Meeting convened at 1030 hours
KPA/CPV:
I called today's meeting to settle through negotiation
the violations of the Armistice Agreement committed by your
side lately.
At approximately 1055 hours our time on May 15, 1961,
two F-86 military jet aircraft of your side flew across the
Han River Estuary to invade the air space over the vicinity
of RYUNGJUNG-RI, 37 degrees 48 minutes 30 seconds North,
126 degrees 31 minutes 40 seconds East in the territory
under the military control of our side. Then those aircraft
.eering to the northeast, penetrated into as far as the air
over the vicinity of YUNISAN, 37 degrees 50 minutes 20
seconds North, 126 degrees 38 minutes 20 seconds East of our
side and carried out aerial reconnaissance circling at a
low altitude the air above the same area. And at about
1059 hours our time~ changing their course to the southeast,
they flew away in the direction of ODOO-SAN, 37 degrees 46
minutes 10 seconds North, 126 degrees 40 minutes 40 seconds
East of your side.
At the l40th meeting of the Military Armistice Commissior.
held on April 22 last, the Senior Member of your side stated
tbet~ QUOTE proper action has been taken UNQUOTE as pre
scribed by the Armistice Agreement, admitting the air
violation by your side which had occurred on April 20. But

a similar air violation occurred again in less than a month
after that.
I have been ordered by the Senior Member of our side
to enter a serious protest with your side against its
hostile acts committed by dispatching unceasingly its
military aircraft into the air space over our territory in
violation of Paragraph 16 of the Armistice Agreement.
Furthermore, I demand strongly that your side punish
severely in accordance with the terms of the Armistice
Agreement all of your personnel who have committed those
violations of the Armistice Agreement and that your side
take thorough-going steps to prevent a recurrence of
similar violations of the Agreement in the future.
UNC:
In answer to your charge of an air violation, I have
this statement to make:
During the morning of 15 May 1961, two United Nations
Command aircraft crossed the Han River Estuary through
error and flew a short distance over territory under the
military control of your side. These aircraft had no
hostile intent and when the pilots realized their mistake,
they immediately withdrew to the south.
The United Nations Command regrets this unintentional
violation and has already taken appropriate action in
accordance with the Armistice Agreement.
KPA/CPV:
While admitting its own air violation now, you explain
it away saying as if it had been caused through an error.
The hostile act of your side dispatching its military air
craft to the territorial air of our side in violation of
the Armistice Agreement is not due to any error but it is
a planned and deliberate act aimed at conducting reconnais
sance for the purpose of preparing for a new war.

This 1s in no way the first time for you to resort to
such a shameless practice in order to cover up your guilt.
Your side has incessantly committed provocative hostile
acts against our side in flagrant infringement of Paragraph
16 of the Armistice Agreement that prescribe~ that the air
space of the opposing side must be respected,
Flatly condemning the shameless machination of your
side, I firmly demand that your side severely punish in
accordance with Sub-paragraph l3e of the Armistice Agreement
all of your personnel involved in the recent aggressive
operation and take thorough action to prevent a recurrence
of similar violations of the Agreement.
I go to another violation by your side of the Armistice
Agreement.
It is presoribed in Paragraph 15 of the Armistice Agree
ment that both sides QUOTE shall respect the waters con
tiguous to the Demilitarized Zone and to the land area of
Korea under the military control of the opposing side and
shall not engage in blockade of any kind of Korea. UNQUOTE
This notwithstanding, your sub-chaser number 706 again
recently intruded into the coastal waters of our side on
two occasions.
That is, around 1200 hours our time on May 10, 1961,
the aforesaid sub-chaser number 706 of your side illegally
crossed the extension of the Military Demarcation Line and
around 1255 hours our time intruded as far as into the
vicinity of 38 degrees 40 minutes North, 128 degrees 33
minutes East in our coastal waters. And around 0140 hours
our time on May 18, 1961, she again intruded into the
waters of our side in the vicinity of 38 degrees 39 minutes
North, 128 degrees 26 minutes East.
Our side has already lodged protests on several occasion,'
with your side against the sea 1ntrusions frequently

committed by your side, particularly from the beginning of
this year. and repeatedly demanded your side to stop such
provocations. In disregard of this fact, however, your
side has again recently committed similar violations of
the Armistice Agreement.
I have been instructed by the Senior Member of our
side to lodge a serious protest with your side against the
fact that your side has incessantly dispatched its naval
craft into the coastal waters of our side to commit
provocative and hostile acts in violation of Paragraph 15
of the Armistice Agreement.
At the same time, I demand that your side severely
punish all of the personnel of your side involved in the
recent provocations oommitted at sea as required by the
Armistice Agreement and take thorough measures to prevent
a recurrence of similar sea intrusions in the future.

With regard to your comments concerning the air
violation, I have already stated that appropriate measures
have been taken.
The United Nations Command does not send aircraft over
the territory of your side with hostile intent. The United
Nations Command respects the letter and spirit of the
Armistice Agreement to cease all hostile acts. The charge
of your side against the United Nations Command has been
answered. Your further reiteration of it is purely for
propaganda purposes.
The United Nations Command is always faithful to
investigate promptly and thoroughly all alleged violations
of the Armistice Agreement charged by your side. Based on
the results of the investigation, the allegation 1s admitted
or denied according to the evidence. The great majority of
the violations charged by your side are discovered to be

pure conjecture and a crude attempt to slander the United
Nations Command. Occasionally, an inadvertant violation
occurs, and it is admitted frankly.
This is in great contrast to the insincere attitude
of your side. The United Nations Command has charged your
side with 83 air violations, and all have been denied, most
of them without any pretense of an investigat1on~
I will point out again that your recent air violations
are well known to you and to the many persons who observed
these flagrant violations. Your denial of these v1olations
shows how your side has no regard for the truth,
with regard to your eharges of alleged naval ~iolations,
these are undoubtedly more fabrications intended to bUild
up your list of unfounded charges to be used for propaganda
purposes. However, your charges will be investigated as
called for in the Armistice Agreement.
I now call your attention to another flagrant violation
of the Armistice Agreement by your side.
At about 2120 hours, Korean Standard Time, on 17 May
1961, a vessel of your side moved south of an eastward
extension of the Military Demarcation Line at high speed
into the waters contiguous to the territory of our side.
The vessel continued south toward the land area of our side
in an obvious attempt to land agents of your side.
This hostile activity of your side was frustrated by
a patrol boat of our side at a position in the vicinity of
38 degrees 27 minutes 45 seconds North, 128 degrees 31
minutes 30 seconds East, many miles south of the eastward
extension of the Military Demarcation Line in the territorial
waters of our side. The vessel of your side, finding itself
unable to complete its mission, fled north at high speed
along the coast into the waters contiguous to the territory
of your side.

This hostile act of intruding into the waters contiguous
to the territory under control of our side to land agents
in southern Korea is strongly protested.
Your side is reminded that the Armistice Agreement
requires naval forces of both sides to respect the waters
contiguous to the land area under the military control of
the other side.
The Armistice Agreement requires your side to investi
gate this violation, report to the Military Armistice
Commission and to punish those responsible.
KPA/CPV:
The so-called QUOTE sincerity UNQUOTE toward the
Armistice Agreement on which your side has customarily
harped is out-and-out hypocrisy.
It is impossible for you, therefore. to cover up the
disgraceful crime of your side or deceive the public however
often you may talk about your side's ~UOTE sincerity UNQUOTE
toward the Armistice Agreement.
The hostile act of your side illegally dispatching its
military aircraft into the territorial air of our side to
conduct aerial reconnaissance over our side constitutes the
disruption and infringement of the Armistice Agreement.
I again demand that, deSisting from absurd empty words,
your side take practical measures to cease forthwith the
provocative and hostile act of dispatching its military
aircraft into the territorial air of our side.
Your side has just expressed its intention to QUOTE
conduct an investigation UNQUOTE into the intrusion by the
naval craft of your side while arraying such nonsensical
words as QUOTE fabrication UNQUOTE and QUOTE propaganda.
UNQUOTE This is an inexcusable proof that the alleged
investigation you will conduct will be the same one as was
made insincerely and irresponsibly in the past for the
purpose of covering up its crimes.

Such an impudent attempt of your side can hardly be
tolerated.
I strongly demand that your side conduct not such an
investigation into the incident as it made before following
its customary practice with the intention of flatly denying
the glaring facts proceeding from what is called a consistent
position, but an honest investigation so as to severely
punish as required by the terms of the Armistice Agreement
those of your personnel involved and take positive action to
prevent a recurrence of similar hostilities.
All the records of the proceedings of the past meetings
prove clearly that your side has slandered and charged our
side with groundless incidents fabricated by your side in
an attempt to mislead the unbiased public opinion whenever
it was driven into an awkward position by the exposure of the
grave Violations by your side of the Armistice Agreement.
Our side which has always been faithful to the Armistice
Agreement, however, will comment on the charge after making
an investigation into it.
I have a statement to make on another subject.
At about 1500 hours our time on May 8, 1961, 10 military
personnel of your side intruded into our portion of the
Demilitarized Zone crossing the Military Demarcation Line
in the vicinity of 38 degrees 19 minutes 45 seconds North,
127 degrees 24 minutes 00 seconds East.
After crossing the Military Demarcation Line, they
marched farther surreptitiously in our portion watching
carefully around them, and when they encountered the civil
police of our side who had been on routine patrol mission
in the vicinity of 38 degrees 20 minutes 10 seconds North,
127 degrees 23 minutes 50 seconds East, they fled pell-mell
at about 1510 hours our time.
And on May 9, 1961, the following day, at about 0835

hours our time, 3 armed personnel of your side appearing in
the vicinity of 37 degrees 49 minutes 50 seconds North,
126 degrees 41 minutes 35 seconds East, fired 2 shots
toward the vicinity of 37 degrees 50 minutes 18 seconds
North, 126 degrees 41 minutes 00 seconds East in our portion.
of the Demilitarized Zone.
As mentioned-above, your side had your military
personnel trespass upon our territory collectively for the
purpose of committing hostile acts against our side and
fired arms toward our side, thereby violating the Preamble
and Paragraphs 6, 7, 12, 14 and 17 of the Armistice Agreement
These violations by your side of the Armistice Agreeoent
constitute a malicious challenge designed to intensify
tensions in Korea further and to cause serious trouble
between both sides.
I have been instructed by the Senior Member of our
side to lodge a vigorous protest with your side against
these hostile and provocative acts continually committed
against our side in disregard of our repetitive warnings
and protests.
At the same time, I demand that your side punish
severely as required by the Armistice Agreement all of your
personnel involved in the recent violations and take
responsible action to prevent a recurrence of similar
violations of the Agreement in the future.

Your charges of alleged ground violations in the DMZ
will be investigated in accordance with the terms of the
Armistice Agreement.
I now speak of another vicious attack by your side
directed against Korean people going about their peaceful
occupation.
At about 0200 bours, Korean Standard Time, on 20 May

1961. a peaceful fishing boat of our side was viciously
fired upon by armed vessels of your side when it became
disoriented and sailed into the waters contiguous to the
territory under the military control of your side in the
vicinity of 37 degrees 44 minutes North, 125 degrees 40
minutes 45 seconds East. The armed vessels of your side
attempted to capture the fishing boat or force it to land on
an island under the military control of your side, but
failing in this attempt, they subjected the fishing boat to
heavy fire as it sought to return to the south.
This unprovoked attack is strongly protested.
The United Nations Command demands that your side
cease these hostile violations of the cease-fire provisions
of the Armistice Agreement, investigate this charge and
punish those responsible.
KPA/CPV:
I have noted your statement that your side will conduct
investigations into the hostile acts of your personnel
brought up by our side.
Your side has again today hurled unfounded slanders
and charges against our side which has consistently and
strictly been complying with the Armistice Agreement in a
vain attempt to cover up the serious violations of the
Agreement your side has committed incessantly on land, at
sea, and in the air.
Whatever unfounded charges you may level against our
Side with your veins swelling in your neck, you can never
cover up your true colors as the violators of the Armistice
Agreement and the aggressor as it is impossible to conceal
a gimlet in a sack.
Our side will comment on your charge after making
investigation into it as we have done in the past.
I go to yet another subject.

At the 23lst Secretaries' meeting held on March 18,
1961 and at the 233rd Secretaries' meeting held on April
26, 1961, your side submitted the QUOTE lists of violations
UNQUOTE allegedly committed by personnel of our side.
And your side also charged our side at the 232nd
Secretaries' meeting held on April 7, 1961, alleging that
an airplane of our side had flown over south Korea.
Our Side meantime has conducted thorough investigatio~~
into the above-mentioned charges made by your side and, as
a result, has come to a definite conclusion that all of the
said charges made by your side are out-and-out fabrications
with no factual basis whatsoever like those made earlier.
Your absurd charges are therefore denied categorically.
It is completely in contradiction to the spirit and
the requirement of the Armistice Agreement for your side to
trump-up groundless incidents to slander and charge our
side which has consistently been faithful in implementing
the Armistice Agreement, instead of taking effective
measures for stopping violations of the Armistice Agreement
committed in succession by the personnel of your side.
It is precisely this unjustified attitude of your side
that has been the cause of the violations of the Armistice
Agreement committed by your personnel one after another.
The violations of the rules for the control and maintenance
of the Demilitarized Zone committed by the personnel of your
side from April 2nd to May 8th, 1961 alone amount to as
many as 41 cases.
For the convenience of your side in conducting investi
gations into them, I hand your side two copies each of
Korean and English versions of the list of violations.
Despite the fact that the violations by your personnel
of the rules for the control and maintenance of the
Demilitarized Zone have been djs0ussed at almost every

Secretaries meeting held recently, your side continues
perpetrating the same sorts of violations. I have been
instructed by the Senior Member of our side to lodge pro
tests with your side against this.
At the same time, I demand that your side strictly
punish the violators of the Armistice Agreement and the
Agreements and Unde~standings between both sides in
accordance with Sub-paragraph 13e of the Armistice Agreement
and take responsible measures to prevent a recurrence of
such violations in the future.

Your talk about your side being always faithful to the
Armistice Agreement is recognized for what it 1s - a pure
fabrication. It is easily recognized that the policy of
your political bosses forbids you from ever admitting any
violation, never mind how obvious it is to any observer.
This shows the nature of the statements you are required
to read - they have no relation to the truth.
I now place before you a list of 58 violations committed
by your side in the Demilitarized Zone during the period
22 April through 21 May 1961.
The United Nations Command demands that your side make
a complete investigation of these violations and institute
positive measures to prevent their recurrence.
KPA/CPV:
As I have already stated, the charges made by your side
are lies invented for the sole purpose of slandering our
side.
Whatever subterfuge you may employ, you can neither
mislead the unbiased public opinion nor defame our side
which has invariably and strictly observed the Armistice
Agreement.
By indulging itself in casting groundless slanders

and vituperations at the other side. your side has only
exposed unwittingly that the charges it made were out-and
out fabrications.
I demand that your side desist from the unwarrantable
attitude and from such despicable conduct as to slander the
other side at random.
Investigations will be made into the list passed by
your side now.
You have been in such a hurry trying to cover up the
guilt of your side that you have forgotten even the matter
which has been offered by oUr side.
Will your side make investigations into the violations
by your personnel of the rules for the control and mainte"
naboe of the Demilitarized Zone?

I have noted your statement that your side will conduct
investigations into the violations by your personnel of the
rUles for control and maintenance of the Demilitarized Zone.
Has your side anything further to offer for discussion?
UNC:-On 26 April at the 233rd Secretaries' meeting, your
side charged the United Nations Command with three ground
violations in the Demilitarized Zone.
These alleged Violations have been carefully investigated
in accordance with the spirit and letter of the Armistice
Agreement and have been found utterly devoid of fact, and
are therefore denied.
By willfully making such false charges, it is obvious
that your side again has attempted to defame the United
Nations Command and to increase tension in Korea.

When will your side begin upholding the true spirit of
the Armistice Agreement?
I have no further bUsiness for this meeting and propose
we recess.
KPA/CPV:
It is universally known that those who are responsible
for intensifying tension and creating a bellicose atmosphere
in Korea are no other than you who continue to perpetrate
provocative hostilities against our side flourishing in
south Korea various new type weapons including atomic
weapons and guided missiles.
It was confirmed beyond doubt by our personnel in the
field that your side had fired arms toward our side in the
Demilitarized Zone.
How can you try to deny these glaring facts?
However unconditionally you may deny those hard facts
at this table, your side cannot lighten its guilt nor can
it shirk the responsibility for it.
Your side should discard its improper attitude, punish
those personnel involved, and take thorough measures to
prevent a recurrence of similar incidents in the future.
I agree to your proposal to recess.

25" N, 1280 06' 40" E in the UNC portion of the Demilitarized
Zone around 0900 hours on April 21 spread into the territory
of our side and burnt not only a vast forest-covered area
but also Military Demarcation Line markers No. 1078 and 1080
the repair of which our side takes charge of.
From lS35 hours to l60S hours on April 23, 12 civilians
who were not given specific authorization by the Military
Armistice Commission were allowed to enter the area between
370 54' 05" N, 1260 41' 45" E and 370 5S' 10" Nt 1260 42'
40" E.

around 1025 hours on May 2 spread into our portion of the
Demilitarized Zone and burnt a forest in the general area
in the vicinity of 380 10' 05" Nt 1260 57' 40" E.
One UNC vehicle moving in the vicinity of 380 18' 10"
N, 1270 18' 50" E from 0800 hours to 0940 hours on May 3
displayed no distinctive marking.
One UNC vehicle moving in the vicinity of 380 18' 10"
Nt 1270 18' 50" E from 1310 hours to 1330 hours on May 3
displayed no distinctive marking.
Around 1500 hours on May), two UNC vehicles moving
from the vicinity of 380 OS' 55" N, 1260 59' 35" E to 380
07' 40" N, 1260 58' 35" E displayed no distinctive marking.
6 UNC military personnel appearing in the vicinity of
380 02' 30" N, 1260 52' 05" E around 1520 hours on May 3
wore no distinctive insignia.
One UNC vehicle moving from the 380 17' 50" Nt 1270 27'
20" E to 380 18' 50" N, 1270 25' 10" E from 0810 hours to
0835 hours on May 4 displayed no distinctive marking.
One UNG vehicle moving from the vicinity of 380 18' 25"

matic weapons and that fired them at random.

Around 0815 hours on May 8, one charge of explosive was
detonated without prior notification in the vioinity of
