the new development strategy known asthe Afghanistan national peace andDevelopment Framework (http://policymof.gov.af/#anpdf ) incorporated newDeal aid-effectiveness principles

and has confirmed the commitment of both thegovernment and development partners to theprinciples of ownership, alignment, harmonization,managing for results and mutual accountability.

Afghanistan's aid-management policy fully reflectsthe principles of the new Deal, and was revised in2016 to incorporate the Afghanistan peace andDevelopment Framework (AnpDF) and the Self-Reliance Mutual Accountability Framework. the policywill be presented to the Afghan Minister of Finance forapproval. In 2016, a detailed fragility assessment,titled “Afghanistan’s pathways toward Resilience andStability,” was completed and presented at the g7+ministerial meeting held in Kabul from 23-24 March.this meeting was hosted by the government ofAfghanistan and was attended by 17 g7+ countries at

ministerial or director level. It was a strong advocacyevent for the new Deal within the country as thepresident, cabinet ministers, members of parliament,media and others participated.

technical expertise supporting the implementation ofthe new Deal and follow-up to the ministerial meetingwas provided by a new Deal coordinator, financed bythe facility.

this document covers activities of the New Deal implementation support Facility in 2016, its third year of full operation. since inception of the Facility in2014, many g7+ countries have made significant progress, including new additions, guinea andguinea-Bissau receiving Facility funding in 2016. last year was a period of reconstruction, recoveryand coping with recurrent shocks for a number of g7+ countries. that includes liberia, sierra leoneand guinea, which were recovering from the ebola outbreak; south sudan and Central african republic (Car) coping with civil war; Democratic republic of the Congo (DrC) and guinea-Bissaumanaging difficult political transitions; and afghanistan and somalia experiencing continued securitychallenges. the noteworthy progress made in New Deal implementation in these countries under such difficult circumstances is to be commended. this document features relevant information fromeach Country office. more detailed reports are available upon request.

the Civil Society platform forpeacebuilding and Statebuilding(CSppS) carried out an update of thefragility assessment through consul-tations in seven regions. previously,

the fragility matrix was done only throughconsultations in the capital, in Bangui. A report ofthese activities is available.

the consultations collected feedback for the nationalRecovery and peacebuilding plan 2017-2021 (RCpCA).the RCpCA consolidated existing assessments (newDeal Fragility Matrix, Joint Fragility Assessment ofunDp/World Bank, post-Conflict needs Assessment,among others) and was jointly supported by the un,the World Bank and the european union. theevaluation was all-inclusive, featuring theparticipation of civil society and the private sector, aswell as grassroots organizations from 16 districts. Anew Deal specialist was deployed to advise theMinistry of planning on how to integrate the new Dealwithin the RCpCA document and how to implementa participatory mechanism of aid coordination andmonitoring of resources.

A multidisciplinary mission took place in Bangui as aresult of a strategic review of the united nationsMultidimensional Integrated Stabilization Mission inthe Central African Republic (MInuSCA), and assessedthe current needs of the government regardingsupport for new Deal activities. the mission was alsoan opportunity to engage with MInuSCA, theDepartment of peacekeeping operations (DpKo) andother agencies, such as the european union and theWorld Bank, as well as bilateral organizations.

At the end of the year, the new Deal country team andunDp organized a workshop to sensitize civil societyon the implementation of the SDGs using new Dealprinciples. outcomes included a call for furthersensitization, the need for an updated database andsectoral feasibility studies, and for the organization ofa roundtable on natural resources managementreform. the importance of media and new technologywas also highlighted.

the Roadmap for the Implementationof the new Deal, which was drawn upin 2015, was submitted to the sectoralministries for validation and updatingby respective directorates of studies

and planning. Capacity-building missions trained civilsociety focal points on the principles and concepts ofthe new Deal. technical support was provided to theMinistry of planning to develop the peacebuilding,stabilization and reconstruction component of thenational Strategic Development plan. Finally, aconsultation was conducted to assess the level ofintegration of the new Deal into the 2015 nationalbudget. the consultation found that the new Deal isnot fully integrated. Further outreach on the new Dealto government and parliament will be important todrive changes in budget analysis.

the Ministry of planning led the update of its fivefragility matrices through missions to 11 provinces inthe country. the associated fragility spectrum wasdeveloped in a follow-up to these missions, validatedby the Departments of Studies and planning of theministries and members of the local civil societyplatform. Subsequently, the spectrum was analyzed,and as a result, risk analysis and resilience actions wereintegrated into the national Strategic Developmentplan. A fragility assessment report is available, alongwith the peacebuilding and Statebuilding goals (pSG)

matrices. A prioritization exercise of the SustainableDevelopment Goals (SDGs) was initiated by theCongolese observatory for Sustainable Development,and a series of SDG outreach workshops were held in10 provinces. these workshops sought to raiseawareness of the SDG priority indicators for thecountry, including provincial governorates,assemblies, deconcentrated ministries, technical andfinancial partners, civil society, students andrepresentatives of the private sector representedwithin the Federation of Congo enterprises. Abrochure on the new Deal concept and itsimplementation status in DRC, along with flyers onthe SDGs, were prepared to increase awarenessamong all stakeholders at the national and provinciallevel.

In June 2016, concurrent launches ofthe preparation of the new nationalplan for economic and SocialDevelopment 2016-2020 and the newDeal were held. these involved key

government stakeholders, development partners, civilsociety and the private sector. As part of thelaunching, the Ministry of planning and InternationalCooperation conducted sensitization on the transitionfrom the MDGs to the SDGs and a light fragilityassessment.

the fragility assessment was validated by thegovernment, following inclusive consultations inConakry in november 2016. the recommendationshave been used to ensure fragility drivers are takeninto consideration in the national planning process tobetter implement the 2030 Agenda. A unDp-ledmission was organized to support SDG domesticationthrough the un Mainstreaming, Acceleration andpolicy Support (MApS) strategy. the mission providedoverall technical support in the integration of theSDGs, new Deal principles and the recommendationsof the fragility assessment in the new national plan. Aroadmap is being developed to ensure that the final

plan will be fully participatory,nationally owned beyondcapital-based national institu-tions and reflect Guinea'scommitment to implement theSDGs in line with new Dealprinciples. technical assistancewas mobilized to support thegovernment in the formulationof the national developmentplan (pnDeS), incorporatingnew Deal principles, the resultsof the fragility assessment and prioritizing the SDGs. thedrafting process was conductedwith a national task forcethrough the Ministry ofplanning and benefited fromcapacity-building from unDpand the new Deal facility.

Guinea-Bissau began implementingnew Deal activities in late 2016. Afragility assessment was conductedwith consultations in the capital from

7-9 December. Consultation workshops were alsoorganized in five other locations to update the fragilitymatrices, capturing views from 9 different regions. thereport was validated by the government through aninclusive consultation on 10 February 2017.

the results of the fragility assessment appear to showGuinea-Bissau is in crisis stage for 4 out of the 5peacebuilding and Statebuilding Goals. the only

reconstruction stage identified in the spectrum wasfor the pSG 5 (Revenue and Services). political andinstitutional instability has left a heavy impact on thecountry’s fragility. Interference by the military in thepolitical, justice and economic spheres has alsocontributed to its fragility, as have technical limits andlack of independence of the justice sector vis-à-vispolitical and military actors. non-diversification of theeconomy and corruption constitute major bottlenecks.

A joint MApS/new Deal mission is planned in comingmonths to ensure that the key lessons learned fromthe fragility assessment and the new Deal principles

are taken into account in prioritizing the SDGs andensuring that they and the African union's Agenda 2063are integrated in the national Development plan. usingthe new Deal principles will help strengthening thestrategic planning process through a coherentprioritization of national objectives, and by addressingfragility drivers first.

A national roadmap on SDGimplementation using the new Dealprinciples was finalized and endorsedby the Cabinet and the president ofliberia. It provides clarity on how to

contextualize and achieve the SDGs, with anenhanced understanding of global and regionalaspirations reflected in the African union’s Agenda2063. the facility also provided technical assistance toreview the Agenda for transformation from the newDeal, the SDGs and Agenda 2063 perspective to shapethe successor plan.

SDG sensitization campaigns, featuring interactivesessions in 8 out of 15 counties and parades in theregions, were held with about 45 percent femaleparticipation. outreach visits sensitized local officialsand the rural population on the developmentframework, based on the new Deal principles. theplan to hold SDG county dialogues is being developedto replicate the tripartite International Dialogue onpeacebuilding and Statebuilding (IDpS) structurenationally and at the county level.

to further enhance awareness of the SDGs and thenew Deal, a training and mapping survey wasconducted, reaching nearly 4,000 households. thesurvey ascertained the level of awareness of majordevelopment frameworks and the impact of theirimplementation. training was conducted for 35journalists, nearly half of them women, on the SDGs

and the new Deal; their roles in championing thegoals; and increasing accountability.

Activities related to pSG 5 (Revenue and Services)were supported. the government is looking towardsraising domestic revenue to help counter decliningoDA flows and revenues due to low commodity pricesand rising demands from the SDGs, elections and thedrawdown of the united nations mission in liberia(unMIl). Regional dialogues on domestic resourcemobilization were organized to look at such issues astax compliance and avenues for tax income.

the fragility assessment was updatedin 2016. this update of the 2012fragility assessment included con-sultations in all 14 districts of thecountry. It involved the participation

of civil society, religious and community leaders,youth and women, political and social activists andelected politicians. Stakeholders identified currentchallenges and drivers of fragility, including thoseexposed during the ebola outbreak. using fragile-to-fragile cooperation, a team comprised of three expertsfrom g7+ member countries provided technicalassistance.

As part of raising public awareness on the SDGs, aradio discussion, radio jingles and comedy shows inlocal languages were broadcast on radio andtelevision. one thousand copies of the simplifiedversion of the SDGs were circulated to stakeholdersincluding parliament, civil society organizations anddevelopment partners.

the Ministry of Finance and economic Development(MoFeD) was supported to produce seven SDGthematic papers that are intended to contributetowards the development of a comprehensive SDGsinvestment plan. the papers covered SDGs 1 & 10 onpoverty, Inequality and Social protection; SDGs 2 & 8

on economic Diversification in Agriculture; Fisheriesand tourism; SDG 3 on Health; SDG 4 on education;SDGs 6, 7 & 9 on Infrastructure (water, energy androads); SDGs 13 & 15 on environment and naturalResources; and SDG 16 on Justice, peace and Security.

technical assistance was provided to MoFeD to createa database on national development projects thathave been implemented since 2009 and to organizetechnical meetings to follow up on the establishmentof sector focal points, develop Sierra leone specificSDG indicators and establish related baseline data.

somaliaDuring 2016, the FederalGovernment of Somalia, under theleadership of the Ministry of planningand International Cooperation(MopIC), successfully conducted a

participatory process for the formulation of a newnational Development plan (nDp) – the first in thecountry since the 1980s - to be implemented through2017-2019. the plan complies with the povertyReduction Strategy papers (pRSp), integrates the

SDGs, adopts new Deal principles and builds uponstructures and good practices established by theSomali Compact, which expired in 2016. the new Dealfacility supported technical assistance to the planningprocess and development of monitoring andevaluation (M&e) capacities.

Building on five regional civil society consultationsheld in 2015, a workshop was conducted in March2016 in Mogadishu to discuss how to further improvecivil society engagement in national development.

In order to sensitize and gather more women’s viewsin a male-dominated national development planningprocess, high-tech and low-tech initiatives weresupported in Somalia. A workshop was organized toraise awareness among Somali women about the nDpprocess and how to integrate their priorities in theplan. An e-consultation was conducted to ascertainthe level of knowledge and priorities on the SDGs andthe new Deal; mainly urban residents and diasporaresponded. to reach more rural women, a group thathas limited access to the internet, a targetedworkshop was organized to incorporate theirresponses in the overall analysis of the survey.

In order for existing and emerging federal memberstates to participate effectively in aid managementand coordination processes related to theimplementation of the new Deal principles and thenDp, a costed framework was developed. A new Dealadvisor was deployed to monitor the implementationof the Integrated Strategic Framework, support itsreview, coordinate the drafting of a provisional unStrategic Framework and improve monitoring andreporting on the Multi-partner trust Fund.Improvements included the development of new,more robust gender indicators.

will be deployed to engage with the government anddevelopment partners. An inception report androadmap must be written before further supportdecisions are made. the outcome of thesedocuments, including inputs by local IDpS membersand the government regarding the political andconflict situation, will determine feasibility ofresuming new Deal implementation and laying thegroundwork for SDG planning.

to support SDG implementation intimor-leste in the context of the newDeal, a tV talk show was recordedand broadcasted nationally on 11

May 2016. the show sought to sensitize thepopulation on the SDGs and the new DealFramework and to discuss how these can beimplemented in fragile countries like timor-leste.particular attention was paid to SDG 16 and how it canbe implemented in timor-leste. panelists highlightedthe importance of SDG 16 as an accelerator andessential precondition for development.

At the request of the prime Minister’s office, a studyon SDG acceleration in fragile states wascommissioned in late 2016. the study will capturelessons learned from MDG performance and assessSDG implementation strategies adopted in g7+member states. It will also provide concreterecommendations on accelerators of SDGimplementation in fragile contexts and how the newDeal principles can contribute. the study will provideinput to the high-level meeting on SDGs in fragilestates to take place on 22-23 May 2017 in Dili,organized by the office of the prime Minister and theg7+ secretariat.

Support to the g7+ Secretariat extensive support was provided to the g7+ secretariatin Dili, ranging from technical advice on fragile-to-fragile exchange and SDG implementation, usingnew Deal principles to assist the secretariat with theirglobal engagement efforts. As part of its capacity-building support to the secretariat, unDp alsofacilitated two recruitment processes for the positionsof national political Desk officer and Internationalpolicy Specialist, both financed by the facility. Inaddition, the position of Deputy Secretary-Generalhas continued to be financially supported.

SDG Readiness Research Design Workshop

A research design workshop was held from 25-26February 2016 in Kigali, Rwanda. twenty-fiveparticipants attended the workshop, representingunDp BppS, unDp Country offices, think tanks andresearch institutions, partner governments andindependent consultants.

the purpose was to explore how through the newDeal Facility, g7+ countries could be supported to

implement the SDGs. the original idea was to take anapplied research approach, whereby countries wouldbe supported to adopt the SDGs using a blendedframework that would draw on the unmainstreaming, acceleration and policy supportstrategy and the new Deal approach. Based onlessons learned from six case studies using theintegrated framework, the facility could scale up theprocess in the rest of the g7+ countries, as well as inother fragile contexts. the project also aims to better

understand the risks and constraints that couldimpact the ability of countries affected by conflict andfragility to implement the SDGs. overall, based on theneeds identified, the project would develop acomprehensive offer to g7+ and other countries infragile situations on how to support SDGimplementation.

Consultation on SDG Readiness

A week after the workshop, a meeting was hosted inWashington D.C., on 2 March 2016 during the WorldBank's Fragility, Conflict and Violence Forum. Donors,academics and representatives from the IDpS and theg7+ attended. this meeting further enabled a criticaldiscussion of the proposed SDG-ready project. As aresult of both the consultation and the workshop,unDp has revised the concept of the projectstrengthening its demand-driven emphasis. theproject is now focused on strengtheningdevelopment planning and delivery systems as wellas the engagement of civil society in theimplementation of the SDGs. that includes anemphasis on the use of the new Deal principles andthe pSGs in setting priorities, stakeholderengagement and documenting lessons learned.

Safeguarding Inclusivity in the SDGs: Lessonsfrom the New Deal

the new Deal Facility and the Civil Society platformfor peacebuilding and Statebuilding organized an

event on 1st March 2016 titled: "SafeguardingInclusivity and the Role of Civil Society in the SDGs:lessons from the new Deal." It was held at the WorldBank Fragility, Conflict and Violence Forum inWashington, D.C.

this Davos-style event brought togetherrepresentatives from g7+ countries both from civilsociety and government and international partnersto draw lessons from the new Deal process,particularly focusing on Somalia and Afghanistan.the side event made recommendations on how topromote more meaningful inclusion of civil society ingovernment-led peacebuilding and developmentprocesses. It also challenged civil society to continueto advocate for inclusion by broadening its base,strengthening its capacity in engaging policyprocesses and building partnership with thegovernment at national and local levels.

UNDP Global Workshop on the Application ofthe New Deal to SDG Implementation in Fragileand Conflict Affected Situations

the workshop, which took place between 12th and14th october in naivasha, Kenya, discussed how tomainstream the SDGs in fragile situations through anintegrated MApS and new Deal approach. It alsolooked at different types of multistakeholder countrydialogue processes for inclusive prioritization,planning and implementation of the SDGs.

Among the main outcomes of the workshop was therecognition of the primacy of politics and institutions,as well as the importance of citizen engagement inSDG implementation.

the discussions ranged from national planningprocesses to statistics and alternative financing.Consensus was reached on exploring ways tointegrate gender, youth, climate change and disasterdimensions into the fragility assessment. Youthemployment was recognized as key to building socialcohesion and resilience. Finally, g7+ representativesdiscussed country progress, reconfirmed theircommitment to the new Deal and presented theirdraft country roadmaps for new Deal and SDGimplementation in 2017.

Support for g7+ Travel to InternationalMeetings of the International Dialogue

Globally, the facility supported g7+ participation innumerous international engagements and events toensure that the group's voices were heard and tobuild greater cohesion and enable mutual learningand information sharing. In exceptional cases, thefacility also supported CSppS attendance to ensureinclusivity. unDp managed the travel (tickets anddaily subsistence allowances) of participants, drawingupon unDp’s Country offices' daily contact withgovernment and civil society in each country. theseevents were:

Afghanistan $114,467 the funds are allocated to support g7+ ministerial meeting in Kabul and next steps following the drafting of the New Deal Fragility assessment report.

CAr $139,967 the funds are allocated to conduct a full fragility assessment, sensitizing the new government on the New Deal, elaborating a compact and strengthening the capacity of the aid coordination mechanism.

DrC 1st allocation: the funds are allocated to support the fragility matrix, support the drafting of the peacebuilding $116,000 and reconstruction chapter of the National Development plan, support civil society organizations

in activities related to the New Deal and carry out an analysis for entry points on sDgs implementation in DrC.

2nd allocation: the funds are allocated to support updating the fragility matrix and its validation and distribution, $136,049 support the drafting of the peacebuilding, stabilization and reconstruction chapter of the National

Development plan, support civil society organizations in activities related to the New Deal and on supporting a series of countrywide sDgs sensitization and implementation activities. this amount will complement the previous allocation of February 2016.

guinea $132,725 the funds are allocated to organize a high-level government workshop on the transition from mDgs to sDgs, providing an opportunity to launch the New Deal and a “light” New deal fragility assessment, support the government in preparing its new five-year development plan.

liberia $88,624 the funds are allocated to support sDg and New Deal sensitisation, domestic resource mobilisation consultations as well as the tax inspectors without Borders initiative.

sierra leone $123,000 the funds are allocated for updating the fragility assessment, integrating and popularizing the sustainable Development goals into the National Development processes, as well as monitoring of projects and implementation of activities related to ebola recovery strategy.

2nd allocation: the funds are allocated for awareness-raising on the sDgs and sDgs needs-based assessment, as $100,000 well as follow-up of the sDg implementation projects linked to the agenda for prosperity. in all

these activities the New Deal is mainstreamed.

3rd allocation: the funds are allocated towards the Fambul tok proposal, which seeks to establish inclusive $50,000 District peace and Development Committees, and implement people’s planning processes to

promote wide stakeholder participation in development processes.

somalia 1st allocation: these funds represent the remaining balance from the 2015 budget to the resident Coordinator’s $513,642 office (rCo) somalia to support, among other things, monitoring of the New Deal compact.

2nd allocation: the funds are allocated to strengthen the gender element of the New Deal and promote women’s $122,341 participation and leadership in somalia’s National Development plan (NDp) planning and

consultation process. the funds are allocated for 2016.

timor-leste $63,280 the funds are allocated to strengthen New Deal implementation, coordination and inclusivity, as well as localize and connect the sDgs to the New Deal.

guinea- bissau $54,900 the funds are allocated for the fragility assessment.

south sudan $50,000 the funds are allocated to support the recruitment of a New Deal advisor.
