I. INTRODUCTION

Americans for the Arts is pleased to present this statistical report about the nation’s united

arts funds (UAFs), containing the most current information provided as of November 2013.

United arts funds are private organizations that raise money for the arts, work to broaden

support for the arts, encourage arts attendance and participation, promote excellence in the

arts and arts management, and ensure that arts organizations are financially stable.

Americans for the Arts defines a UAF campaign as a combined or federated appeal for arts

funding conducted annually to raise unrestricted money on behalf of three or more arts,

culture, and/or science organizations.

The UAF movement began in 1949 when civic leaders in Cincinnati and Louisville

determined that community-wide campaigns, loosely based upon the United Way model,

could raise substantially more money to provide ongoing operating support to their major arts

institutions. Since that time, more than 100 communities across the country—both large and

small—have at some point established UAFs (59 UAFs are currently operating as of

November 2013). Unlike the United Way, no two UAFs are exactly alike. They are unique

to the communities they serve and change as their communities change. UAFs do, however,

share common characteristics:

Most UAFs are also the primary local arts agency (LAA) for their community.

The majority of UAFs were initiated by local business leaders seeking to minimize

individual funding requests and to ensure that arts organizations meet standards of

quality and financial stability.

UAFs primarily raise unrestricted operating support for organizations that they

fund—though many also raise funds for special projects or to address specific

community issues (e.g., marketing, stabilization, and arts education). An increasing

number of UAFs also operate programs that support specific projects, and many also

have conducted capital campaigns and helped create and/or operate cultural facilities.

UAFs generally have a board of directors composed of community leaders who span

a wide range of sectors, and who are able to engage in one-on-one fundraising efforts.

This report includes a one-page synopsis highlighting the key findings, followed by detailed

charts listing the itemized findings on FY2012 UAF campaign revenues.

II. METHODOLOGY

In April 2013, Americans for the Arts e-mailed the FY2012 United Arts Fund Campaign

Survey—a web-based questionnaire—to the nation’s currently active united arts funds. The

survey requested itemized sources of revenue for UAF campaigns that ended during 2012, as

well as total anticipated campaign revenues for campaigns that ended (or would end) during

2013.

Non-responders were contacted via e-mail and phone multiple times between March and July,

2013 in hopes of soliciting a completed survey or updated campaign revenue information.

Surveys were distributed to a total of 59 united arts funds by e-mail. Forty-five UAFs

responded to the e-mail questionnaire, representing an initial compliance rate of 76 percent.

Five additional UAFs responded to post-survey deadline telephone solicitations, increasing

the total number of participating UAF campaigns to 50 (and increasing the overall

participation rate to 85 percent).

The findings in this report are based upon information provided by the 50 participating united

arts funds. The original report was published in September, 2013, and was updated for

accuracy in November, 2013.

A note regarding inflation: A few of the analyses in this report include inflation

adjustments, providing a description of recent UAF budget trends using constant dollars.

Inflation is defined as a continuously rising general price level, resulting in a loss of the

purchasing power of money. All inflation-adjusted figures in this report have been adjusted

to fiscal year 2013 constant dollars based on the U.S. Department of Labor’s Consumer Price

Index (CPI).

III. UNITED ARTS FUNDS—2013 FACT SHEET

While this report includes many significant findings about united arts fund campaigns,

several facts stand out:

As of November 2013, there are currently 59 active united arts funds

nationwide, a decrease from 66 in 2003.

o Fifty of the 59 active UAFs are represented in this report.

The 50 participating UAFs reported aggregate campaign revenue of

nearly $96.4 million during their campaigns that ended in 2012.

o The responding UAFs raised an average of $1.93 million in revenue

during 2012.

o The participating UAFs raised an average of $2.19 per capita in their

self-reported service areas during 2012, a 3.8 percent increase from the

2011 per capita average of $2.11.

o Thirty-two UAFs have provided their total campaign revenue annually

since 2002, making them a reliable indicator of the year-to-year

changes in UAF fundraising. These 32 UAFs anticipate a 3.7 percent

increase in their FY2013 campaign revenues. This is a 2.1 percent

increase when adjusted for inflation—marking the first expected

increase in inflation-adjusted campaign revenue since the onset of

the Great Recession.

Individual and Corporate contributions make up the majority of

campaign revenue

o Forty-six of the 50 participating UAFs provided itemized sources of

FY2012 campaign revenue.

o These 46 UAFs reported that 38 percent of their aggregate campaign

revenues were received from individuals. Individual contributions

include workplace giving campaigns (24 percent) and individual

donations (14 percent).

o Corporate giving accounted for 35 percent of all campaign revenues.

Corporate giving includes contributions from corporations and

corporate foundations (34 percent) as well as corporate matches of

employee contributions (1 percent).

* 2013 numbers are estimates ** It is important to note that the same united arts funds have not responded to the survey every year; as a result, the sample sizes change from year to year. Footnotes: 1 The Calhoun County Arts Council may re-launch a UAF program in the future (formerly known as the United Arts Council of Calhoun County). 2 Reincorporated as the Metropolitan Arts Center in 2004; no longer runs a federated appeal in the form of a UAF, but supports a single arts organization. 3 The Cultural Enrichment Fund in Harrisburg, PA did not have a UAF campaign that ended in 2007 due to an 18-month campaign gap during a rebranding/re-visioning process. 4 As of February 2009, CultureWorks’ ArtsFund was on hold for 2009 due to current economic conditions and a local arts and cultural planning effort. 5 As of 2009, Rock Hill, SC is no longer running a major grant UAF campaign, only a small annual campaign. 6 UAF campaign revenue figures for United Arts of Central Minnesota in St. Cloud include the proceeds from charitable gambling activities. 7 Until 2012, Arts Alliance of Waukesha County was part of the campaign run by United Performing Arts Fund in Milwaukee, WI, but they are currently in the process of planning an independent UAF campaign. 8 As of 2011, The Performing Arts Foundation on ArtsBlock is no longer running an annual UAF campaign. The Trendy 32 (chart)

A 12-Year Campaign Revenue History of 32 Consistent UAF Survey Participants

One of the difficulties in making year-to-year comparisons is that the same united arts funds don't always respond to the survey every year. There are, however, 32 UAFs that have responded annually since 2003. Their consistent responses, plus the fact that they represent $84.3 million of the $96.4 million in aggregate FY2012 UAF campaign revenue (87 percent), make this group a reliable indicator of the year-to-year changes in UAF campaigns. Campaign data provided by these 32 UAFs reveals a 0.9 percent increase in their aggregate campaign revenues from FY2011 to FY2012. However, this is revealed to be a modest decrease of -2.0 percent when adjusted for inflation. Based on estimates provided by this panel of consistent responders—and following five consecutive years of declines in inflation-adjusted campaign revenues—UAF administrators anticipate an increase in inflation-adjusted campaign revenue during FY2013. The 32 UAFs anticipate a 3.7 percent increase in their 2013 campaign revenues. This is a 2.1 percent increase when adjusted for inflation—marking the first expected increase in inflation-adjusted campaign revenue since the onset of the Great Recession. This is perhaps a signal that united arts fundraising has recovered from the effects of the Great Recession.
