ULRIKA RICHARDSON, UN DEVELOPMENT COORDINATOR UNDP RESIDENT REPRESENTATIVE

FOR A SAFER KOSOVO!

There is an inextricable link between peace and development, and looking around us, I believe we can observe that peaceful societies, with a strong societal feeling of safety and security as well as confidence in rule of law, have the best conditions to sustain social and economic progress over time. And for the first time, the Global Goals of Agenda 2030 acknowledges the link between arms regula-tion and development as well as between illicit trafficking in arms and organized crime. In fact, under Goal 16 – the goal which focuses on promoting peaceful societies and access to justice, includes a signifi-cant reduction in illicit arms flows as one of its targets. This is built on the understanding that arms regulation and development are mutually reinforcing undertakings that contribute to a reduction in armed violence levels.

It has been 10 years since we, at UNDP, began to support the central and local institutions in making Kosovo a safer place for everyone by strengthening small arms control and the results of our flagship projects that involve people, processes and technologies, described in more detail in this booklet, speak for themselves.

Tailoring global approaches to Kosovo’s context, we initially support-ed the drafting of the strategic, legislative and regulatory framework

and established processes in the field of Small Arms and Light Weapons control. The same approach was extended to other security related areas such as civilian use of explosives and oversight over private security services, police and other authorized security institu-tions, as well as to community policing, intelligence led policing, protection of critical infrastructure, crime prevention, school safety and more recently in the field of prevention of violent extremism and cyber security.

In addition to strengthening the legislative and policy frameworks, our partnerships and interventions also included individual capacity development of police officers, civil servants and local communities and individuals to make sure we built the conditions for sustaining the results achieved. In fact, our joint approach contributed in developing best practices in the region, such as the Firearm Focal Point System, which currently is considered as a best practice in the Western Balkans region and beyond.

Our partnership has also supported the establishment of the Department of Public Safety in the Ministry of Internal Affairs. This depart-ment is one of the main actors, together with the Kosovo Police, that ensures public safety for everyone in Kosovo.

It goes without saying that our international partners, who generously funded this project throughout the years, are close associates of these achievements.

I would like to thank the Kosovo Police, the Ministry of Internal Affairs, the Kosovo Forensic Agency, Mayors and community representa-tives for their splendid cooperation and dedication.

We stand ready to continue working together for a safer Kosovo!

UNDP in Kosovo has been active in Small Arms Light Weapons (SALW) Control since 2008 through various projects. The support was initiated through the Kosovo Small Arms Control Initiative (KOSSAC) that was initially designed to reduce armed violence in Kosovo and increase community safety. It evolved throughout the years into a comprehensive armed-violence prevention project with a strong focus on security sector reform and capacity development.

The contribution to the security sector continued with Firearms and Explosives Risk Minimization project (FERM) that succeeded in supporting the Kosovo stakeholders in controlling the widespread illegal possession and circulation of small arms and light weapons, and through a risk-based management and evidence-based approach, to minimize the risks of these weapons and explosive materials.

Most recently, we are implementing the Kosovo Safety & Security Project (KSSP) which uses a holistic security approach aiming to support the development of the relevant legal framework, strategies, and action plans, to increase public safety for all inhabitants by finding local solutions for local problems while also supporting central level institu-tions.

UNDP is the implementing partner for the South Eastern and Eastern Europe Clearinghouse for the Control of Small Arms and Light Weapons (SEESAC). SEESAC works to strengthen the capacities of national and regional stakeholders to control and reduce the proliferation and misuse of small arms and light weapons, and thus contribute to enhanced stability, security and development in South Eastern and Eastern Europe.

Support of the UNDP KSSP to the Kosovo Police (Firearms Focal Point within ILECU) is of an undeniable value. We have greatly benefited through professional advise, technical assistance and even via provided technological equipment. This support led to increased efficiency and professionalism of the police work in fighting organized crime with specific focus in countering illegal trafficking of arms. UNDP’s continuous support has further strengthened mutual cooperation in all policing areas including trust-building between the Kosovo Police and various international organizations.Besnik Sallahu, FFP, Kosovo Police

Safer Community Development has been implemented to increase trust in the police and reduce the demand for weapons

Community Safety project was one of the best UNDP projects and most needed for the community during 2008. Through this programme, Municipality of Podujava/Podujevo developed for the first time community safety plan and implemented a number of activities with direct impact on citizen’s safety, wellbeing and harmony among citizens. Kosovo needs more programmes with the base on community.

Working with UNDP/KSSP team has been a great pleasure not only for me but for pupils, students, parents and citizens in general. Our cooperation in improving community safety in Kosovo is our daily engagement. Together with UNDP/KSSP we've been implementing various community safety projects that really had an impact on the target audience therefore; the work of UNDP/KSSP is very much appraised not only from Kosovo Police but from citizens as well.
