PREFERENTIAL STATUS OF PHL
1. GSP – UNITED STATES OF AMERICA (LAST
EXTENSION WAS EFFECTIVE TILL 31 JULY
2013). RENEWAL STILL IN US CONGRESS.
2. GSP+ - EUROPEAN UNION (6,274
PHILIPPINE PRODUCTS MAY ENTER THE EU
DUTY FREE. GRANTED ON 24 DECEMBER
2014.
SOME OTHER REQUIREMENTS
1. ISPM – International Standard for Phyto and
Phytosanitary Measures (Phytosanitary
certification). Required by WTO.
2. CARB – California Air Resources Board. CARB
certified wood only to the USA re formaldehyde
emissions in composite wood products. Required
in CA but also other US states.
3. CPSIA – Consumer Product Safety
Improvement Act of 2008 re harmful content in
children’s products such as lead / toxic materials.
SOME OTHER REQUIREMENTS
4. Quality Management System – ISO 9000 (can
be a requirement by the buyer)
5. Corporate Social Responsibility – ISO 26000
(can be a requirement by the buyer)
6. HACCP – Hazard Analysis Critical Control Points
(for food and drugs, maybe required by buyer)
7. C-TPAT – Customs Trade Partnership Against
Terrorism (required by the US government)
SOME OTHER REQUIREMENTS
8. IREGS – a requirement of the USDA (APHIS) for
animal product exports (BAI - PHL certification)
9. CITES – authority on trade of wildlife
(endangered species). EU is very strict on
documentation and certifications.
10. IIN – Importer Information Note for trade in
rabies-susceptible animals (UK – Balai Directive).
11. CE-MARKING – EU strictly requires this
marking for safety, health and environment
protection.
WTO - RULES OF ORIGIN
MAIN DOCUMENT IS THE CERTIFICATE OF ORIGIN
(proper CO is required by Customs Authorities)
WTO prescribes for the exact determination of
where the product is originally obtained!
A formula for determination of the origin of
products is provided.
