-241-6308.

Medical Confidentiality

All medical information concerning students and co-workers must be held CONFIDENTIAL. Sharing

information about someone who has AIDS/HIV infection is prohibited by law and punishable by fine in

California.

FACTS ABOUT SOME INFECTIOUS DISEASES

Blood Borne Pathogens HIV/AIDS INFECTION: AIDS is caused by HIV (human immunodeficiency virus). HIV attacks the body's

immune system leaving it open to life-threatening infections and malignancies. The virus may also directly

attack the central nervous system. Persons infected with HIV often have no symptoms and may appear to be in

good health; however they remain infectious for life.

HEPATITIS B and HEPATITIS C: Hepatitis B and Hepatitis C are infections of the liver caused by a virus.

Less than 50% of people who become infected show symptoms of illness. The symptoms include fatigue, mild

fever, muscle/joint aches, nausea, vomiting, loss of appetite, and abdominal pain. In some patients, the urine

turns dark and the skin becomes yellow. Symptoms may begin to appear up to six months after exposure to the

virus. Ten percent of those infected with Hepatitis B become carriers and may develop chronic liver disease.

Most people infected with Hepatitis C become carriers and may develop chronic liver disease.

HIV, Hepatitis B and Hepatitis C can be spread in the following ways:

Direct contact of infected blood from cuts, broken skin or mucous membranes

Any sexual activity involving direct contact with semen, blood, or vaginal secretions of an infected person

Sharing intravenous (IV) needles and/or syringes with someone who is infected

There are treatments that can decrease the severity of these diseases and may prolong life.

Respiratory Pathogens TUBERCULOSIS (TB): Tuberculosis is a disease which usually affects the lungs but can affect other organs.

People infected with TB bacteria have a 10% chance of developing active TB sometime in their lives. People who

are infected, but do not have active TB are not infectious to others. TB is spread by close prolonged contact with

persons who have active TB. Symptoms of active TB are: cough, fever, weight loss, chest pain.

Children often have less severe or no symptoms. People most likely to get the infection are household contacts,

close friends, and fellow workers exposed to persons with active TB. Persons with HIV infection, foreign-born

persons from countries with high rates of TB, low income populations, alcoholics, intravenous drug users, and

persons living in highly populated living environments are at high risk for acquiring TB.

The spread of TB can be reduced by:

* covering mouth and nose when sneezing or coughing

* insuring adequate ventilation

* treating infected persons

* routine TB screening

PREVENTION

How can HIV, Hepatitis B, and Hepatitis C be prevented? There is no vaccine to prevent AIDS/HIV or Hepatitis C.

There is a safe and effective vaccine to combat Hepatitis B. Three doses of Hepatitis B vaccine are required for full

protection.

WEAR disposable single-use gloves whenever you will be:

* touching any body fluids, particularly blood

* examining the mouth or assisting with dental care

* coming in physical contact with anyone who has open cuts, lesions, etc.

Gloves should be standard components of first-aid supplies in schools and should be readily accessible for

emergencies and regular care.

Thorough hand-washing is the single most important factor in preventing the spread of infectious diseases.

WASH your hands with liquid soap and running water, lather well and wash vigorously for 15-20 seconds. WASH:

* before preparing food, before and after eating

* after using the restroom

* before and after administering first aid

* after contact with any body fluids (blood, saliva, vomit, feces, urine, semen, menstrual flow, wound

drainage, nasal discharge, etc.)

* after removing disposable gloves

USE care when disposing of trash soiled with blood and body fluids:

* Place soiled tissues, pads, gauze bandages, towels, etc., into a plastic bag and tie or seal the bag. Place it in a

second plastic bag and dispose.

* If needles, syringes, or lancets are used in the school setting, arrange for a puncture-proof container. Place

needles, syringes, or other sharp objects in special puncture-proof containers. Do not bend, break or recap

needles. Many pharmacies will provide puncture-proof containers free of charge.

USE disinfectants:

* Clean all areas soiled with blood and body fluids (table tops, toilets, sinks, desks, etc.) with soap and water

followed by a disinfectant approved by the Environmental Protection Agency.
