Dear Friends:

It is an honor to represent Maine in the United States Senate. I am grateful for the trust the people of our State have placed

in me and welcome this opportunity to share some key accomplishments from 2015.

Growing the economy by encouraging job creation was and remains my top priority. The tax-relief bill signed into law at

the close of last year contains three key provisions I authored to help foster job creation and provide small businesses with the

certainty they need to invest, grow, and, most important, hire new workers. Another provision I authored that became law last

year gives a boost to both Maine’s economy and traffic safety. This provision permanently changed the federal law that

previously had forced the heaviest trucks onto our country roads and downtown streets, rather than allowing them to use

Maine’s federal Interstates. In addition, I was glad to help secure another significant award for the University of Maine’s

deepwater offshore wind initiative, which has the potential to advance an emerging industry and create thousands of good jobs

in our state.

Maine’s historic contributions to our nation’s defense must continue. In 2015, I secured funding toward a much-needed

additional Navy destroyer, likely to be built at Bath Iron Works. Modernization projects at the Portsmouth Naval Shipyard that

I have long advocated for were also completed, as were projects for the Maine National Guard.

I was also deeply involved in crafting the new education reform law to better empower states and communities in setting

educational policy for their students. The law also extends a program I co-authored that provides additional assistance to rural

schools, which has greatly benefitted our state. A $250 tax deduction I authored in 2002 for teachers who spend their own

money on classroom supplies was also made permanent last year.

As a result of a scientific evaluation of the nutritional value of potatoes required by a law that I wrote, the wholesome

fresh potato finally was included in the federal WIC nutrition program. I also worked on other issues important to Maine’s

farmers and growers, including research on wild blueberries and pollinating bees.

As Chairman of the Housing Appropriations Subcommittee, I have made combating veterans’ homelessness a

priority. This year’s housing funding law includes $60 million for 8,000 new supportive housing vouchers for homeless

veterans. Since this program began in 2008, the number of homeless veterans nationwide has dropped by one third. Maine has

received nearly 200 vouchers to support homeless veterans.

Last year, I became Chairman of the Senate Aging Committee. My top three priorities for the committee are retirement

security, investing more in biomedical research, and fighting fraud and financial abuses targeting our nation’s seniors. I

advocated for the $2 billion increase in funding for the National Institutes of Health to advance research on such diseases as

diabetes and Alzheimer’s. The Senate also unanimously passed my bill to support family caregivers. The Aging Committee’s

toll-free hotline (1-855-303-9470) makes it easier for senior citizens to report suspected fraud and receive assistance and has

already received more than 1,000 calls.

A Maine value that always guides me is our unsurpassed work ethic. As 2015 ended, I cast my 6,072nd consecutive vote,

continuing my record of never missing a roll-call vote since my Senate service began in 1997.

Annual Report to the Town of Unity A Message from Senate President Michael Thibodeau

Dear Friends and Neighbors:

It is an honor to represent you in the Legislature and to serve as the Maine Senate President. I am grateful for the trust and

confidence you have placed in me. We are now in the Second Regular Session of the127th Legislature. We are scheduled

to adjourn in mid-April. The first session is the longer of the two and ended last June. During the first session, the

Legislature approved a two-year budget which is now in effect and took up about 1500 other pieces of proposed

legislation. The second session is typically reserved for emergency bills. This year we have about 300 of them in front of

us.

I am proud to say that one of them has already been signed into law. It is an emergency measure to address the escalating

drug crisis in Maine. Law enforcement and public health officials have reported a troubling spike in the number of heroin-

related overdoes and deaths in recent months. Shortly after the Legislature began work this year, we signed into law a

measure that will put 10 new drug agents on the streets and make funding available for drug treatment and prevention

efforts. The bill passed unanimously in the Maine Senate and House of Representatives and was quickly signed into law

by Governor Paul LePage. This is, by no means, the only steps the Legislature will be taking to combat illegal drugs in

Maine, but it is a promising start.

The economic reforms passed by a Republican-led Legislature continue to pay dividends. Maine’s unemployment rate is

down to 4 percent, statewide. The state reported a surplus of nearly $60 million at the end of the previous fiscal year, and

the quarterly economic reports since have been encouraging, as well.

But there are still enormous challenges ahead of us.

This past year, for example Maine has seen a number of paper mills either declare bankruptcy or close their doors

altogether, laying off hundreds of employees. The paper mill owners have identified electricity costs as one of the reasons

for their economic woes. I remain committed to lowering energy costs for both businesses and all Maine residents. I

believe that Maine can be a leader in paper and pulp production because we have abundant resources and the best-trained,

most qualified workers in the nation. But we must do everything in our power to make Maine more attractive to

businesses.

February 1, 2016 TO THE RESIDENTS OF RSU 3: During my first year as Superintendent of Schools, I have had the opportunity to speak with many students, parents, and community members from each of the 11 communities that comprise RSU 3. This district is very special and it enjoys an incredible level of support from all 11 communities. I want to take this time to thank you for your generous support, and I look forward to continuing my work with all of you. As was written about in prior years, much of our work in RSU 3 is focused on the continuation of our work on the RSU 3 strategic plan, which emphasizes full implementation of a proficiency-based system of education. Current eighth grade students will be the first students to earn a proficiency-based diploma from RSU 3 in June, 2020. Thanks to the work of many, the transition to proficiency-based grading for students has gone well, but we will continue to focus on improving our reporting and communication to parents. Overall, students appear to be more “in-charge” and engaged in their own learning, while parents have the opportunity to track their students’ progress through the use of our Empower software program. In order to best support student learning in our rural district, student access to technology continues to be an area of focus. In addition, RSU 3 has a robust afterschool program that enhances learning opportunities, with high numbers of students taking advantage of high quality programs like “The Game Loft” and “Hactivate.” In addition to our after school academic support programs, many of our students participate in various competitive athletic and music programs. All of our programs have seen great success over the course of the past year, including winning athletic sportsmanship awards, and receiving awards for achievement in music for both instrumental and vocal performances. Collectively, we have much to be proud of in RSU 3. However, there are still challenges to overcome and plenty of work to be done. I believe that if we all work together, we can overcome any obstacle and we can manage any task. Although there are many positive happenings in RSU 3, we still have challenges that will require collaboration and compromise to overcome. As was true in the past, I anticipate that funding for RSU 3 will continue to be a challenge. This past year’s budget (2015-2016) for RSU 3 totaled $19,974,000.00 which resulted in an increase of $385,300 in the local share. That increase was mainly due to an increased mill rate compared to the year before and an increase in local property valuations.

Unfortunately, for the coming year’s budget (2016-2017), I see these trends continuing. Property values in our towns are increasing at a rate of nearly double that of the State average. This, coupled with a slight decline in student enrollment and a state mandated local mill rate increase, will mean a decrease in state aid to the district. As was true last year, even if we are able to hold all of our local costs at the same rate as last year, local assessments will still increase. The RSU 3 Board of Directors is working to create a budget that mitigates all of these factors as much as possible to the local taxpayer. This may not ultimately be possible, however, due to complications of decreases in revenues (state and federal dollars) and increasing costs to operate such as salaries, health insurance, and other increasing demands placed upon our schools. That said, the RSU 3 Board of Directors will do its best to mitigate additional costs to our local taxpayers for this coming year, and to look to further control costs in years to follow. Please know that our administrative team, our school board, and our staff are all working together to minimize the potential impact of revenue shortfalls and to create the most frugal budget possible while still meeting our mission to ensure personal success for our students through personalized learning and to prepare our students to be successful citizens in the 21st Century workforce. In closing, I want to thank all of you in the communities of RSU 3 for your willingness to work collaboratively in order to address our financial challenges. I look forward to continued conversations as we work to build a district budget that allows us to move our school system forward. We all understand that we need to have a school system that is able to meet the needs of our children while balancing the needs of our taxpayers. Town Clerk's Report

Thank you to all the people in the town of unity made me feel very welcome in the town. I had the opportunity to work with Sue Lombard for several weeks before she retired and I sure am glad that I did. Sue left for 22 years of knowledge and experi-ence. Needless to say, she did her very best in bestowing all of the information to me in a short time together. I'm very grateful for all of the patience and understanding that the selectmen, the people who served on various committees, The townspeople and especially Arlene Miles have had with me during this learning curve. I'm looking forward to what this next year will bring. In the past year, there have been 22 births, seven marriages and 22 deaths. The following people will be missed:

Dear Unity Resident,

Unity Barn Raisers is thrilled to share highlights from a busy and successful 2015 and to celebrate our

20th anniversary in 2016!

This past year, UBR was proud to provide leadership to downtown revitalization efforts, such as

coordination of neckdown flowerbed planting and maintenance, orchestration of a Christmas tree lighting

and refurbishment of holiday decorations, and two litter clean-ups. In addition, we engaged the

Department of Transportation in a meaningful conversation regarding the deterioration of Main Street

sidewalks and slope. This initiative resulted in DOT clearing brush and replacing a damaged fence, as

well as, a Unity College geology class conducting an ongoing study of nearby erosion issues that impact

Town infrastructure.

We continued to offer programs and events that benefit Unity citizens and visitors to our community. Our

annual Day of Service fundraiser utilized over 150 volunteers to complete 19 service projects everywhere

from the firehouse to the old town office. A new Earth Day celebration focused on cleaning up trails and

downtown walkways and preparing Triplet Park for the growing season. Our staff led the 2nd annual Unity

Festival, which celebrated local businesses, highlighted partner organizations, and provided a free

recreational opportunity for families.

UBR maintained and enhanced our traditional programming, such as the annual Community Egg Hunt,

several StoryWalks at Triplet Park, Community Meals, and a family friendly New Year’s Eve potluck. Our

Community Center bustled with The Open Door (a monthly soup kitchen), Bridge Club, Tea and Game

time, knitting and sewing classes, cooking classes offered by the Food Pantry, accessible fitness classes,

and more!

In 2016, we’ll continue offer the above services while also exploring new programs to meet emerging

community needs. These include our volunteer clearinghouse work (which recruits and coordinates

volunteers for local organizations, including the Town) and a community gleaning project which supports

hunger relief efforts. In celebration of our 20th anniversary, we are planning improvements to our well-

utilized Community Center. These upgrades will help us provide residents with a more energy efficient

and structurally sound Community Center for many years to come.

Unity Barn Raisers staff and board send our sincere thanks to all who have supported our good work over

Unity Historical Society

2015 Annual Report

Since 1982 the Unity Historical Society has preserved the historical materials and artifacts of the

area and served as an informational resource for the local community and people around the world.

Hundreds of people have toured the house on Depot Street, utilized the library and received assistance

with genealogy searches. We would like to thank everyone who supports UHS and invite all of Unity’s

citizens to visit and participate in the community programming planned for this year.

During the past year students from various classes at Unity College visited and spoke with

Historical Society members and used the library for assistance with their research projects. People from

around the country, and the world, doing genealogic and other research contacted us by email after

visiting our website or finding us through the town website. An industrious group of members has

continued the work of inventorying our holdings and reorganizing our files to make them more user

friendly. A full-scale recording of the genealogy files from James Vickery and numerous area families

continues. Interesting speakers presented information at our monthly meetings on a variety of topics,

enabling members and friends to learn more about history in general and specific information about our

area. Presentations by Martha Dempski about the Women’s initiative, Joey Kelly and Chevy, the Safety

Dog about the Belfast and Moosehead Lake Railroad, John Ford and Mark Nickerson about their

adventures in law enforcement, and Sara Trunzo about Veggies for All informed and entertained

members and guests at the monthly meetings.

The Unity Historical Society participated in community events such as the Unity Festival in July,

the CommUnity Block Party in August, as well as the Volunteer Day of Service with students from Unity

College in October.

Work continues on upkeep projects for the building and donations would be greatly appreciated

in order to help preserve the Historical Society building and keep it more sustainable.

Unity Historical Society continues to stimulate interest in the collection and preservation of

historic materials related to the town of Unity as well as Maine and the rest of the world. We look forward

to continuing these projects and invite you to join us at 7:00 p.m. on the 4th Tuesday each month from

April to October at our monthly meeting.

If you are interested in becoming a member, dues are $10 per person (April to October) or $250

for a life membership. Books, bumper stickers, and other gifts are available through the Society.

Donations for any of our projects are greatly appreciated and tax deductible. For more information about

Unity and submit a complete application on or before May 1 of the year of his/her

high school graduation (GED or traditional). Additional information and applications

may be obtained at the Unity Town Office or the guidance office at Mount View High

School.

Art. 34. To see if the Town will vote to charge interest at the rate of 7% per annum on all 2016 taxes which remain unpaid on December 1, 2016.

Art. 35. To see if the Town will vote to authorize the tax collector or treasurer to accept prepayment of

taxes not yet committed, pursuant to 36 M.R.S.A. § 506. Art. 36. To see if the Town will vote to allow a 2% discount on all taxes if paid in full within 30 days after

the tax bills are mailed. Art. 37. To see if the Town will vote to authorize the Selectmen on behalf of the Town, to sell or

otherwise dispose of, real estate acquired by the Town, for nonpayment of taxes thereon, to be advertised for sale by sealed bid; the Selectmen shall have the authority to accept or reject any or all bids, and to execute a Quit Claim Deed for such property.

Art. 38. To see if the Town will vote to authorize the municipal officers to use up to $5,000.00 from

undesignated funds (surplus) as they deem advisable to meet unanticipated expenses and emergencies that occur during the current fiscal year, 2016.

Art. 39. To see if the Town will authorize the Municipal Officers to spend an amount not to exceed 1/6 of

the budget amount in each category of the annual budget during the period from February 1, 2017 to March 25, 2017.

Art. 40. To see if the Town of will vote:

(i) to authorize the Town to continue as a member of the Municipal Review Committee, Inc. ("MRC"), organized as a Maine nonprofit corporation and acting as a regional association pursuant to Title 13-B and Title 38 of the Maine Revised Statutes, as amended (and specifically Section 1304-B(5-A) of Title 38) for the purposes of managing and facilitating solid waste disposal; (ii) to adopt, ratify and confirm the Restated Articles of Incorporation and the Restated Bylaws of the MRC in substantially the form on file with the Town Clerk at the Town Office; (iii) to authorize the Town to execute and deliver a Municipal Joinder Agreement with the MRC in substantially the form on file with the Town Clerk at the Town Office (the "Municipal Joinder Agreement") pursuant to which the Town will become a Joining Member of the MRC (as defined therein) and deliver its municipal solid waste for disposal to a waste management facility being developed by Fiberight, LLC and/or its affiliates (collectively, "Fiberight") in Hampden, Maine, or other waste disposal facility; (iv) to authorize the MRC to take certain actions on behalf of the Town as set forth in the Municipal Joinder Agreement; and (v) to authorize a majority of the Selectmen or their duly authorized designee or designees as a representative of the Town to execute and deliver the Municipal Joinder Agreement on behalf of the Town and to execute and deliver on behalf of the Town in conjunction therewith such other documents and to take such further actions as they may deem necessary or appropriate in order to effect the transactions contemplated by the Municipal Joinder Agreement. {EP -02016984 -v5} (The Municipal Joinder Agreement; Draft Restated Articles and Amended and restated MRC Bylaws are available at the Town Office).

Art. 41. To see if the Town will authorize the Municipal Officer’s to borrow through a bank loan up to

$1,500,000.00 for the purpose of road repair and reconstruction.
