UPDATE ON CHAD November 2006
Overview Today Chad hosts 234,000 Sudanese refugees, 47,000 refugees from the Central African Republic (CAR) and more than 5,000 refugees of various nationalities in urban centres. In addition, an estimated 66,000 Chadian nationals have been displaced in the border area with Sudan following attacks by Janjaweed militia or Chadian rebels. Between January 2004 and May 2005, UNHCR established 12 refugee camps in eastern Chad where some 213,000 Sudanese refugees are now accommodated. Except for Ouré Cassoni and Am Nabak, all the camps are between 60 to 80 kms from the border; UNHCR’s efforts to relocate the two camps to more suitable locations away from the border continues to be resisted by local communities. In southern Chad, CAR refugees are hosted in three camps/settlements and a fourth camp is now under construction at Dosseye (near Goré) and was ready to accommodate any new refugees from October 2006. Security remains the single greatest concern for operations in Chad. Recruitment of refugees by Sudanese rebel groups, increased banditry targeting humanitarian workers, violent clashes between Chadian armed forces and Chadian armed opposition groups and escalating inter-ethnic rivalry have all led to a further deterioration of security in eastern Chad. The links with the crisis in Darfur are apparent. There is fear that the conflict is now assuming a regional character involving Sudan (Darfur), Chad and the Central African Republic. Other important areas of concern include the depletion of meagre and/or scarce natural resources such as firewood and water, friction between refugees and IDPs on one hand and the local population on the other over access to resources and services. There is concern also over the long-term sustainability of the camps and the potential for further displacement of local Chadians. UNHCR’s Key Activities in Chad • Ensure the protection and well-being of refugees and IDPs. • Coordinate and contribute resources/expertise to the
humanitarian assistance effort for refugees, IDPs, and host communities. At the same time, continue advocacy for greater operational involvement of development actors including the UN, NGOs, and institutions such as JICA, GTZ, Swiss Development Corporation (SDC), the World Bank, and the IMF.
• Complete registration of refugees in all camps (particularly in south Chad) as a means to improving the delivery of assistance, as well as eventual repatriation to the CAR and Sudan.
• Maintain UNHCR’s readiness to respond to potential new influxes from Sudan and CAR. • Promote, as appropriate, self-reliance through agricultural and income-generating activities. • As part of a collaborative effort with the government, the Red Cross Movement, NGOs, and the UN,
ensure that activities for IDPs are well-coordinated in order to avoid duplication of effort. • Pursue efforts to relocate refugees from Am Nabak and Ouré Cassoni away from the border, bearing in
mind availability of water, social factors and prospects for the attainment of self-reliance.

Operational Challenges • Deteriorating security: The presence of armed rebel groups and the Janjaweed from Sudan and Chad,
and the worsening inter-ethnic rivalry is creating a negative impact on access and delivery of humanitarian assistance, widely affecting refugees, IDPs, the host population and humanitarian workers.
• Internal displacement: As of October, an estimated 66,000 Chadians were displaced in south-east Chad, most fleeing the Janjaweed and inter-ethnic attacks as well as general insecurity in the border.
• Self reliance in east Chad: The ability to achieve even a modest degree of self-reliance is seriously compromised by the increased pressure on land and other resources. Access to firewood for household energy and water are issues with an ever-increasing protection dimension.
• Sustainability of operations: Maintaining the current level of basic assistance will continue to demand huge resources and adequate financial support to the operation.
Progress to date (i) Sudanese Refugees in eastern Chad • Registration of refugees has been completed in 11 of the 12 refugee camps. • Refugee security has been strengthened with reinforcement of the Chadian security guards funded by
UNHCR. The number of gendarmes will be increased from 235 to 340 in the last quarter of 2006, along with increased UNHCR monitoring.
• Multi-sectoral sexual and gender-based (SGBV) referral and prevention mechanisms are in place in all the camps. Training in SGBV and gender has been carried out in 8 of the 12 camps.
• Six out of the 12 planned nutritional surveys have been conducted. • Non-food items were distributed in all camps in 2006: over 10,400 blankets, 6,200 jerry cans, 1,900
kitchen sets, 4,800 mosquito nets, 25,700 straw mats, 520,800 bars of soap, 27,100 buckets, 18,400 sanitary kits.
• Organized firewood collection is being regularly conducted in 10 of the 12 the camps. • Over 400 classrooms have been built/rehabilitated in all the camps. Vocational skills training is being
provided in four camps to over 800 adolescents. • About 2,000 hectares of agricultural land have been identified and allocated to approximately 35% of
refugees from Gaga (13,940 persons) and Goz Amer (18,256 persons) camps. (ii) IDPs in South-east Chad • Several inter-agency assessment missions were conducted in March 2006; UNHCR conducts missions
three times a week, is profiling the IDP population in 80 villages using a jointly developed questionnaire and is conducting training on IDPs for the local authorities.
• As agreed in the UN Country Team, UNHCR has assumed a lead role in the areas of protection, camp/settlement management and shelter under the overall leadership of the Humanitarian Coordinator.
• Mobilization of resources for the IDP programme including assignment of staff and procurement of vehicles and other materials is in progress.
(iii) CAR Refugees in South Chad • 6,509 new refugees have been transported from the border to the camps since January and 9,088
persons have been relocated from Amboko extension to Gondje camp in 2006; registration has taken place in Amboko.
• An SGBV referral system has been established in all camps. HIV/AIDS and STD campaigns have reached 10,000 refugees.
• Non-food items have been distributed as follows: over 7,100 blankets, 2,500 jerry cans, 3,000 kitchen sets, 9,300 mosquito nets, 15,000 straw mats, 130,400 bars of soap, and 27,100 buckets.
• 25 boreholes and 15 traditional wells have been dug in Yaroungou, Amboko and Gondje; the basic standard of providing 12-15 litres of water per person has been achieved. Latrine coverage is 70% in Amboko and Yaroungou.
• A monthly nutrition screening was started in March 2006 to detect and address cases of malnutrition. The malnutrition rates as result dropped from 3.4% in March to 1.7% in July.
• 4,128 students attended primary school including 1,597 girls (39%). 12 temporary classrooms were constructed in Gondje for 2,800 students. 628 refugees attended adult literacy including 237 women.
• Over 1,750 farmers in Amboko, 1,850 in Gondje and 2,670 in Yaroungou benefited from agricultural activities.
UPDATE ON DARFUR November 2006
Overview The Darfur region today is situated at the epicenter of a volatile regional crisis which appears to be rapidly expanding into neighboring Chad and the CAR. Security throughout Darfur and elsewhere within the region is in rapid decline and there are few signs that this situation will improve in the near future. While UNHCR remains committed to our approach of ensuring protection through presence in Darfur, our access to displaced persons and refugees is increasingly compromised by conditions on the ground. Since the signing of the Darfur Peace Agreement (DPA) in May and the passage of UNSC Resolution 1706 in August, Darfur remains the subject of intense political and diplomatic activity by an array of States, regional organizations, and the UN. While the September extension of the AMIS mandate has guaranteed the presence of some 7,800 AU peacekeepers in Darfur until the end of 2006, this extension alone has done little to check the downward spiral in violence. Over a dozen aid workers have been killed in recent months and tens of thousands of Darfuris have been further displaced. Heightened tensions throughout the region, especially in West Darfur, remain linked to the increased activity of armed elements from among the Janjaweed and Chadian and Sudanese rebel groups, as well as the corresponding build-up of the national forces of Chad and Sudan. Across the border in Chad, recent Janjaweed-style attacks have become more common and in the last month an estimated 15,000 Chadians were internally displaced, raising the number of IDPs in eastern Chad today to over 90,000. These same attacks have also prompted additional displacement of Chadian refugees to West Darfur where UNHCR continues to face difficulties to have unhindered access to this population. Um Shalaya refugee camp (near Mornei, south of El Geneina) continues to harbor since May some 3,300 Chadian refugees who were transferred from the border area. While basic assistance is still provided to this group, more new arrivals have been reported recently at the border area. While the future implementation of the DPA and UNSC Resolution 1706 is clouded with uncertainty, the humanitarian situation is increasingly bleak and widely seen as being on the verge of collapse. It is probable that the AU-led force in Sudan (AMIS) will be extended into 2007, however, the exact size and configuration of the force and the exact modalities of UN support are also uncertain. Like other operational partners among the humanitarian agencies in Darfur, UNHCR remains committed, but increasingly aware of the scale of the challenges which lie ahead.

UNHCR’s Key Activities in West Darfur • Maintains close contacts with Police, National Security and the AU to ensure a level of safety through
their interventions, their active engagement in patrols and meetings with communities. • Conducts field visits to IDP villages by air where road access is not possible, to assess the situation
and monitor movements. Ensures that return movements are voluntary. • Coordinates protection efforts among different actors, chairs the Protection Working Groups in El
Geneina, Mukjar, Habila and Zalingei and supports protection initiatives taken by NGO and UN partners, including in areas where UNHCR is not present. Addresses protection issues affecting the potential for return.
• Coordinates camp management and related protection activities. Initiates training for camp coordinators. Organizes regular NGO meetings to identify common concerns and establishes viable solutions to camp management issues.
• Focuses on the special protection needs of women by maintaining 34 women centres in IDP settlements and establish additional centres where feasible. Co-chairs the SGBV working groups with UNFPA to put in place prevention and response mechanisms.
• Follow-up IDP detainees and arranges legal assistance. • Works with partners to address the protection concerns of children and the elderly. Establishes and
manages youth centres in IDP camps in order to deal with protection problems of children. Operational Challenges • General insecurity is the main challenge which not only prevents IDPs and refugees returning to their
villages of origin, but also limits considerably humanitarian access and delivery of basic services to much of Darfur. UNHCR’s physical presence and protection activities can mitigate some of the consequences of this insecurity, but cannot resolve the core security issue.
• UNHCR is confronted with unpredictable funding situation. Severe austerity measures undertaken early in the year will probably avoid a major funding shortfall in 2006.
• The remoteness and general lack of basic services and infrastructure present key operational constraints, especially during the rainy season when road access is impossible throughout West Darfur.
Progress to date Despite the above constraints, UNHCR in Darfur has achieved the following: • Establishment of Um Shalaya and Mukjar refugee camps and the successful relocation of 3,300
Chadian refugees from the border area to the camps. Shelters have been provided to the refugees, as well as basic household items such as jerrycans, mats, plastic sheeting, buckets, soap etc. The refugees have access to sufficient quantity of potable water, basic medical services and other social services.
• Expansion of presence through opening of new offices in 2004 and 2005. As a result, UNHCR has now access to approximately 420,000 IDPs, out of the 700,000 IDPs in West Darfur.
• Protection Working Groups. UNHCR provides leadership and protection inputs to the groups in El Geneina, Zalingei and Mukjar. Protection issues identified through field missions are shared and follow up actions are discussed and assigned. UNHCR supports protection initiatives also in other parts of Darfur.
• Women’s centres. In 2004-2005, UNHCR established 34 women centres in West Darfur. Approximately 2,000 to 4,500 women per month attend various activities in these centres, such as skills training, literacy training, discussion on health issues, small livelihood projects, etc.
• Development and maintenance of SGBV referral system, providing an effective response to SGBV survivors, although limited only to those in camps.
• Community Based Reintegration Projects (CBRPs) implemented in 125 villages for returnees and to mitigate overcrowding in IDP settlements.
• Regular border monitoring conducted with UNHCR offices in eastern Chad, where security permits, to ascertain movements, assess security implications and ensure timely and coordinated responses.
UPDATE ON SOUTH SUDAN November 2006
Overview Since the beginning of the year, UNHCR has continued to pursue the facilitation of voluntary return amidst the increasing desire of refugees to repatriate to South Sudan from seven neighboring countries. As of 18 November, over 17,000 Sudanese refugees have returned to South Sudan through movements organized by UNHCR in 2006. In partnership with the United Nations Mission in the Sudan (UNMIS), UN agencies and NGOs, UNHCR has also directly supported in South Sudan over 2,900 returnees this year who returned home from neighboring countries without any assistance from UNHCR. This brings the total of organized and spontaneous returns of refugees from all neighboring countries to 90,727. The total number of beneficiaries of UNHCR protection and community-based reintegration projects are, however, over 200,000; this includes IDPs and host communities in areas of high refugee return. Prior to commencement of organized movements to South Sudan, in 2005/2006, UNHCR pursued the strategy of supporting spontaneous returnees, refugees and IDPs, with the aim of creating necessary absorption capacity and conditions conducive for return. This strategy facilitated early reintegration of returnees – both organized and spontaneous – and prevented localized conflicts usually linked to pressure on services. UNHCR also provided direct assistance to spontaneous returnees, refugees and IDP, and vulnerable host populations. This direct assistance was in the form of non-food items to some 8,014 spontaneous returnees to Juba in 2005 and 33,226 in 2006. In addition, 2,538 Bor Dinka IDPs accommodated at Lologo transit centre in Juba and the transit centre in Bor benefited from such assistance. Organized Returns in 2006 On 9 November, the last repatriation movement from Aba and Aru in the Democratic Republic of Congo (DRC) brought the total number of returnees from the DRC to South Sudan to 5,550. UNHCR Sub-Office Yei has pre-positioned resources for the repatriation of refugees from Bangalu, Doruma and Dungu (DRC) and from Mboki (CAR) to Ezo, Yambio and Tambura in Western Equatoria State. Repatriation of approximately 10,000 refugees from the Central African Republic (CAR), which was suspended in April, is scheduled to resume by the end of November. UNHCR in partnership with IOM assisted some 2,000 refugees to return before April and intends to facilitate the repatriation of another 2,000 refugees by the end of December 2006. UNHCR plans to complete the operation by March 2007 by repatriating the remaining 6,000 refugees, which would result in the closure of Mboki refugee settlement in CAR. In 2006, UNHCR also successfully repatriated 1,363 refugees from Kenya. After a long hiatus, the repatriation movements resumed
by air from Kakuma to different provinces in South Sudan on 21 November. This process will continue during this dry season.

Moreover, this year UNHCR assisted the return of 5,107 persons from Uganda. It is expected that another 600 persons will return by the end of the year. The ongoing peace negotiations between the Government of Uganda and the Lord’s Resistance Army (LRA), if successful, are expected to lead to an increased number of refugee and IDP returns to South Sudan. In September, UNHCR participated in the joint UN and partners assessment missions to LRA affected-areas (Nimule, Magwi and parts of Western Equatoria) and developed plans for these areas where high refugee returns are expected, as evidenced by the recent voluntary repatriation registration in Moyo and Adjumani, Uganda. Between April and May 2006, UNHCR assisted 2,545 refugees to repatriate from Bonga and Sherkole camps in Ethiopia to Blue Nile State. UNHCR plans to bring home another 20,000 refugees from Ethiopia in 2007, the majority of whom will return to Blue Nile. Protection and Community-Based Reintegration Projects UNHCR continues its humanitarian interventions in South Sudan allocating limited available resources to create conditions conducive to sustainable return. The overarching goal of such activities is to create the minimum conditions conducive to the voluntary, safe and dignified return of refugees, organized and spontaneous, to South Sudan and support, through community based reintegration projects, the capacity of receiving communities. The objectives of the protection and community-based reintegration projects are being achieved by (a) addressing the immediate needs of spontaneous returnees and receiving communities to anchor return and prevent further displacement and (b) helping to develop the absorption capacity of receiving communities and creating an environment conducive to sustain voluntary repatriation. In order to enable refugees to make informed decisions, UNHCR conducted assessments of over 200 villages in areas of high return and shared the information with countries of asylum on a regular basis to be used in information campaigns for refugees. Village assessment information is also vital for planning protection and community-based reintegration interventions. Returnee monitoring is an important component of UNHCR repatriation and reintegration operations in South Sudan. UNHCR has entered in partnership with a number of NGOs for returnee monitoring. To date, 28 returnee monitoring reports are completed and 10 joint assessment mission reports were compiled. These reports inform repatriation and reintegration operations.
To sensitize the local authorities and build capacity of community on protection issues, trainings are regularly organized on Human Rights and Protection, Women’s Rights, Human Rights and Refugee Law, Peace Education, HIV/AIDS, Returnee Monitoring, Land and Property and Community Protection Training. IDPs UNHCR also assists IDP returnees in areas of high refugee return by providing humanitarian assistance at reception and dispersal points and addressing protection problems at UNHCR-managed way stations or while they are en route or in-transit. IDPs have also benefited from UNHCR’s community-based reintegration projects in the health, water and education sectors and from the training and capacity building programmes as well as the provision of material assistance to local authorities aimed at safeguarding returnee rights and those of host communities. In close cooperation with other agencies and the Government of South Sudan, UNHCR also extends emergency support to address the plight of IDPs when called upon by the Humanitarian Coordinator to do so. In 2005/2006, UNHCR’s support to the Bor Dinka IDP return from Central Equatoria to Bor, Jonglei, included coordination and provision of assistance at way stations at the point of departure from Juba and at reception areas in Bor, protection, registration, reception and dispersal services from way stations to drop-off points and monitoring during and after the movements. Similarly in Upper Nile, UNHCR has, on numerous occasions responded to the needs of stranded IDP barges. Key Objectives in 2006 In 2006, UNHCR pursued the objectives of facilitating the voluntary repatriation of refugees from CAR, DRC, Ethiopia, Kenya and Uganda through inter-agency collaboration and assisting returning refugees and IDPs with reintegration into their communities.
UNHCR also aimed to improve the protection situation of IDPs in and around Khartoum and Kassala State by monitoring their protection needs and intervening on their behalf with the authorities. UNHCR will continue to facilitate informed and voluntary return by providing comprehensive and timely information regarding their places of origin. Operational Challenges
• Weak political and physical infrastructures throughout South Sudan devastated by two decades of war.
• Lack of basic services and security problems impede the creation of an environment favourable for return.
• Regional and clan differences remain a source of tension and social strife. • Presence of mines and unexploded ordnances in some areas of return. • Aligning operational priorities and activities with funding realities and adequate resources to
support return and reintegration. Progress to date
• Concluded tripartite agreements with five of the seven countries of asylum (Eritrea and Egypt pending) and implementation agreements with NGOs.
• Pursued the facilitation of voluntary return amidst the increasing desire of refugees to repatriate to South Sudan. So far, over 17,000 Sudanese refugees have returned home through UNHCR’s organized movements and another 2,900 spontaneous returnees received direct assistance, bringing the total of spontaneous and organized returns for 2005/2006 to 90,727.
• Assumed leadership role in protection and, together with other agencies, developed a comprehensive protection-based framework for both refugees and IDPs.
• Established an effective returnee monitoring system. • Organized numerous go-and see-visits from counties of asylum. • Constructed and maintained way stations and assembly points. • Implemented protection and community-based reintegration projects with the aim of sustaining
return and creating linkages of reintegration with early recovery. In 2006, such interventions in priority return areas included the following, which benefited refugee returnees (organized and spontaneous), IDP returnees and host/receiving communities:
Primary Health o 5 health facilities, 3 under construction in Kapoeta and two completed in Kajo-Keji and Yei
(Alero). Water o 2 boreholes drilled in Bor and 1 in Juba (Lologo way station); 10 boreholes completed in Kajo-
Keji. Education o 2 schools under construction and 5 schools under rehabilitation in Bor; 3 schools in Ezo, 2 in
Tambura and 2 in Yambio underway; construction of 20 classrooms in 10 schools in and around Malakal completed and 400 desks and 10 sets of office furniture delivered to the same schools; rehabilitation of 9 classrooms in Nassir underway.

UPDATE ON KHARTOUM November 2006
Overview UNHCR’s involvement with internally displaced persons (IDPs) in the greater Khartoum area is based on a specific request by the UN Emergency Relief Coordinator and the Humanitarian Coordinator. UNHCR’s engagement with IDPs in Khartoum is designed as a protection intervention, but is clearly framed in the context of the return operation to South Sudan. While Sudan is not one of the pilot countries for the IASC cluster approach for IDPs, UNHCR’s involvement in Khartoum is still seen to derive from this IASC policy.
UNHCR’s Key Activities in Khartoum UNHCR’s involvement with IDPs in Khartoum is protection-oriented, but clearly seen to be protection in the context of the return operation to South Sudan. In line with this, a four-pronged strategy has been developed: 1. Enhance protection through community-based protection monitoring: The expected outcome of protection monitoring
is systematically collected data that will help determine trends in the protection environment, especially in relation to how they affect return intentions (i.e. act as push factor), identify response gaps and formulate advocacy strategies within the Protection Working Group (PWG).

Enhance protection through protection coordination and leadership: This involves revitalizing the PWG in Khartoum to make the PWG more operational and responsive to the protection concerns of IDPs in and around Khartoum, through establishment of coordinated protection intervention systems, including direct support and/or referral mechanisms for individual cases. 3. Enhance local capacities for IDP protection: Capacity-building on IDP protection targets local officials such as the Humanitarian Aid Commission (HAC), the Southern Sudan Relief and Recovery Commission (SSRRC), police authorities and respective State authorities. IDP communities and existing community groups and networks will also be targeted in order to augment their own capacity and understanding of IDP rights and responsibilities. 4. Support IDPs in their process of making solution-oriented decisions: In order to ensure that IDPs can exercise free and informed choices, UNHCR seeks to provide potential returnees – whether refugees or IDPs – with objective information on areas of return. UNHCR offices in South Sudan are undertaking village assessments and compiling state/county profiles that can be used for information purposes. Go-and-see visits, the first of which took place in June 2006, will continue and will be complemented by come-and-tell visits. It is important to note that the UNHCR material used for these activities will by and large be the same material produced for refugees in neighboring countries. Operational Challenges
The overall protection environment remains harsh. Police raids remain a major protection concern as physical violence, arbitrary arrests and looting are often reported in connection with raids which, in some locations, occur several times a day. A major relocation took place mid-August affecting 12,000 persons.
Due to the prevailing political climate, so far there is limited visible impact on the ground, in spite of repeated and consistent advocacy efforts by the PWG and other UN and NGO partners.
Humanitarian space in Khartoum IDP settlements is a challenge, as evidenced by increasing
control by the authorities over INGOs with a protection mandate.
Returns continue to be high up on the respective agendas of the Government of Southern Sudan (GOSS), the Government of National Unity (GNU) and the IDPs. The return issue is likely to have significant impact on the protection situation of IDPs.
The funding shortfall has made longer term planning difficult, caused delays in implementation
and reduced capacity due to freezing of posts. Progress to date
Enhanced protection coordination: Efforts to revitalize the PWG in Khartoum are slowly paying off by increased buy-in from protection agencies and more coordinated and strategic interventions (e.g. coordinated fact-finding missions, coordinated advocacy initiatives).
Successful launching of UNHCR as a protection actor for IDPs in Khartoum through implementing
partners and direct monitoring. Activities cover main IDP settlements in greater Khartoum. “Protection by presence” - Increased presence by protection partners in IDP camps means that
IDPs have more channels to voice protection concerns, more protection information is being collected and there is growing awareness among authorities that actions in IDP camps are being monitored.
Go-and-see visit arranged to Western Equatoria for a group of IDP representatives. Two additional
IDP delegations, one group of youth and one group of women, will undertake go-and-see visits to the South at the end of November. Missions are followed up with community meetings in major IDP sites to inform of conditions in areas of return.
Vision for 2007
Continue to act as an advocate for IDPs in Khartoum, in the context of the return operation, through coordination and leadership in the PWG.
Actively contribute to the joint UN/GoSS/GNU return planning process through participation in
the working level Task Force and the Policy Committee at the decision-making level.
Continue to enhance protection monitoring activities and protection coordination and leadership through the PWG. Protection activities focus on the overall protection situation of IDPs, especially in the context of return.
Enhance protection awareness of IDPs; enhance protection “self-help” mechanisms that could also
support reintegration and stability in return areas.
Capacity building for HAC, SRRC on IDP protection in the context of return, in particular in relation to ensuring voluntariness of returns.
Launch a joint IDP project for Khartoum, Blue Nile and South Sudan as a step towards a more
streamlined, coherent and focused UNHCR protection strategy for IDPs and IDP returnees in Sudan.

During the last four decades, Sudan has hosted a large number of refugees mainly from Ethiopia and Eritrea, but also from Uganda, Chad and the Democratic Republic of the Congo (DRC). Chronic instability and conflicts in the region as well as the political situation in these countries forced them to flee and seek asylum and contributed to their protracted stay in Sudan. Eritrean and Ethiopian refugees have been hosted and assisted in eastern Sudan’s four states of Gezira, Gedaref, Central, Kassala and Red Sea since 1967. Over the past three years, the focus of UNHCR’s operations has been on refugee status determination (RSD), voluntary repatriation and the closure, consolidation and hand-over of camps to the state authorities. However, strained relations between the countries of the region and the deteriorating human rights and security situation in Eritrea have halted repatriation activities. To the contrary, the number of asylum seekers from Eritrea has been increasing since 2004. At present, there are some 123,000 persons of concern to UNHCR in East Sudan, including some 120,000 Eritreans. The majority of Eritreans are recognized refugees residing in 12 UNHCR-assisted camps. A peace agreement between Eritrea and Ethiopia in 2000 led to the voluntary return home of 98,000 refugees. The recent Peace Aagreement signed in Asmara on 14 October between the Eastern Front and the GNU has normalised the diplomatic relations between Eritrea and Sudan, including the opening of 3 border points. UNHCR’s Key Activities in East Sudan In the next three to five years, UNHCR will pursue a major shift in its focus, strategy and approach from a care and maintenance programme to promoting more comprehensive and adequate protection and durable solutions. Since large-scale repatriation is not feasible in the foreseeable future, re-orienting the assistance programme towards self-reliance, through building the productive capacities of refugees, is crucial for improving livelihoods in the camps and finding durable solutions within the context of a protracted refugee situation.
UNHCR will also seek complementary solutions that aim at: 1) developing the national asylum system through institutional reforms which strengthen access to protection and durable solutions; 2) achieving self-reliance; and, eventually, 3) local integration for a number of persons of concern. The programme will be complemented with a multi-year resettlement project for 10,000-20,000 Eritrean refugees who lack local integration prospects. This strategic use of resettlement will also be a burden-sharing instrument.
Sustainable Options for Livelihood Security in Eastern Sudan (SOLSES) The SOLSES programme has evolved from environmental and infrastructure rehabilitation to promote sustainability and durable solutions for refugees. The project aims at assisting refugees and host populations, including IDPs, to contribute to the recovery and development of East Sudan by becoming productive members of the society, instead of recipients of relief handouts. Launched in Khartoum and presented to donors in Geneva in December 2004, SOLSES has attracted interest and support from other partners, particularly UN Habitat, UNDP and IUCN. A joint 2006 work plan was developed by agencies involved in the SOLSES programme. The plan includes basic infrastructure rehabilitation as well as an environmental component. Its implementation is underway: it is based on the active involvement of refugees, hosting communities and local as well as regional authorities. The project presents a good opportunity for bridging gaps between humanitarian and development assistance in the context of recovery and sustainable development in Eastern Sudan and the need to support and strengthen the Peace Accord. The Government of Norway was the first country to make a contribution of USD 5.3 million to SOLSES projects. The stakeholders of SOLSES are now working on the expansion of the donor base to ensure its further progress.
Operational Challenges
• The Sudanese national asylum system and its institutional capacity remain weak. • One governmental RSD centre for newly arriving Eritrean asylum seekers (4,100 in 2004, 6,300 in
2005, around 7,000 in 2006) in Kassala province requires enhanced capacity building and training support.
• Sudan’s policy of encamping refugees in rural areas of the East, hinders self-reliance of these, mostly urban, new refugees
• Close to 90,000 refugees from Eritrea lack proper status and thus rights: Cessation screening recognized 28,000, but left some 26,000 Eritrean refugees pending status and some 18,000 unregistered. 43,000 lost their refugee status, which has since been overtaken by developments in the country of origin and UNHCR’s non-return policy for Eritrea.
• Lack of reliable/accurate data on number of beneficiaries and inadequate knowledge of the various categories of target populations has only recently being addressed through new data collection, (re-)registration and verification exercises. Full profiling will be needed.
• In- camp basic services are still below or just marginal to minimum operational standards (e.g. 60 students per classroom per teacher, below 33% of latrine coverage, 7 to 13 litres of water per person per day, 4% HIV/AIDS prevalence, 5% of women receive sanitary materials).
• Diminishing funds; aged equipment, facilities and infrastructure in the camps. • Strong “dependency syndrome” among many refugees. • The number of agencies involved in the refugee operation is very limited. • Implementing partners mainly depend on UNHCR’s limited financial resources. • UNHCR has limited human resources, access to and presence in the camps. • Implementation of the phasing-out strategy with respect to the Commissioner for Refugees (COR).
