    Regulations governing the carriage of chemicals byship are contained in the International Convention

    for the Safety of Life at Sea (SOLAS Chapter 7) andthe International Convention for the Prevention ofMarine Pollution from Ships, as modified by theProtocol of 1978 relating thereto (MARPOL 73/78).

    The regulations cover chemicals carried in bulk, onchemical tankers, and chemicals carried in packagedform.

    The Code applies to ships regardless of size, including

    those of less than 500 gross tonnage, engaged in thecarriage of bulk cargoes of dangerous chemicals ornoxious liquid substances (NLS), other than petroleum

    or similar flammable products as follows:

    Liquid substances

    1.products having significant fire hazards in excess ofthose of petroleum products and similar flammableproducts;

    2. products having significant hazards in addition to orother than flammability.

    For ease of understanding Annex II can be divided into two

    clear sections:

    i. Pollution categories

    ii. Ship type requirements

    In addition:

    iii. Operational requirements

    (for the actual/physical carriage of chemicals in bulk)

    MARPOL ANNEX II: Pollution Categorization

    Previously there were 5 pollution categories within Annex II:

    - categories A, B, C, D and an Appendix III

    -Appendix III listed products to which the IBC Code did not apply

    As of 1stJanuary 2007 we have 3+1 pollution category system:

    - X, Y, Z and OS

    - OS or Other Substances - includes apple juice, clay slurry, coal slurry,dextrose solution, glucose solution, kaoline slurry, molasses and water

    -Vegetable oils now upgraded from Appendix III (of the IBC Code) toPollution Category Y

    - Oil like substances no longer exist (xylene, toluene, pentanes nowrequire CoF and can no longer be carried on product tankers)

    The contents of the P&A Manual shall be arranged in accordance with Appendix 4 of

    MARPOL Annex II. It must beVessel Specific and include the following:

    I. A description of the main features of Annex II of MARPOL:

    II. A description of the ships equipment and arrangements including cargo heating andtemperature control, discharge arrangements, schematic of cargo pumping and strippingsystems, control equipment and cargo pump information;

    III. Cargo unloading and tank stripping procedures including any restrictions such as list ortrim:

    IV. Detailed procedures relating to the cleaning of cargo tanks, residue discharge, ballastingand de-ballasting:

    V. A table of cargo tank information including the tank designation, capacity and strippingquantity:

    VI. Procedures to be followed when cargo tank cannot be unloaded in accordance withrequired procedures:

    VII. The applicable portions of the flow diagrams contained in Addendum A of Appendix 4 ofAnnex II which address tank cleaning and disposal procedures for NLS residue:

    VIII. Prewash procedures which include the following:

    1) Cleaning Machines positions to be used;

    2) Slops pumping out procedures;

    3) Requirements for hot washing;

    4) Number of cycles of cleaning machine (or time);

    5) Minimum operating pressure; and

    6) Instructions for any cleaning agents that are used.ix. Ventilation procedures which may be used only for cargo with vapour pressures

    Greater than 5 kPa at 20C, including:

    1) Ventilation position to be used;

    2) Minimum flow of speed fans;

    3) Procedures for venting pipelines, pumps, filters etc.; and

    4) Procedures for determining that tanks are dry when ventilation is completed

    5) (Drager tube sampling of tank atmosphere, visual inspection etc.).

    MARPOL How To Do IT:

    In the absence of any requirements for surveys andcertification under this Annex, there are two elements

    for the verification of theIMDG Code. These are:

    A detailed inspection of the required

    documentation;

    and

    An on board verification that paperwork matches

    the marking and stowage on board

    IMDG Code Chapter 5.4:

    Each ship carrying dangerous goods or marinepollutants shall have a special list or manifest settingout, in accordance with regulation 4.5 of chapterVII of SOLAS 1974, as amended, and withregulation 4(3) of Annex III of MARPOL 73/78.

    8.1.12 Marine Pollutants

    The concept of a severe marine pollutant PP is

    deleted; they are just designated as P. The

    marine pollutant 'bullet' symbol () is also

    deleted, but a shipper will still be required to

    declare any consignment as being a marine

    pollutant in accordance with the IMDG criteria

    definition. There is a new section 2.9.3

    describing these, and chapter 2.10 has been re-

    written. The new marine pollutant label is a

    dead tree and dead fish
