Dear Readers,

CEFIPRA being at the nucleus of Indo-French ecosystem for promoting

Science, Technology and Innovation enjoys the unique position as an

enabler and facilitator on behalf of both the Governments for various

initiatives in Science, Technology and Innovation.

The Centre’s activities are constantly guided by its Governing Body

(GB). The 30th Governing Body meeting was held at Paris on 6th

March, 2017 wherein several members from France and India had

participated. I would like to convey my gratitude towards two Co-

Chairs, Indian & French members of GB for their constant support and

valuable visionary guidance to CEFIPRA ‘s activities. On the occasion,

Scientic Research Programme, was also released. The Governing Body approved the proposal to celebrate CEFIPRA's th30 Anniversary later in 2017.

Ensemble periodically publishes outcome of successful projects. Continuing this tradition on this issue, we are

focussing on project entitled “Kinetics And Spectroscopy In Extreme Environments: Applications to Astrophysics”.

The French and Indian teams have been very happy with the collaborative work wherein, novel ow reactor for high

temperature kinetics was designed and results from this reactor have been published in Journals. In this issue we

are also reporting some of the events where CEFIPRA participated to disseminate its activities.

The aim of the project was centred on the acquisition of some fundamental data relevant to Astrophysics and Astrochemistry. During collaborators earlier work, a novel high temperature source was designed and developed. This could be used for spectroscopic and kinetics studies at high temperatures, typically in the range of 800 – 2000K.

The collaborators used this source for production of materials (simulating hot astrophysical atmospheres) and kinetics and spectroscopic studies at high hydrocarbons, FTMW investigations propargyl alcohol and its complexes was carried out in Bangalore. This Indo-French project focuses more specically on following objectives:

1. High temperature (HT) infrared (IR) tunable diode Laser Cavity Ring-Down spectroscopy (TDL-CRDS) of CH , C H , C H , C H @ 1.6 m 4 2 2 2 4 2 6

2. Investigations of the complexes formed by CH3F/H2O mixture in Soleil with the objective of nding red-shift in C-F stretching mode for the 'carbon bonded' H2O-CH3F complex

3. Microwave spectroscopic studies on propargyl alcohol complexes

4. Shock tube experiments coupled with ex-situ characterization of gases and carbon particles

5. IR TDL-CRD spectroscopy of hypersonic ows (grain formation and spectroscopy of radicals)

Duration: March, 2013 to August, 2016Kinetics And Spectroscopy In Extreme Environments:Applications To Astrophysics And Astrochemistry.

1) The rst experimental measurement on C + H reactions 2

addressing the initial formation of hydrocarbons in the early Universe. This experiment was suggested by the French group and the experiment carried out in the unique shock tube facility established in Bangalore. A cavity ring down spectrometer from the University of Grenoble was brought to Bangalore and used with the shock tube experiments

2) Direct observation of catalytic gas phase nucleation of H O 2

by CH F/CH Cl. This unexpected observation was made at 3 3

Soleil during the visit of Indian side to France in 2014. A joint project for beam time was submitted to observe the carbon bonded complex H2O-CH3F. This project was the result of microwave spectroscopic experiments carried out in Bangalore. When attempts were made to form the H O-2

CH F dimer, PIs observed that (H O)n clusters started 3 2

appearing when a small amount of CH F was added to the 3

molecular beam

3) Establishing a hypersonic ow reactor for high temperature rate measurements extending the temperature range beyond 1000 K

4) Microwave spectrum of CH F-H O clusters were 3 2

investigated at the University of Lille

5) Both teams have been very happy with the collaboration and its outcome. This has also led to new directions for both teams. A novel high enthalpy ow reactor was developed at the University of Rennes and results from this reactor have been published in Journals. Astrophysics research has begun in Bangalore

Key achievements from the study

A meeting of the Joint Selection Committee (JSC) was held thon 25 January, 2017 at CEFIPRA Ofce for selection of

thnal proposals under the 4 Call of DST-Inria-CNRS Targeted Programme in Information Communication Science & Technology. Dr. Mukesh Kumar, Director, CEFIPRA informed that a total of twenty four proposals (twenty with CNRS & four with Inria) were received by

thIndian side under the 4 Call for Proposals launched in July, 2016. The expert committee meeting for evaluation of

thproposals was held on 20 December, 2016 and seven proposals (six with CNRS and one with Inria) were suggested for support. The JSC nally recommended four proposals (three with CNRS & one with Inria) for support. He also congratulated & thanked both sides for renewing the MoU till October, 2019.

Expert Committee Meeting for DST-Inria-CNRS Targeted Programme-2016 atCEFIPRA in December, 2016

The rst meeting of the Standard Expert Panel (SEP) was held on th12 January, 2017 at CEFIPRA ofce. To carry forward knowledge

chain generated through CEFIPRA supported projects in accordance to the directives of the Governing Body, CEFIPRA constituted a Standard Expert Panel (SEP) for mentoring and monitoring of Principal Investigators (PIs) on various Intellectual Property related issues and on commercial potential of projects.

The Panel comprises members from Indian side such as Prof. Pradeep Seth, President, Seth Research Foundation and Industrial Research Committee member; Dr. Sadhana Srivastava, Scientist E, IPR Unit, Indian Council of Medical Research (ICMR) and Mr. Tarun Khurana, Partner & Patent Attorney, Khurana & Khurana Advocates and IP Attorneys. From French side, Mr. Renaud Gaillard, Counsellor for Intellectual Property, Regional Economic Department, India & South Asia, Embassy of France in India are members and Dr. Mukesh Kumar, Director, CEFIPRA.

In its rst meeting the SEP members deliberated on ways and periodicity of mentoring and guidance to Principal Investigators.

The second meeting of Financial Year 2016-17 and the thsixth Finance Sub-Committee (FSC) was held on 8

February, 2017 at CEFPRA ofce under the chairmanship of Shri J B Mohapatra, Joint Secretary and Financial Advisor (JS & FA) DST, to examine and scrutinize the Annual Accounts and Budget of IFCPAR/CEFIPRA. The Revised Estimate (RE) for 2016-17 and Budget Estimate (BE) for 2017-18 were also discussed. The Sub-Committee proposed to retain the Budget Estimate for 2017-18 at the same level as the previous year.

The Sub-Committee noted and praised the efforts of the Centre for reducing the running expenses in the current nancial year. The Sub-Committee also discussed about the appointment of auditor from FY 2016-17 along with Medical Benets Scheme for the Employees of the Centre.

During the meeting, discussion was held on Action Taken Report of the fth meeting and also on foreign exchange rate uctuation reserve. The FSC also discussed matter related to separate disclosure for recognizing Shareable & Non-Shareable expenses & transfer from reserve funds, Employees Provident Fund Scheme etc.

Sixth Finance Sub-Committee: nd2 Meeting of the Financial Year 2016-17

Accordingly, it was decided to hold half a day workshop/brainstorming/training sessions for PIs for making them aware on matters related to IP.

Revised Vision Group: Second Meeting

The second meeting of the revised Vision Group of CEFIPRA thwas held on 27 January, 2017 at the CEFIPRA ofce. The

meeting noted the progress made over the past 29 years.

The members on the French side were Prof. Marc Benedetti, Professor of IPGP, Paris, Dr. Coumar Oudea, Head of Operations for R&T International Partnerships, Airbus Safran Launchers, Les Mureaux & Dr. Philippe Arhets, Counsellor for S&T, French Embassy in New Delhi. The members on the Indian side were Prof D. D. Sarma, Professor of IISc, Bangalore, Prof. M.R.S.Rao, Honorary Professor of JNCASR, Bangalore and Prof. G Sundararajan, Professor of IIT-Madras.

The members discussed in detail on “Organisational structure & evolution of CEFIPRA with present programme portfolio and its analysis was done on the various parameters of CEFIPRA and other activities/developments at the Centre”, including some of the most signicant outcomes based on the analysis of 94 projects completed over the last 5 years.

The group highlighted the Centres uniqueness of activities/programmes and its role with the way science is practiced on both sides to promote synergies between the two countries.

The members acknowledged the CEFIPRA's widespread geographical distribution of projects in both the countries which shows, 206 S&T institutions have been connected through CEFIPRA, enabling on an average seven new institutions to establish contacts with institutions on the other side every year.

Recognising the pivotal role of CEFIPRA in strengthening and encouraging the development of the Indo-French cooperation network in Science, Technology and Innovation, the Vision Group has made a few recommendations which were placed before the 30th Meeting of the Governing Body in March, 2017.

New Delhi. Based on the recommendations of the 28 th thand 29 meetings of the Governing Body held on 13

thApril, 2015 at Paris and 4 March, 2016 at New Delhi respectively, the Sub-Committee was formed. The Sub-Committee members included from Indian side were Shri B.S Rawat, Joint Secretary (Admn.), DST,Dr. I.D.Gaba, Former Scientist G, DRDO, and Dr. Rajiv Kumar, Scientist E, International Cooperation (Bilateral), DST and from French side Dr. Philippe Arhets, Counsellor for Science and Technology, French Embassy in New Delhi. The Sub-Committee looked into the MoA and Byelaws, which were framed almost 30 years back at the time of the Centre’s establishment in 1987. Since then, enormous changes have taken place in the functioning of the Centre. The rst meeting of Sub-

A four days Indo-French Workshop on “Pressure Effects on Strongly Correlated Materials” was held at Bharathidasan University, Tiruchirappalli

thfrom 9-12 January 2017. The joint workshop was coordinated by Prof. S. Arumugam from Indian Side and Dr. Daniel Braithwaite, CEA Centre de Grenoble from French side. A total of seventeen speakers delivered lectures during the workshop. The six French scientists who participated were: Dr Fabrice Wilhelm, European Synchrotron Radiation Facility (ESRF) Grenoble, Dr Sebastien Burdin, Bordeaux University, Dr Gaston Garbarino and Luigi Paolasini from ESRF, Grenoble, Dr William Knofo Centre Nationnal de la Recherche Scientique (CNRS), Toulouse. Eleven eminent Indian scientists from Indian Institutes of Technology (IITs), Jawaharlal Nehru Centre for Advanced Scientic Research (JNCASR), Bangalore, Jawaharlal Nehru University (JNU), Delhi, Pondicherry University etc participated. There were eighteen scientic lectures spread over four days. The Director, CEFIPRA addressed the inaugural session. The workshop was also attended by 50 local students. The workshop aimed to gather specialists in materials physics, condensed matter physics and high pressure, to present recent important results and discuss future paths for research and collaborations. The workshop focused on High Pressure which is a clean way of tuning microscopic interactions in solids, therefore, opening another dimension in materials research for new materials equally important for understanding fundamental questions for identifying new candidate materials for applications. The workshop resulted in exposing young faculties and students to importance of high pressure techniques, instrumentation and latest trend in pressure effect on strongly correlated systems; exchanging of new ideas and techniques among the Participants and Invited Speakers from both the countries. Moreover, it helped in potential collaboration with French scientists from various laboratories in France.

The Mahindra Ecole Centrale (MEC), college of engineering was established by the Mahindra Group, in collaboration with École Centrale Paris (now Central Supelec). The MEC aims to train engineers, both men and women, to be entrepreneurial and innovative as well as technically trained, so that they are capable of meeting the challenges of their era. For this, Mahindra Ecole Centrale (MEC) hosted its rst plenary

thResearch Advisory Committee Meeting on 20 January, 2017 at Hyderabad. The Committee comprises eminent Indian and French scientists, representatives of Academic Institutions, Funding Agencies, Industry and the French Embassy.

The mandate of this Committee is to evaluate the Research Activities of MEC, and provide advice/guidance on courses and the policy and framework pertaining to research at MEC. The Committee deliberated on research strategy and related activities as per international standards and the needs of industry.

For this rst meeting, all the members were present to engage in the development of the research programme of MEC. After

Workshop on “Epigenetic mechanisms ofMale Germ Cell Maturation and EarlyDevelopment” at TIFR, Mumbai on15-18 February, 2017

A three days workshop on Epigenetic Mechanisms o f M a l e G e r m C e l l Maturation and Early Development was held during 15-18 February, 2017 at Tata Institute of Fundamental Research, Mumbai. The workshop brought together leaders in the eld of male germ cell maturation, epigenetics and early embryonic development. The workshop was attended by forty participants, twenty scientists made their presentations on seven sessions on diverse, yet linked mechanisms that control male germ cell development with impact on early embryonic stages via epigenetic mechanisms. Students also presented their posters. Uniquely, a session was dedicated to proteomics and genomics of these biological processes enabling discussions on developing novel approaches to tackle the fundamental biological problem of transmission of genetics and epigenetic information across generations.

The success of a meeting is usually assessed by quality of science that is presented. In addition to high quality of science that was discussed, the meeting provided a platform for young researchers to interact with peers and leaders in the eld. Moreover, all the participants unanimously preferred to keep this meeting as a regular event to be organized once in two years and at alternate locations between France and India. Also continuing the scope/agenda of CEFIPRA, this meeting was also successful in terms of allowing people to come up with ideas in several collaborative projects. There was overwhelming appreciation of the support and encouragement from CEFIPRA in fostering scientic exchange and collaborative research between Indian and French groups.

Diamond Jubilee Conference of National Instituteof Immunohaematology (NIIH): Inaugural Session

th thfrom 15 to 17 of February 2017 at NehruCentre, MumbaiNational Institute of Immunohaematology (NIIH), a premier Research Institute established in 1957 under Indian Council of Medical Research celebrated its Diamond Jubilee from 15-17 February, 2017. To mark the occasion, a three day International conference with a theme on “Revolution of Laboratory Medicine in Modern Biology” was held at Nehru Centre, Mumbai.During the inaugural event Dr. Soumya Swamitnathan, Sectreary, Department of Health Research, GOI was the Chief Guest and Director, CEFIPRA, was the Guest of Honour. He informed the gathering about Indo-French collaborations in S&T. The institute had several Indo-French collaborative projects in past and were supported by ICMR and CEFIPRA. He further said that the NIIH has several landmark achievements to its credit in the area of haematology over the last 60 years including discovery of the Bombay blood group and several creative & informed ideas have also emerged & taken up by NIIH. Workshop on Water Networking during 22-24 February, 2017 at University of Petroleum and

Energy Studies (UPES), Dehradun, Uttarakhand

Indo-French Water Networking Workshop was held during 22-24 February, 2017 at University of Petroleum and Energy

Studies (UPES), Dehradun, Uttarakhand. In the inaugural address, Director, CEFIPRA, emphasized the water crisis

situation in both the countries. He also highlighted the need for cost effective/simple treatment techniques in households

for clean drinking water. Dr Neelima Alam, Scientist E, Department of Science and Technology (DST), informed about

Water Technology Initiative (WTI) Programme of DST, which aims to strengthen the R&D to develop technological

solutions for existing and emerging water challenges in the country. Dr. Benoit Teychene, University of Poitiers, Prof.

Anthony SZYMCZYK and Prof. Patrick LOULERGUE from University of Rennes, delivered talks on “Water in France”.

A thematic school event was also held on the sidelines of the workshop to create awareness on water issues. Hundreds of

local students and some NGOs participated for learning in water conservation and purication methods in daily lives. The

speakers spoke about water treatment processes, the situation in hilly regions and health risks from consumption of

contaminated water.The workshop identied areas of future collaboration, such as cost effective and ready to use

methods for water purication; water management to ensure the availability of water throughout the year; scaling up of

various lab scale technologies such as nano-adsorbent; grey water treatment, measurement and monitoring of water

pollution by sensors; water recycling by solar treatment; collection and use of atmospheric water. Development of model

village for ‘swachh neer’ were also discussed.

thResearch, Development & Innovation Club -13 meeting on 20 March, 2017 atLoyola-ICAM College of Engineering & Technology (LICET), Chennai

The two day thirteenth meeting of the Indo-French Research, Development & Innovation Club was held during 20-21 March, 2017 at Loyola-ICAM College of Engineering & Technology (LICET), Chennai. The Club R&D is an initiative of the Service for Science and Technology of the French Embassy, to share experiences and best practices and to, discuss difculties and solutions to explore the opportunities of cooperation with Indian stakeholders in Science &

thTechnology. During the 29 meeting of Governing Body it was directed to CEFIPRA to disseminate the CEFIPRA's activities to the members of the Club. Accordingly, the Director, CEFIPRA gave a presentation on CEFIPRA’s activities at LICET. The meeting was organized by Dr Sandrin Maximilien, Attache Scientique, Consulate General of France, Mumbai. Apart from CEFIPRA, presentations were also made by representatives from LICET, Mahindra Ecole Centrale (MEC),

Hyderabad CNRS-INSIS and Industries members from Dassault Systems, and Loreal etc. The meeting provided the opportunity to interact with the speakers as well as participants from Industries like Renault Nissan, SGRI, Valeo, Total Oil Scheider Electric, and ve members delegation from CNRS's Institute for Engineering and Systems Sciences (INSIS); Counsellor SST, French Embassy, New Delhi Counsellor Export, Business France, Chennai.

CEFIPRA also had discussion with ofcials from Saint-Gobain Research India (SGRI) Ltd., a cross functional R&D Centre of Saint Gobain based in Chennai, a subsidiary of Saint Gobain, SA France. The discussion between Director CEFIPRA, and the ofcials were on future call and current status of ongoing programme implemented by CEFIPRA under Public Private Partnership Mode.

various collaborative programmes of CEFIPRA, and

explore the possible cooperation and collaboration on

research and innovation with EU under Horizon 2020.

To Commensurate the 10 Years of European Research Council (ERC), the Delegation of the European Union to India in association with Embassy of the EU Member States, associated countries and Euraxess India information organized an event and networking meeting at the Hotel Claridges in New Delhi.

The event included speakers from the delegation and ofcials from the European Union to India, the Indian Government, the ERC and its grant holders. The aim was to highlight the role of ERC in promoting excellence in research in Europe and India. Director, CEFIPRA,Dr Mukesh Kumar along with Dr Payal Prakash Scientic Associate attended the event. During the networking Director, CEFIPRA provided information on CEFIPRA's activities to the representatives of European Research and Higher Education Institutes/ Universities. Several visitors like Mr Ankit Bhateja, Xovian, Dr Raghu Radhakrishnan, Manipal University, Dr Shelly Praveen, Indian Agricultural Research Institute, Dr Nutan Kauhik, TERI, Dr Nagalaxmi M Raman, Amity University and Dr S R Viswa Murthy, National Aerospace Laboratories etc expressed their interest in the programmes of CEFIPRA, explained by the Director, CEFIPRA.

The Fellowship was launched during the State visit of the President of France, H.E. Mr. François Hollande, to India during February 14-15th, 2013. The aim of the fellowship is to facilitate the exchange of doctoral students between the two countries for 2-6 months duration, in order to broaden the scope and depth of future engagements in science, technology and innovation.

FIELDS OF RESEARCH Atmospheric and Earth Sciences, Chemical Sciences, Engineering Sciences, Life and Medical Sciences, Materials Science, Mathematical and Computational Sciences, Physical Sciences, Environmental Sciences.

FELLOWSHIP SUPPORT• For Indian Fellow: Fellowship Support of 1500 Euros

per month for daily expenses, local travel, accommodation charges plus social security charges

• For French Fellow: Fellowship support Rs. 40,000 per month for daily expenses, local travel, etc. plus accommodation charges not exceeding Rs. 45,000 per month

• One return airfare ticket in economy class between India and France

• Insurance coverage (travel & health) wherever is required

• Any administrative costs for Visa and Registration (if any)

Indo-French Centre for the Promotion of Advanced Research (IFCPAR/CEFIPRA) is India’s rst and France’s only bilateral organisation outside France which has been in existence for the past 29 years, committed to promote collaboration between the scientic communities of the two countries across the knowledge innovation chain. CEFIPRA has joined hands with Université Joseph Fourier (now Université Grenoble Alpes), Grenoble, France for supporting participation of Indian doctoral students to European School on Nano-sciences and Nano-technologies

th(ESONN) in Grenoble, France – Session 2017 (August 27 - thSeptember 16 , 2017). ESONN is a three-week course aimed at

providing training for graduate students, postdoctoral and junior scientists from universities and laboratories in the eld of nano-sciences and nano-technologies in Physics, Biology and Chemistry. The academic and practical courses cover the elaboration, functioning and characterization of nano-objects.

• Applicants must be Indian citizens residing in India and have registered for a PhD in a recognized university or research institution in India

Indo-French Centre for the Promotion of Advanced Research/ Centre Franco-Indien pour la
