4. Objectives. The principal objectives of this manual are to:

a. Provide a comprehensive, clearly defined organizational structure and chain of command.

b. Set forth responsibilities, authority, and organizational relationships of key personnel.

c. Assign responsibilities and prescribe procedures to coordinate and direct personnel in general evolutions and emergencies.

d. Set forth primary regulations governing individual standards of conduct.

5. Action. This organization and regulations manual is effective immediately and applies to all personnel. Proposed changes, additions or deletions to this instruction will be submitted in writing, as they occur, to the Commanding Officer/Leader.

CHAPTER 1

UNITED STATES NAVY BAND ORGANIZATION

SECTION I - COMMAND RELATIONSHIPS, POLICY, MISSION AND TASKS

1101. Status and Command Relationships. Per reference (c), the United States Navy Band (USNB), is a shore command in an active operating status under a Commanding Officer/Leader (CO/L). As detailed in enclosure (1), it is under the command of the Chief of Naval Operations. Operational control, assigned by Chief of Naval Operations, is exercised through the Chief of Information (CHINFO). Navy Band is subject to the area coordination authority of the Commandant, Naval District Washington, D.C. (NDW).

1102. Title. Navy Band was established officially on 4 March 1925 by an Act of Congress, Public Law 611 (Title 10, USC, 6221).

1103. Policies. All policies established by the CO/L, USNB, shall stem from: (1) the laws of the United States; (2) Navy policies, plans, regulations, instructions, and directives; (3) orders as applicable from the Commandant, Naval District Washington (NDW); (4) orders from higher authority. Within this framework, the CO/L, USNB, will issue or implement policy matters by the most suitable means.

1104. Mission. To provide musical support to the President of the United States, the Department of the Navy, and other senior military and government officials. Through ceremonies, national tours, public concerts, and recordings, the United States Navy Band inspires patriotism, elevates esprit de corps, enhances Navy awareness and public relations, supports recruiting and retention efforts, preserves our nation's musical heritage, and projects a positive Navy image at home and abroad.

1105. Tasks in Support of Assigned Mission

a. Represent the Department of the Navy in a musical capacity by stimulating retention and recruiting, promoting community relations and enhancing the prestige of the naval service. Emphasis will be given to promoting Navy objectives and enhancing the pride, professionalism, traditions and image of the Navy and the United States.

b. To accomplish the mission, the command will maintain a professional military musical organization to include:

(1) A military ceremonial band

(2) A concert band

(3) A mixed chorus

(4) Jazz music ensemble

(5) Country/western and bluegrass ensemble

(6) Contemporary/popular entertainment ensemble

(7) Other units as required

c. Provide music and technical services as directed by proper authority in the following areas:

(1) Arlington National Cemetery and other funeral support, military ceremonies, ceremonies incident to patriotic occasions, and official affairs attended by Government and/or Department of the Navy officers in their official capacities.

(2) Concert tours in the United States, in support of Navy recruiting efforts.

(3) Public concerts in the Washington, D.C. area, and public events outside the Washington, DC area of national or international significance.

(4) Fund drives for recognized Armed Forces relief agencies and consolidated programs recognized by the Federal Services Fund Raising Program.

(5) Athletic contests in which one or more Armed Forces teams are participating.

(6) Radio and television broadcasts.

(7) Special events and musical programs in support of Navy recruiting and retention efforts.

(8) Navy produced recordings, recruiting films and recordings, motion pictures, training films, and other services in support of Navy recruiting, morale and retention.

(9) Band and vocal arrangements, musical technical information, and music publicity information and materials.

(10) Official social activities conducted for active duty military personnel and their guests.

SECTION II - COMMAND ORGANIZATION

1201. Organization

a. Navy Band is organized into two departments and a support staff. The departments are: (1) Concert/Ceremonial Band, and (2) Specialty Groups. Support staff offices support operational performing units. In addition, special and collateral duty assistants are assigned as needed.

b. The duties and responsibilities of each role are described in the respective sections of this manual.

c. The departments and staff are organized to carry out their assigned mission with efficient use of personnel, time and materials. Each is capable of rapid expansion in order to complete additional tasks, or forming subgroups as required.

SECTION III – COMMAND

1301. Commanding Officer/Leader (CO/L)

a. United States Navy Band (USNB) is a command of the Chief of Naval Operations with the Chief of Information exercising operational control. Per reference (d), the officer in charge of USNB is designated Commanding Officer/Leader (CO/L), United States Navy Band.

b. As set forth in U.S. Navy Regulations, the CO/L is charged with absolute responsibility for the command’s safety, well-being, and efficiency, except when and to the extent he/she may be relieved wherefrom by competent authority. The basic function, duties, responsibilities, and authority of the CO/L are established by Navy Regulations, general orders, customs, traditions, and directives from higher authority. The authority of the CO/L is commensurate with his/her responsibility, subject

to limitations prescribed by law and Navy Regulations. The CO/L is the principal musical director.

1302. Executive Officer/Assistant Leader (XO/AL). The Executive Officer/Assistant Leader (XO/AL) is the executive for, and the principal assistant to, the CO/L. Responsibilities include the command's organization, administration, training, readiness, and operation. These duties are to be performed by observing the policies, plans and intentions of the CO/L. The XO/AL:

a. Assists the CO/L with matters relating to musical direction.

b. Keeps the CO/L informed of and advises on matters affecting the command.

c. Directs and coordinates USNB activities, and is responsible for its efficient functioning.

d. Supervises preparation, issuance, and execution of plans, directives and orders, ensuring that this is done in conformity with the policies and intentions of the CO/L; reviews correspondence for signature.

e. Signs correspondence or releases messages which, by policy, propriety or degree of importance, do not require the CO/L's signature.

f. Directs the investigation of alleged violations of the Uniform Code of Military Justice, Navy Regulations, USNB policies, and other military and civil laws; conducts pre-mast screening.

g. Assigns enlisted personnel as appropriate to include collateral duty; regulates leave and liberty; exercises general supervision of watch bills.

h. Maintains a program of economy and conservation; promotes cost effectiveness.

i. Performs other duties as directed.

1303. Command Master Chief (CMC). The Command Master Chief (CMC) serves as the top enlisted manager; supervises and coordinates activities which affect enlisted personnel; and

assists in maintaining the highest standards of conduct, morale, and appearance. The CMC:

a. Assists the CO/L in matters pertaining to welfare, health, job satisfaction, morale, utilization and training of enlisted personnel while keeping the XO/AL informed, in order to promote traditional standards of good order and discipline.

b. Advises CO/L on formulation and implementation of changes in policy pertaining to enlisted personnel.

c. Serves as liaison between the officer and enlisted communities for disseminating information.

d. Attends meetings at which enlisted personnel matters are discussed to keep apprised of current issues and provide representative enlisted input.

e. Participates in ceremonies honoring command members including all reenlistment, retirement and award ceremonies.

f. Performs additional duties including the following:

(1) Chairs Career Development Boards, Awards Board, Sailor/Chief of the Quarter/Year program, CPO transition season activities.

(2) Monitors Command retention team, sponsor program, and orientation/indoctrination.

(3) Coordinates CPO indoctrination courses, Captain's Call and/or All Hands musters.

(4) Acts as liaison for Family Advocacy Program, OMBUDSMAN, and Fleet and Family Support Center.

(5) Observes USNB audition boards.

g. Maintains liaison with MCPON, BUPERS and NDW Command Master Chiefs on matters pertaining to special boards, uniform changes, and personnel or military affairs.

h. Reviews, updates and/or originates USNB instructions pertaining to area of responsibility.

i. Reviews all enlisted evaluations/FITREPS.

j. Performs other duties as directed.

1304. Department Heads (DH). A Department Head will be the officer detailed as such by competent authority, in keeping with the guidelines established in reference (a), section 310. He/she is the CO/L's representative in matters pertaining to the department, and may confer with the CO/L concerning department matters whenever necessary. The Department Head will report to the CO/L for departmental and command operational readiness, keeping the XO/AL informed, and to the XO/AL for administrative matters. Department Heads:

a. Are responsible for department effectiveness.

b. Provide administrative oversight within the department.

c. Cooperate with other staff offices and special assistants to ensure full command coordination.

d. Advise Department Chief in Charge regarding any morale or discipline matters in the department, keeping the CO/L and XO/AL informed.

e. Perform other duties as directed.

1305. Department/Support Staff Chiefs in Charge (CIC). A senior enlisted member of each department will be assigned as Department Chief in Charge (CIC). He/she is the Department Head’s representative in matters pertaining to the department and may confer with the applicable Department Head whenever necessary. The Department CIC also serves to assist the CMC with matters relating to enlisted personnel morale. In the absence of the Department Head, the CIC may be delegated Department Head duties as the situation dictates. Additionally, a senior enlisted member of the support staff will be assigned as Staff CIC and will serve the same functions as a Department CIC. A CIC may be assigned additional departmental duties as necessary.

1306. Officer Collateral duties.

a. Staff Department Head (XO Collateral Duty). A Staff Department Head is designated as the officer collaterally detailed as such by competent authority, in keeping with the guidelines established in reference (b), and those instituted by

the CO/L and Navy policies and directives. He/she is the CO/L's representative in matters pertaining to the staff office, and may confer with the CO/L concerning office matters whenever necessary. The Staff Department Head will report to the CO/L for the operational readiness of the office. The Staff Department Head will be responsible for office effectiveness, supervise personnel within the office, cooperate with the departments, other staff offices, and special assistants to ensure full command coordination, advise Department Chiefs in Charge and subordinate office managers, as applicable, regarding any morale or discipline matters within their realm of responsibility, keeping the CO/L informed, and perform other duties as directed.

b. Supply Officer (Third Officer Collateral Duty). Responsible for procuring, receiving, storing, issuing, shipping, transferring, selling, accounting for, and maintaining all stores and equipment for the command except as otherwise prescribed by regulation. The Supply Officer reports to the XO/AL for the Supply Office's routine administration and to the CO/L on matters adversely affecting the command's operational readiness, keeping the XO/AL informed. The Supply Officer:

(1) Procures musical instruments, supplies and consumable items for performing units; obtains equipment and supplies for administrative support; funds travel and host-tenant costs.

(2) Prepares budget requests and coordinates correspondence related to fiscal matters.

(3) Supervises preparation, submission, and liquidation of all temporary additional duty travel orders and claims.

(4) Administers USNB's credit card programs.

(5) Reviews, updates and/or originates USNB instructions pertaining to area of responsibility.

c. Administrative Officer (Fourth Officer Collateral Duty). Responsible for the organization, administration, training, readiness, and operation of all components of the Administrative Office. The Administrative Officer reports to the XO/AL for the office's routine administration, and to the CO/L on matters

adversely affecting the command's operational readiness, keeping the XO/AL informed. The Administrative Officer:

(1) Supervises all administrative personnel matters ensuring compliance with Navy directives pertaining to these subjects.

(2) Coordinates the evaluation writing process for the entire command.

d. Security Manager (Fourth Officer Collateral Duty). In addition to the duties prescribed for a Special Assistant, the Security Manager assists the CO/L in maintaining adequate physical security per reference (a), sections 305.21, 303.17, and 303.3, in order to prevent damage to or theft of government property. He/she will report to the CO/L via the XO/AL. The Security Manager:

(1) Determines adequacy of command physical security and provides the CO/L with recommendations for improvement.

(2) Prepares a Command Physical Security Plan, per reference (a), section 303.17b.

(3) Reviews, updates and/or originates USNB instructions pertaining to area of responsibility.

e. Legal Officer (Third Officer Collateral Duty). Duties of the Legal Officer are to advise the Commanding Officer, Executive Officer, and others in leadership positions about legal matters relating to discipline, investigations, and legal administrative matters involving command personnel. Additionally, the legal officer will act as the command’s liaison with the Washington Navy Yard legal services office in matters pertaining to Navy Band personnel. As necessary, the legal officer will oversee non-judicial punishment and update the unit punishment log.

f. Safety Officer (Third Officer Collateral Duty). Responsible for coordinating the implementation of a comprehensive safety program based on objectives established by the Commanding Officer, promoting maximum cooperation in safety matters at all levels, ensuring wide distribution of safety information, monitoring the submission of required safety reports to ensure accuracy and timeliness, and maintaining

appropriate safety records and statistics. The Safety Officer reports to the Commanding officer for matters regarding safety and to the Executive Officer for matters relating to the administration of programs and the correction of deficiencies. Additionally the Safety Officer:

(1) Ensures the safety program is in compliance with OPNAVINST 5100.23G (Navy Safety and Occupational Health (SOH) Program Manual)

(2) Oversees incident/mishap investigations as appropriate.

(3) Ensures timely and accurate submission of all required mishap reports.

(4) Maintains, as appropriate, and analyze safety records (inspection/survey reports, injury reports, mishap statistics)

(5) Participates in or appoint a trained safety supervisor to participate in zone inspections.

(6) Ensures timely and wide dissemination of safety information.

(7) Oversees the scheduling/coordination of safety training.

(8) Evaluates the commands safety program for effectiveness and compliance.

g. Privacy Assurance Officer (Fourth Officer Collateral Duty). The PA Officer will serve as the principal point of contact on PA matters, per reference (i). The PA Officer will:

(1) Provide overview training to activity/command personnel on the provisions of 5 U.S.C. 552a and SECNAVINST 5211.5E as needed.

(2) Review internal directives, forms, practices, and procedures, including those having PA implications and where PA Statements (PAS) are used or PPI is solicited.

(3) Process PA complaints.

(4) Ensure protocols are in place to avoid instances of loss of PPI. Should a loss occur, take immediate action to apprise affected individuals of how to ensure their identity has not been compromised.

(5) Work closely with their public affairs officer and/or web master to ensure that PPI is not placed on public web sites or in public folders.

h. Key Control Program Supervisor (Fourth Officer Collateral Duty). Security Manager will act as Key Control Program Supervisor, and will supervise the Key Control Manager, as well as the proper administration of the Key Control Program per NAVBANDISNT 5500.9.

(1) Execute an annual key inventory.

(2) Supervise proper custody and disposition of all facility keys/locks.

1307. Special Assistants. Per reference (b), are enlisted positions that serve one manager for a particular subject/function and may have subordinates depending upon the size and nature of the support function. Special Assistants:

a. Are responsible for subject/function office effectiveness.

b. Supervise personnel within this specialty.

c. Cooperate with the departments, other staff offices, and special assistants to ensure full command coordination.

SECTION IV – DEPARTMENTS

1401. Ceremonial/Concert Band Department. Ceremonial/Concert Band Department members perform ceremonies and concert band repertoire in keeping with USNB mission, and as directed by the CO/L. The department will consist of two principal units: the Ceremonial Band Unit and the Concert Band Unit. Each unit will be prepared to augment the other as necessary, and each unit has a Unit Leader that reports to the Department Chief in Charge. Personnel may serve in each unit on a rotational basis.

Departmental responsibilities will include providing music in support of the USNB mission, to include:

a. Patriotic programs in support of the White House, State and Navy Departments, Pentagon, retirement ceremonies, military funerals, and other ceremonies as assigned.

b. Concerts, patriotic programs, and chamber music, representing the United States Navy in the National Capital Area, during national concert tours in support of Navy public outreach programs, and at other events as assigned.

c. Concerts in schools, parks, and libraries with specially formed small groups, such as brass and woodwind quintets or quartets.

d. Instrumental music support for other USNB performing units as required.

1402. Specialty Groups Department. USNB includes several specialty performing groups in order to meet the various musical support needs of military, Department of Defense, and civilian organizations, and for missions as directed by the CO/L. Each performing group has a Unit Leader that reports to the Department Chief in Charge.

a. Performing units in the Specialty Groups Department are responsible for:

(1) Music for patriotic programs in support of the White House, State and Navy Departments, and Pentagon; retirement ceremonies, military funerals, and other ceremonies as assigned.

(2) Concerts, shows, and patriotic programs representing the United States Navy in the National Capital Area, during national concert tours in support of Navy public outreach programs, and at other events as assigned.

(3) Vocal/instrumental support, in total or in part, to other USNB performing units as required.

b. Performing units include:

(1) Sea Chanters. Mixed chorus with rhythm section.

(2) Commodores. "Big band" jazz music ensemble.

(3) Country Current. Country/western and bluegrass ensemble.

(4) Cruisers. Contemporary/popular entertainment ensemble, performing rock, rhythm & blues, and "Top 40s" hits.

c. Audio Support Unit. The Audio Support Unit coordinates and provides technical support for all performing and approved specialty groups; advises the CO/L on matters pertaining to audio-visual support; maintains a recording studio and audio media library. The Audio Support Unit:

(1) Provides sound reinforcement and audio recording support for all USNB performing groups.

(2) Coordinates the technical aspects of special stage productions; trains technical support personnel.

(3) Provides technical and equipment support to audio engineers assigned to performing groups.

(4) Responds to fleet requests for pre-recorded National Anthems and ceremonial music.

(5) Reviews, updates and/or originates USNB instructions pertaining to area of responsibility.

(6) Performs other duties as directed.

SECTION V – SUPPORT STAFF

1501. Operations. Coordinates and disseminates directives, processes correspondence, reports, job orders, and other matters directly related to the operations and performances of USNB. The Operations Chief reports to the XO/AL for the Operations Office's routine administration and to the CO/L on matters adversely affecting the command's operational readiness, keeping the Department Heads and XO/AL informed. The Operations Chief:

a. Supervises a collateral staff.

b. Coordinates and supplies logistic support for missions; arranges transportation requirements; tracks maintenance status of USNB vehicles.

d. Maintains liaison with the White House, Military District Washington, CHINFO, Navy Department, and NDW's Operations Officer, regarding external mission requests.

e. Drafts and signs Operations correspondence as required.

f. Reviews, updates, and/or originates USNB instructions pertaining to area of responsibility.

g. Performs other duties as directed.

1502. Tour Operations. The Tour Operations Chief is responsible for the organization, administration, training, readiness, and operation of the Tour Operations Office. He/she reports to the XO/AL for routine administration of the Tour Operations Office, and to the CO/L on matters affecting the operational readiness of the command, keeping the Department Heads and XO/AL informed. The Tour Operations Chief:

a. Supervises a collateral staff.

b. Recommends guidelines and coordinates schedules for all USNB performing groups for national tour. Maintains liaison with Navy Recruiting Command, CHINFO, civilian sponsors, and USNB performing groups on related matters.

c. Prepares tour information books and itineraries; presents pre-tour briefings.

d. Processes tour related travel orders and travel claims.

e. Orders required transportation.

f. Reviews, updates, and/or originates USNB instructions pertaining to area of responsibility.

g. Performs other duties as directed.

1503. Public Affairs Office (PAO). The Public Affairs Office is the central clearing house for all materials relating to the

public outreach of Navy Band. It consists of four full-time staff personnel and assigned collateral duty personnel.

a. The Public Affairs Chief is responsible for the organization, administration, training, readiness, and operation of the Public Affairs Office. He/she reports to the XO/AL for routine administration of PAO, and to the CO/L on matters affecting the command's operational readiness, keeping the XO/AL informed. The Public Affairs Chief:

(1) Provides and coordinates public affairs support for all musical units and approved specialty groups; advises the CO/L on matters pertaining to public affairs, concert promotion criteria, and other subjects as necessary.

(2) Supervises assigned full-time and collateral duty staff in daily public affairs operations.

(3) Promotes local and national tour concerts, and produces programs for these events.

(4) Coordinates promotion of special musical events.

(5) Provides PAO support for special projects, such as Navy Band Changes of Command.

(6) Produces promotional materials and arranges media coverage in support of USNB mission.

(7) Maintains and distributes USNB-produced audio and video media to libraries, schools, music educators, and other authorized requesting agencies.

(8) Is editor-in-chief of the command bi-monthly magazine, “fanfare.” Directs the layout, design, and format of this publication, and assigns writers for newsletter articles.

(9) Provides photographers for USNB performances and other events as necessary; and graphic art support for USNB recordings, concert posters, programs, website, social media sites, etc.

(10) Maintains files to include news media inquiries and responses, news releases, photographs and biographies of officers, soloists, and ensembles; prepares and maintains mailing lists.

b. The Visual Information Chief is responsible for maintaining a consistent and professional visual corporate image for USNB. He/she is responsible for the images displayed in still photography, video, graphic arts, and 3-D models and displays. He/she reports to the Public Affairs Chief. The Visual Information Chief:

(1) Researches and develops design concepts for overall band corporate image.

(2) Develops print and electronic advertisement campaigns.

(3) Manages printing budget line of accounting.

(4) Liaises with Government Printing Office and Defense Automated Production Service for printing and accounting needs.

(5) Assigns printing specifications for contracts to be awarded through the Government Printing Office.

(6) Reviews and approves proofs provided by printing contractors.

(7) Creates artwork and documents to support web site design, signs, advertisements, convention displays, posters, and flyers.

(8) Designs and develops the packaging of recorded media.

(9) Manages collateral duty photographers/videographers.

(10) Creates schedule and assigns photographers/videographers for photo/video coverage of command events.

(11) Manages photography archive and photo log. Trains collateral staff in photo editing, video capture, photographic technique, and caption writing.

(12) Ensures all collateral duty photographers/videographers conform to specified Navy Band and Navy approved guidelines for image capture.

(13) Acquires necessary credentials for access to high profile events.

c. The Communications Coordinator directs the media relations, marketing, and outreach strategies of the Navy Band. He/she works to research, design, develop, and execute a variety of communication platforms that maintain a link to the Navy Band’s existing audiences and reach out to new ones. He/she reports to the Public Affairs Chief. The Communications Coordinator:

(1) Coordinates media communications, including liaising with CNO, CHINFO, fleet Public Affairs Officer, other service band public outreach offices, and the general public.

(2) Oversees Navy Band website from a marketing and publicity standpoint. Liaises with Navy Band Webmaster to maintain accurate publicity and performance schedule information.

(3) Assists editor-in-chief of Navy Band newsletter “fanfare”:

(a) Assists with story ideas, spotlights, etc. with other PA personnel.

(b) Assists Visual Information Coordinator with layout, graphics, and photos.

(4) Assists in Proofreading written PA correspondence, programs, publicity materials, and any other printed visual information materials prior to public release as directed.

(5) Manages and administers PA budget and supply inventory.

(8) Liaises with Navy Band Operations and Navy Band Tour Operations to maintain accurate performance calendar.

(9) Manages Concert Alerts e-mail marketing program and maintains and develops supporting database.

(10) Liaises with Navy Band Tour Operations to market tour dates and manage and develop supporting database.

(11) Represents Navy Band Public Affairs at concerts, visitations, or other public relations events as directed.

(12) Organizes yearly PA summary for command history.

(13) Supervises assigned collateral duty graphic artist(s) to assume print/graphics staff.

(14) Performs other duties in the absence of visual information coordinator as directed.

(15) Assigns duties for collateral graphic artist(s) to include: artwork and documents to support web site design, signs, advertisements, convention displays, posters, and flyers.

(16) Performs other duties as directed.

d. The Public Relations Manager directs the maintenance of the Navy Band’s public image. His/her duties include coordinating PAO strategies in emerging media, as well as being the Navy Band’s primary customer relations representative. He/she reports to the Public Affairs Chief. The Public Relations Manager:

(1) Responds to civilian visual information material requests and organizes their distribution.

(4) Produces and edits content for web and print materials.

(5) Oversees “fanfare” database.

(6) Maintain Navy Band brand and style guides.

(7) Manage inventory and distribution of current Navy Band CDs and DVDs.

(8) As Social Media Coordinator, directs the Navy Band’s social media activities, including content, strategies, and training.

(9) Represents Navy Band Public Affairs at concerts, visitations, or other public relations events as directed.

(10) Supervises social media team and assigned collateral duty personnel.

(11) Performs other duties as directed.

e. Public Affairs Assistants are assigned collateral duty personnel who provide assistance to the PA office. Duties include tasks associated with mass mailings, publicity campaigns, database upkeep, and other functions as required. One PA Assistant is tasked with updating the “fanfare” database.

f. The Webmaster is responsible for overseeing the daily operation, maintenance, and overall appearance of the command website, and all of its related material (blog, etc.). He/she leads a team consisting of an assistant webmaster and an assistant webmaster/website writer/editor.

g. Collateral Duty Photographers are responsible for creating visual records of significant command events as assigned. Duties include:

(2) Photographing events, downloading images, archiving images, writing captions, and submitting approved photos to Navy News Stand and Navy Band Webmaster for publication.

h. Collateral Duty Graphic Artists are responsible for creating printed or electronic media for significant command events as assigned. They assist the Visual Information Chief and are responsible for:

(1) Assisting in the creation of design art concepts to be used in visual media that are consistent with the overall band corporate image, supporting web site design, promotional and informational signs, advertisements, convention displays, posters, and flyers.

(2) Assisting in the development of print and electronic advertisement campaigns.

(3) Assisting in the design and development of packaging for recorded media.

(4) Assisting in the layout and production of “fanfare.”

(5) Collaborating with unit leaders in the development of printed media concert programs.

(6) Liaising with Government Printing Office and Defense Automated Production Service for printing needs.

i. Social Media Assistants are responsible for monitoring social media outlets, producing content (articles, photographs, video, etc.), communicating social media needs throughout the command and monitoring internet for stories about and references to the Navy Band.

1504. Career Information Program Management (CIPM) manages training support, educational information, and career counseling for the command. Additionally, CIPM supervises the Audition Supervisor and Security Clearance Manager. The Chief of this office reports to the XO/AL for routine administration, and to the CO/L on matters affecting the operational readiness of the command, keeping the XO/AL informed.

a. Career Information Program Manager

(1) Manages the command’s sponsor program.

(2) Tracks new members' progress through enlistment process, keeping the Sponsor Program Coordinator apprised of critical dates; coordinates personnel arrivals; and checks in new personnel.

(3) Keeps personnel informed of advancement requirements.

(4) Obtains and provides correspondence courses and training materials; schedules military schooling.

(5) Provides career counseling services and in-service training; maintains related records; drafts training correspondence.

(6) Coordinates activities related to reenlistment, extension, retirement, transfer, and separation.

(7) Processes requests for tuition assistance.

(8) Assists Personnel Support Detachment (PSD), Washington, D.C. in the completion of correspondence related to all of the above.

(9) Provides information on active duty pay and benefits, veteran's benefits, family services, military travel, and other related matters.

(10) Reviews, updates, and/or originates USNB instructions pertaining to area of responsibility.

(11) Performs other duties as directed.

b. Auditions. The Audition Supervisor (collateral duty) contacts candidates and supervises the audition process. The Audition Supervisor:

(1) Tracks openings in all USNB units, coordinating projected openings with XO/AL. Upon authorization from Navy Music; initiates and coordinates print media advertisement of existing vacancies with Commander, Navy Recruiting Command, and

(2) Establishes, with the pertinent office or department, criteria for selecting candidates, and determines appropriate audition procedures.

(3) Receives and distributes audition materials for prescreening of applicants; assigns audition times, ensures that procedures and requirements are understood; and serves as the on-site manager during auditions.

(4) Facilitates interviews with finalists. XO/AL forwards recommendations to the CO/L for approval and authorization.

(5) Ensures required paperwork is completed and forwarded to Navy Music Program Management Division (Pers-4014) for action.

(6) Supervises assigned collateral duty personnel.

c. Security Clearances. The Assistant Security Manager (collateral duty):

(1) Reports directly to Security Manager.

(2) Initiates and maintains requests for all security clearances.

(3) Processes paperwork for all security clearances.

(4) Supervises submission of reports regarding all security clearances.

1505. Information Systems (Infosys): Per references (e) and (f), the Infosys Chief is responsible for the administration, security, Life Cycle Management, procurement, and inventory control of all USNB information systems. Per article 303.2 of reference (a), he/she will serve as the Information Assurance Manager (IAM). Additionally, he/she will review, update and/or originate USNB instructions pertaining to area of responsibility, and perform other duties as directed. The Infosys Chief reports to the XO/AL for routine administration and to the CO/L on matters affecting the operational readiness of the command, keeping the XO/AL informed. Infosys Chief

1506. Library. The Librarian is responsible for administering and maintaining the music library in accordance with NAVBANDINST 5070.1J. The librarian reports to the XO/AL for routine administration and to the CO/L on matters affecting the operational readiness of the command, keeping the XO/AL informed. The Librarian:

a. Maintains, catalogs, repairs, preserves, stores, and orders music.

b. Maintains index database by title, composer, and category; and custody of commercial recordings, scores, and reference materials.

c. Assists in concert program preparation.

d. Provides assistance to military and civilian musical groups as time and resources permit.

e. Reviews, updates, and/or originates USNB instructions pertaining to area of responsibility.

f. Supervises assigned collateral duty personnel.

g. Performs other duties as directed.

1507. Arrangers. The Chief Arranger is responsible for the organization, administration, training, readiness, and operation of this unit. He/she reports to the XO/AL for routine administration of the Arranging Staff, and to the CO/L on matters affecting the command's operational readiness, keeping the XO/AL informed. Under his/her direction, the staff is tasked with arranging and/or composing original music for USNB performances. The arranging staff:

a. Writes and copies music for all USNB performing groups.

b. Assists in planning special performances.

c. Provides arranging support for special guests appearing with USNB, and copying assistance for commissioned works by well-known composers.

1508. Facilities. Supervises maintenance, building integrity, and safety of USNB spaces; reviews, updates and/or originates USNB instructions pertaining to area of responsibility; performs other duties as directed.

a. Facilities Engineer

(1) Coordinates and logs trouble calls with NDW Public Works.

(2) Makes periodic fire and safety inspections, bringing discrepancies to the XO/AL's attention.

(3) Sustains liaison with the civilian cleaning crew supervisor and cleaning staff.

(4) Organizes, supervises, and coordinates working parties.

(5) Supervises approved self-help projects, and issues building and personal locker keys while maintaining a key log.

(6) Coordinates with USNB Security Officer to ensure building integrity and command compliance with current NDW instructions.

b. Safety Supervisor (collateral duty). The Safety Supervisor works closely with the Safety Officer and is responsible for coordinating and ensuring compliance with OPNAVINST 5100.23G and implementing the command’s safety program as established by the Commanding Officer and Safety Officer. The Safety Supervisor reports to the Safety Officer and will collaborate with unit leaders on safety matters. (In the absence of the Safety Officer, the Safety Supervisor will report to the Commanding Officer for matters regarding safety and to the Executive Officer for matters relating to the administration of programs and the correction of deficiencies.)

c. Safety Coordinator (collateral duty). The duties of the Safety Coordinator are described in section 303.15 of reference (a). He/she will ensure that USNB buildings 112/105 and related

equipment are safe working environments. The Safety Coordinator reports to the CO/L for safety matters and to the XO/AL for program administration and correction of deficiencies. The Safety Coordinator:

(1) Conducts quarterly zone inspections of work spaces; notes discrepancies and monitors correction by either USNB personnel or the NDW Public Works Department.

(2) Acts as command liaison to the NDW Safety Office for monitoring and correcting of safety violations noted on safety and zone inspections. Files interim reports to this office and BUPERS concerning action on noted violations, as directed.

(3) Maintains administrative records with Public Works concerning requested maintenance and long-term projects.

(4) Attends NDW-sponsored safety classes; disseminates current information about safety practices.

1509. Supply. The Supply Chief is responsible for the organization, administration, training, readiness and operation of Supply. He/she reports to the Supply Officer for routine administration of Supply, and to the XO/AL and CO/L on matters affecting the command's operational readiness, keeping the Supply Officer informed. The Supply Chief acts as Supply Officer in his/her absence. Offices and responsibilities within Supply include:

a. Comptroller

(1) Prepares and maintains a budget of all USNB Operations and Maintenance, Navy (O&MN) and Other Procurement Navy (OPN) requirements, and a memo ledger of all commitments and obligations of O&MN funds; supervises execution of the O&MN budget.

(2) Prepares and submits all Budget Reports, including the Program Objective Memorandum (fall); Navy Comptroller (NAVCOMPT) Budget (spring); Mid-Year Review; and all others as directed.

(3) Prepares and submits all Budget Execution Reports, including NAVCOMPT 2168; Flash Obligation Report; all other reports as directed.

(4) Keeps the CO/L apprised of the USNB's budget status via the chain of command.

(5) Monitors all Blanket Purchase Agreement files of which the USNB has call authority.

(6) Maintains the official USNB financial records via the Authorized Accounting Activity.

(7) Ensures that the USNB adheres to all applicable financial management regulations; maintains contact with civilian and military personnel outside of USNB as required.

(8) Reviews, updates, and/or originates USNB instructions pertaining to area of responsibility.

(9) Performs other duties as directed.

b. Contracting/Assistant Supply Chief

(1) Upon receipt of "Request for Materials and/or Services" (via intranet database application), verifies all information and documentation for accuracy and compliance.

(2) Purchases all materials/services in accordance with NAVSUPINST 4200.85, Federal Acquisition Regulations (FAR), Defense FAR, Program Management Review (PMR) (FISC), and local procurement guidelines utilizing an approved method of purchase.

(3) Prepares, verifies, and tracks all procurement documents.

(4) Maintains a current and updated vendor and GSA source list.

(5) Supervises and assists all USNB Supply Section Leaders in the performance of their duties.

(6) Acts as Supply Chief in his/her absence.

(7) Reviews, updates, and/or originates USNB instructions pertaining to area of responsibility.

(1) Receives all supplies, services, and equipment; maintains a log and file of all procurement receipts; certifies all invoices for payment, and delivers to Naval Regional Finance Center; issues all administrative materials.

(2) Assists the Contracting Officer in tracking purchase requests and picking up supplies and equipment as necessary.

(3) Serves as the Designated Agency Representative; oversees the Command Telecommunications Program, ensures equipment and service requirements comply with all applicable instructions; establishes annual service contracts; assigns and monitors all expenditures to stay within budget; supervises primary and secondary Telecommunications Service Control Officers; submits monthly billing invoices to Receiving Officer for certification and payment; approves and authorizes all service orders.

1510. Administration. The Administrative Chief coordinates and disseminates directives, processes correspondence and reports, and manages other matters related to administration. Assists Personnel Support Detachment (PSD), Washington, D.C. with maintaining service records and coordination other USNB personnel matters as necessary. The Administrative Chief reports to the Administrative Officer for routine matters of administration, and to the CO/L on matters adversely affecting the command's operational readiness, keeping the chain of command informed accordingly. Offices and responsibilities within Administration include:

a. Oversees processing of correspondence, directives and personnel matters.

b. Maintains liaison with PSD, Washington, D.C. for all USNB personnel and administrative affairs.

c. Maintains custody of and handling sensitive information to include classified materials, security clearances, and matters pertaining to confidential information.

d. Supervises submission of enlisted evaluation/fitness reports, officer fitness reports, and other required administrative reports.

e. Oversees the command Privacy and Freedom of Information Acts Program.

f. Works with CIPM to coordinate personnel arrivals, transfers, etc.

g. Reviews, updates, and/or originates USNB instructions pertaining to area of responsibility.

h. Supervises assigned collateral duty personnel.

i. Performs other duties as directed.

SECTION VI - SPECIAL ASSISTANTS

1601. Fleet Audition Coordinator (Officer Collateral Duty). The Fleet Audition Coordinator contacts and auditions candidates for assignment to the Navy Music Program Management Division (Pers-4014). He/she reports to the XO/AL for routine administration, and to the CO/L on matters affecting the operational readiness of the command, keeping the XO/AL informed. The Fleet Audition Coordinator:

a. Tracks existing Navy Music Program vacancies with Pers-4014; screens possible candidates; schedules audition dates and times with Department Heads/CICs and/or Staff Office Chiefs, keeping Operations informed.

b. Selects personnel, when necessary, to assist in conducting the audition from pertinent office or department; establishes criteria for scoring candidates; determines appropriate audition procedures.

c. Distributes audition materials to the audition team, ensures procedures and requirements are understood, and serves as on-site manager during auditions.

d. Interviews candidates and forwards recommendations to Pers-4014 for action.

1602. Command Managed Equal Opportunity (CMEO) (Enlisted Collateral Duty). USNB Command Managed Equal Opportunity (CMEO) program is established in accordance with OPNAVINST 5354.1.

1603. Command Assessment Team (CAT) (Collateral Duty). Gathers and analyzes data as required under the Navy's CMEO Program. The XO/AL is the senior member of the Command Assessment Team. Team members shall represent all racial and ethnic groups, ages, ranks, and genders within the band. The Command Assessment Team:

a. Plans and conducts command assessments; monitoring the command's equal opportunity climate.

b. Makes recommendations to the CO/L for corrective action to identified equal opportunity (EO) issues; monitoring implementation of command-specific EO matters.

c. Performs the functions of a human relations council when deemed necessary, providing a forum for frank discussion of real or perceived grievances; examines incidents or situations where tension, dissention, or discrimination may exist; proposes corrective action; and solicits constructive feedback in order to monitor progress.

d. Reviews, updates, and/or originates USNB instructions pertaining to area of responsibility.

1604. Command Training Team (CTT) (Enlisted Collateral Duty). Conducts and administers General Military Training topics as prescribed by DoD and DoN. Equal Opportunity training is coordinated with and monitored by the CMEO. All command training is coordinated with the CMC.

1605. Productions (Enlisted Collateral Duty). The Productions Coordinator is responsible to the XO/AL for all special productions, defined as any production considered thematic, highly visible, and/or involving one or more performing units (e.g. Navy Birthday, Holiday Concert, video/radio productions, etc.). Productions:

a. Serves as a member of a planning committee (composition determined by the XO/AL).

b. Manages special productions, specifically writing scripts; serves as primary stage manager; ensures thematic integrity of each production; coordinates events with band units; and trains individuals in script writing, staging, and how to produce events.

d. Performs other duties as directed.

1606. Drug/Alcohol Program Advisor (DAPA) (Enlisted Collateral Duty). The DAPA reports directly to the CO/L for all drug and alcohol Level I programs, keeping the XO/AL and CMC informed where applicable. The DAPA reports to the XO/AL via the CMC regarding duties assigned in connection with the Drug/Alcohol Abuse Prevention Program. The DAPA:

a. Advises the CO/L on administering the command's alcohol and drug abuse program.

b. As directed by the CO/L, conducts onboard administrative screening of identified potential alcohol or drug abusers, per guidelines established in reference (a).

c. Conducts the command’s drug and alcohol abuse prevention and education program.

d. Serves as one of the command self-referral representative.

e. Reviews, updates, and/or originates USNB instructions pertaining to area of responsibility.

f. Performs other duties as directed.

1607. Archivist (Enlisted Collateral Duty). The Archivist reports directly to the XO/AL for all matters, keeping the CMC informed and notifying the CO/L of significant findings. He/she is responsible for the identification, organization, and preservation of the command’s records, papers, and audio/visual information of enduring value. In order to effectively complete this function, he/she has authority to review all command records to identify those of enduring value. The Archivist:

a. Collects, maintains, and catalogues records and ephemera of enduring value created or received by the command.

b. Conducts research into and maintains record of the Band’s heritage and history, its past membership, and the history of its tenancy aboard the Washington Navy Yard.

c. Maintains and supervises a team of collateral duty personnel, including a Band Historian, to assist in the functions of this position.

d. Supervises assigned collateral duty personnel.

SECTION VII - COLLATERAL DUTY POSITIONS

1701. Duties. USNB departments and many offices are staffed on a collateral duty basis. Individuals assigned such duties will normally contribute 10-20 hours per week, or as determined by the respective supervisor. Additionally, many functions, i.e. Voting Officer, Recycling Coordinator, and Telecommunications Service Control Officer are filled by volunteers or assignment.

SECTION VIII - BOARDS AND COMMITTEES

1801. Basic Function

a. Boards and committees consist of personnel appointed to deliberate and evaluate a specific area of interest, and to formulate suggested policies and procedures.

b. Personnel are assigned on a collateral duty basis. Assignments are made by the XO/AL, CMC, Department Heads, or Staff Office Chiefs.

1802. Audition Board. The Audition Board is selected by the Unit Leader of the open billet. The Board assists the Audition Supervisor in assessing the musical qualifications of applicants desiring assignment to USNB and recommends which, if any, are most musically qualified for assignment to USNB. An audition will be held for each invited applicant. Interviews with those recommended individuals will be conducted by the XO/AL, or designated representative, who will make a recommendation to the CO/L. Audition dates will be scheduled by the Audition Supervisor, in coordination with the Operations Chief and the Unit Leader of the open billet.

1803. Awards Board. This selection board reviews recommendations from supervisors regarding personnel, who during the specified period, performed in a noteworthy manner. The board selects the most outstanding candidates for recommendation to the CO/L for the respective awards. Specific guidance is found in the USNB 1650 series instructions.

1804. Recording Committee. The Recording Committee consists of the Recording Engineer, Tour Operations Chief, Public Affairs Chief, Comptroller, Unit Leaders or their designated representative, and any other member deemed necessary by the CO/L. The committee is chaired by the XO/AL and serves to identify the highest priorities for recordings each year. The committee will plot out required plans of operation and milestones (POAM) in order to best meet that goal.

1805. Strategic Planning Board. The Strategic Planning Board consists of Department Heads, Department CICs, Operations Chief, Tour Operations Chief, Public Affairs Chief, Comptroller, and Unit Leaders. It meets on an annual basis to review and recommend a five-year plan to the CO/L. Annual concerts, leave

1806. Collateral Duty Interview Board. Collateral Duty interview boards will be used to identify the most qualified applicant for command-wide collateral duties. Members are assigned by the CMC in coordination with the XO/AL.

1807. Career Development Board. Career Development Boards replace previously required retention interviews. CDBs ensure that enlisted Sailors are provided the guidance needed to ensure optimal career development, including both professional and personal development. Specific guidance is found in the current USNB 1040 series instruction.

CHAPTER 2 - ORGANIZATION BILLS

SECTION I - PERSONNEL ASSIGNMENT BILL

2101. Purpose. To indicate personnel assignments to command billets.

2102. Responsibility. The XO/AL is responsible for this bill.

2103. Information. The mission and tasks provide a basis for determining the number of personnel assigned. After billet requirements are determined by the Chief of Naval Operations, the Chief of Naval Personnel prepares a Complement and Rating Allowance.

2104. Procedures and Responsibilities

a. The CO/L will assign Department Heads, Staff Office Chiefs, Department CICs, Unit Leaders, and Special Assistants.

b. The XO/AL will assign all other personnel subject to the approval of the CO/L.

c. Department Heads, Department CICs, Staff Office Chiefs, Unit Leaders, and Special Assistants will coordinate personnel assignments within areas of their respective responsibility.

SECTION II - EVACUATION BILL

2201. Purpose. To set forth basic policies and responsibilities concerning personnel evacuation in case of fire, bomb threat, or other circumstances under which the building must be cleared immediately.

2202. Responsibility. The XO/AL is responsible for this bill, which is maintained by the Facilities Engineer via the Security Officer.

2203. Information. Personnel will evacuate buildings 112/105 as directed by the posted Evacuation Bills.

2204. Procedures and Responsibilities. The Facilities Engineer will ensure that firefighting equipment is inspected and maintained, and will coordinate fire and evacuation drills with the Security Officer.

2205. Routes for Evacuation. Enclosure (3) details evacuation routes for Buildings W-105 and W-112. Upon activation of the fire alarms, all personnel onboard will promptly muster in parking lot 378, located on the north side of building W-112. After evacuation, Unit Leaders, Staff Office Chiefs, and Special Assistants will muster personnel and report to the CMC or senior person on site. The CMC will then pass this muster report to the CO/L via the XO/AL.

CHAPTER 3 - REGULATIONS

SECTION I - GENERAL REGULATIONS

3101. Addresses, Telephone Numbers, and Social Security Numbers

a. USNB is required to maintain current addresses, telephone numbers, and Social Security numbers of all personnel assigned. This information is maintained in the Administrative Office and is only distributed on a need-to-know basis. All personnel will keep the Administrative Office informed of changes to their present local address and/or telephone number.

b. Personnel will not give out this information (other than their own, within confines of the Privacy Act) to the public, per Navy directives dealing with personal privacy.

3102. Clothing and Appearance

a. The Presidential Support status of the USNB and its exposure to high ranking civilian and military officials require that members maintain the highest standards of personal appearance.

b. As events of significance occasionally arise on short notice, it is necessary that all personnel maintain a complete set of uniforms on hand at all times.

3103. Leave and Liberty. Due to the specialized nature of duty at USNB, leave and liberty cannot always be granted when requested. Personnel will follow NAVBANDINST 1050.1N (Policy and Procedures Concerning Leave and Liberty).

3104. Personal Effects. Personnel will follow NAVBANDINST 5500.1H (Physical Security Plan and Loss Prevention).

3105. Government Property. USNB personnel will adhere to NAVBANDINSTs 5500.1H (Physical Security Plan and Loss Prevention) and 4440.2E (Navy Band Inventory Control and Management).

3106. Safe Combinations. The Administrative Officer/Security Manager will maintain a record of combinations for safes onboard, and is authorized to change combinations, which will be changed upon transfer of any person holding the combination, or at least every 12 months.

3107. Keys to USNB Spaces. Key and lock integrity will be maintained per NAVBANDINSTs 5500.9 (Key Security and Lock Control) and 5500.1H (Physical Security Plan and Loss Prevention).

3108. Use of USNB Spaces. Except for personal practice and other such official purposes, USNB members will not use the band spaces after normal working hours without proper authority. No person other than USNB personnel will be admitted to the building after normal working hours without proper USNB escort.

3109. Daily Routine. USNB will follow the daily routine described below:

0730 - Liberty expires onboard. Staff Offices and Special Assistants resume duty.

0900 - Commence rehearsals as scheduled.

1200 - Lunch Break.

1300 - Commence rehearsals as scheduled.

1600 - Liberty commences.

Note: Liberty for operational units will begin when announced, pending scheduled missions.
