It is with a great sense of excitement and pride that we welcome you to the 2015 Under 13 FOBISIA Group A1 Games hosted by Garden International School, Kuala Lumpur. The FOBISIA competitions give players, coaches and supporters all a wonderful opportunity not only to give of their best in competition but also to enjoy each others company based around four highly popular and high energy sports.
Our thanks go out to all of the visiting players and coaches for the time and commitment that you are putting into your preparation for this competition. We are looking forward to welcoming you to Kuala Lumpur. I know that so many of our staff are working tirelessly to ensure that the competition and the events surrounding it are successful for you.

General Information Schools will have an allocated area for their competitors in the main stand. Parents
and spectators will have their own viewing area in the main stand. Parents can assess throwing and jumping areas by walking around the perimeter of the track. At NO times should parents be on the track, centre of the track, marshalling areas, muster areas or finishing line
A first aid area will be clearly located trackside. We will have emergency transport on

Schools should enter two athletes, A and B, (with A being the better athlete) in each event. NB in the event of a school only being able to field one athlete, that competitor is, by definition, the ‘A’ competitor
Each competitor may compete in a maximum of 3 track / 2 field or 2 track / 3 field
events. The relay will count as 1 track event If competitors are entered in more than one field event taking place simultaneously,
the judges may allow them to participate in an order different from that decided upon prior to the competition. High jump must, however, take precedence
If all athletes are present, in throwing or jumping for distance, no competitor is
allowed to have more than one attempt recorded in any one round of the competition. However, if an athlete is timetabled for more than one event at a time, they may take their attempts back to back (except for high jump)
In the field events each competitor will be allowed at least one practice attempt
Once the competition has begun, competitors are not permitted to use the runways or take-off areas for practice or warm up purposes, nor are they permitted to use throwing sites for practice trials, with or without implements.
We will keep to IAAF rules, which can be found here unless guidelines here with the variations stated below:

Withdrawal/ Non- participation
If an injury/ illness prevents an athlete participating in their event or he/she withdraws from an event, Team Coaches must notify the head official at the coaches meeting. If an athlete turns up to an event that he/she is not down to compete in, without first informing the Meet Director, they will be disqualified
Protests
All protests must be made directly to the Meet Director within 15 minutes of the result of the relevant event being posted
Protests will only be accepted from team coaches (not parents or individual
athletes)

Warm ups must be supervised by coaches. To ensure safety and care of equipment, please ask your swimmers not to climb out over the touch pads
There is also a diving area next to the main pool which can be used for warm ups

Scratches
All withdrawals must be made at the coaches meeting. If an injury or illness occurs after the coaches meeting and a swimmer is no longer able to participate in their event(s), please ask your team coach to notify the Marshall directly, preferably 5 - 6 events in advance
Withdrawals should be submitted on the correct form which will be available at the
control desk
If an athlete turns up to an event that he/she is not down to compete in, he/she will be automatically disqualified from that event
Protests
All protests must be made in writing within 30 minutes of the posting of results for the event

Rules
FINA rules will apply with the following exceptions:
The one start rule, will be a two start rule (1st false start charged to the field, 2nd swimmer is disqualified but the race is not stopped)
Swimmers may start in the pool
FOBISIA rules apply as per the May 2014 Handbook
Electronic timing will be used. We will also use back-up stopwatch timing

will be made available to teams after the Games have been concluded
All teams, parents, spectators, team members and team officials should follow the FOBISIA Code of Conduct at all times
There will be allocated viewing areas for parents and spectators. For football, this
will be our main stand. For Basketball Court 1, there will be seating for parents in the Sports Hall against the side wall. For Basketball Court 2, there will be allocated seating overlooking the court on the balcony

Tournament Format
The football competition will take a round robin format To determine the overall positions, points will be allocated as follows:
Win = 4 points Draw = 2 points Defeat = 1 point League Table Tie Breakers
Head to head result Goal difference against tied teams Goals scored against tied teams Goal difference against all teams Goals scored against all teams
In the event that teams are still tied in the top 3 positions, there will be a play off (2 x 5 minutes). Should the game still be tied, the winner will be decided by a penalty shoot out. 3 penalties for each team, followed by sudden death. Any 7 players in the squad can be selected and if there is still no result after 7 attempts from each team, the same 7 players will continue until there is a final outcome. All matches will be played according to FIFA laws of the game with the following exceptions:
Games will consist of 2 x 12 minute halves with 2 minutes for half time The Timings for games will be monitored by referees at each game with the football
tournament director also timing as a back up Opposition to be a minimum of 5 yards away from each corner/free kick No Offside ‘Rolling’ Substitutions can be made at anytime from the halfway line Size 4 Ball
Players and Coaches
Squads of up to 15 Players with 7 on the pitch at any given time 2 coaches per team
Team Uniforms
Ideally, teams should have two numbered kits, with the goalkeeper’s uniform a different colour. In the event that team colours clash and there is no away uniform, the ‘away’ team will wear bibs
It is compulsory for all players to wear long socks, shin pads, football boots/astro shoes (no metal studs). Please note, our field is a 4G astro surface

The top three teams in the league will each receive a trophy with team members receiving a medal each

Tournament Format
The basketball competition will take a round robin format

Goals scored against all teams In the event that teams are still tied in positions which affect the top three positions, teams will play an additional 5 minute game one way, beginning with a jump ball. If at the end of 5 minutes, scores are level, a further period should be played with the ‘next basket’ wins. Rules All FIBA rules apply and to clarify:
Each game starts with a jump ball, with subsequent ‘jump balls’ and restarts becoming alternate possession on sideline at half court
8 seconds to bring the ball over half way and a 24 second shot clock to be employed
‘Back court violation’ to be enforced
3 seconds in the key to be enforced
4 team fouls per quarter leading to bonus shots (shoot on the fifth team foul)
5 personal fouls leads to player ejection
Substitutions to be made on any stoppage except basket scored
The following FOBISIA variations will be applied to the game:
Games will consist of 4 x 6 minute quarters.
There will be a running clock except for shooting fouls, during the last minute of each half a stop clock will be used, with the clock stopping on every whistle.
There will be a maximum of 1 x 45 sec time out per half. The clock will be stopped
during these time outs.
A ‘30 point mercy rule’ to be applied, whereby the game continues but the score is recorded at that point for league records. Such a mercy rule should, ethically, have been preceded by the winning school’s coach already having, for example, ceased to play a pressing game and also to have substituted the better players (starters). No team therefore may win by a margin greater than 30 points.
A size 6 ball to be used for all competitions.

As a team member:
Compete by the competition conditions and rules.
Never argue with the Judge’s, Referee’s or Umpire’s decision

Work equally hard for yourself and your team – your team’s performance will
benefit and so will your own
Respect the curfew set by the host school. This will assist your own and your team’s
performance.
Be a good sport. Encourage and support your own team members
Co-operate with your coach and team mates. Show respect for your opponents and
their skills
Be friendly to all participants

Check for any damage to premises on arrival and notify your team official
Keep your room tidy – make your own bed, help with chores
Do not leave the accommodation area without permission from the team manager
Be aware of which teacher is on supervision duty
Know where your team officials are staying

Ensure that your behaviour at all times, whether at or away from the playing
venue, does not bring the name of “School Sport” into disrepute
Avoid over-playing the talented players. All players need and deserve appropriate
time
Develop team respect for the ability of opponents as well as for the judgement of
officials and opposing coaches
Compliment participants on their efforts
Condemn unsporting behaviour
Ensure that your behaviour is consistent with the principles of good sporting
behaviour
Refrain from criticism of or reaction to the umpire’s/referee’s judgement and
decision
Maintain a standard of dress appropriate to the presentation of the team
Refrain from over-zealous coaching from the side-line
Refrain from smoking and consuming alcohol at any time while in the direct
supervision of students
