Further to your joint letter dated 15 December 2015, which in accordance to Resolution 69/3211 initiated the process and invited Member States to nominate female candidates to the position of Secretary General to the United Nations, and with due regard to Article 97 of the Charter of the United Nations, I have the honour to nominate Ms. Christiana Figueres for the position of Secretary General of the United Nations.

Committed to the United Nations and to its founding principles, Costa Rica announces the nomination of Ms. Figueres with the conviction that her proven leadership in the multilateral arena, her demonstrated ability to promote and consolidate transparent agreements for global governance, and her commitment to the Charter of the United Nations, will bring renewed energy and leadership to the United Nations when addressing the many challenges it will face in the upcoming years.

Costa Rica decided to wait until today to present Ms. Figueres' official nomination in order for her to complete the duties related to her post as Executive Secretary for the United Nations Framework Convention on Climate Change (UNFCCC), a position she held since 2010 by appointment of H.E. Ban Ki-moon, Secretary General.

Christiana Figueres

Christiana Figueres, nacio el 7 de Agosto de 1956 en San jose, Costa Rica. Fue elegida Secreta ria Ejecutiva de la Convencion Marco de las Naciones Unidas sobre Cam biD Climatico (CMNUCC) en julio de 2010. Se mantuvo en este puesto durante dos exitosos periodos consecutivos hastajulio de 2016.

Asumio este rol de liderazgo global justo seis meses despues de la poca exitosa COP15 realizada en Copenhague. La Sra. Figueres se dedi co por seis afios a reconstruir el proceso de negociacion global de cambio climatico basandose en la construccion de confianza, imparcialidad, transparencia y colaboracion, 10 que culmina en el Acuerdo de Paris 2015, ampliamente reconocido como un logro historico.

El liderazgo de la Sra. Figueres a la cabeza de la Secretaria de la CMNUCC estuvo caracterizada por:

Un implacable sentido de optimismo y confianza en que por medio del desarrollo de una voluntad colectiva, la realidad presente puede ser transform ada. La Sra. Figueres es citada frecuentemente por su mantra: "imposible no es un hecho, es una actitud".

El reconocimiento transformador de que los gobiernos (en particular los paises en desarrollo) no pueden actuar en temas de cam biD climatico exclusivamente motivados por una preocupacion global, sino que 10 abordaran al comprender que las prioridades e intereses nacionales pueden beneficiarse de po/fticas y medidas de proteccion climatica.

Involucramiento activo de actores claves mas alia de los gobiernos. Reconocio desde tempranas fases del proceso que abordar el cambio climatico es una responsabilidad compartida de todos los sectores. El apoyo sin precedentes mostrado a los gobiernos en el proceso de construccion y adopcion del Acuerdo de ParIs por parte de las autoridades sub-nacionales y de representantes no­gubernamentales fue uno de los factores fundamentales de exito en Paris.

Ampliamente reconocida por su esfuerzo de seis anos de construir la sinergia necesaria para alcanzar un acuerdo global vinculante, el cual habia parecido anteriormente imposible; la Sra. Figueres ha sido reconocida como la forjadora de un nuevo estilo de diplomacia colaborativa.

Inicio su vida en el servicio publico como Ministra Consejera en la Embajada de Costa Rica en Bonn, Alemania en 1982. A su regreso a Costa Rica, en 1987, Figueres fue nombrada Directora de Cooperacion Internacional en el Ministerio de Planiftcacion.

Fungio como Directora de Energia Renovable en las Americas (REIA), hoy parte de la Organizacion de Estados Americanos (OEA), yen 1995 fundo el Centro para Desarrollo Sostenible de las Americas (CSDA), una organizacion sin fines de lucro que proveia programas de capacitacion a todos los paises en America Latina. Dirigio el centro durante ocho anos.

La Sra. Figueres ha servido en vadas juntas de organizaciones no-gubernamentales y fue asesora en temas de sostenibilidad para varias corporaciones. Sus articulos han sido ampliamente publicados,y es una expositora frecuente y lider inJluyente en su area.

Christiana Figueres

Christiana Figueres, born on 7 August 1956 in San jose, Costa Rica, was appointed Executive Secretary of the United Nations Framework Convention on Climate Change (UNFCCC) in july 2010. She stayed in office for two successful terms un til july 2016.

Assuming this global leadership role just six months after the unsuccessful COP15 in Copenhagen, Ms. Figueres devoted herself for six years to rebuilding the global climate change negotiating process based on trust building, fairness, transparency, and collaboration, leading to the 2015 Paris Agreement, widely recognized as an historical achievement.

Ms. Figueres' leadership at the head of the UNFCCC secretariat was characterized by:

• A relentless sense of optimism and confidence that by developing a global collective win current reality can be transformed. She is broadly quoted for her mantra: ((Impossible is not a fact, it is an attitude".

• The game-changing recognition that governments (in particular developing countries) cannot act on climate change exclusively out of a global concern, but can very powerfully address climate change by acting out of an understanding of how national priorities and interests are furthered by climate protection policies and measures.

• Active outreach to key stakeholders beyond national governments. She recognized early on that addressing climate change is a shared responsibility of all sectors. The unprecedented support shown to governments for the construction and adoption of the Paris Agreement on the part of sub-national authorities and non­government representatives was one of the fundamental factors of success in Paris.

Widely recognized for her six year effort to construct the necessary collaboration to deliver a global legally binding agreement that had previously seemed impossible, Ms. Figueres has been credited with forging a new brand of collaborative diplomacy.

She initiated her life of public service as Minister Counselor at the Embassy of Costa Rica in Bonn, Germany in 1982. Returning to Costa Rica in 1987, Figueres was named Director of International Cooperation in the Ministry of Planning.

She served as Director of Renewable Energy in the Americas (REIA), part of the Organization of the American States (OAS), and in 1995 founded the non-profit Center for Sustainable Development of the Americas (CSDA), a non profit organization providing capacity building to all countries in Latin America. She directed the Center for eight years.

Ms. Figueres has served on many boards of non-governmental organizations, and was a sustainability adviser to several corporations. She is a widely published author, frequent lecturer, and influential thought leader.

She has a Masters Degree in Anthropology from the London School of Economics, and a certificate in Organizational Development from Georgetown University. Ms. Figueres has received Honorary Doctorate degrees from the University of Massachusetts Boston, Concordia University, and Georgetown University. She is fluent in Spanish, English and German.
