Outstanding sales as of the end of March totaled about 13 million tons, smaller than the past several years, indicating slower foreign demand for U.S. corn perhaps for the remainder of the year.

U.S. Corn Exports Face Stiffer Competition

Combined, these four countries (Argentina, Brazil, Ukraine, and the United States) account for nearly 90 percent of global corn exports. While their dominance in global exports continues, prospects for Argentina, Brazil, and Ukraine have changed in just over a few months, primarily driven by record levels of supplies and ultimately, prices. WHEAT

WHEAT PRICES

Domestic: Overall, U.S. wheat prices were mixed, but mostly range-bound during the month of March. Both Hard Red Winter (HRW) and Soft Red Winter (SRW) declined $3/ton to $220 and $209 respectively. Soft White Winter (SWW) dropped $12/ton to $230 on a weak pace of shipments. On the other hand, Hard Red Spring (HRS) rose $3/ton to $261, supported by continuing logistical concerns in the northern United States. Source: IGC

OVERVIEW FOR 2018/19 Global wheat production is nearly unchanged this month. Global consumption is down primarily on lower feed and residual use in the European Union and Iran. Global trade is down as lower imports for Bangladesh, Saudi Arabia, the United Arab Emirates, and Vietnam more than offset higher demand from Indonesia and the Philippines. Exports are lowered for Argentina and the United States, but raised for the European Union. The U.S. season-average farm price is up $0.05 to $5.20 per bushel.

Global: Global exporter quotes were mostly down in March on reports of good new-crop conditions in key Northern Hemisphere countries, particularly the European Union and Russia. U.S. wheat showed the smallest decline amid optimism that U.S. HRW could fill some of Brazil’s recently-announced 750,000-ton Tariff-Rate-Quota (TRQ). Argentine prices dropped the farthest during the month as Brazil’s announced TRQ would present a challenge to its dominant share of that market. Australian prices dropped significantly during the month but remain high relative to other exporters. MARKET FEATURES Smaller Global Production Leads to Lower Consumption and Tighter Stocks Global production in 2018/19 was down 4 percent from the previous year to the lowest level in 4 years. Much of the decline was in major exporting countries. The European Union had the largest decline as dry conditions in northern Member States resulted in its smallest crop in 6 years. Russia’s production was down substantially from the previous year’s record, but remained the third-largest on record. Australia was walloped with a second year of drought conditions which resulted in the crop being the smallest in over a decade. On the other hand, the U.S. crop was larger, but not sufficient to offset smaller supplies elsewhere in the world. Consequent to tighter global supplies, prices have trended higher and consumption is estimated lower. The driving force behind lower consumption has been feed and residual use, which is down 5 percent to the lowest level since 2014/15. With corn supplies being relatively abundant globally, wheat has become less price-competitive in feed rations. The largest reduction in feed use is for the European Union, where imported corn is much more price-competitive than wheat. Food, Seed, and Industrial (FSI) use has continued higher, led by demand in China, North Africa, and Southeast Asia. FSI is normally a steady component of consumption as food demand for wheat tends to be more price inelastic than feed use. Still, the rate of FSI growth this year is the slowest in about 15 years as tighter supplies have led to some rationing of demand, particularly in Sub-Saharan Africa.

Even with consumption adjusting for the smaller supplies, carryout is still expected lower than last year. Global ending stocks are projected slightly lower, but more than half of that total is accounted for by China and stocks there are generally unavailable to the global market. Stocks held outside of China are down 10 percent to the lowest level in 5 years. The stocks/use ratio for the world less China is projected at 22 percent, the tightest in over a decade.

Stocks held by the top 8 exporters (Argentina, Australia, Canada, European Union, Kazakhstan, Russia, Ukraine, and the United States) account for much of the drop in global stocks. Ending stocks for the European Union and Russia specifically are projected to be much tighter than a year ago. While most major exporting countries in the Northern Hemisphere have generally good conditions for new-crop winter wheat development*, it is worth noting that those countries’ ending stocks for 2018/19 are forecast to be relatively tight. While U.S. stocks are forecast down slightly, they are still expected to be abundant. Beyond China, another exception to the tightening of global stocks is India, where stocks are up significantly in 2018/19 after the country harvested back-to-back record crops. India alternates between being a major importer and exporter depending on its stock levels. With larger stocks, it has now transitioned away from being a major importer, but exports are still not significant. *For more information on Russia’s crop conditions, see the recently published Commodity Intelligence Report.

Philippines Wheat Imports Surge to Record The Philippines is forecast to import a record 7.0 million tons of wheat for 2018/19. For the past several years, wheat imports have been rising as demand for food and feed grains increases with the growing population. Although primarily a rice-based diet, Philippine preferences are shifting from corn-based products to incorporating more affordable wheat products. Also, animal feeding is expected higher as demand for more protein in the diets continues to grow. This year specifically, the trend towards stronger wheat use have intensified due to typhoon-related losses in the domestic corn crop. With domestic corn prices relatively high, the demand for wheat has surged, both in feed rations and for human consumption. RICE PRICES

Global: Export quotes from the Western Hemisphere were unchanged over the past month, with U.S. quotes at $525/ton and Uruguayan quotes at $515/ton. Western Hemisphere quotes continue to remain well above those from Asian suppliers. Thai prices were elevated slightly to $403/ton. In contrast, Vietnamese quotes were marginally higher but remained low at $358/ton, Pakistani quotes were relatively unchanged at $352/ton, and Indian quotes remained steady at $370/ton.

MARKET FEATURES China Medium Grain Rice Exports Hit New Record

China has returned as a significant exporter of milled rice, and its presence in the medium grain market is disrupting exporter trends. Medium grain trade constitutes a small portion of total global rice trade and has been dominated in recent years by U.S. and Australian exports. China’s exports of this class of rice had been muted and on a long-term downward trend, reflecting relatively high domestic prices. However, this changed in 2017 as exports began to rise. In 2018, China’s exports were up eightfold from only a couple years before, surpassing the quantity exported in 2003 and hitting a new record. China’s medium grain milled rice exports are destined for a wide range of markets. It has expanded from nearby markets in East Asia to the Mediterranean region, including Turkey. Notably, China has been the most successful at supplying Egypt amid its current shortfall. A large quantity is also being shipped to Africa, with Cote d’Ivoire as the biggest buyer. China’s presence is extending even into the Western Hemisphere with a few shipments to Puerto Rico. This has contributed to U.S. medium and short grain imports growing to the highest level in 11 years. At nearly half the price of Australian and U.S. medium grain, China’s rice is an alluring option for price-sensitive markets. Rice from the 2013 crop is being auctioned from massive government stockpiles, so it is likely that some of the exported rice is several years old. These low-priced exports from China present a serious challenge that will likely continue to undercut U.S. and Australian medium grain exports for the remainder of 2019.

Indonesian Rice Imports Down Sharply

Indonesian rice imports in 2019 are expected to decline nearly 80 percent compared to last year. Its reduced presence as a major importer is one reason for lower global trade in 2019, and this impact is expected to be felt by key suppliers Thailand and Vietnam. As the fourth-largest global producer, imports constitute a minor portion of its overall supplies but can make a significant difference on the global market. Indonesia’s imports are typically driven by both production shortfalls and government policy. Last year, the country scrambled to purchase from abroad to offset tight stocks and high domestic prices. The 2019 crop is forecast slightly above last year’s, with no major causes for concern. Despite a large and growing population, total consumption is expected to be steady in 2019 as Indonesians continue to shift to wheat-based products and diversify their diets as incomes grow. In addition, recent changes in government policy have shifted toward food assistance that enables recipients to select from a wider range of food options. Because of sharply lower allocations for direct distribution, the Indonesian Logistics Bureau (BULOG) has reduced its own necessity for large stocks. Therefore, Indonesian stocks – which rose in 2018 on massive imports – are expected to decline in 2019, offsetting much of the need for imports. Stocks, while lower year-to-year, are at sufficient levels to discourage greater imports.

CORN PRICES

Global: South American bids were down, reflecting abundant exportable supplies. Argentine bids fell $3/ton to $159, while Brazilian bids, reflecting improved prospects for second-crop corn, were down $25/ton to $165. Black Sea bids rose $2/ton to $174 on stronger demand from the European Union. U.S. bids fell only $3/ton to $170 as larger-than-expected planting intentions were mostly offset by concerns over planting delays and weather-related river logistics complications.

Potential Impact of CPTPP Implementation on Japan Feedstuffs Imports

Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) implementation and corresponding tariff cuts seem unlikely to cause Japan to change its suppliers of corn, sorghum, and distiller’s dried grains with solubles (DDGS) for feed purposes in the short-term because imports of these commodities are already duty-free. Though Japan currently imports a substantial amount of feed corn, sorghum, and DDGS from the United States, it is possible that Japanese preferences for grains will shift over time as a result of closer ties to other CPTPP nations, particularly Australia and Canada. U.S. corn and sorghum face competition from Brazil and Argentina, respectively, but neither are CPTPP signatories. The United States is the world’s largest DDGS producer and exporter and dominates Japan’s imports; Canada’s comparatively smaller production makes it unlikely to meet significant Japanese demand.

U.S. food barley currently represents about 10 percent of Japan food barley imports. According to Japan’s official trade data, the average landed value of U.S. food barley is up to 60 percent higher than for Australian and Canadian barley, which could represent a quality preference and a willingness to pay a premium. CPTPP creates an incrementally growing quota and gradually decreases the government markup for CPTPP-sourced barley, which could pose a threat to U.S. food barley exports to this niche market.
