MINUTES OF THE 3RD GENERAL BODY MEETING OF ODISHA METALLIFEROUS MINES SAFETY WEEK CELELRATION COMMITTEE 2017-18 HELD ON 15TH SEPTEMBER, 2017 AT 11.00 AM AT THE OFFICE OF DIRECTOR OF MINES SAFETY, BHUBANESWAR At the outset, Shri J. N. Sadangi, Secretary OMMSWCC 2017-18 extended his warm greetings and hearty welcome to Shri. R Subramanian, DMS, Bhubaneswar Region & Chairman of OMMSWCC 2017-18 and Shri N. K. Sriram, DDMS Bhubaneswar Region & Vice-Chairman of OMMSWCC 2017-18 and all the representatives from different participating mines and requested Shri. R Subramanian to preside over the meeting. Thereafter, Shri R Subramanian conducted the meeting. The meeting proceeded as per the agenda points and decision taken as recorded hereunder. 1. MODALITY OF MINE INSPECTION & MARKING SYSTEM :
Self-appraisal of each mine has to be done in the mark-sheet by the mine management itself and the markings are to be mailed to DMS, Bhubaneswar in the e-mail ID [email protected] before one week of mines inspection, i.e. by 04.11.2017. The self appraisal mark-sheets have to be countersigned by the Mines Manager and concerned three nos. of Workmen’s Inspectors in Mining, Mechanical and Electrical disciplines. In the 1st half, the Mines Inspection team shall inspect the mine and shall give marks on two subjects only. The subjects to be evaluated by the Mines Inspection team will be informed on the date of inspection by Core Committee consisting of the following members stationed at Bhubaneswar.

The core committee shall meet at the office of Director of Mines Safety, Bhubaneswar and will decide the subjects to be evaluated by a lucky draw. The two nos. of subjects so chosen shall be informed by the Convenor of the core committee to the Convenor(s) of the Inspection team by phone and SMS on the date of inspection. The filled up mark-sheet shall be scanned in pdf format and to be mailed to Director of Mines Safety, Bhubaneswar in e-mail ID [email protected] by the Convenor of the Mines Inspection Team after inspection. In case the self-appraisal mark of the mine is less than the mark awarded by Mines Inspection team, then the self-appraisal mark shall be considered as final mark. In case the self-appraisal mark of the mine is more than the mark awarded by Mines Inspection team, then the mark awarded by the Mines Inspection team shall be considered as final mark.
For markings on the remaining subjects, a multiplication factor shall be calculated based on the self-appraisal mark and the mark awarded by Mines Inspection team on the two subjects. This multiplication factor shall be multiplied with the self-appraisal marks of the remaining subjects and the value arrived as above shall be considered as final mark for the remaining subjects. In the 2nd half, the Mines Inspection team shall review the Safety Management
Plan(SMP), demonstration in First-Aid and Emergency Preparedness Plan
covering response to fire fighting.
Groupwise list of mines is given in Annexure-1. The inspection schedule is given
in Annexure-2. The list of Inspection team members is given in Annexure-3.
All the Team Leaders & the Members of Inspection Team will coordinate with
visiting mines for arrangement of their accommodation/ travel etc. All
participating mines are requested to extend their best support to them for their
smooth travel as well as inspection of the mines. The list of participating mines
with contact numbers is given at Annexure-4.
It is also decided that two(02) nos. of vehicles shall be provided by the
OMMSWCC for the Inspection of the mines situated outside the Chrome Zone
Area.
2. MARKSHEET COMMITTEE : It was decided to include new subjects in marking system for mines
inspection. The new subjects are on Swachhata (Cleanliness), Safety
Management Plan(SMP), First-aid Demonstration and Emergency
Preparedness Plan. The committee consisting of following members shall
modify the existing mark-sheet and mail the draft modified mark-sheet to
DMS, Bhubaneswar before 20.09.2017 for final approval.

3. TRADE TEST : For appearing in trade test, maximum 2 nos. of participants from each mine shall be allowed. In mines where contractor is engaged, one participant must be from the contractor side and the 2nd participant may be from departmental side or from contractor side. The persons who have already participated in the trade tests in previous years shall not be allowed to participate this year. New person has to be nominated by the mine management in this regard. This year, trade tests will be held at four nos. of venues as detailed below.

4. INAUGURAL DAY FUNCTION :
As per schedule, NALCO, Damanjodi will host the inaugural function of
OMMSWCC 2017-18 on 13.11.2017(Monday) at Damanjodi.
On the day of Inaugural function, FIRST-AID COMPETITION & SAFETY QUIZ tests shall be held amongst the teams from the Mines.
The First-Aid team shall consist of five members in each team. Each mine
shall ensure that the first-aid team does not include medical Staff. First-aid competition shall be conducted by a team of doctors from St. John’s Ambulance Association, Bhubaneswar.
The Safety Quiz team shall consist of three members, viz a Blaster, a Mining
Mate and a Mines Foreman. Safety Quiz test shall be organized simultaneously along with the First-aid
competition & hence, the two events shall be participated by independent teams. Each mine shall ensure that no official higher than Supervisory/ Foreman level is included in the Safety Quiz team.
The individual prizes to the winners of first aid & quiz competition shall be
given away at the end of the inaugural function on the same day. But the trophies for overall team performance in case of first Aid competition only shall be given at the final day celebration.
Participation in these events is mandatory for all participating Mines. As per
the practice, the host mine (M/s NALCO) will arrange breakfast & lunch for
the participants and other accompanying officials from different mines in the
inaugural function. The host mine shall also invite doctors from St. John
Ambulance to conduct the First Aid Test. All necessary arrangement for First
Aid and Safety Quiz Competition shall also be made by the host mine.
The chairman of OMMSWCC has advised all the Agents, Managers and other
Senior Executives of all the participating mines to be present in the inaugural
function.
Each mine shall submit the list of Participant of First-Aid and Safety Quiz to
Shri Sk. Nasimuddin, Manager (Mining) of Panchapatmali Bauxite Mine, M/s
NALCO in the e-mail ID [email protected] before
30.09.2017. He can be contacted in mobile no. 9437299545. Shri Sk.
Nasimuddin shall mail the list of hotels available in Damanjodi and
nearby areas with contact no. and tariff rate to all the participating
mines so that the participants can book the hotels in advance for
their stay during the competition period.

5. FINAL DAY FUNCTION :

hosted by M/s IRE Limited. The program shall start at 3.00pm.
6. NOMINATION FOR BEST EMPLOYEE
(BOTH EXECUTIVE & NON-EXECUTIVE) :
All the mines are advised to submit the nominations for best employee in both
categories, i.e. Executive and Non-Executive to the Mines Inspection Team
during the inspection of their mines. The evaluation format for model
employees in mines is given in Annexure-6.
7. SUBMISSION OF ARTICLES, INNOVATIVE IDEAS, MESSAGES, ETC.
All the mines shall mail the articles, write-up, slogans, innovative ideas of
their mine, messages, advertisements, etc. in soft copy latest by 25.10.2017
to Shri Lalatendu Mahapatra, Convenor of the Souvenir Committee in e-mail
The souvenir shall be published in e-book format. The front and back pages of the e-book shall contain the advertisement of the Host mine (M/s IREL), while front inside page shall contain next year’s host (Tailangi Chromite Mine, M/s IDC & Kamarda Chromite Mine, M/s B. 9. ANIMATION FILM ON BEHAVIOURAL ASPECT :
It was agreed by the house to prepare the animation film on “Behavioural
Aspects”. It will broadly cover accidents focusing on transporting equipment,
fault finding, lacunae, grey areas, remedial measures, rules, SoP, message,

10. REQUIREMENT OF STALL:
The requirement of no. of stalls (each stall of 10 feet X 12 feet size) for the
final day function shall be submitted to Shri J. N. Sadangi, Secretary,
OMMSWCC in e-mail id [email protected] before 30.10.2017.
11. STATUS OF PARTICIPATION FEES & ADVERTISEMENT TARIFF :
Shri A. C. Paikaray, Treasurer informed the house that payments from all the
mines have been received. Three nos. of contractors as mentioned below
have not paid the contribution fee of Rs.25,000/- each.

Chairman advised the representatives of the concerned mines present to
deposit the contribution fees latest by 30.09.2017.
12. TROPHY & CASH AWARD TO BE GIVEN BY M/S MMPL : Chairman announced that M/s Misrilal Mines Pvt. Ltd. (MMPL) has shown its
desire to have a fixed deposit of ten lakh rupees, the interest amount of
which shall be utilised for awarding a trophy and cash award to persons who
have contributed in the field of mining safety. All the members appreciated
the generosity shown by M/s MMPL. Detail modalities regarding this will be
informed by M/s MMPL.
13. OMMSAPP COMMITTEE : The house agreed to the proposal for making copyright or patent of
OMMSAPP, for change in server for increase in capacity, for implementation of
odia version, for change of architecture/background of OMMSAPP. A
committee was constituted as follows to look into the above details for
implementation of the same. The work is to be completed before 30.10.2017.

14. REQUIREMENT OF BADGES, POSTERS AND STICKERS : The requirement of Badges, Posters, Helmet Stickers, Vehicle Stickers and
Flags shall be kept as per last year’s list. In case any mine requires a change,
it shall intimate the change to Shri J. N. Sadangi, Secretary, OMMSWCC in e-
mail id [email protected] before 30.09.2017.
The above items shall be distributed before 30.10.2017 from the distribution
centres. There will be two nos. of distribution centres, one at TATA Sukinda
premises for Chrome zone and second one at DMS Bhubaneswar office for
mines located outside Chrome zone. After printing of the above material, a
separate mail will be sent to all the mines in this regard for collection of the
same.
15. RETURN OF PLAQUES/ TROPHIES/ SHIELDS : It was decided that all participating mines shall return the plaques/ trophies/
shields received by them last year in the office of Director of Mines Safety
latest by 30.09.2017.
But trophies won by Contractors in last year need not be returned.
16. UPLOADING OF VIDEO MESSAGES IN OMMSAPP : On the eve of Annual Mines Safety Week of Bhubaneswar region, All 32
participating mines shall mail video messages of their CEOs to Secretary,
OMMSWCC in e-mail ID [email protected] by 06.11.2017. The video
message shall be of three minutes duration and shall be uploaded in
OMMSAPP.
The meeting ended at 2.00PM followed by Lunch.
