ITEM 1 ADOPTION OF THE AGENDA, TIMETABLE OF WORK ANDREPORT OF THE BUREAU (149 EX/1, 149 EX/INF.1 and 149 EX/2)

At its first meeting, the Executive Board adopted the agenda and timetable ofwork as set out in documents 149 EX/1 and 149 EX/INF.1.

The Executive Board decided to refer to the commissions and committeespecified below the following items of its agenda:

1. Programme and External Relations Commission (PX): items 3.1(Part I), 3.2.1, 3.2.2, 3.4.1, 3.5.1, 3.5.2, 4.3, 5.3, 5.5, 5.6, 7.1, 7.1.1,7.1.2, 7.1.3, 7.5, 7.6, 7.7 and 7.12.

The Executive Board approved the proposals by the Bureau contained indocument 149 EX/2 concerning item 3.2.3 - Invitations to the fifth InternationalConference on Adult Education (CONFINTEA V); item 7.2 - Relations withthe International Centre of Insect Physiology and Ecology (ICIPE);item 7.8 - Relations with the International Institute for Central Asian Studiesand draft agreement between UNESCO and the Institute; item 7.9 - Relationswith the Fund for the Development of Indigenous Peoples of Latin America andthe Caribbean and draft agreement between UNESCO and the Fund;item 7.11 - Relations with the Joint Administration of the Turkic Culture andArts (TÜRKSOY), and draft agreement between that organization andUNESCO.

1. Having examined document 149 EX/5 (Parts I, II and III) and149 EX/INF.3 and Add. and in particular the information on the first stepsthat have been taken recently and those that are under consideration for

the adaptation of the Organization to support the implementation of theMedium-Term Strategy (28 C/Resolution 0.12 (III), para. 17),

2. Noting that a comprehensive review of the personnel resources of theOrganization is under way with a view to achieving the most efficientutilization of human resources through measures including agreed earlyretirement,

3. Noting with regret that a staff cost deficit of $7.3 million was producedduring the biennium 1994-1995,

4. Recalling 28 C/Resolution 28.2 concerning a possible increase in staffcosts in future,

5. Requests the Director-General therefore to:

(a) ensure that no deficit is incurred in staff costs in future;

(b) introduce all measures necessary to implement the programmewithin resource availability;

(c) present to it at its 150th session all relevant information on the staffsituation including projections on short-term and long-termadministrative and financial results and the implications of measuresdescribed in document 149 EX/5 (Part II), giving special attentionto envisaged retirements, separations and related indemnities, andalso on the overall situation with regard to staff costs, expendituresfor temporary assistance, personal promotions and consultants, inparticular special advisers, and related costs (contracts, travel, dailysubsistence allowances, etc.);

(d) present to it at its 150th session a report on the results of the workof the high-level Task Force;

6. Invites the Director-General to report to it at its 150th session on thenumber and cost of staff implementing the programme as well as thoseexercising administrative and co-ordination functions;

7. Requests the Director-General to submit to it any project for the openingof new field offices;

8. Invites the Director-General to present in due course detailed proposals oroptions for dealing with the problems and questions raised in 149 EX/5(Part II) and 149 EX/INF.3 and Add. concerning evaluation, monitoringand publishing;

9. Further invites the Director-General to present to it at its 150th sessionproposals for improving the effectiveness, transparency and timeliness ofthe delivery of the Participation Programme (28 C/Resolution 12.2).

The Executive Board,

1. Having reviewed the Medium-Term Strategy for 1996-2001 (28 C/4Approved), and the Approved Programme and Budget for 1996-1997(28 C/5 Approved),

2. Recalling 145 EX/Decision 4.1 (Part A.II, (b)(viii) and Part B, para. 10,(j)(iii)) inviting the Director-General to give special attention, in theMedium-Term Strategy (28 C/4) and in the Draft Programme and Budgetfor 1996-1997 (28 C/5), to the activities relating to renewable energysources for development,

3. Taking into account 145 EX/Decision 5.3.2 approving the Statutes of theWorld Solar Commission,

4. Stressing its recommendations on the Draft Programme and Budget for1996-1997 (28 C/6, para. 32) to give importance to the activities relatingto renewable energy sources, and to organize regional consultations inAfrica, Latin America and the Caribbean, Asia and the Pacific, theMediterranean countries, and Central and Eastern Europe, with a view tothe preparation of the World Solar Summit,

5. Recalling 28 C/Resolution 2.1 (para. 2.A(e)) adopted by the GeneralConference, inviting the Director-General to facilitate the use ofrenewable energy sources for development,

6. Noting that the preparation of the World Solar Summit, to be held inHarare, Zimbabwe, on 16 and 17 September 1996, has continued during1994-1995, in compliance with 27 C/Resolution 2.1, 2(e) and paragraph02117 of the work plan in document 27 C/5 Approved,

7. Convinced that a wider use of clean renewable energy sources would be afactor conducive to social development and to the preservation of theenvironment, as it would:

(a) reduce developing countries’ bills for energy imports;

(b) make electricity available to rural and isolated populations in orderto enhance their educational, sanitary and communication levels, aswell as their income-generating and employment opportunitiesthrough the creation of small-scale industries, thus reducing rural-urban drift;

(c) contribute to developing an environmentally sound economy;

(d) improve the quality of life of women, especially in rural and remoteareas, as the burden of carrying fuelwood and drinking-water wouldbe greatly alleviated, thus giving them more time to engage ineducational and income-generating activities;

(e) decrease deforestation and desertification, leading to the improvedfertility of the land and the preservation of ecosystems;

(f) contribute to saving the earth from environmental degradation andglobal warming;

8. Expresses appreciation to the Director-General for his efforts inimplementing the World Solar Summit Process;

9. Also expresses its appreciation to the Heads of State and Governmentwho have agreed to serve on the World Solar Commission on a personalbasis, and especially to its Chairman, H.E. Dr Robert Mugabe, Presidentof the Republic of Zimbabwe, who has agreed to host the World SolarSummit in Harare on 16 and 17 September 1996;

10. Calls upon all Member States of UNESCO to contribute to the success ofthe World Solar Summit and to ensure their participation at the highestpossible level;

11. Invites the Director-General: (a) to ensure that sufficient financial,technical and human resources, drawn also from extra-budgetary sources,are made available for the effective functioning of the World SolarCommission, the preparation of the World Solar Summit and follow-upactivities; and (b) to report to it at its 150th session on the resultsachieved in this regard.

International campaign to collect exercise booksand pencils for the developing countries

The Executive Board,

1. Bearing in mind the Director-General’s remarks in his report on theprogramme adopted by the General Conference, and in particular thoseconcerning Programme I.1, ‘Basic education for all’,

2. Considering that education is a fundamental human right and a key tosustainable development, a vital instrument for realizing each individual’sfull potential and combating underdevelopment, and a fundamental toolfor improving the quality of life,

3. Recalling the World Declaration on Education for All, its broad vision ofbasic education and its renewed commitment to such education, seen as afundamental right of all men and women of all ages everywhere,

4. Convinced that, despite the significant efforts of countries the world overto respect the right to education for all, the following realities still persist:

(a) over 130 million children have no access to primary education,

(b) over 890 million adults are illiterate,

(c) some 100 million children and countless adults are unable tocomplete their basic education,

(d) over a third of the world’s adults lack access to printed informationand the new skills and technologies that could improve their qualityof life and help them bring about and adapt to social and culturalchanges,

5. Stressing that UNESCO’s Medium-Term Strategy for 1996-2001 placesprime emphasis on the promotion of basic education for all,

6. Observing the importance of the initiatives that UNESCO has taken toenhance the quality and relevance of basic education in the context ofeducation for the twenty-first century,

7. Recognizing that the universalization of basic education - that is, itsextension to all children - is far from being a reality in all countries of theThird World,

8. Considering the implications of the severe economic crisis affecting mostof the developing countries, and realizing that this situation has disastrousrepercussions on education systems,

9. Concerned at the lack of educational materials in the developing countriesas a consequence of this serious economic crisis, which has made parentsless able to contribute to their children’s education,

10. Requests the Director-General to take appropriate steps to ensure thatUNESCO launches, on International Literacy Day, which is celebratedevery year on 8 September, an international campaign to collect exercisebooks and pencils for the developing countries as a tangible contributionto meeting their urgent educational needs.

3.2.1 United Nations University: Report by the Council of the University andthe Director-General’s comments thereon (149 EX/4 and 149 EX/46)

The Executive Board,

1. Taking note with interest of the annual reports for 1994 and 1995 of theCouncil of the United Nations University (UNU) and the Director-General's report thereon (149 EX/4),

2. Expresses satisfaction with the achievements of UNU's research andtraining centres;

3. Pays tribute to Mr Heitor Gurgulino De Souza, Rector of the UnitedNations University, for the excellent work accomplished during his termof office with a view to extending the influence and increasing the impactof the University in academic and scientific circles and strengthening itsco-operation with UNESCO;

4. Expresses the wish that continued efforts be undertaken to establish newresearch and training centres and programmes, consonant with the Charterof the University, as well as to provide support to existing centres andprogrammes;

5. Expresses its appreciation to the Government of Ghana and the Universityof Ghana at Legon for the facilities offered to the Institute for NaturalResources in Africa (UNU/INRA) and, at the same time, appeals todonors to provide special support to INRA;

6. Thanks the governments which have contributed to the endowment oroperating fund of the University or of its research and training centres andprogrammes;

7. Expresses its gratitude to the Government of Japan for its generous gift ofa new university centre, as well as for its continued financial andintellectual support to the University, and in particular for the creation ofa trust fund for the UNESCO/UNU joint programmes and for thelaunching of the Institute for Advanced Studies (IAS) in Tokyo;

8. Reaffirms its recommendation for enhanced co-operation betweenUNESCO and the United Nations University, including the reinforcementof collaboration in support of the UNITWIN/UNESCO ChairsProgramme with a view to developing further the concept of thatprogramme and the criteria for selecting appropriate institutions;

9. Invites the Director-General to communicate to the Chairperson of theCouncil of the United Nations University and to the Rector the text of thepresent decision together with the relevant documents.

3.2.2 Invitations to the meeting of governmental experts to examine the draftRecommendation concerning the Status of Higher Education TeachingPersonnel (149 EX/6 and 149 EX/46)

The Executive Board,

1. Considering that, in 27 C/Resolution 1.15, the Director-General isrequested to convene a small group of governmental experts, representingMember States of all regions, for the purpose of further examining thedraft Recommendation concerning the Status of Higher EducationTeaching Personnel,

2. Having examined document 149 EX/6,

3. Decides that 24 Member States (four per region) will be invited to theabove expert meeting and requests the Director-General to reinvite theelectoral groups to submit to him, not later than 31 May 1996, the namesof the four countries for each electoral group;

4. Decides also that other Member States and Associate Members as well asnon-Member States and higher education NGOs which have contributedto the elaboration of the above draft recommendation will be invited bythe Director-General to attend the meeting as observers;

5. Further decides that, taking into account the very active role played by theInternational Labour Organization (ILO) in the elaboration of the abovedraft recommendation, it will be specially invited by the Director-Generalto participate in the meeting;

6. Recommends to the General Conference that, in future, when it takesdecisions to hold meetings of various categories with a limited number ofparticipants, it should also decide, whenever possible, on the exact totalnumber of participants to be invited.

3.2.3 Invitations to the fifth International Conference on Adult Education(CONFINTEA V) (149 EX/7 and 149 EX/2)

The Executive Board,

1. Considering that the General Conference at its twenty-eighth sessionauthorized the Director-General to convene the fifth InternationalConference on Adult Education in Hamburg in 1997,

2. Having examined document 149 EX/7,

3. Decides:

(a) that invitations to participate in the fifth International Conference onAdult Education with the right to vote will be sent to all MemberStates and Associate Members of UNESCO;

(b) that invitations to send observers to the Conference will be sent tothe States mentioned in paragraph 7 of document 149 EX/7, whichare not members of UNESCO but are members of anotherorganization of the United Nations system, and to any other Statethat becomes a member of one of the organizations of the UnitedNations system;

(c) that an invitation to send observers to the Conference will be sent toPalestine, as mentioned in paragraph 8 of document 149 EX/7;

(d) that invitations to send representatives to the Conference will besent to the organizations of the United Nations system with whichUNESCO has concluded mutual representation agreements andwhich are listed in paragraph 9 of document 149 EX/7;

3.3.1 New initiatives in science (149 EX/8 and 149 EX/INF.5)

The Executive Board,

1. Having examined the report by the Director-General on new initiatives inscience (149 EX/8),

2. Emphasizing that the well-being of societies depends to a great extent onthe advancement and use of science and that ongoing changes in theworld have brought about new opportunities for international co-operation in science,

3. Recalling that, as the only intergovernmental organization within theUnited Nations system having a specific mandate in basic sciences,UNESCO ought to play a leading role in fostering this co-operation, aswell as innovative international actions and new commitments in basicsciences in the service of development,

4. Recommends that the consultations carried out be extended to theMember States, with the help of the National Commissions and the mainresearch institutions and centres, and to high-level scientists, on thedesirable objectives of a possible World Science Conference (WSC), asmentioned in paragraph 02113 of document 28 C/5 Approved, andexpresses the wish that the International Council of Scientific Unions(ICSU) be heard on this project at its 150th session.

4. Taking into account the fact that the first phase of the Culture ofMaintenance project undertaken during the 1994-1995 biennium hasclearly shown the crucial importance of maintenance issues to manydeveloping countries,

5. Expresses appreciation to the Director-General for his efforts inimplementing the first phase of the Culture of Maintenance project forwhich he has enlisted the co-operation of several Member States andnational institutions concerned;

6. Noting from the recommendations of the Dar es Salaam Seminar (March1996) on the culture of maintenance for sustainable development that theproject calls for an intersectoral approach,

7. Calls upon all Member States to contribute to the success of the Cultureof Maintenance project;

8. Invites the Director-General to make adequate financial, technical andhuman resources available to continue promoting awareness with a viewto ensuring follow-up to the Dar es Salaam Seminar;

3.5.2 Invitations to the meeting of governmental experts on the review of theHague Convention for the Protection of Cultural Property in the Event ofArmed Conflict of 1954 (149 EX/11 and 149 EX/46)

1. Recalling 145 EX/Decision 5.5.5 concerning the convening of a meetingof States Parties to the Hague Convention for the Protection of Cultural

Property in the Event of Armed Conflict of 1954 on the occasion of thetwenty-eighth session of the General Conference,

2. Noting with satisfaction that such a meeting took place on 13 November1995 and was attended by the representatives of 69 of the 87 StatesParties to the Convention,

Noting that the resolution adopted by the States Parties on that occasionemphasizes the importance of holding a meeting of a limited number ofgovernmental experts from various geographical regions together withappropriate expert bodies in order to discuss further the improvement ofthe Convention and to submit proposals to the Director-General fortransmission to States Parties,

4. Further noting that in the same resolution the States Parties invite theDirector-General, after consultation with the Executive Board, toimplement the above provision,

5. Approves the Director-General's proposal to invite 20 governmentalexperts of States Parties to the Hague Convention, together withappropriate expert bodies, to participate in that meeting;

6. Invites the Director-General to call the States Parties’ attention to thepossibility of their sending observers to the meeting;

7. Invites the Director-General to consult with the Chairpersons of theelectoral groups of Member States in order to obtain a list of StatesParties to the Convention interested in participating in the meeting, inaccordance with the distribution between the groups proposed indocument 149 EX/11;

8. Invites the Director-General to present this list to the Executive Board, atits 150th session, which will designate the States Parties to theConvention to be invited to the meeting of 20 governmental experts.

4.1 Evaluation of activities relating to the transdisciplinary project:Environment and population education and information for development(149 EX/12 and 149 EX/43 Rev.)

The Executive Board,

1. Considering the importance of environment and population education andinformation for development,

2. Having examined document 149 EX/12, and taking into account theobservations of the Special Committee,

3. Takes note of the information that it contains and the clarificationsprovided by the Secretariat on the nature of this document;

4. Stresses UNESCO’s role of co-ordination with the other agencies of theUnited Nations system in relation to population and environmentaleducation;

5. Invites the Director-General to submit to it at its 151st session anevaluation of the entire transdisciplinary project: Environment andpopulation education and information for development;

6. Specifies that this evaluation should take into account the relevantrecommendations of the major conferences of UNESCO and of theUnited Nations and also the complementarity to be promoted with theOrganization’s other actions in the fields concerned by the project.

4.2 Preparation of the next UNESCO Programme and Budget (149 EX/36 and149 EX/38)

The Executive Board,

1. Referring to its responsibility as established in Article V.B.6(a) of theConstitution,

2. Confirming that the Programme and Budget (C/5) should define theactivities that will aim at achieving the objectives of the Medium-TermStrategy,

3. Noting the instruction of the Director-General on evaluation in theOrganization (DG/Note/96/12 of 8 March 1996) and reaffirming thatevaluation should have a more important role in the preparation of theC/5 document, as well as in the execution of the approved activities andtheir results,

4. Reaffirming the responsibility of Member States to participate inestablishing priorities at each stage in the preparation of the Programmeand Budget,

5. Convinced that the process of preparation of the Programme and Budgetand the C/5 document itself should become more transparent,

6. Invites the Director-General:

(a) to propose the activities for the next biennium, taking into accountthe evaluated results of the execution of the programme during theprevious biennium;

(b) in preparing the Programme and Budget, to define activities aimedat achieving the goals of the Medium-Term Strategy (28 C/4) andindicate their time-frame and costs;

(c) when first consulting Member States on preliminary proposals, toindicate clearly the objectives, methods, envisaged resources andexpected results of major programmes;

(d) to present separately the activities to be financed exclusively fromthe regular budget, and those to be co-financed using extra-budgetary resources;

(e) to structure the budget according to Rule 3.3 of the FinancialRegulations, dividing it into parts, chapters, sections and items;

(f) to complement the budgetary part of the Draft Programme andBudget for 1998-1999 (29 C/5) with estimates of income:contributions, rents, sales of publications, etc.;

(g) to clearly reflect in the aforesaid document contingency planningmeasures, if any, intended to deal with the cash-flow situation;

(h) in preparing that document, to ensure that detailed instructions onwork plans are given in order to avoid changes after it is approvedby the General Conference;

7. Confirms the principle of zero-base budgeting, stressing the need to raiseproductivity and to minimize all costs not directly related to programmeimplementation;

8. Invites the Director-General to prepare and submit to it at its150th session the preliminary proposals concerning the Draft Programmeand Budget for 1998-1999 (29 C/5), taking duly into account the aspectsmentioned in paragraph 6 above together with corresponding estimatesfor all parts of the budget.

Notes with satisfaction the information given to the Committee by therepresentative of the Director-General on action already taken on therecommendations and suggestions made by it on the occasion of theexamination of its working methods which it conducted at the Board’s146th and 147th sessions (paragraph 13 of document 149 EX/44) and thefurther measures which the Secretariat has committed itself to taking(paragraph 14 of document 149 EX/44);

4. Invites the Director-General to continue to implement these measures;

The Executive Board,

1. Having examined document 149 EX/13,

2. Approves the Statutes of the International Advisory Committee of the‘Memory of the World’ Programme which are contained in the annexhereto;

Invites the Director-General to ensure that there is appropriate co-ordination and co-operation between the International AdvisoryCommittee of the ‘Memory of the World’ Programme and other bodies,especially the Consultative Committee for the Safeguarding of the FilmHeritage and the Intergovernmental Council for the General InformationProgramme.

ANNEX

Statutes of the International Advisory Committeeof the ‘Memory of the World’ Programme

Article 1

An ‘International Advisory Committee of the “Memory of the World”Programme’ hereinafter termed ‘the Committee’ (category V), is herebyestablished.

Article 2

The Committee shall be responsible for advising the Organization on theplanning and implementation of the ‘Memory of the World’ programme as awhole and for making recommendations on raising funds, allocating them toprojects, placing elements of the documentary heritage on the ‘Memory of theWorld’ Register and granting the ‘Memory of the World’ label to selectedprojects, including those which are not receiving financial assistance from theprogramme. The Committee shall seek co-operation with competentinternational non-governmental organizations such as the International Councilon Archives (ICA) and the International Federation of Library Associations andInstitutions (IFLA). It shall also examine the possibility of gaining access to thisheritage by means of the most up-to-date technologies.

Article 3

1. The Committee shall be composed of 14 members, appointed by theDirector-General after consultation of the National Commissions of the Statesconcerned, and serving in a personal capacity.

2. The term of office of members of the Committee shall be four years. It isrenewable once. In the event of the resignation or death of a member of theCommittee, the Director-General shall appoint a replacement for the remainderof the term.

3. Every two years, half the membership of the Committee shall be renewed.Notwithstanding the provisions of paragraph 2 above, when appointing theinitial members of the Committee, the Director-General shall designate theseven whose term of office will expire on 31 December 1998, it beingunderstood that the term of office of the other members will expire on31 December 2000.

4. The members of the Committee shall be chosen for their authority in thefield of the safeguarding of the documentary heritage, taking due account ofgeographical representation and in such a way as to represent the various

disciplines and schools of thought prevalent in this field within Member Statesand in the main international professional organizations.

5. In addition to the 14 members mentioned above, the Director-Generalmay invite to meetings of the Committee individuals whose duties andqualifications make them suitable for assisting the Committee in its task. Theyshall not have the right to vote.

Article 4

The Director-General shall convene the Committee in ordinary session onceevery two years. He may convene extraordinary sessions.

Article 5

1. At each of its ordinary sessions, the Committee shall elect a chairperson,three vice-chairpersons and a rapporteur who shall constitute the Bureau of theCommittee and shall remain in office until the following ordinary session.

Article 1

An International Advisory Committee for the International Project on Technicaland Vocational Education, hereinafter called ‘the Committee’ is herebyestablished for the duration of the UNEVOC project.

Article 2

The Committee shall be responsible for advising the Organization on thepreparation and implementation of the programme envisaged under the workplan of the UNEVOC project.

Article 3

1. The Committee shall be composed of 12 members, who shall be appointedby the Director-General to serve in a personal capacity, after consultation withthe relevant National Commissions and Member States and taking due accountof equitable geographic distribution, the appropriate rotation of the MemberStates within the various regions and the importance of their contribution to theproject. The term of office of one half of the members appointed by theDirector-General shall expire at the end of each biennium.

2. The members of the Committee shall be chosen for their competence inthe field of technical and vocational education, in order to represent the variousscientific and technical sectors, systems, occupational levels and trends ofthought encountered in this field within the Member States.

3. In addition to the 12 members mentioned above, the Director-Generalmay invite to sessions of the Committee, as non-voting participants, personswho by reason of their functions and qualifications can assist the Committee inits work.

Article 4

The Director-General shall convene the Committee in ordinary session at leastonce each biennium. He may convene extraordinary sessions.

3. Having examined the Director-General’s report on the budgetary situationof the Organization in 1994-1995 and the adjustments and transfers madeby him (149 EX/16),

4. Notes with concern that the total staff costs budget as established by theGeneral Conference at its twenty-seventh session in the AppropriationResolution for 1994-1995 has been exceeded by $7.3 million;

6.3 Report by the Director-General on the implementation of the InformationResources Development Plan (1996-1997) (149 EX/18 and 149 EX/45)

1. Recalling 26 C/Resolution 33, 27 C/Resolution 38 and 28 C/Resol-ution 36, and 147 EX/Decision 7.8,

2. Having examined document 149 EX/18,

3. Reaffirms the need to increase individual and collective productivity andprovide better information services both within the Organization and toMember States;

4. Notes that, although a number of problems identified in147 EX/Decision 7.8 remain unsolved, progress has been achieved in theimplementation of the Plan;

5. Emphasizes in this connection the need to take informatics skills intoconsideration in recruiting, training and promoting personnel andrecommends that the continued implementation of the InformationResources Development Plan (IRDP) be accompanied by a personneldevelopment strategy aimed at training staff so as to maximize itseffectiveness in terms of output and efficiency;

6. Recommends in particular the elaboration of a single master plan withbinding standards and methodology for all envisaged IRDP activities;

7. Authorizes the Director-General to make allotments of up to $2.1 millionfor the continued implementation of IRDP until its 151st session;

8. Invites the Director-General to continue the implementation of IRDPalong the lines indicated in document 149 EX/18, taking into account thecomments made by Members of the Executive Board at its 149th session;

9. Requests the Director-General to mandate the consultancy firm that is tobe selected to urgently make a recommendation on modernization of thefinance and budget system, as well as the personnel and payroll systems ofUNESCO, taking into account various optional software packagesincluding customization of the IMIS system of the United Nations; thisrecommendation to include also the full cost implications thereof togetherwith proposed modalities of implementation;

10. Recommends that the use of the SITA (Société Internationale desTelecommunications Aéronautiques) network should be reviewed withthe help of the consultancy firm referred to above, particularly with regardto the cost-effectiveness and efficiency of this system for UNESCO ascompared to other systems, especially the Internet; the results of thisreview to be reported by the Director-General to it at its 150th session;

11. Takes note of the assurance given by the Director-General that IRDP willbe used for the development of telecommunication links with UNESCOunits away from Headquarters;

12. Requests the Director-General to submit a report to it at its 150th sessionon the progress of implementation of IRDP, on the results obtained,particularly with regard to improved productivity and the reduction ofmanagement costs arising therefrom, and on the improvement ofinformation services, including an evaluation of the above.

1. Having considered documents 149 EX/19 and 149 EX/19 Add.,concerning, respectively, the Director-General’s proposals and therecommendations of the Headquarters Committee regarding theimplementation and financing of the Renovation Plan for HeadquartersBuildings,

2. Notes that expenditure incurred in 1994-1995 exceeded the initialauthorized budgetary ceiling by $933,500;

3. Expresses its concern at the deficit of $436,500 for the 1996-1997financial period and at the overall deficit of $1,917,070 estimated for thesexennial plan;

4. Invites the Director-General to inform it at its 150th session whatmethods he proposes to use to cope with the shortfalls, and how heeventually intends to absorb the additional costs;

5. Recalls the appeal issued to Member States to participate, according totheir means, in the rehabilitation work on Headquarters buildings;

6. Expresses its appreciation for the efforts made by the chairperson of theHeadquarters Committee in co-operation with the members of theHeadquarters Committee and the Director-General concerning the launchand follow-up of the fund-raising campaign;

7. Expresses also its gratitude to all Member States, public and privateorganizations and individuals for their contributions in cash or in kind, andinvites those Member States and private organizations which have not yet

1. Having examined the report of the Director-General on the cash situationof the Organization and on borrowing, together with possible measuresconcerning the use of national currencies to settle arrears of contributionsof Member States (149 EX/20 and Add.), and having taken note of theup-to-date information provided during the debate in the current sessionof the Finance and Administrative Commission,

2. Expresses its gratitude to Member States that have paid theircontributions for 1996 and to those that have speeded up the payment oftheir contributions in response to appeals;

3. Notes that, while several Member States have paid their assessedcontributions for 1996 and previous years, the majority are in arrears inthe payment of amounts assessed;

4. Expresses deep concern at the adverse impact on the implementation ofthe approved programme of persistent late payment and non-payment ofassessed contributions;

5. Regrets that, owing to insufficient improvement in contribution paymentssince the twenty-seventh session of the General Conference, the Director-General, on the basis of 27 C/Resolution 26.41 and 28 C/Resol-ution 24.31, has entered into internal and external borrowingarrangements;

6. Considers that borrowing to overcome cash-flow deficits entails a heavyburden of interest payments and should be phased out, and stronglysupports the approaches that the Director-General is continuing to maketo Member States in arrears with a view to obtaining the timely paymentof contributions;

7. Recalls that the prompt payment of contributions is an obligationdevolving upon Member States under the Constitution and the FinancialRegulations of the Organization and that it determines the right to vote atthe General Conference, and invites the Director-General to propose to itat its 150th session measures that might be taken to ensure the effective

application of the amended Rule 79 of the Rules of Procedure of theGeneral Conference concerning the right to vote;

8. Calls upon Member States, in application of 28 C/Resolution 24.31, totake the necessary steps to ensure that their contributions are paid in fullat the earliest possible date;

9. Urges Member States to inform the Director-General promptly, as far aspossible, of the probable date, amount and method of payment of allcontributions due, in order to facilitate his management of theOrganization’s treasury function;

Taking note of the suggestions of the Director-General on measures thatmight be taken to enable Member States, particularly those among theleast-developed countries that are in arrears in the payment of theircontributions and are facing currency difficulties, to settle their arrears intheir national currency,

2. Recalling 141 EX/Decision 7.2.1, 142 EX/Decision 7.2, 144 EX/De-cision 5.1.3 and 146 EX/Decision 7.1.4,

3. Reiterates its invitation to Member States:

(a) to continue to support UNESCO’s action in response to UNCED,including implementation of the relevant United Nationsconventions and the Programme of Action for the SustainableDevelopment of Small Island Developing States (Barbados, 1994),by ensuring an enhanced role for the sciences, including the socialsciences, and education in national action aimed at achievingsustainable development;

(a) to continue to ensure that UNESCO’s relevant programmescontribute fully to the United Nations system-wide mechanisms forimplementing Agenda 21, the United Nations conventions resultingfrom the UNCED process and the Programme of Action for theSustainable Development of Small Island Developing States;

(b) to ensure in particular UNESCO’s active co-operation in theprogramme of work of the Commission on SustainableDevelopment and the 1997 special session of the General Assemblyfor the purpose of an overall review and appraisal of theimplementation of Agenda 21, especially by fully assuming theOrganization’s role as inter-agency Task Manager for Chapter 35 ofAgenda 21 on science for sustainable development, and Chapter 36,on education, awareness-raising and training, taking into accountthe co-ordination role of the Inter-Agency Committee onSustainable Development;

(c) to continue to devote particular attention to the enhanced role ofUNESCO’s intergovernmental and international scientificprogrammes (IGCP, IHP, IOC, MAB and MOST) in the follow-upto UNCED and the implementation of Agenda 21’s rec-ommendations related to education for sustainable development aspart of the transdisciplinary and inter-agency co-operation project:Environment and population education and information fordevelopment (EPD);

(d) to pursue efforts to seek funds from appropriate funding agenciesand mechanisms, including GEF, UNDP’s ‘Capacity 21’ and UNEP,for the implementation of Agenda 21 and to assist Member States,particularly developing countries, in their national efforts to obtainextra-budgetary funds;

(e) to ensure that UNESCO’s contribution to UNCED follow-upbecomes part of the Organization’s co-ordinated implementation ofrecommendations drawn from the conclusions of all recent majorUnited Nations conferences;

Directives concerning UNESCO's co-operation with privateextra-budgetary funding sources and their right to use

UNESCO's name, emblem or any other type of representationof the Organization's corporate entity

PART I

Co-operation with private extra-budgetary funding sources

1. Voluntary contributions, gifts, bequests and subventions, whether in cashor in kind (hereinafter referred to as ‘contributions’) may be offered toUNESCO by private persons, associations, institutions and corporate entities(hereinafter referred to as ‘private funding sources’) either on their owninitiative or upon request by the Director-General.

2. In each case, the private funding source concerned will be required toindicate in writing the purpose for which the contribution is to be used byUNESCO.

3. If the stated purpose is not deemed to be consistent with the policies, aimsand activities of the Organization, the Director-General may propose to theprivate funding source an appropriate alternative utilization of the contribution.

4. An offer of a contribution can be rejected by the Director-General if heconsiders that its acceptance is not in the interests of UNESCO, in particular ifthe purpose for which it is to be used is not consistent with the policies, aimsand activities of the Organization and that it is not appropriate to make acounter proposal regarding the utilization of the contribution.

5. In cases where the Director-General deems an offer of contribution to beprima facie acceptable, he will directly request the opinion of the UNESCONational Commission of the Member State concerned or refer it to itsPermanent Delegation to UNESCO.

6. The request for an opinion as mentioned in paragraph 5 above, the supplyof the opinion, and its use will all be on a confidential basis.

7. A decision on whether or not a contribution is to be accepted from aprivate funding source will be taken by the Director-General, subject to thereply given by the National Commission or the Permanent Delegation and tosuch conditions as he may deem necessary, in the interest of the Organization,to attach to the decision. Where the acceptance of the contribution wouldinvolve additional financial liability for the Organization, it would require theconsent of the Executive Board.

PART II

The right of private extra-budgetary funding sourcesto use UNESCO's name, emblem or any other type

of representation of the Organization's corporate entity

8. No private funding source has the right, without authorization by theDirector-General, to use UNESCO's name, emblem or any other type ofrepresentation of the Organization's corporate entity (hereinafter referred to as‘UNESCO's name or emblem’).

9. A private funding source which wishes to be authorized to useUNESCO's name or emblem will be required to address its request in writing tothe Director-General, indicating the purpose for which the name or emblem is tobe used and the duration of the use of the name or emblem.

10. The request will be rejected by the Director-General if he considers thatthe purpose for which the name or emblem is to be used is not consistent withthe policies, aims and activities of the Organization.

11. If the Director-General deems a request to be prima facie acceptable, hewill directly request the opinion of the UNESCO National Commission of theMember State concerned or refer it to its Permanent Delegation to UNESCO.

12. The request for an opinion as mentioned in paragraph 11 above, thesupply of the opinion, and its use will all be on a confidential basis.

13. A decision on whether or not to authorize the use of UNESCO's name oremblem will be taken by the Director-General, subject to the reply given by theNational Commission or the Permanent Delegation and to such conditions as hemay deem necessary, in the interest of the Organization, to attach to thedecision.

14. The authorization granted to a private funding source regarding theutilization of UNESCO's name or emblem will be withdrawn by the Director-General whenever he considers that the purpose for which the name or emblemof the Organization is being used has ceased to be in the interest of theOrganization.

4. Recognizing the need for the nations of the world to co-operate in thefields of education, science and culture to establish international peace andthe common prosperity of humankind,

5. Welcoming the cease-fire and return to normal in South Lebanon,

6. Calls on the Member States of UNESCO, intergovernmental andinternational non-governmental organizations, specialized internationaland national agencies and private institutions to grant assistance to
