Pursuant to 7 CFR 1499.3, a private voluntary organization, a nonprofit agricultural organization or cooperative, a nongovernmental organization (NGO), or any other private entity is eligible to submit an application to become a recipient under the Food for Progress. Public universities, including their subsidiaries, are not eligible to apply. Public universities, including their subsidiaries, are eligible to be subrecipients under Food for Progress.

and internal process improvements – Increased efficiency, lower submission
costs, and opportunities for new applicants
– Estimated savings:1,500 USDA staff hours and $1.5-2.5 million in applicant expenses*
*Assumes $100-$150K per proposal in development costs

Two-Phase Process Phase One
• Applicants will submit a short, 15 page concept paper • Paper should include:
– Project Summary, Strategic Analysis, Technical Expertise, Project Design and Sustainability and Results Targeted
• Fifty-five days to submit • To be submitted via email to [email protected]
– The Food Assistance Information System (FAIS) will not be used for Phase One
• Organizations with the highest-rated submissions will be invited to submit a full application for Phase Two
• FAS will consider submissions from all eligible organizations, including current Program Participants and new organizations to FFPr. Public universities are not eligible as Primes 14

Two-Phase Process
Phase Two • Invited applicants will submit a full proposal, similar to years past. • Proposals should include:
– Introduction and Strategic Analysis, Budget Summary, Detailed Budget, Monetization Plan, Evaluation Plan, Performance Indicators, Project Framework
• Successful proposals will address: – Sustainability – Expanding Markets and Trade – Monetization – Indicators
• Minimum 60 day submission period • Will be submitted via The Food Assistance Information System (FAIS)
