As Charlie Brown once said, “It’s not what’s under the Christmas tree that matters, it’s who’s around it.” There are a number of changes and updates coming from District and National. One is that NOAA will be sun-setting the traditional nautical raster charts. NOAA will not longer update paper or electronic raster charts by 2025 or sooner. They will be working toward a full transition to vector charts by the end of 2025. Vectors charts are drawn by computer algorithms and contain many layers. Zooming in to lower levels increases detail, zooming out removed detail. More information to come as we learn more. Times are changing. I found out today that there is a delay in the start of DanBoater. Here is a copy & paste for you from District 22: “Why the delay? We found a couple of inconsistencies between our two organizations. DAN Boater is paperless thus all communications require a valid email address. Additionally, a full Date of Birth (DOB) is needed for the insurance coverage (only those 18 years and older are covered). Our organization is therefore in the process of completing the gaps in information of more than 3,000 members. We don’t want anyone to miss out of this fabulous new benefit and partnership! America's Boating Club member benefits are about to become a whole lot more valuable! Keep a lookout for a formal announcement of details in the very near future.” So, if you do not have an email, please forward an email we can submit into our DB2000 system. I am also missing a lot of birthdays from the system. I will bring my laptop to the next few meetings so you can type in your own birthday into the secure system and we don’t have to do it by email. Attention Boaters who love to play golf! The National Conference will be held at SAWGRASS, Ponte Vedra, Florida this year. It will be held in February 2020. For more information, registration, etc., please see the United States Power Squadron website for more information and deadlines. USPS will be confirming the FIRST female National Commander. This is a big deal. Many of you remember when women were not even allowed to join the squadron and could only be in Helpmates. Times have changed. More exciting news is that our new Commander will be from our very own District 22. Congratulations to Mary Paige Abbott. Please have a joyous holiday season and a happy & healthy New Year. Dear Members, On behalf of the entire AMISPS Bridge, we wish everyone a very Happy Holiday Season. This month, we join together for our annual Holiday Party and toy drive. We enjoy each other’s company and celebrate the beginning of the season together. Then we move on to gather with family and friends to celebrate the day and mark the season. May you all find something to celebrate and may it bring you comforting remembrances. In last month’s Bearing you may have seen the “Getting Your Bearing” feature with myself, Joanne, Sandy and Jay on a tall ship in the Grenadines and dressed like pirates. Well, I’ve been asked to tell more about that trip. The ship we sailed on was The Vela, of Island Windjammers. She’s 156’ long, 30’ beam, 14’ draft, built in 1988. There is a crew of 10 and a passenger capacity of 26. We were on their annual pirate themed cruise and there were only 19 passengers aboard. We sailed out of St. George, Grenada and, per Island Windjammers’ recommendation, we stayed the night before at the Allamanda Beach Resort at Grand Anse Beach and hired a driver for a tour. Unfortunately we didn’t get to see any of the interior of the island because it was getting dark, but what we did see of the coast and the town of St. George was worth the time. By the way, the Grenadians are still very appreciative for the action that the US took against the communist insurgents back in 1983. Anyway, we sailed out of Grenada and the first stop was Tyrrell Bay on Carriacou were we had a BBQ on the beach. The second day we were at Chatham Bay on Union Island were we swam off the ship and explored the beach. The third day we stopped at Port Elizabeth, Bequia. We did a special tour of the island, seeing the small fort, the turtle rescue station, a wooden ship carving shop (museum quality) and a stunning coast line. The fourth day we were in the Tobago Cays, stunning, where we had lunch on the beach and did a lot of snorkeling. That was also the night of the biggest ‘pirate’ festivities and we danced the night away, along with consuming suitable quantities of rum! The fifth day found us in Mayreau where we again spent time in the water snorkeling. The sixth day we stopped at Carriacou, again, but anchored near a small, beautiful off-shore island called Sandy Island. This day also included a stroll around the town of Hillsborough and afternoon drinks at a tiny, tiny island called Happy Island. The bar IS the island and the island IS the bar. The last night found us back at St. George, Grenada. There we stayed overnight on the ship before tendering ashore in the morning. Here’s my take-away. The direct flights to Grenada are out of Miami. Since the return flight arrives late, there are no flights back to Tampa or Sarasota until the next morning. What we did was drive to Miami and do a “Park & Stay” at the Holiday Inn near the airport. You leave you car there while you’re gone, plus they have a free shuttle to the airport and then they pick you up and bring you back to your car. This cost about $10 more than just parking you car at the airport. One note of caution, the people at the airport in Grenada are unfriendly and inefficient. The Allamanda is ok for the quick one night stopover. This gave me time to buy some local rum for the cruise, because Island Windjammers actually lets you bring your own liquor aboard! HO-HO-HO and a very Merry Christmas and Happy New Year to you. Hard to believe the old year will soon be gone and 2020 will be upon us. I vividly remember 20 years ago when some people panicked because the calendar was changing to the year 2000! But here we all are. For a Christmas present Jan and I purchased a new/used boat. One of the things on our bucket list was to be able to comfortable do some overnighting trips. We ended up finding a nice Glastron 249 with a small galley, a head, and air conditioning. The boat fits our needs very well. We squeezed the boat on our lift, we will need to adjust it, and started looking thru the various compart- ments. In one locker I found some old flares in a bag and took them out. The bag was covered with an orange powder. I set the bag on the carpeting and proceeded to clean the hatch. What a disaster! Nothing, absolutely nothing would remove the orange stain, which by this time was on our hands and feet and all over the boat. A quick trip to West Marine who made a call to the manufacturer confirmed I was in trouble. The best solution, per the manufacturer, was Off insect repellent. My bottom line is that our boat is clean and we will not have a mosquito problem! Safe boating to all and to all a good night,

Continued... The ship is beautiful and the staff a lot of fun. The food good but not outstanding. Beer, wine, tea, coffee and water are available 24/7. Rum punch or ‘Velacoolatas’ were served with snacks every day around 4. The cabins are what you’d expect on a sailing ship, small. But this is the third windjammer cruise we’ve done and we’ve been in larger (a nice suite) and smaller (basically a closet). If you look into any of these, be prepared to see a shorter cruise with a bigger price tag. These ship take a day to provision so they’re only 6 nights, not 7, and they have no economy of scale, so you’ll pay more per person per day and get less: no pool, no shows, no casino, etc. However, as much as Joanne and I cruise on ‘regular’ cruise ships, these make a refreshing change. It’s totally different. Also, be prepared to get your feet wet. The ship was never at a dock. To board her the crew took the passengers in one tender and the luggage in another. Only twice when we tendered ashore did we land at a dock, all of the other times we just landed on the beach and went over the side into knee deep water. So you really have to pack light. There’s no dressing up, except for this cruise, as pirates. Usually you walked on deck barefoot. It’s shorts, T’s and bathing suits all the way. And I was asked, “How much to they actually sail?” Well, most of the time the sails were up but they also ran the engines. This kept them on time but at least twice we were only under sail. And the Grenadines are more like the South Pacific islands than any place we’ve seen in the Caribbean. Mayreau, in fact, resembled a miniature Bora Bora. Continued... NOAA will no longer update paper or electronic raster charts by 2025 or sooner. The decision has been made to sunset – that is, gradually and completely end – production of the traditional NOAA paper nautical raster charts and related raster products (ChartBooks, etc.) by January 2025. The full transition to vector charts will start in mid to late 2020 and be completed by January 2025. Chart Types Raster Nautical Charts (RNCs) are simply a digital version (photo copy) of the paper chart which is drawn by NOAA cartographers. You cannot increase or remove detail. Vector Charts are drawn by computer algorithms and contain many layers. Zooming in to lower levels increases detail, zooming out removes detail (clutter). ENC – Electronic Nautical Charts are digital versions of vector charts used by computer chart plotters and multi-function displays. Sunset why? On commercial ships, raster digital charts are only allowed when ENCs are not available. The vector charts allow metrification. Raster charts have problems with cell sizes, edges, and scales when joining (stitching) to other raster charts. Vector charts simplify these problems. It should make life easier for the algorithms that are constantly assembling the vector data for electronic chart display. The international marine community started lobbying for a sensible metric standard nearly a century ago. As vector-based electronic charts have improved and become the primary charts for large vessels, it is becoming quite hard to justify the resources required to keep two chart formats up to date. And the re-scheming is largely about organizing ENCs as if the cartographers had started fresh instead of copying the raster size/scale organization that was based on fixed paper size/scale printing. It’s another significant reason for the raster sunset. What next? I’m trying hard to reach the last stage of grief: acceptance and hope. And I think it’s just plain good sense to accept the fact that this is going to happen. If you might print your own charts (for free) one day, try the Custom Chart Prototype. It also seems like a very good time to get familiar with NOAA’s (free) ENC charts (if you aren’t already). There are numerous apps, charting programs, and some MFDs that display them, And finally, the raster sunset does not mean the loss of any NOAA cartographers. They are going to be busy re-scheming ENCs.

This sign was posted in our resort room in Grenada. I found it weirdly funny. Maybe you will, too. Either way, you certainly know you’re not in the states! In case you find it too hard to read the smaller print, it says: In case of fire 1. Dial “0” to inform the front desk 2. Leave your room immediately 3. Go to the nearest fire extinguisher (marked F in the floor

plan) and begin to extinguish the fire. The hotel staff will be on site immediately to assist you

4. In case of extensive fire, please ASSEMBLE in the Tennis Court at the front of the resort (marked “T” in the floor plan)

Since we’re boaters, we have all had instruction in the use of a fire extinguisher. But what about the average person? And just imagine what a U.S. liability lawyer could do with this! (“We don’t get paid unless you do. Operators are standing by...”) Besides that, this doesn’t give me a warm feeling about the fire department in Grenada. Why do they give you their number but don’t tell you to call them? Do they charge? And finally, why is the word ‘assemble’ in caps but ‘Leave your room immediately’ is not? Isn’t that more important?

Hosting a C&R is easy. You will be the contact person for everyone who wishes to attend and you’ll keep a count of how many people and boats will be coming to it. The day before the C&R, you call the restaurant and give them these numbers and reserve the tables, if they take reservations. From past experience, tell them to be sure to pass it on the the weekend staff! You’ll need to arrive at the restaurant before the 11:30 start time and reconfirm with the manager or host/hostess on duty. You should also greet the members as they arrive and point them in the direction of where we’ll be seated. You will assist Barb Kotlarek in handing out the raffle tickets for coming by boat and for just showing up. You will also help with the 50/50 raffle ticket sales. The squadron’s 50% goes to Gary Razze (treasurer) or another officer, if he’s not there. Barb has all of the tickets and the gift cards. If she isn’t there, another officer will bring them for you. This is all that is required, and of course, there will always be members/officers there to help you with anything you might need. Give it a try - you’ll likely has some fun wth it!

Want to be a Vessel Safety Check Examiner? It only takes a few hours of your time. Once you pass the exam, all you have to do is 5 vessel safety checks along-side one of our present examiners. Janet will process your paperwork for the certification. Once certified, you must accomplish at least 5 VSC per year to keep your certification. If you want to be certified this autumn, please let me the know date you will be returning from the north or any dates you will be away.

Attention all Presently Certified VSC Examiners! ALL VSC paperwork must be processed by the examiner for each inspection using the USPS website by the end of November to get credit for the year. Our squadron has been doing very well and we are in contention for an USPS award – so let’s get a few more into the system (including kayaks & paddle boards) by the end of November! If you do not know how to process your VSC paperwork, contact Janet or a veteran examiner to talk you through it.
