UNITED NATIONS IN LIBERIA
UNDAF ROADMAP Note: This document should be sent to the Regional UNDG Teams, Peer Support Groups and the UNDG
Development Operations Coordination Office upon finalization, and when substantial changes are proposed.

Provide a brief overview of the context in which the new UNDAF will be developed, highlighting recent
national developments, existing UNDAF evaluations and reviews, and lessons learned from previous
reviews/analysis. Detail how non-programme core elements are going to be incorporated, in particular the
BOS and communications. [Recommended length: 2-3 paragraphs.]
BACKGROUND
The United Nations in Liberia supported the Government of Liberia in the development of the Agenda
for Transformation (AfT) 2012 – 2017, that was country-owned and led pathway out of fragility, with
a commitment to building mutual trust by providing one Vision, one Plan and alignment of resource
effectiveness for results. the United Nations support This was articulated in the United Nations
Assistance Framework (UNDAF) 2013-2017 that is aligned to the four pillars of the AfT1.
Implementation of the UNDAF (2013-2017), was adversely affected by Ebola Viral Diseases (EVD)
outbreak and a shift of programme focus to emergency response was made between March 2014 and
April 2016. The EVD emergency response slowed down and reversed some of the gains that had been
made in development indicators and devastated the health care system. Prior to the EVD outbreak, the
Liberian economy had made significant progress, attaining an average annual growth rate of over
7.5%. The EVD crisis effects, commodity and economic shocks persist to date, with real GDP growth
taking a plunge from 8.7% in 2013 to 0.7% in 2014 to 0.5% in 2016. This has made economic
recovery more challenging.
Liberia conducted Presidential elections on 10th October 2017, and a run-off in December 2017 with
the new government inaugurated on 22nd January 2018. The UN Mission departed Liberia in March
2018, and with its departure and a seamless transition to the UN country Team ensuring the UN’s
continued presence in the country building on UNMIL’s work in sustaining peace. While the
transition and withdrawal of UNMIL has impacted on operations and programme of the wider UN
system with a reduced UN foot-print, the UN Country Team continues to support the new government
in developing its s new agenda and in sustaining peace and development. With the departure of
UNMIL, the Resident Coordinator’s Office has been strengthened to lead the good offices. The UN
Resident Coordinator remains engaged with the government at the highest leadership levels
(supported by the RCO Political, Peace and Development Unit) in mitigating and resolving conflict
and providing the platform for dialogue on sensitive political issues.

The UN Liberia Capacity Mapping exercise provided an evidence base for calibrating a response that
would ensure that the UN remained fit for purpose to continued supporting the reconciliation and
peace consolidation work during the transition and post-UNMUL phase given the challenges in as
well as the fragility of Liberia’s national and regional context. UN Agencies adopted the
recommendations of the Capacity Mapping Exercise in their respective portfolios to strengthen their
capacities.
The Government of Liberia under H.E. President George Weah is developing its Medium-Term
Development Strategy – the Pro-Poor Agenda for Prosperity and Development (PAPD). This is a five-
year Strategy designed to accelerate inclusive and sustainable development and premised on four
pillars: that are inter-connected and mutually reinforcing. Pillar 1-Power to the people is founded on
the belief that the foundation of human development is health and education supported by programs
which reduce vulnerability, particularly among women, children and youth. Pillar2: Economy and
jobs focuses on raising the productivity and income of every Liberian worker by creating an
appropriate policy setting, enhancing competitiveness, and extending and upgrading the nation’s
infrastructure. Pillar three – Sustaining the peace addresses the root causes of conflict and fragility by
ensuring that the human rights of all Liberians are protected by the rule of law and broad-based access
to justice. Pillar four – governance and accountability – highlights the capacity of the state to
honestly, competently, and efficiently fulfill its responsibilities to all Liberians.
Implementation of the PAPD will encounter serious challenges: Liberia is recovering from the effects
of the Ebola crisis, is facing low commodity prices; the structure of the economy is distorted; small-
scale agricultural productivity is low; institutions that need strengthening coupled with financial and
human capacity constraints. These challenges are compounded by limited capacities in the security
and rule of law sectors, slow progress in national reconciliation and limited progress in implementing
critical Government reforms. Relations between the executive branch of Government and society have
improved, but remain strained, in the absence of meaningful national reconciliation, and compounded
by poor public confidence in the justice and security institutions, whose presence remains extremely
limited outside of Monrovia. Sustaining peace in Liberia requires long-term investment in national
institutions that are inclusive, accountable, and responsive, with a government that is committed to
providing opportunities and services to all Liberians.
The UN supports government efforts in sustaining peace and development. The OHCHR was
established in Liberia in April with UNMIL’s departure. The Liberia Multi- Partner Trust Fund has
been established as a predictable funding mechanism to support sustaining peace in Liberia. This
assures predictable resource for coherent, coordinated approach for peace building programmes that
address the fragility and conflict drivers in Liberia (reconciliation, socio- economic youth
empowerment, poverty reduction)
The UN supports the alignment of the PAPD with the SDGs, and the stakeholder consultations during
the development of the PAPD. The Plan has an initial ambitious cost of $7.2 billion over five years.
Partners, including UN Agencies have advised the government to consider reducing the PADP costing
by prioritizing more urgent interventions, as well as considering its own budgetary and absorptive
capacities. Through the UNDAF, the UNCT will support the government implement the PAPD,
focusing on sustaining peace, reconciliation and development. The UNDAF will align with the PAPD,
SDGs and Agenda 2030.
In March 2018, the Liberia UNDAF was extended for a further one year to end in December 2019 to
ensure alignment with the PAPD as the new Government was developing its development agenda.
This allows for the successor UNDAF alignment to the PAPD of the new government. The UNDAF
and the corresponding agency Country Programme Documents (CPDs) would be submitted for
approval to the regular sessions of the Executive Board in June or September 2019 for implementation
from January 2020.

ALIGNMENT WITH NATIONAL, REGIONAL AND GLOBAL PROCESSES
AND/OR PRIORITIES
Highlight how the UNDAF formulation process will be aligned with national and national planning process
and/or national development priorities, as well as other national, regional and global processes and/or
priorities including the 2030 Agenda. [Recommended length: 1-2 paragraphs.]
The successor UNDAF 2020-2025 guided by the Sustainable Development Goals, Agenda 2030, the
Pro-Poor Agenda for Prosperity and Development (PAPD), The will provide framework for the
support of the UN to the Government of Liberia in achieving the goals and commitments embodied in
the Pro-Poor Agenda for Prosperity and Development and the various international conventions that
Government of Liberia is signatory to. The UNDAF formulation processes will be informed by these
policy frameworks and the UN Country Team will engage with national counterparts.
Through the UNDAF, the UN in Liberia will support the government in realizing its development
aspirations. The support provided will be aligned to the PAPD, in coordination with the government,
development partners and regional bodies.

The UN will work in collaboration with development partners, donors and stakeholders, making full
use of its comparative advantages as (i) advocate for the poor and vulnerable, working for the
realization of Human Rights, SDGs, global standards and norms, (ii) an enabler, supporting capacity
development of duty bearers; and (iii) strengthening national and local resilience towards disaster and
climate change.
Alignment with other UN pillars, including humanitarian, human rights, UN peace operations and
peacebuilding
The UNDAF will seek to establish coherence across development, humanitarian and peacebuilding
agendas, underpinned by human rights as the common purpose of the UN. The commitment to leave
no one behind, and the need to support recovery and durable solutions in situations of conflict or
fragility calls for this.
Human rights, gender and young people’s concerns, the environment and humanitarian concerns will
be mainstreamed into the new UNDAF. SDG indicators related to these thematic areas that are
relevant to Liberia will be tracked in the UNDAF implementation. UN Country Team programming
will be strongly geared towards national capacity building towards peace consolidation.
UNDAF development will ensure that the inter-sectionality of sustaining peace, planning for
humanitarian response and the development are integrated. Sustaining peace in Liberia will require
taking into consideration the potential conflict risk factors including the need for post-war
reconciliation, weak governance systems, unchecked abuses of democratic freedoms, perceived
limited capacity of the government to safeguard peace, and poor social cohesion strategies.
Displacement of persons linked to investments (mining, infrastructure development and agriculture,
timber and rubber extraction), by natural and disasters impact the fragility in Liberia.
Detail how the CCA/UNDAF will relate to other UN planning frameworks, including the identification of
potential joint approaches across UN pillars that can support/enhance country level action and increase
coherence.
The CCA/UNDAF will contribute to and benefit from other planning frameworks: Integrated SDGs
and Agenda 2030, Integrated Transition Plan, Peace Building Plan, Common Country Assessment,
Social Cohesion and Reconciliation Index, Fragility Assessment among others., It will explore

different coherence arrangements based on a range of options, with joint analysis and planning
reflected in a common planning framework on one end of the spectrum, and separate planning
instruments when operationally necessary on the other end of the spectrum. Where applicable, the
UNCT will bring together development and humanitarian support in the UNDAF through the
articulation of collective outcomes based on joint analysis and multiyear planning.
. The new UNDAF will leverage on strengthening both downstream and upstream programmatic action
evidence generation and national capacity development, to create enabling conditions for people-
driven sustainable and inclusive development. The UNCT will catalyze its strategies and programmes
to complement and mutually reinforce the government and its duty bearers in developing the requisite
capacity to fully discharge its human rights obligations and commitments.
The design of the new UNDAF will be anchored on the principles of leaving no one behind through
human rights-based approaches(HRBA) gender equality and women’s empowerment and
accountability. The principle of leaving no one behind is grounded on human rights principle of
equality and non-discrimination which is at the heart of all international and regional human rights
treaties.
The CCA and UNDAF End of Programme evaluation, Agency Assessments, Social Cohesion and
Reconciliation Index, Fragility Assessment, SDGs, PAPD and regional assessments will inform
programming and planning. At the programmatic level, the UNDAF will be systematically aligned
with human rights recommendations from treaty bodies and Human Rights Council mechanism (UPR,
Special Procedures) including recommendations from African Union human rights protection
mechanism with the new UNDAF programmatic priorities will also be aligned to key
recommendations accepted by the Government of Liberia. This will strengthen implementation of
human rights recommendations by Government of Liberia with technical support from UN.
ALIGNMENT WITH UN ORGANIZATION PLANNING PROCESSES
Highlight how the CCA/UNDAF process is aligned to other UN organization planning processes, including
the preparation of country programme documents or the equivalent, and when they will be submitted to
Executive Boards where required. [Recommended length: 1-2 lines maximum per organization.]
The UNDAF guides the UN Agencies planning processes for the UN Agencies in Liberia including
UNDP, WFP, UNWOMEN, UNHCHR, UNICEF. The Ex Com Agencies will develop their
respective Country Programme Documents based on priorities agreed in the UNDAF. The UNDAF
will inform the CPD development process and this is synchronized to ensure that they are ready for
submission by 30 April 2019.This allows for the UNDAF alignment to the national Pro- Poor Agenda
for Prosperity and Development.

UNDP Full alignment and preparation of the CPD commenced with training of
core CO teams. While this was initially started in November 2017, with a
support mission that elaborated on the theory of change and defined
strategic results to underpin the CPD, a full resumption of this process is
expected in September 2018.

UNWOMEN Full alignment and preparation of the Strategic note process will begin in
July 2019. This process will inform the development of UN Women’s new
Strategic Note that aligns with the new UNDAF cycle.
The final document will be presented to UN Women Regional Office and
HQ for validation and will be submitted to the Executive Board afterward.
September 2019
UNICEF Full alignment and preparation of the CPD commenced with a launch of
Situation analysis of Children and Women in Liberia in July 2018. This will
be followed by a Strategic Moment of Reflection meeting in early
September 2019

November 2018. An intensive engagement commences in November 2018,
with engagement of a Consultant to facilitate the formulation of Theory of
Change (TOC) and drafting of at least five Programme Strategy Notes
(PSN). The PSN due for submission to our Regional Office mid-February
and draft Country Programme Document in mid-March.
UNHCR The alignment of UNHCR's activities began with the development of the
country operations plan (COP) in March 2017, with the integration of the
education, health and water, sanitation and hygiene sectors already into
national development program. Discussion will continue to integrate other
sectors also into 2018 national program. The primary focus will be on
ensuring that the refugee programme is integrated into the international
framework.
OHCHR OHCHR has reviewed UNMIL HRPS role and contribution to the current
UNDAF 2013- 2018 to inform the design of OHCHR country programme
priorities. OHCHR Country programme will be aligned with the next
UNDAF cycle. There is an ongoing discussion to identify priority actions to
inform long term strategic programme planning 2019-2020.
UNAIDS
UNAIDS work plan is fully aligned with the National Catch-up Plan and
the National Health agenda and involves various state and non-state actors,
civil society, private sector and development partners for multisectoral HIV
and AIDS and TB response. The HIV/ AIDS epidemic is a significant
public health and development problem in Liberia (2016 Liberia
HIV&AIDS Response Progress Report). New HIV infections among adults
(aged 15 years and older) have increased by more than 5% between 2010
and 2017. Priority issues facing Liberia include a weak health system and
the extremely low HIV testing and treatment coverage of life-saving
antiretroviral therapy among adults (30% ART coverage) and children aged
0-14 years (18% ART coverage). Source: UNAIDS 2018 data.
WHO The WHO Biennial work plan, guided by the SDG and UHC framework is
fully aligned with the national health sector investment plan and the PAPD.
Health sector prioritization commenced involving key actors in the health
sector through lead of the ministry of health; identified priorities and shall
contribute to the PAPD, regional and global commitments (SDG/UHC,
IHR, FTCTC, etc.).
UNIDO UNIDO operations in Liberia aligned to current UNDAF priorities and fully
support and aligned with government new education sector plan. The policy
alignment and harmonization around education strategies and policies and
other development policies will continue to integrate other priority areas.
UNFPA UNFPA CPD in the context of the common processes of the Ex.Com.
agencies. It will be fully aligned to the new UNDAF which is informed by
the government’s new national aspiration and development blueprint – Pro-
Poor Agenda for Prosperity and Development – and the Common Country
Analysis (CCA). Submission to the Board: September 2019.
September 2019
WFP WFP is in the process of developing the Country Strategic Plan (CSP 2019-
2023) to be presented to Executive board in June 2019. Meanwhile, WFP
has extended its current Transitional Interim Country Strategic Plan (T-
ICSP 2018) for additional six (6) months. This will ensure full alignment
with both the UNDAF and the National Development Plan (Pro-poor
Agenda for Prosperity and Development) that is near completion.

EXISTING ANALYSIS AND IDENTIFICATION OF ANALYSIS GAPS

From, the CCA, it is evident that the current government inherited very weak economy, bloated civil
service, weak private sector, high inflation rates, high unemployment rates among the youth, limited

access to investment opportunities, rising prices of basic commodities - all which adversely impact
achievement of the election promises.
From 2016 the Liberian dollar has consistently depreciated whilst the process of basic commodities
has been increasing. By December 2017, the Liberian Dollar had depreciated by 25 percent. Since
January 2018, it has depreciated further by another 25 percent. This recent depreciation in the value of
the Liberian Dollar has increased, inflation by 4% to 21%, from 17% in February 2018. This has had a
negative impact on the economic well-being of the Liberian people, causing a serious hardship.
Liberia experiences high inflation. In 2018 inflation averaged 12.5% compared to 8.5% in 2017.2 The
growth evidence shows an increase in external debt stock, which rose from USD 597 million in
September 2016 to USD 736 million in June 2017. Liberia’s economy is characterized by high
importation dependency. The country is experiencing high national expenditure which is not
conducive for sustainable economic growth. It has an under-developed formal employment sector
with low national employment rates. The national formal employment rate is only 20.1% and the
remaining 79.9% are in the informal sector. Liberia’s Human Development Index (HDI) remains low
at 0.427 (2015) compared to that of the region (0.525).
Child survival remains below the expected level. The rate of neo-natal mortality in 2013 was 38/1 000
live births, infant mortality rate was 54/1 000 while under five mortalities stood at 94/1 000 live
births. Overall Liberia has high stunting levels, with national average at 32 per cent (Liberia
Demographic Health Survey (LDHS 2013). Stunting levels vary by geographical location, with urban
areas at 30 per cent while rural areas are 33 per cent (LDHS 2013 p.160/161).
The UN will prioritize assessment of existing data gap in liaison with Liberia Institute of Statistics
and Geo information services based on prohibited grounds of discrimination to generate information
to inform UN technical support to the government to inform evidenced based planning and budgeting
to ensure that marginalized groups and individuals at risk of being left behind are prioritized in new
UNDAF.
The UN will develop its theory of change that will inform its visioning and prioritization, drawing
from the PAPD, SDGs, Corporate Strategic Plans, the Peacebuilding Plan, Integrated Transition Plan,
UNDAF Evaluation, CCA, the SDGs roadmap, Policy Thematic Papers developed from various
partners (World Bank and USAID) for the new government.
MANAGEMENT ARRANGEMENTS
Highlight who will be responsible for leading/managing and coordinating the process, as well as
providing oversight. Note when other relevant groups such as the OMT, the UNCG and others as
relevant will be consulted and involved. [Recommended length: 2-3 paragraphs.]
Under the leadership of the Resident Coordinator and the UN Country Team, the UNDAF
development process will be led by the UNDAF Core Team under the leadership of the co-Chairs of
the Inter- Agency Programming Team composed of leadership representation from the Operations
Management Team, M&E Working Group, Gender Thematic Group and Human Rights Group,
Disaster Management Working Group, UN Communications Working Group. The team will be
expanded to include Government of Liberia, CSOs representation and Gender, Human Rights,
Disabilities, and Youth. The UN Working and Thematic Groups will be involved at various stages.
The Core Group will be the pen-holders for the UNDAF. The Joint Steering Committee will provide
the overall policy direction to the process.

At the highest leadership level, the UNDAF development process will be led by the Joint Government
of Liberia /UN Steering Committee - co-chaired by the UN Resident Coordinator and the Minister of
Finance and Development Planning.
ENGAGEMENT OF STAKEHOLDERS AND PARTNERSHIP STRATEGY
Provide an overview of relevant stakeholders and partners who should be involved throughout the
development of the UNDAF, including when and how they will be engaged. It may be useful to add an annex
with the list of all partners who will be consulted, including types of organizations and their constituencies. [
Stakeholders will be involved in the UNDAF development process. These include the UN Agencies
including Non- Resident Agencies, Government of Liberia, National Agencies and Commissions,
Civil Society Organizations, the Private Sector, Representative Groups of Youth, Gender, Disabilities,
Development Partners, and other constituents. Regional bodies- the African Union, ECOWAS will
also be engaged as they provide the regional political, and socio-economic perspectives, critical for
cross border and Mano River Union issues.
The World Bank, IMF, African Development Bank, IFC – all who are an integral part of the UN
Country Team and provide the policy economic development and financing analytics and support to
Liberia, will be engaged as they provide important sectorial policy analytics vital for Liberia’s
development and UN Country Team technical teams, Civil Society Organizations, International
NGOs, analytics, the private sector to ensure a comprehensive UNDAF that responds to the SDGs and
the national development priorities. The development partners who provide pivotal resources and
support from Liberia – mainly Sweden, USA, Germany, Japan, UK, Norway, European Union will be
involved at varying stages of the consultations, and will also be regularly briefed on the substance and
process
The Government of Liberia sets the policy framework and development priorities for Liberia, and
they will provide the pivotal policy framework for anchoring the UNDAF. They will be engaged
throughout the process especially with the new administration in place. This will be anchored on the
joint Government of Liberia/ UN Delivering as One Steering Committee
COMMUNICATIONS Provide an overview of your communications strategy during UNDAF development, including a media plan
to support transparency, accountability, and wider ownership and engagement. [Recommended length: 2-3
paragraphs.]
The UN Communications Group Communication Strategy will guide communication during the
UNDAF development process. They will guide strategic communication including raising awareness
on the SDGs and their domestication, with an emphasis on how this will help entrench peace and
development in Liberia, creating an awareness of the UN’s work, of its potential impact on
development, and advocacy on critical issues.
CAPACITY AND SUPPORT REQUIREMENTS
Provide an overview of training and capacity development needs, and support required from non-resident
agencies, and specify if there are any plans to use consultants, what their role will be and what tasks they will
undertake. [Recommended length: 2-3 paragraphs.]
a) The UN and stakeholders will require training on the revised UN programming principles(Gender
Equality and Empowerment,, Human Rights, Results Based Management and integrated
approaches; on the SG’S prevention agenda hinged on the peace and development nexus and in
developing the theory of change- and ensuring integration of the SDGs roll out based on global
best practices; UN reform and its implications.

oversight During the for development of the UNDAF. The Terms of Reference for the Core team have
been developed.
The UNDAF pen- holder will be the Core Team and the UNDAF will be development by internal
technical experts lead by the UNDAF Pillar Leads, supported by the Thematic Working Groups and
regional and global internal UN expertise. A guidance note developed by the Core Team will guide
the process (Visioning and Strategic Prioritization for UNDAF and BOS II Systemwide Training).

statements. These will be determined by Thematic Working Groups to maximize integration and
division of labor between agencies in the planning process. To assist the process, the UNDAF Core
Group will provide oversight and support during the various phases of the UNDAF development and
ensure quality assurance respective pillars and thematic groups. The UNDF Core Group will get
support from from UNDOCO, UNSSC, the Regional Quality Assurance teams. A prior training on
Foresight and application of the core programming principles will be required for the UN and
technical teams that will include teams will include Financing and budget specialists who will develop
the UNDAF Financing Strategy and the Common Budgetary Framework (CBF) mandatory as per the
UNDAF guidance by UNDG.
UNDAF Assessments
1) The UN Capacity Mapping Common Country Assessment, End of Programme Evaluation, SCORE,
Fragility Assessments have been conducted. The Business Operations Strategy evaluation process has

commenced and will include a Cost and Benefit Analysis. These will inform the UNDAF
Development.
UNDAF & Joint Work Plans Drafting & Finalization/BOS Annual Work Plan
The UN in Liberia and partners will discuss the draft UNDAF and Business Operations Strategy 11
(BOS) at various consultative stages including a final joint validation retreat. The UNDAF will be
finalized by the UN technical and Core Teams and an UNDAF Editor consultant will support the
editing and graphic design of the UNDAF and BOS, in collaboration with the UN Communications
Group.,
Agencies will in parallel develop their respective programme documents aligned to the successor
UNDAF that will be shared with their respective HQs for approval. This drafting and finalization
phase will also include the development of a successor UNDAF Integrated Work Plan, and the BOS
Annual Work Plan to be implemented by the UN agencies starting from July 2018.

The UNDAF Roll out total cost is USD 445,000 and the UNCT will finance it through local cost
sharing and programming funds to RCO from DOCO. Alternative funding sources can be advised by
the R-West Africa Group
UNDAF ACTIVITY PLAN
(a) KEY DELIVERABLES Provide an initial description of the proposed CCA/UNDAF development process, detailing the main
agreements on the UNDAF preparation process, and the type of document that will be developed, including
the implications of the process as relevant. [Recommended length: 1-2 paragraphs.]
UNDAF preparation will be based on the approved roadmap UNDAF preparation (including with the
government and other relevant stakeholders, with key underlying premise being support to national
priorities and plans for achieving the 2030 Agenda and the SDGs. With this, the next step will be to
develop a high quality, evidence-based CCA. This will be a light exercise in view of the available
body of analytical works given the time constraints.
Based on the CCA, UNDAF strategic priorities will be derived, ensuring that the UNDAF results
respond to and align with national priorities, in our case the AFT2 and its successor plan as may be
defined by the new government. Based on the CCA and UNDAF supported by a strong theory of
change, an UNDAF results matrix will be developed, founded on clear UNDAF outcomes which will
be the basis for aligning specific organizational programming documents with the UNDAF. The
UNDAF outcome indicators, baselines and targets are linked to other intergovernmental reporting
processes such as SDG reports and human rights mechanisms.
We will ensure that the UNDAF and its legal annex are signed by all participating UN organizations
and a relevant government representative. We will also develop joint work plans, to be signed by
participating UNCT members supported by the Outcome Working Groups to operationalize the
UNDAF outcomes. Along with this will be a costed multiyear monitoring and evaluation plan to

ensure reports are prepared integrating programme results with reports on finance, resources
mobilization, etc.,
