    Brief History

    The project was initiated under the Vajpayee,NDA government (circa 2002), which has sincebeen continued by the present UPA governmentunder Prime Minister Manmohan Singh.

    The project's importance was underscored byPresident Abdul Kalam in his 2006 IndependenceDay eve address to the nation.

    The MNIC project is integrated with theNAUIDproject.

    An empowered group of ministers (EGOM) under the leadership of

    the external affairs minister, Pranab Mukherjee approved the

    decision on Tuesday, 4 November 2008.

    Unique Identification Authority of

    India(UIDAI) The Unique Identification Authority of India, or the

    UIDAI, is an agency of the Government ofIndia responsible for implementing the MultipurposeNational Identity Card or Unique Identification card

    (UID Card) project in India. It was established in February 2009, and will own and

    operate the Unique Identification Number database.

    The authority will aim at providing a unique number toall Indians, but not smart cards.

    The authority would provide a database of residentscontaining very simple data in biometrics (photo,fingerprints and possibly iris also)

    Unique Identification is the prestigious and visionary

    planning of Govt. of India.

    The PMO (Prime Minister Office) has appointed Mr.

    Nandan Nilekani as a chief ofUID authority.

    Mr. Nandan gets independent charge of this authority

    like DMRC. No govt. agency will interfere in the planning,

    implication and any process of authority.

    The PMO will observe its progress and there is no

    limitation of funds.

    UID cards distribution will start in 2011.

    Implementation Status

    The MNIC Project is currently in pilot mode in atleast 12 states of India as of this writing on May26, 2007.

    The project has kicked off a fresh round of carddistribution to provide two million cards to people

    above 18 years in 13 districts across 12 States andthe Union Territory of Puducherry.

    The latest reports indicated that the project was inpilot, or was attempted in the following 20selected sub-districts of 13 States and Unionterritories.

    Business Application After a UID number is issued, the record would be maintained

    in a database which can be fetched online anytime

    BFSI and telecommunications companies would like to

    integrate their existing BSS (Business Support System) with

    the UID and its DB, thus, creating huge business in the ITsector.

    This is a huge task and the huge opportunity has caught the

    interest of many companies including Microsoft, Yahoo andCisco.

    Device vendors would benefit from the demand of

    authentication enabled devices

    Mobile operators would carry the authentication databetween the server and the device.

    25 phone models with authentication of these UID cardsare available in Asia Pacific.

    The cost of adding finger print module to a mobilehandset is less than $10 and with economies of scale,

    Developers would benefit from developing applicationsthat use the authentication APIs.

    The overall opportunity for the various players is said tobe around $4-5 billion.

    mGovernance Applications can be developed to enable users to fetch

    land records, court case records, health records, etc. Open APIs from UID

    project can be embedded in the application for this purpose. D Shivakumar,

    MD, Nokia Mobile phones and VP, Nokia said, Government will be amajor player in buying applications from the developer community and

    urged developer community to think and build innovative applications,

    which will help government to implement in different sector.

    Micro-Finance Institutionsprovide loan to poor people to help them

    overcome poverty but themselves lack the basic productivity tools. This

    results in high administration costs and ultimately high interest rate for the

    borrower. Simple applications can be build with authentication mechanism

    to enable the money collectors to directly upload the data on collections.

    mEducation Education is the biggest need of the country . Developers

    can work with the content providers to develop applications that enables

    authentic users to learn and appear in the examination. Mobile Banking and CommerceThis is yet another upcoming area that

    has huge potential but is most susceptible to fraud. Biometric

    authentication would go a long way in convincing the users and giving

    them the peace of mind.

    Scope of the Project

    Every individual citizen of the country is expected to be provided

    with a UIDby 2012.

    The UID authority shall work closely with the National PopulationRegister proposed to be created by the Home Ministry through theRegistrar General of the Census of India concurrently with thecensus 2011 in accordance with the provisions of the IndianCitizenship Act.

    The UID Authority approved by the EGOM will be responsible forcreating and maintaining the core database .

    Arrangements for collection, validation and authentication ofinformation, proper security of data, rules for sharing and access toinformation, safeguards to ensure adequate protection of privacy.

    Projected costs and Business

    Opportunities

    One estimate of the cost to completely roll-out NationalIDs to all Indian residents above the age of 18 has beenplaced at Rs 150,000 crore (US$ 30.9 billion).Adifferent estimate puts it at US$ 6 billion.

    A sum of Rs. 100 crore (US$ 20.6 million) wasapproved in the 2009-2010 union budget to fund theagency for its first year of existence.

    Initial estimates project that the initiative will create100,000 new jobs in the country, and businessopportunities worth Rs 6,500 crore (US$ 1.34billion) in the first phase of Implementation.

    Introducer Problem

    The person goes to a registration booth being operated by someagency to get registered.

    If he has some documentary proof of his identity,he produces thatbefore the registrar.

    He may also produce another to prove his address.

    If both these documents are found satisfactory, the registrar willcollect the details and biometrics of the person (photo, fingerprints

    and possibly iris also).

    For those who do not posses any documentary proof of theiridentity or address, there is another mechanism which has beenput in place.

    It is called the Introducer based Verification System.

    This is similar to opening of a bank account.

    Whenever you open a bank account in a branch, you need to beintroduced by a person who already has an account in that branch.

    Similarly, if someone who does not have any documents to provehis identity or address, he will get a UID if he is introduced by anauthorized introducer.

    However, this will require physical presence of X at the registrationsite which may be difficult and inconvenient, especially when the

    introduction is purely voluntary.

    This the teething problem in UID registration.

    This is termed as Introducer Problem.

    Legal amendments made to facilitate

    the project

    The Citizenship Act, 1955, has been amended

    and now a specific section on registration of

    citizens & issuing cards has been included.

    In addition the Citizenship (Registration of

    Citizens and Issue of National Identity Cards)

    Rules, 2003 has been notified in the

    Government of India Gazette Vide GSR No.937(E) dated:- 10 December, 2003.

    Important amendments to the provisions of the Citizenship Act, 1955Section 14A (1) The Central Government may compulsorily register everycitizen of India and issue national identity card to him.

    (2) The Central Government may maintain a National Register of IndianCitizens and for that purpose establish a National Registration Authority.(3)On and from the date of commencement of the Citizenship(Amendment) Act, 2003, the Registrar General, India, appointed undersub-section (1) of section 3 of the Registration ofBirths and Deaths Act,1969 shall act as the National Registration Authority and he shall functionas the Registrar General of Citizen Registration.

    (4) The Central Government may appoint such other officers and staff asmay be required to assist the Registrar General of Citizen Registration indischarging his functions and responsibilities.

    (5) The procedure to be followed in compulsory registration of the citizensof India shall be such as may be prescribed. In sub-section(2) of section 18(ia) has been inserted after clause (i) the procedure to be followed incompulsory registration of the citizens of India under sub-section (5) of

    section 14A; In sub-section (3) of section 18 the following proviso has been inserted

    PROVIDED that any rule made in respect of a matter specified in clause(ia) of sub-section (2) may provide that a breach thereof shall bepunishable with imprisonment for a term which may extend to threemonths, or with fine which may extend to five thousand rupees, or with

    Summary of the Amendments

    The registration for UID is mandatory for all

    the citizens of India.

    A registration authority is set up for theregistration purpose.

    A fine of Rs.5000 or imprisonment for upto 3

    months is applicable if he/she doesnt

    registers.

    Comparison with Chinese Model of

    National Identification. A national identification number or National Identity Card number is

    used as many as 59 countries.

    In the PRC, an ID card is mandatory for all citizens who are over 16years old.

    The ID number has 18 digits and is in the formatRRRRRRYYYYMMDDSSSC.

    RRRRRR is a standard code for the political division where the holder

    is born (county or a district of a city).

    YYYYMMDD is the birth date of the holder.

    SSS is a sequential code for distinguishing people with identical

    birthdates and birthplaces.

    Future Prospects

    The Unique ID program has proposed that the UID bemade mandatory for school children to obtain

    admission.

    Track individuals for taxation purposes.

    Track of Employee, patient- Healthcare, student,

    and credit .

    Helpful in casting vote from any place in India.

    Opening of bank account by just swapping the UIDcard, which helps the government to track the black

    money

    Shortcoming

    Security threat to the data. Latest incidence: Leaked plan ofUID on November

    14th 2009.

    Making ID cards for a billion-plus population will be

    a huge ask.

    The procedure is long drawn and not easily

    understandable.

    Collection of Database is a humongous task for 1.15Billion people.

    Integration of Database is a bigger challenge.

    The logistic challenges are huge.

    For the PDS government could ensure that

    only BPL people benefit from the scheme, the

    problem with the PDS in India is that large

    section of people are not classified as BPL.

    Suppose if a person loses his UID card, does it

    mean he will also lose the benefits along with

    the card until he gets a new card.
